Dear Student,I welcome you to Bhagat Phool Singh Mahila Vishwavidyalaya and congratulate you for deciding to study at North India’s first State Women University.Since its establishment in August 2006, the university has made tremendous progress on all fronts. In a short span of seven years, BPSMV has expanded considerably in terms of infrastructure and academics. The University has also established innovative centers like the Centre for Society University Interface and Research (CSUIR) to strengthen the bond between society and the university. In order to preserve our culture and heritage and to conduct research on Indo-Asian heritage and culture, the UGC has awarded BPSMV with an Area Study Centre on Indic-Asian Studies, whose website www.sthaneshwaranidhi.ac.in is worth visiting. It is worthwhile to mention that ours is the only university in Haryana to be awarded with an Area Study Centre by UGC.The university provides pollution free networked campus, new hostels equipped with modern amenities, state of the art gymnasium, central library, state of the art language labs, round the clock medical care, smart classrooms, shopping complex etc. As a testimony to our committed and sustained efforts towards women empowerment through education, the university recently held its 1st Convocation at which approximately 2436 Graduates were awarded degrees by Smt. Sonia Gandhi, Honourable Chairperson, UPA. In a truly innovative style, the names of all the degree holders were woven in golden on red silk to produce a scroll, bearing the names of all the 2436 students getting degrees in the First Convocation.The MOUs with the University of Baltimore, USA; Nottingham Trent University, UK; St Catherine University, USA, Kwangwoon University, South Korea and British Council, Delhi have provided enriching opportunities of exchange to both our students and faculty. the Genesis...Bhagat Phool Singh Mahila Vishwavidyalaya is the manifestation of the dream seen by the legendary, saintly figure Bhagat Phool Singh ji, who established a Gurukul, exclusively for girls at Khanpur Kalan in 1936. Notwithstanding the vehement opposition to Bhagat Phool Singhji’s endeavor to educate girls, Gurukul Khanpur Kalan turned out to be a centre of excellence for girls’ education. Barring few non progressive sections of society, everybody including the eminent personalities like Sir Chhotu Ram of those times helped in evolving Gurukul Khanpur Kalan into a centre of excellence for girls’ education. Owing to his extraordinary interest in women’s education Shri Bhupinder Singh Hooda, the Honorable Chief Minister of Haryana upgraded the erstwhile Gurukul to the status of a University exclusively for women in August 2006 and christened it as Bhagat Phool Singh Mahila Vishwavidyalaya, (hereafter referred as BPSMV) the first State Women University of North India.Since its inception in august 2006, Bhagat Phool Singh Mahila Vishwavidyalaya has earned its place of ‘university with a difference’ in the arena of higher education.. To start with the bare minimum requirements of a university, BPSMV has undergone a complete transformation; a 75 years old Gurukul started with only three girls has turned into a modern university with approximately 7000 girls on its rolls and juxtaposing tradition with modernity. Bhagat Phool Singh Mahila Vishwavidyalaya is spread over lush green, pollution free 500 acres of land. There are two teaching blocks housing various teaching departments of the university, an administrative block, a multipurpose hall and the School of Engineering and Sciences. There are several constituent institutions viz. BPS Institute of Higher Learning, BPS Institute of Teacher Training & Research, Department of Laws, BPS Mahila Polytechnic and MSM Institute of Ayurveda. Also there are two Schools offering courses in all school subjects both in Hindi and English medium.

In order to institutionalize the culture of academics and promote research, the university has appointed many renowned academicians as Visiting Professors in various departments. Ph.D Programmes in various disciplines and innovative programmes have been launched.

extra Curricular ActivitiesIn order to inculcate among the students a sense of social consciousness and dignity of labor, the university has implemented national service scheme. The students enrolled in various teaching departments and constituent colleges are encouraged to participate in NSS which eventually grooms them in becoming a better citizen and also gives them an opportunity to interact with society from close quarters. The volunteers of NSS are awarded merit certificates which help them in future job placement. The NSS Volunteers represent the University in the Republic Day Parade at New Delhi every year.

PlacementThe university provides placement assistance to the meritorious students especially of the professional courses. The companies are invited to the campus for placement.

sportsThe University provides the best sports facilities for both outdoor and indoor games. The first National level women wrestling tournament was organized in which Olympic Bronze Medalist Yogeshwar Dutt inspired the wrestlers.

ResearchThe University lays emphasis on meaningful research and provides every facility to the researchers. We have created infrastructural facilities to promote qualitative research. Many of our faculty members have received research awards and are working on research projects awarded by UGC and other national academic bodies.

Centre for Indic - Asian studiesThe University Grants Commission, New Delhi has awarded an ‘Area Study Centre on Indic and Asian Studies’ to BPSMV. BPSMV is the first and the only university in Haryana to be given the prestigious Area Study Centre. And BPSMV will be the only university in India to research and study comparative Indic-Asian Studies, which are studied however in many western universities such as university of Vienna in Austria and the University of Massachusetts in USA. The Centre for Indic and asian Studies of BPSMV will devote itself to issues related to Indo-Asian knowledge systems: sciences, technology, business, management, arts, architecture, ethics, philosophy, history, culture, societal values, customs and practices, polity and pluralism. It shall promote an understanding of contemporary India and its interface with the contemporary world. The Centre has plans to collect, digitalize and upload texts/manuscripts/articles. It plans storage of intellectual texts in multiple modes – micro-film copy, digital copy and hard copy. The Centre also proposes to plan and organize networking with institutions and websites that share the similar goal, invite collaboration from Indic scholars and institutions world-wide, organize International Conferences. The Centre also has plans to prepare and compile a Directory of Scholars of Indian Knowledge Systems and a Catalogue of Materials.

Responsibility towards societyCentre for society – University Interface Research

Realizing the need to create and sustain a collaborative framework between the university and society, this centre has been established. The Centre offers innovative courses in three areas viz. Integrated Energy Resource Management, Microfinance Practices and Folk Medicine, besides developing low cost innovative technologies for rural folk like Upla making machine in collaboration with DCRUST, Murthal and fitness

cum washing machine and adopting villages for their overall development. The Centre has infact adopted neighboring villages and has contributed in its development through awareness programme, health camps and installing solar street lights. The university also conducts refresher courses for elderly women and for women entrepreneurs by developing programmes of sanitation and pure drinking water.

The University in collaboration with UNESCO Chair, Community Based Research & Social Responsibility In Higher Education Organized International symposium on Fostering Social Responsibility and Strengthening Community Engagement in

Higher Education last year. The objectives of the symposium were to deliberate on meanings of social responsibility in Higher Education, share emerging lessons in community engagements and to identify areas for future collaborations.

Unique FacilitiesAcademic staff CollegeBPSMV is the youngest university in India to get the academic Staff College in a record time of two years of its establishment. So far, the Academic Staff College has organized many Orientation/ Refresher programmes for college and university teachers from all over the country, since its inauguration on 14th August 2009 and has benefited approximately 700 teachers.

University shopping CentreThe university has established a shopping centre with restaurant, boutique, general store, beauty parlour, stationery shop and ice-cream parlour.

Learning Resource CentreLearning Resource Centre (Language Labs) is an independent central facility of the University, responsible for providing training in communication skills to all


the students enrolled with the university. It also acts as a platform where learners are groomed for Soft & Interpersonal skills. The Learning Resource Centre has six state-of-the-art Language Labs, equipped with latest technological software which helps in effective learning of language skills which are compulsory for all the students. Besides this, LRC also imparts training & guidance for appearing in International English proficiency examinations conducted by University of Cambridge.

Business english Certificate, Cambridge University Since the University’s vision is to empower the girls through communication competence, students are trained for appearing in international English proficiency examinations like Business English Certificate (BEC) conducted by Cambridge University, U.K. Besides students, teachers are also trained to undertake such examinations.

staff training and Research Institute for teaching of english (stRIte)Staff Training and Research Institute for Teaching of English (STRITE) has been established as an Autonomous Institute in LRC for imparting training in effective teaching of English to school & college teachers. So far STRITE has organized 10 teacher training programmes benefitting more than 500 teachers.

University Centre for Judicial servicesUniversity Centre for Judicial Services has been established in the University for imparting coaching and guidance to law students for entering into judicial services.

Front Line Demonstration CentreThe university has established the State Government sponsored Front Line Demonstration Centre in 3

acres for providing better farming techniques to the farmers. The FLDC based on Israel’s technology also supplies new and modified varieties of vegetables to the university staff and neighbouring villages.

UGC- net Coaching CentreThe University has established a centre for imparting coaching and guidance for National Eligibility Test (NET).

Hostels & Faculty HousesThe university provides the best hostel facilities to the resident students. The hostels are newly constructed, equipped with state of the art amenities like mess, solar water heaters, recreational facilities library etc. the rooms with both double and single occupancy are offered to the students. There are 15 hostels with modern facilities with a capacity of 3500 residents. The university has constructed new 95 faculty houses in addition to 131 old houses.

LibrariesThe University has one Central Library and Departmental Libraries in all the Institutes/ Departments. The Central Library was established in 2007 and covers 9150 square feet and has a stock of approximately 100000 books. The Central Library has approximately 7000 Users (Faculty Members, Non Teaching Staff, UG, PG Students and Research Scholars etc).Central Library subscribes 6100 National and International Journals, 15 E-data bases, 80 Magazines & Periodicals and 25 Newspapers (Hindi & English). Games & Health CareThe university has well developed facility for both outdoor and indoor games like Badminton, Volleyball, Kabaddi, Lawn Tennis, Judo, Basketball etc. A state of art Gymnasium is being established in the university. A well developed Ayurvedic College and a 110 bed Hospital are situated on the campus providing round the clock medical facility to the patients from within the university and the neighboring villages.

International Conferences• The University organized the first International

Conference on India – Korea Relations: Past and Present on July 18-19, 2012. The scholars from South Korea and India examined historical, cultural, economic, trading, commercial, educational and social and rural reconstruction experiences in India Korea relations.

• The University organized the second International Conference on South-East-East Asia and India: Historical Interconnections in Art, Architecture and Culture of Laos, Thailand, Cambodia and Vietnam on 18-20 January 2013. Besides these countries the scholars from Poland, USA, UK, Russia etc

presented papers to examine India’s classical and contemporary interface with its asian neighbors in the spheres of culture, history, trade, religion, societal development, science & technology.

• The University in collaboration with Kwangwoon University, Seoul, South Korea and Asian Public Administration Forum (APAF) at Korean Association for Public Administration (KAPA) organized an International Seminar On National Rural and Ecological Development and Public Action on January 29, 2013.

Bhagat Phool singh Memorial Lecture seriesIn order to pay tribute to its founder, the University initiated a series of Bhagat Phool Singh Memorial Lecture. The first lecture in this series was delivered by eminent Scientist & former chairperson, UGC Padam Vibhushan Professor Yash Pal on the need to promote scientific temperament in the young generation. The second lecture in this series was

delivered by eminent Social Scientist, former Vice Chancellor, Pune University and Member of Planning Commission Dr Narendra Jhadav. He spoke about the contribution of youth in the growth of India as a superpower and dwelled upon optimum utilization of youth power. The third lecture was delivered by eminent agricultural Scientist, former Director General, ICAR and Chairperson, Farmers’ Commission, Haryana Dr R.S. Paroda.

Miscellaneous Informationnational service schemeIn order to inculcate among the students a sense of social consciousness and dignity of labor, the university has implemented national service scheme. The students enrolled in various teaching departments and constituent colleges are encouraged to participate in NSS which eventually grooms them in becoming a better citizen and also gives them an opportunity to interact with society from close quarters. The volunteers of NSS are awarded merit certificates which help them in future job placement.

Credit schemeThe university has successfully implemented the semester scheme in all its programmes. As part of this scheme, credits are allocated to each course and a cumulative result is derived at the end.

Reservation & Fee ConcessionBhagat Phool Singh Mahila Vishwavidyalaya being a State University has implemented the reservation policy of the government of Haryana. Besides this following special provision is also made:

• Reservation of 4% seats in different courses for the girls of Khanpur Kalan village.

• Reservation of 20% (of reserved seats) seats for the natives of Bhainswal Kalan (Ist preference to those who have donated land).

• 100 % concession in tuition fee in general education at PG level for those girls whose families have donated / whose land is acquired by the university.

• Full tuition fee concession for the employees of BPSMV and their wards/spouses.

• The development fee wherever applicable may be charged uniformly from the university employees and their wards/spouses at the rate of ¼ of the development fee charged from students for sponsored/payment/open merit seats.

• This concession is also extended to the wards of retired employees and wards of those employees who die while in service.

Concession to the Kashmiri Migrant studentsas per the directions of the MHRD, Govt. of India, the university provides the following concession to the Kashmiri migrant students in the matter of their admission during the academic year 2012-13.

• Relaxation in cut off percentage up to 10% subject to minimum eligibility requirement.

• Increase in intake capacity up to 5% course-wise.

• Reservation of at least one seat in merit quota in technical/professional institutions.

• Waving off domicile requirement.

Placement AssistanceThe university provides placement assistance to the meritorious students especially of the professional

section - III


courses. The companies are invited to the campus for placement.

Admission ProcedureFor admission to any programme, submit the completed application form accompanied by the required testimonials to the concerned head of the department/ principal. All enquiries pertaining to admission must be addressed to the concerned department/ college.

Admission Against Vacant seatsIf any seat remains vacant in sub categories of BC (A) & BC (B) , the same will be filled up through the candidates belonging to other category. For example, if any seat in BC (B) category remains vacant, the same will be filled up from BC(A) category and vice versa.

If the candidates in the SC/ST category are not available and the seats till remain vacant, the same may be thrown open to Haryana open category with the approval of the Vice chancellor. In case, the seats in Haryana general category remain vacant at the end, the same will be thrown open to all India open category with the permission of the vice Chancellor. However, if the candidate of SC/ST category approaches the university that she could not present herself at the time of physical presence on sufficient ground and so reserved seat has been filled up from Haryana open category candidates, the proposal for additional seat (except professional courses in which seat can be increased only with the approval of the professional statutory councils) for that candidate, will be put up by the concerned department. This facility shall be restricted to only for SC/ST students.

Payment of Fee• The examination fee for each semester/year/

unit shall be payable along with the admission/tuition/course fee only.

• The fee prescribed for various programmes and hostel will be accepted separately through Demand Draft/ Cheque or cash. The Demand Draft should be made in favour of The Registrar, BPSMV, Khanpur Kalan (Sonipat) payable at Punjab National Bank, Khanpur Kalan.

Fee transferIn the event of change of course/programme the fee deposited will not be refunded but can be internally transferred from one department to other department with the prior approval of concerned Heads.

Refund of FeeA. For the courses in which admission is granted

directly by the university, refund of fee will be as following.• With in a week of admission Rs 1000/-

will be deducted.• With in a month of admission 25% of the

total fee deposited will be deducted.• Beyond one month fee will not be

refunded.B. For the courses in which admission is granted

through Haryana state counseling society (HSCS) the refund of fee shall be as per the rules or guidelines of HSCS.

C. Separate applications are to be tendered for refund of fee for course and hostel.

AttendanceThe attendance of the students in the classes is closely monitored. A student falling short of 75% attendance in any porogramme will be barred from appearing in the final sexamination. However, genuine cases will be considered according to the existing statutes.
