ADDENDUM NO. 2
TO THE CONTRACT DOCUMENTS AND SPECIFICATIONS DATED JULY 2017
FLORIDA GOVERNMENTAL UTILITY AUTHORITY PROJECT NO. PS 061
SEVEN SPRINGS WASTEWATER TREATMENT FACILITY IMPROVEMENTS
PASCO COUNTY, FLORIDA
ADDENDUM DATE: August 22, 2017
Bidders on the Project are hereby notified that this Addendum shall be attached to and made a part of the above-named Contract Documents and Specifications. These items shall have full force and effect as the Contract Documents and Specifications and cost involved shall be included in the bid prices. Bids to be submitted on the specified bid date shall conform with the additions/deletions/revisions listed herein.

SPECIFICATIONS
1. Specification Section 01025 1.05.C.2. Delete the first bullet, “Grit Removal, dewatering, TCLIP and
other required contamination testing, and proper disposal. Grit shall be dewatered such that it
passes paint filter tests;”.
2. Specification Section 01025 1.05.D.2. Delete the first bullet, “Grit Removal, dewatering, TCLIP and
other required contamination testing, and proper disposal. Grit shall be dewatered such that it
passes paint filter tests;”.
3. Add Specification Section 01025 1.05.I as follows:
I. Removal of Grit/Sludge/Debris Accumulation (Bid No. 9)
1. Periodic payments will be based on the unit price set forth in the Bid Proposal and based
on the amount of grit/sludge/debris (in tons) measured in place, removed, weighted, and
accepted by the approved Residual Management Facility, less retainage.
2. Bid Item No. 9 shall include the removal, dewatering, proper disposal, TCLIP, and other
contamination testing of the grit as required by the approved Residual Management
Facility. Grit/sludge/debris shall be dewatered such that it passes paint filter tests.

DRAWINGS

2. In the Contract Drawings, the electrical plans were converted to pdf on a 50% scale. Attached are
the electrical plans with the corrected scale.
3. Replace Note #3 on Drawing D‐1 with, “The Contractor shall be responsible for wash down, grit/
sludge/debris removal, and tank cleaning for the performance of their work to the satisfaction of
the Engineer. A source of non‐potable water will be designated by the Owner for use by the
Contractor for the purpose of wash down and/or flushing.”
4. Replace Note #4 on Drawing D‐1 with, “For bidding purposes, Contractor shall assume 1,125 tons of
grit, sludge, and debris to be removed from the South Train Phase 1 and 2 tanks. Tons refer to the
weight recorded and accepted by the approved Residual Management Facility.”

IN THE CONTRACT DOCUMENTS
1. Specification Section 0300, Article 5 (Basis of Bid), Bid Form has been revised. See attached.
2. Deadline for questions has been extended to the close of business on Wednesday, August 23, 2017.
QUESTIONS/RESPONSES
Q1. What equipment is currently installed and to be removed in Phase 1 (south tanks)?
See Drawings D‐3, D‐4 and D‐5 for items to be removed in the South Train Phase 1 tanks.
Q2. On the valve schedule CK‐PS‐01 is listed but not shown in the drawings. Please advise if required.
See response to Question 10 of Addendum #1.
Q3. Drawing P‐7 shows a 6” Gate Valve at the pump out connection, but the valve description and
valve schedule shows it as a plug valve (PV‐15‐01). Please clarify.
The note in Drawing P‐7 is incorrect. Revise note for PV‐15‐01 to state “6‐inch Plug Valve and Quick
Connect Thickened Sludge Pump Out Connection”.
Q4. Section 3/P‐3 doesn’t match the plan view on Drawing P‐2. Drawing P‐3 shows removing piping
and patching holes, but P‐2 seems to show new piping through those holes. Please clarify.
Section 3/P‐3 is correct. Revise plan view on Drawing P‐2 so that it is consistent with Section 3 on
Drawing P‐3.
Q5. Drawing P‐2 where the 4” WAS line enters Tank #10 on the west side of the tank it is shown with
a 90 bend, but section H/P‐5 shows a tee with blind flange. Please clarify.
Drawing P‐2 is correct. Revise Section H on Drawing P‐5 so that it is consistent with Drawing P‐2.

Q6. In 01025 1.05 A.2. states that final restoration and sodding is to be included in Mobilization/
Demobilization bid item, but this bid item is being limited to a percentage basis. Seeding/Sodding and
restoration is a fixed cost unlike general conditions, mobilization and demobilization which could be
greatly affected by completion time. Please consider removing restoration from the mobilization bid
item.
Remove final restoration/grading and seeding/sodding from Bid Item No. 1 and include them in other
lump sum bid items that are not limited to a percentage basis.
Q7. RAS/WAS Air Lifts Replacement Specifications, Section 11210 Submersible Pumps, Part 3 – Execution, 3.04 Pump Schedule, Item A., Page 11210‐5: Are these spec’s the correct ones for the new proposed pumps shown on drawings P‐3 and P‐5 for Tank #3? Revise Specification Section 11210 3.04A to state that the proposed RAS/WAS pumps are to be 460V, 3 Phase. Q8. RAS/WAS Air Lifts Replacement Specifications, Section 11210 Submersible Pumps, Part 3 – Execution, 3.04 Pump Schedule, Item A., Page 11210‐5: The 2 RAS/WAS pumps listed here are 5 HP, 230V, 1 Phase and if so, is the VFD being used to convert 1 to 3 phase so that 3 phase pumps can be used? The pumps are to be 460V, 3 Phase. That is the power available at the site. Q9. RAS Pump Station Drawings E3: The 2 RAS pumps shown in the upper left hand corner of the drawing and in both the “One Line Diagram” and “Cable Schedule,” which are shown as 7.5 HP, 460V, 3 Phase pumps appear to be existing pumps that only need a new control panel, please confirm they are indeed existing pumps that need a new control panel and not the new proposed pumps listed in the RAS/WAS Air Lifts Replacement Specifications, Section 11210 Submersible Pumps, Part 3 – Execution, 3.04 Pump Schedule, Item A., Page 11210‐5 that are different horsepower, voltage, and phase. Both the pumps and control panel are new (proposed). Both the pumps and the VFDs need to be
provided for use on a 460V, 3 Phase power supply.
Q10. Question, is 3.07 as shown below to be included in this bid. This alone is several hundred thousand dollars 3.07 SHORT CIRCUIT ANALYSIS AND COORDINATION STUDY The CONTRACTOR shall provide a complete short circuit study and a protective device coordination study for the electrical distribution system. The study shall include all portions of the electrical distribution system throughout the low voltage distribution system. The study shall be submitted to the ENGINEER prior to granting final approval of the distribution equipment shop drawings. A. Short Circuit Study The study shall be performed in accordance with ANSI C37.5 and corresponding IEEE publications. Short circuit momentary duties and interrupting duties shall be calculated on the basis of maximum available fault current at each switchgear bus, switchboard, motor control center and,

distribution panelboard. Based upon the calculated short circuit and interrupting duties, the CONTRACTOR shall determine the adequacy of the distribution equipment. B. Protective Device Coordination Study The CONTRACTOR shall perform a protective device coordination study to check the selection of circuit breakers and power fuses ratings, protective relays settings, low voltage breaker trip characteristics and settings. The coordination study shall include all voltage classes of equipment from the utility's incoming line protective device down each motor control center and panelboard. The time‐circuit characteristics of the protective devices shall be plotted on the appropriate log paper. These plots shall indicate the types of protective devices selected, time delay and instantaneous trip settings. C. Study Report The results of the short circuit and protective device coordination study shall be summarized in a final report. The report shall be submitted to the ENGINEER.
The short circuit analysis and coordination study in specification section 16010, 3.07 are not required.
