Defining Cohort C A Choice for Full‐time Distance Education
Cohort C provides online synchronous and asynchronous opportunities for students in Grades Pre‐
Kindergarten‐12.
Components of Cohort C
Choice for families and students
Staffing needs will be based on parent/guardian preference of Cohort C
Student technology access and connectivity must be verified
All employee groups have defined roles
Students and families selecting Cohort C will remain in Cohort C until we return to school face‐
to‐face
Parental involvement is a critical component at all grade levels
Administrator support for Cohort C:
Provides initial and ongoing parent/guardian communication, support, and guidance
Leads master scheduling and content migration to support instructors while considering the
instructional needs of students at individual schools
Includes schedule for live synchronous sessions and virtual office hours by grade level and/or
content subject
Monitors Individualized Education Programs (IEP)/Section 504 Plans/English language learner
(ELL) supports to ensure compliance
Monitors two‐way communication through Infinite Campus
Manages wellness checks and assigns students to wellness teams based on tiered indicators
Licensed Educator Supports Instructs Cohort C students and provides daily virtual office hours
Participates in collaborative lesson planning/potential professional learning on Wednesdays Conducts a minimum amount of weekly synchronous session(s) minutes with all students and
records the session(s) in the Canvas Learning Management Platform (Canvas) Elementary: 120 minutes Secondary: 60 minutes per course
Arranges for weekly two‐way communication and follows attendance processes Works with support professionals assigned to students with disabilities/accommodations Facilitates resources for IEPs/Section 504 Plans/ELL students Contacts parent(s)/guardian(s), as needed Attends/participates in all required parent/guardian meetings (i.e. IEP/Section 504 Plans, ELL,
etc.) Based on 20 percent of the student population on Cohort C, teachers will be assigned to
Cohort C

Student Considerations
Maintain positive attendance and course progress Complete assignments/tasks, as assigned Exhibit good study habits Contact teachers when requiring assistance Attend weekly required synchronous sessions or recorded sessions Participate in proctored assessments, if applicable Utilize virtual office hours as posted by teachers to obtain additional support and guidance
Parent/Guardian Considerations
Communicate with your child’s instructor(s) through virtual office hours Actively assist your child with their learning and directly participate with students specifically in
Grades Pre‐Kindergarten‐12 Provide support, guidance, and assistance Foster a conducive area for learning in the home Encourage and recognize positive gains and achievements Actively monitor your child’s progress in assigned courses
Instructor Course Load Recommendations
Align course loads to in‐person classes to maintain consistent communication Pivoting to face‐to‐face in subsequent reopening phases requires that Cohort C course load
maximums correspond to in‐person daily student course loads Specific course loads may be smaller to support students with specialized needs Individualize course loads by course‐specific guidelines
Course Offerings and Class Content
All Grade Pre‐Kindergarten‐12 instructors will use Canvas School counselors will collaborate with the student and parent/guardian to ensure accurate
class schedules are created to address individual student needs and requirements School administrators will ensure students are provided the necessary resources and
instructional supports Google Meet used to facilitate synchronous sessions
Assessment Management and Proctoring
Online grade‐level quizzes, exams, assessments, and final exams will require proctoring protocols
Primary grade teachers will implement formative assessment components to assess for mastery Canvas provides a Responsive Lockdown Browser for proctoring for an associated cost

Elementary School Master Schedule for Instruction: Teacher Assignment
Scenarios Scenario 1
100 Grade 3 students are enrolled in CCSD Elementary School.
22 students are registered for full‐time distance education (Cohort C).
100 Grade 3 students = four to five Grade 3 teachers (based on class‐size reduction and school allocations).
In this scenario, one teacher would be assigned to teach Grade 3 distance education (22 students assigned to the teacher in Cohort C) and the other three to four teachers would be assigned to teach face‐to‐face Grade 3 (19‐26 students assigned to each teacher; 9‐13 students per Cohort A/B class).

CCSD Mental Health Support Guidance for Schools In moving toward reopening schools, behavioral health concerns are as important to consider as
academics, physical health, and all other aspects of school life. It is crucial for all students and staff to
feel connected, and schools are in the unique position to be able to bring together educators, staff,
students, families, and community partners to co‐create safe, supportive learning environments.
As students, educators, and staff return to school campuses, the approaches to wellness and recovery
will be similar within in‐person instruction, distance education, and hybrid learning.
The Multi‐Tiered Systems of Support (MTSS) framework within Nevada’s plan for integrated student
supports will be followed. Schools need to simultaneously address the academic, behavioral, and social‐
emotional needs of all students, with first considerations given to Tier I instruction, services, and
supports for all students. A main focus of this framework is the infusion of social‐emotional learning
(SEL), Positive Behavior Interventions and Supports (PBIS), mental health supports, restorative practices,
and trauma informed care.
Restoration and Prevention Tier I
Focus on rebuilding relationships between students and staff
Maintain health and safety as a priority through the teaching of rules and routines
Teach, reteach, remind, and acknowledge prosocial behaviors
Establish, reinforce, maintain, and reward behavioral expectations
Focus on the positive
Develop trauma informed sensitive practices
Establish heightened sensitivity to students presenting unique needs
Build SEL into academic planning
Mitigation Tier II
Referrals should be based on primary needs and reinforced through selective screening
Referrals to school‐based counseling and outside community counseling services, where
appropriate
Establish check‐in/check‐out procedures
Establish small groups and peer support groups based on student needs
Use academic and behavioral data sources that will identify signs that students may require
more assistance
Full Support Tier III
Provide one‐to‐one support
Refer to community‐based resources (e.g., mental health providers)
Utilize Functional Behavioral Assessments and Behavior Intervention Plans
Use data‐based decision making to consider possible referrals for special education services or
Section 504 Plans
This framework encourages all schools to utilize current site‐based mental health professionals, such as
school counselors, social workers, safe school professionals, school psychologists, and school nurses, in
the planning, development, and implementation of the reopening plan. At the site‐based planning level,
these highly trained professionals will provide critical and necessary supports, resources, and
information.

Attendance Attendance will be documented in Infinite Campus. Guidance is provided in the Nevada Department of
Education Guidance Memorandum 20‐05:
There are three ways a pupil may demonstrate attendance in distance education:
(1) The pupil makes regular weekly progress in their classwork leading toward mastery
of Nevada Academic Content Standards and/or a course’s completion that can be
verified through a learning management system or other means; and/or
(2) The pupil participates in a real‐time class session; and/or
(3) The pupil meets with or otherwise communicates with a licensed teacher or licensed
substitute teacher who is able to discuss the pupil’s progress in the course.
If the pupil demonstrates any one of the three criteria, the pupil is considered present for the
whole week.
If the pupil does not demonstrate at least one of the three criteria, they are considered absent
for the whole week.

Professional Learning
Administrator Professional Learning Begins July 22, 2020
School administrators will preview the suggested professional learning identified in the ten‐day (plus
three) professional learning and preparation plan for teachers. This will provide background information
and a common understanding of vocabulary and what is available regarding technical considerations
and the process for planning to meet all students' needs. Canvas is the adopted Learning Management
System for the CCSD; all school administrators will complete the Canvas to make informed decisions for
their staff and community.
New Licensed Employees July 29‐August 4, 2020
New licensed employees will receive new hire induction professional learning provided by the respective
departments. In addition, all new licensed employees are required to complete the required videos in
Enterprise Learning Management System (ELMS) within 20 days of hire.
School Professional Learning Overview August 5‐21, 2020
Professional learning is mandatory for all licensed staff and instructional support professionals. Virtual
modules recommended for support professionals and substitutes are marked below with an asterisk (*).
Principals will be able to differentiate and meet the needs of their site using the Professional Learning
Framework provided. The professional learning modules offered in this plan are online, providing
flexibility to principals to structure the 13 days to plan to meet the needs of their campus within the
distance education options.
It is highly recommended that principals structure time within the first two days (August 5‐6, 2020) to
outline the site‐specific reopening plan, including safety protocols, instructional expectations (i.e. face‐
to‐face, distance education), and building capacities under Centers for Disease Control (CDC) safety
parameters. All staff sessions will be available in a Canvas course, including prerecorded webinars, and
are in addition to the site‐specific opening plans. It is the expectation that all licensed staff complete the
online modules by August 21, 2020.
Professional Learning Options for Wednesdays Wednesday is a critical component of the teacher week to prepare face‐to‐face lessons, virtual lessons,
engage in professional learning communities with colleagues, and contact parents/guardians and
students.
It is recommended that teachers engage in professional learning for an hour each week to further
develop their skills to teach students under the new circumstances. A menu of options available to
teachers can be found by clicking here. These sessions are offered in the ELMS platform.

COVID 19 ‐ K‐12 Student Code of Conduct Addendum
Face coverings must align to the CCSDs Dress and Appearance Policy 5131 and Regulation 5131 and not disrupt or distract from the educational environment of schools or reduce the instructional effectiveness or disciplinary control of school administrators, licensed educators, and support professionals.
If a student is not wearing a face covering, staff will direct the student to put on a face covering. If the student does not have a face covering, staff will offer the student a face covering and the student will proceed to class.
If a student refuses to comply, school administration will be contacted and the Clark County School District K‐12 Student Code of Conduct Addendum resolution process for a Major Offense must be followed.
A student’s refusal to wear a face covering may be defined as Insubordinate, and result in a Required Parent Conference.
Continued refusal to wear a face covering may escalate to an additional Major Offense, as aligned to the
Clark County School District K‐12 Student Code of Conduct Addendum.
