The candidates are instructed to visit the websites at least two times a day for

updates from the date of application till the end of admission process without fail. Selection Committee will not be responsible for consequences resulting due to non-diligent follow-up of notices, notification and publications appearing on the websites regarding admission to M.P.T. Course 2018-19 session.

GENERAL INSTRUCTIONS : - 1(a) Candidates seeking admission to the Post Graduate MPT course should submit the

print out of online application form with necessary enclosures which should reach

(b) The candidates shall ensure that the print out of online application form with all particulars and enclosures reaches the Selection Committee within the date and time specified. Applications received by Speed post / courier or any other means, after the last date & time will be rejected irrespective of the date of booking.

(c) The Selection Committee shall not be responsible for any delay in the receipt or for

the loss in transit of application form etc., (d) Non-Service Candidates should send their applications directly to the Secretary,

Selection Committee at the above address. (e) Service Candidates should get their online printout applications forwarded only

through the proper channel with the remarks of the forwarding authorities in the format prescribed in the application form. If not, the applications will be summarily rejected.

(f) Advance copies from service candidates will not be accepted. (g) Applications with incomplete or insufficient particulars or without enclosures will be

summarily rejected without any intimation to the candidate. ELIGIBILITY CRITERIA :

2. (a) Candidate seeking admission to the Postgraduate M.P.T. Course should be citizen of India and native of Tamil Nadu.

(b) Candidates of Tamil Nadu Nativity who have completed B. P.T in other States should furnish a certificate of Nativity in Tamil Nadu issued by the competent authority only supported by a copy of Passport/ Ration Card / Voter’s ID / Driving Licence/ Permanent Registration Certificate. If the copy of the supporting document is not produced, then the application form will be rejected.

(c) Nativity Certificate submitted later will be summarily rejected. 3. Candidates should possess a B.P.T. Degree awarded by the Tamil Nadu Dr.MGR

Medical University or any other University recognized as Equivalent thereto by the Tamil Nadu Dr.M.G.R. Medical University / Physiotherapy Council. Candidates who have qualified from other Universities should produce an Eligibility Certificate from the Tamil Nadu Dr.MGR Medical University at the time of admission, failing which they will not be considered for selection.

4. Candidates seeking admission to the Postgraduate M.P.T. course should have obtained not less than 50% of the total marks obtained in all semesters taken together in the B.P.T. Degree course. In case of failure (s) the pass marks in the subsequent attempt(s) shall be taken for calculation purpose. Number of attempts is not considered for calculation of marks.

5. A candidate who has already completed or acquired a Postgraduate Degree in any branch in M.P.T. course or is undergoing M.P.T. Course in any branch is ineligible to apply for any other speciality in M.P.T course.

6.The following category of B.P.T. Graduates will be treated as Service candidates for selection under the seats reserved exclusively for service candidates.

i) B.P.T. graduates serving in Tamil Nadu Medical Service on a regular basis and who have completed two years of service as on 30-04-2018.

ii) B.P.T. graduates who are approved probationers serving in local bodies who have completed 2 years of service as on 30.04.2018.

7. The following categories of B.P.T Graduates will be considered for selection under open quota as non – service candidates only.

a) B.P.T. graduates who are serving in Govt. of India institutions in Tamil Nadu and Public Sector undertaking and organization under control of Government of India in Tamil Nadu.

b) B.P.T. Graduates who have not been selected by TNPSC/MRB and are serving purely under temporary category in Tamil Nadu Medical Service / Local bodies.

c) B.P.T Graduates serving in Private sector. PROCEDURE FOR FILLING THE APPLICATION: 8 a. Candidates seeking admission are required to send his/her print out of Online

application form only. b. Attested recent identical passport size photograph which was uploaded should be

affixed to the application form. Note: If the Photograph is not a recent one taken at the time of submitting the

application, the Application will be rejected. 9. The candidates shall fill in the Application form carefully. 10. A candidate shall submit only ONE application form 11. The Government Orders issued and to be issued from time to time pertaining to

any of the matters contained in the prospectus should be read as part and parcel of this prospectus and such terms and conditions in the Government Order are deemed to have been incorporated in this prospectus.

12. Service candidates should send their applications through the proper channel with the forwarding authority’s remarks and the service particulars carefully filled up by the forwarding authority as prescribed in the application form. Applications of the Service candidates who have completed two years of continuous, regular service as on 30.04.2018 excluding eligible leave alone will be considered. The Heads of Directorates have to issue a Certificate of completion of the required service. The application should reach within the stipulated time. If the application is received after the last date, it will not be accepted irrespective of the date of submission and date of forwarding by the Competent authority.

13. Candidates must enclose only Self attested photocopies (not originals) of the following documents in the order indicated below along with the application, failing which the application is liable for rejection.

i) B.P.T. course completion certificate from the College where the candidate had undergone the B. P.T., course.

ii) B.P.T. Degree Certificate or provisional pass certificate from the University concerned to which the college is affiliated.

iii) First year / Semester to final year/semester B.P.T., Mark sheets issued by the University concerned.

iv) Valid Community Certificate issued by the competent authority with Office Seal v) a) Birth Certificate or copy of H.Sc., Certificate / School Leaving Certificate /

College Leaving Certificate b) Extract from Service Register as evidence for Date of Birth (for Service

Candidates). vi) Eligibility certificate from the Tamil Nadu Dr. MGR Medical University for

candidates who have qualified for the B. P.T., degree course from Universities other than the Tamil Nadu Dr. MGR Medical University.

vii) Attempt Certificate in Final Year B.P.T., course from the College/University concerned.

viii ) Nativity certificate ( if applicable) with supportive Documents ix ) Copy of Posting order ( For service candidates )

14. It shall be the responsibility of the candidate to give the correct mailing address on the main application form. If there is any change of address it should be intimated immediately to the Selection Committee in writing.

15. Online print out of applications without the signature of the candidates will be rejected.

MERIT LIST 16. A common Merit List for the M.P.T course will be prepared for a total mark of 100 by

computing of academic marks for 90 and experience marks for 10 . CALCULATION OF ACADEMIC MARKS :-

17. The total marks obtained must be reduced to the base of 90 marks and the weighted total marks obtained should be calculated accurate to two decimals. The academic marks is arrived at as shown below:-

Total marks obtained must be reduced to the base of 90 marks. The weighted total marks obtained should be calculated accurate to two decimal. 3600 - 2980 90 - (2980 / 3600 x 9)

Therefore, Academic marks - 74.50 / 90

ii.One mark for each completed year of experience as on 30-04-2018 which is calculated from the last date of the month of passing B.P.T. Degree Examination, subject to a maximum of 10 marks shall be awarded as experience mark for both Service and Non Service candidates. Two marks will be awarded to each year of Government service in hilly areas and it will be awarded to a maximum of 10 marks. Altogether the total

marks awarded for experience will be restricted to 10 marks for all candidates including candidates from hilly areas. Fractional values of a year will not be counted for awarding marks for experience and experience in hilly regions.

iii. In the case of candidates who have furnished the mark sheets only in grades, they should furnish the actual marks obtained from the university. If not, only the minimum marks of the grade will be considered.

18. The Secretary, Selection Committee will publish the merit list in the websites www.tnhealth.org. / www.tnmedicalselection.org. The candidates are advised to visit the websites everyday from the date of issue of application for information.

19. DETERMINATION OF INTER-SE-MERIT In case of two or more candidates obtaining equal marks out of total of 100 marks, the

inter-se-merit of such candidates shall be determined on the basis of the following order of preference.

a) Least number of appearances in the final Semester / final year of B.P.T. Examination. b) Total marks obtained in the final semesters / final year examination of B.P.T.course.

c) Seniority in age will be given preference COUNSELING PROCEDURE : - 20. (a) Allotment of seats will be done by counseling based on merit following the rule of

reservation / roster system in force in the State of Tamil Nadu and as per all other terms and conditions contained in the Government Order issued and to be issued from time to time with regard to rule of reservation.

(b) Candidates will be called for counseling according to their ranks in batches. (c) Option once given during the counseling cannot be changed later. Request for

change of branch / college from one to another is not permitted after an option has been exercised at the time of counseling.

(d) Request for transfer from one college / branch will not be allowed strictly after the cutoff date.

(e) Individual request for transfer of college will not be entertained. (f) Mutual transfers will not be permitted under any circumstances.

21. Candidates selected for admission should give a declaration in the form given at the time of counseling that he / she is liable for forfeiture of selection / admission if suppression of facts are found at any time during or after admission to the course. The selection / admission shall be liable for cancellation based on the declaration at any time during or after the admission to the course.

22. (i) Due to unforeseen reasons ,if a candidate cannot attend the counseling on the

specified date and time, he / she can authorize a representative to attend the counseling on his/ her behalf. The authorized representative should produce an undertaking and authority letter for allotment in the format given in the Annexure V (A & B) along with requisite original documents. The allotment made to the authorized representative shall be binding on the candidate

(ii) Candidates who are absent at the scheduled time and date of counseling without a valid reason for absence will not be considered for admission. However the Selection Committee reserves the right to permit the candidate to attend the counseling if a valid reason for absence is communicated to the Selection Committee. The candidate so permitted can only claim the speciality and college available at the time of counseling when he / she actually attends during that phase only.

(iii) If the candidate is absent during the first phase of counseling, he/she cannot attend the second phase of counseling.

23. Strict discipline should be maintained by the candidates for smooth conduct of

counseling. If the candidates are found indulging in any untoward activities, they will be debarred from the counseling and selection for the present and subsequent two years.

24. The candidates appearing for allotment by personal appearance should bring the

documents enclosed along with application in original. In any case candidates without original certificate / documents, shall not be allowed to participate in the counseling. Candidates who have deposited their original documents with the institution/ Universities and come for counseling with a certificate stating that “ their original certificates are submitted to the institution/ University” will NOT be allowed to participate in the counseling.

25 Any change or modification and relevant information pertaining to this admission

process will be made available immediately on the websites. (www.tnhealth.org / www.tnmedicalselection.org ) The candidates are instructed to visit the websites from the date of application till the end of counseling without fail. All information including the date of counseling will be put up in the website. Call letters can only be downloaded from the websites. Candidates will be permitted for counseling accordingly.

26. All candidates attending the counseling for M P.T Course will have to remit a non-

refundable amount of 500/- by means of Demand Draft drawn in favour of the Secretary, Selection Committee as processing fee.

METHOD OF SELECTION AND ADMISSION: - 27. 1. a. The Selection will be made by, counseling based on merit and by applying the

Rule of Reservation / Roster method followed by the Government of Tamil Nadu wherever applicable.

Roster method of rule of reservation will be followed if the seats are more than 1 and less than 8 in each branch as per G.O.Ms.No.241/ dt.29-10-07 of P&AR (K) Dept. of Government of Tamil Nadu. This is subject to the final verdict of the Supreme Court of India in the SLP 14014-15/09 filed by this Govt. against the orders passed by the Bench of the High Court of Madras dated 12.05.2009 in W.A Nos.763 & 764 / 2007 and W.P No 7067 / 2009

If the seats are 8 and more, the rule of reservation shall be as follows:- Open Competition - 31% Backward Class - 30% Most Backward / Denotified - 20% Scheduled Caste - 18% Scheduled Tribe - 1%

Within the 30% reservation for Backward Classes 3.5% reservation will be provided for Muslims and 16% of seats out of 18% Quota earmarked to Scheduled Caste Arunthathiyar Community.

b. 50% of seats will be made available for service candidates and the other 50% of seats are for open Quota to be filled on the basis of merit from Service and Non–Service candidates put together. In case of an odd number of vacancy, among the seats, that vacant seat shall be filled up by consideration of merit and communal reservation. 28. a. Selection and admission of students to the seats earmarked as Government quota in

Self-Financing and Government Aided Institutions will be subject to the Central and State Act and Rules proposed by the respective Government coming into force before counseling. The seat matrix for these institutions will be displayed during counseling.

b. Service candidates taking allotment in Self-financing colleges will not be paid salary and they have to avail leave to which they are eligible for the period of study on their own after obtaining prior permission from their Head of Department concerned.

c. Stipend / Fee structure/ Bond amount/ any other conditions will be as per the Institution admitted into.

29. DURATION OF COURSE AND TUITION FEES a. The duration of the Post Graduate M.P.T Course shall be 2 years.

b. Students of SC/SCA/ST community, whose parents’/guardians’ annual income is less than Rs.2,50,000/- (Rupees two lakhs and fifty thousand only) and students of SC converted Christianity, whose parents’/guardians’ annual income is less than 2,00,000/- (Rupees Two Lakhs only) are exempted from payment of all compulsory, Non refundable fees (Enrollment/Registration, Tuition, Games, Union, Library, Magazine, Medical Examination and such other fee compulsorily payable by the scholar to the Institution or University/ Board) and also exempted from all compulsory Non refundable fees fixed by the “Fee Committee”. The fees, so exempted shall be claimed by the respective Institutions under the Scholarship Programme of the Government of India in G.O.(Ms) No.6, AD and TW Department, dated: 09.01.2012 and as per G.O.(Ms.) No.92, AD and TW Department, dated 11.09.12.

c. Selected candidates shall pay 2000/ - by way of Demand Draft drawn in favour of the Secretary, Selection Committee, Kilpauk, Chennai – 10 payable at Chennai at the time of receipt of the allotment order towards tuition fee. After the receipt of the joining report from the Deans of the respective colleges, this amount will be transferred to the Colleges concerned. The fee is not refundable if the candidate discontinues or does not join the course.

30. HEPATITIS B VACCINATION All the Selected candidates for admission to the various Postgraduate M.P.T course

for 2018 - 2019 session should take Hepatitis – B vaccination and submit a medical certificate from an authorized Medical Officer as proof thereof, to the Head of the Institution at the time of joining. Admission to any Post Graduate course will not be allowed by the Heads of Institutions without the medical certificate. The candidate should take further doses at the prescribed intervals as required. 31. COMMUNICATION a. The Intimation / Call Letters will be available in the Web Sites www.tnhealth.org &

www.tnmedicalselection.org before counseling. Selection Committee will not be held responsible for non viewing of website.

b. Candidates should inform the change of address, change of postings etc., immediately to the Selection Committee.

32. RAGGING The candidates who join the M.P.T Course should not indulge in any kind of agitation

/strike /ragging activity inside / outside the college campus during the course of study. Candidates found to be taking part in any such activities mentioned above will be expelled from the course / college, at any point during the course of study and criminal action will be taken against them.

33) Candidates who have applied for M.P.T. course are deemed to have read the contents of the Prospectus and agrees with all the conditions and clauses and will not have the right to challenge any of the clauses contained in this Prospectus.
