QAA’sQualityCodeofPractice,ChapterB2:AdmissionstoHigherEducation(www.qaa.ac.uk)and
SupportingProfessionalisminAdmission’s(SPA’s)GoodPracticeguides.
Hartpuryhasputinplacearrangementsforregularlymonitoringandreportingontheadmissions
process.Thismayincludecollectingandanalysingreports,analysisofdataandstatisticson
applications,offersandacceptances,whereavailable,toensurefairandconsistentapplicationof
admissionspolicyacrossHartpury;andreflectiononhowinternalandexternaldevelopmentshave
impactedupontheadmissionsprocess.WewillreviewourAdmissionsPolicyannuallyinthelightof
experience,researchandbestpractice.

2 RolesandResponsibilities
OverallresponsibilityforHEadmissionsandrecruitmentactivitylieswiththeVicePrincipalofHigher
Education.DaytodayresponsibilityandmanagementlieswiththeHeadofAdmissionsand
membersoftheAdmissionsTeam.ProgrammeManagershavedesignatedresponsibilitiesat
programmelevel.
Inordertoensuretransparency,fairnessandconsistencytheAdmissionsTeamwillmanagethe
admissionsprocesswithsupportfromProgrammeMangers.ProgrammeManagerswillbe
responsibleforagreeingthespecificcriteriabywhichapplicationsareassessedandadmissions
decisionswillbemade.Incasesofapplicationsfromnon-traditionalroutesorborderline
applicationstheAdmissionsTeammaychoosetorefertheapplicationtotheProgrammeManager
forconsideration.
Allstaffinvolvedintheadmissionsprocesswillhavebeenadequatelytrainedtoundertaketheir
roles.
3 TheUCASTariffandCurriculumreform
Weunderstandthatpotentialapplicants,aswellasschoolsandcolleges,areseekingadviceand
guidancefromuniversitiesontheimpactofthenewtariffintroducedin2017andthenumberof
differentqualificationreformsthatwilltakeplaceoverthecomingyears.Thefollowingstatements
areintendedtoassistbyclarifyingourcurrentpolicyinrelationtotheseandhowtheywillimpacton
ourdecisionmaking.
Hartpurywillmakeoffersholistically,basedupontheacademicandnon-academicstrengthsofeach
applicant.Wewillconsiderallaspectsofanapplicationincludingqualifications,personalstatement,
academicreferenceandanyadditionalrelevantexperience.Wewillcontinuetoconsiderawide
rangeofqualificationsforentry,sopotentialstudentscanbeassuredofpersonalised,flexibleand
individualconsiderationoftheirapplication.
Indoingthis,wherepossible,wewillendeavourtomakeourofferspecifictothestudentandthe
qualificationstheyaretaking.Wewillprovidetypicalofferinformationforprospectiveapplicantsfor
themainqualificationforUKmainqualificationsalongwithanindicativetariffscore.

WewelcomeenquiriesandapplicationsfromstudentswithALevels,vocationalqualifications,the
InternationalBaccalaureate,WelshBaccalaureate,AccesstoHEandawiderangeofotherLevel3
equivalents.Wealsowelcomeapplicantswithacombinationoftheseandothernon-traditional
qualifications.AlthoughwewillnotalwaysusetheUCASTariffforoffermaking,wemayuseitfor
assessingqualificationsandasamechanismforconsideringsizeandgrade.
3.1 GCSEandALevelsWeexpecttoreceiveapplicationsfromstudentswithamixofoldandnewstyleGCSEs.Wehavea
standardentryrequirementforourprogrammesof5GCSEsatgradesA*toCor9to4forthose
withnumericgrades.ThisshouldincludeEnglishLanguage,Mathematicsandasciencesubject
whereapplicable.ForstudentsapplyingfromWaleswewillaccepteitherMathematicsor
MathematicsNumeracyunlessotherwisestatedinouroffer.
WhererequiredwemayacceptequivalentstoGCSEs,forexampleapassinNumeracyor
CommunicationinFunctionalSkillsatLevel2.ApplicantsshouldcheckwiththeAdmissionsTeamto
seeiftheirequivalentqualificationscanbeaccepted.
WhereaprogrammerequiresaboveagradeCor4inGCSEMathematicswewillconsiderthelevel3
coreMathsqualificationasmeetingtheserequirements.
IfyouaretakinganALevelinasciencesubjectandthisisarequirementofouroffer,wemayexpect
youtohavesuccessfullypassedanyassociatedpracticalskillsassessment.However,dependingon
thecourseappliedfor,applicationsmaystillbeconsideredwherethepracticalskillelementhas
eithernotbeentakenorpassed.
3.2 BTEC,CityandGuildsandotherLevel3VocationsQualificationsWeareawareofthechangesintheassessmentofLevel3vocationalqualifications,andwillcontinue
towelcomeandacceptstudentswithrelevantvocationalqualificationsaswellascombinationsofA
Levelsandvocationalqualifications.
3.3 ASandExtendedProject(EPQ)andsimilarqualificationsWewelcomestudentsthatareapplyingtouswithASqualifications,anEPQqualificationorsimilar
independentlearningopportunitiesalongsidetheirlevel3qualifications.Wewilltakeadditional
AS/EPQqualificationsintoaccountwhenmakingoffersbuttheymaynotbepartoftheofferitself.

3.4 WelshBaccalaureateWewillcontinuetorecognisetheWelshBaccalaureatequalificationalongsidetherequirementfor
theLevel3qualification.WewillrecognisetheWelshBaccalaureateAdvancedDiplomaawarded
until2016andthenew‘WelshBaccalaureate–AdvancedSkillsChallengeCertificateawardedfrom
2017.
3.5 AccessWewelcomeapplicationsfromstudentswithanAccesstoHEqualificationformostcourses.Wewill
considersomesubjectspecificmodulesinlieuofGCSEMathematicsandEnglishandwilllookat
componentelementsofthequalificationtoensurewhenconsideringsuitabilityforourprogrammes.
3.6 Internationalbaccalaureate(IB)Wewelcomestudentswithinternationalbaccalaureatequalifications.Wewillassesstheconstituent
componentsoftheawardastudentisstudyingandwillcontinuetomakespecificoffers
personalisedtotheindividual.
4 InformationforApplicantsandEntryRequirements
Whenapplicantsareapplyingtostudyahighereducationcourseorprogrammewewantthemtobe
surethattheymakechoiceswhichwillberightforthem.Weprovidecourseinformationsheetson
ourwebsitethatareintendedtoprovideclear,accurateandcomprehensiveinformationaboutour
programmesandtheservicesandfacilitieswhichweoffer.Ifanyofthisinformationchangeswewill
notifyapplicantsofthechange.
Wewelcomeapplicationsfromallstudentsfromanypartoftheworld,withwiderexperiences,non-
traditionalbackgroundsandanygroupunder-representedinfurtherorhighereducation.Wewill
endeavourtoensurethatourinformationmeetsspecificneeds.
Throughourprospectus,website,theUCASWebsiteandotherdocuments,weintendtoprovide
informationabout:
• thefull-timeandpart-timehighereducationprogrammesthatweoffer;
• theaims,contentandstructureofindividualprogrammes;
• entrycriteria,skillsrequirementsforindividualprogrammes;
• clearguidanceabouthowtoapplyforindividualprogrammes;

• theexpectedfeesandothercostsofbeingastudentandfinancialsupportavailable;
• likelyadditionalcostsorunusualrequirementsofspecificprogrammes(e.g.relatingtowork

Wewillholdregularcareersevents,opendaysandapplicanteventsatwhichprospectivestudents

Informationabouttheseeventsandhowtoattendwillbeprovidedonourwebsiteandinvitations
willbesenttoprospectivestudents.
Allmarketingmaterialswillbeaccurate,keptup-to-date,beavailableatthecorrectpointinthe
recruitmentcycleandbeavailableinformatsaccessibletoallenquirersandapplicants.Thepurpose
ofthismaterialistoassistenquirersandapplicantsintheirdecision-makingprocess.Allinformation
publishedinelectronicorprintedformwillfollowourPolicyandProcessforApprovalofPublic
InformationfoundonourWebsite.
5 FullTimeUndergraduateProcess
Whenanapplicationismade,weaimtoprocessthisefficientlyandfairly.
Selectionpoliciesandprocedureswillbecleartoenquirers/applicantsandfollowedfairly,
courteously,consistentlyandexpeditiously.
Allapplicationsareacknowledged,toestablishcontact,informtheapplicantoftheprocesstobe
followedandinvitetheapplicanttoanopenday.Applicationsthatarereceivedontime(in

accordancewiththedeadlinesoftheUCASapplicationcycle)areguaranteedequalconsideration.
Applicationsreceivedaftertheequalconsiderationdeadlinewillbeconsideredaslongasthereare
placesavailableontheprogramme.
TheAdmissionsTeamassessapplicationsinaccordancewithentrycriteria.Whenassessingan
applicationtheAdmissionsTeamwillconsiderthefollowing:
• Whethertheapplicant’sacademicpotentialissuchthatitislikelytheywouldbesuccessful
ontheprogramme
• Whethersufficientspacesareavailableonthatprogramme(aftertheequalconsideration
deadline)
• OurprioritytargetgroupsaslistedinourOFFAAccessAgreement.
TheAdmissionsTeamwillfirstassesswhethertheapplicanthasmettheminimumentrycriteriafor
theprogramme.Ifthishasbeenmetwewillthenassessacademicpotential,takingintoaccounta
widevarietyoffactorswhichinclude,butarenotlimitedto,actualacademicperformancetodate
andpredictedresultsforqualificationscurrentlybeingstudied.Academicentryrequirementsfor
standardqualificationscanbefoundontheHartpurywebsite.Otherqualifications,including
internationalqualifications,willbeconsideredontheirindividualmerits.WewilluseUCASand
NARICasasourceforinformationinequivalenciesofqualificationandwherepossiblewegiveequal
considerationtoallqualifications.
WeusethePersonalStatementinassessingeachapplicant’smotivationandsuitabilityforthe
chosenprogrammeofstudy.Whenlookingateachapplicant’sPersonalStatement,wewilllookfor
thefollowing:
• Knowledgeof,interestinandcommitmenttothesubject;
• Non-academicachievementorexperience;
• Positionsofresponsibility;
• Interestshobbiesorpastimes;
• Workexperience.

WelooktotheReferencetoprovide:
• Predictionsofexaminationresultsandwherethequalificationsareunusual,toexplaintheir
meaning
• Anoverallassessmentoftheapplicant,inparticulartheirsuitabilityforprogrammeofstudy
• Extenuatingcircumstancesifearlierexamresultsareconsideredasapoorguidetoability
TheAdmissionsOfficersmaydiscussapplicationswithProgrammeLeadersandtheHeadof
Admissionsincaseswheretheapplicationisconsideredtobeborderline.
ForapplicationsreceivedthroughUCASwewilluseUCASasacommunicationchannel,
supplementedbyemailstoapplicantssentfromaHartpuryemailaccountandsupportingliterature
sentthroughthepost.Inthecaseofnon-UCASapplicationswewillcommunicatedirectlywiththe
applicant.Allcorrespondencewillbesent,inthefirstinstance,toapplicantsbyemail.Ifemailisnot
suitablealternativemethodsmaybefound.
Assoonasadecisionismade,applicantswillbenotifiediftheirapplicationhasbeensuccessfulor
unsuccessful,ortoinformthemthattheirapplicationhasbeenassessed,butthatwewillnotbe
abletomakeafinaldecisionuntillaterinthecycle.Inadditiontocommunicationsaboutthe
individualapplication,threefurtherpublicationstosupporttheapplicantbyprovidingliteratureto
helpwithdecisionmakingandimprovetheirstudentexperiencewillbeprovidedatkeypoints
throughouttheyear.
Allapplicantswhohavebeenmadeanofferofaplacewillbeinvitedtoattendanapplicantevent.
Thesedaysareheldpurelytohelpapplicantsdecidewhichoffertoacceptandwillplaynorolein
theselectionprocess.
Ifanapplicantisunsuccessful,wewillprovideareasonwhytheirapplicationhasbeendeclined.
Thereisnorightofappealinrelationtothedecision.Howeverifapplicantsfeelthattheprocesshas
notbeenfollowedtheymaycomplainusingtheCustomerComplaintsProcedure,acopyofwhichis
availableontheHartpurywebsite.
If,whenwereviewanapplication,wedecidethatwecannotmakeanofferofaplaceonthecourse
forwhichanapplicanthasapplied,wemaybeabletomakeanofferonanalternativeprogramme
thatbettersuitsyouracademicpotentialandachievements.Ifwemakeachangedcourseofferyou

Applicantswhohavebeenunsuccessfularewelcometore-applyandwillbeconsideredinClearingif
thereareplacesavailablethattheyfeelaresuitable.
5.1 OffersTypicaloffersarepublishedontheHartpurywebsite.Wemayconsidermakingloweroffersbased
onwhetheranapplicantisdeemedtohaveexperiencededucationaldisadvantageormeetsour
prioritytargetgroupsaslistedinourOFFAAccessAgreement.
Wewillwritetoallstudentsconfirmingouroffer.Offerlettersaresentdirectlytotheapplicant’s
correspondenceaddress.
5.2 TransferringfromotherUniversitiesUndergraduatestudentswishingtotransfertoHartpuryfromanotheruniversityshouldapply
throughUCAS.Considerationforentryintothesecondyearorabovewillbedependentuponthe
contentof,andachievementin,previousstudies.Applicantswillbeaskedtoprovideinformationon
modulestheyhavecompletedandachievementlevels.TheProgrammeLeaderwillreviewtheseand
apanelwillmeettoreviewandassesstheapplication.Inmostcases,applicantsmaybeinvitedto
interviewtoevidencetheirskills.
5.3 InterviewThepurposeofprogrammeinterviewsistoprovidetheapplicantwithanopportunityto
demonstrateevidenceofskillsandattributesthatareappropriate.Thesewillbeundertakenin
accordancewithourpolicyonequalopportunities.Decisionswillnotbeprovidedtotheapplicantat
theinterview.Afteradecisionhasbeenmadeandapplicantsinformed,applicantsmayrequest
feedbackontheinterviewbycontactingtheAdmissionsTeam.
5.4 ConfirmationofyourplaceWereceivemostUKqualificationresultsfromUCASforapplicantswhohaveacceptedconditional
offers.Applicantswhoachievethegradesrequiredbytheirconditionalofferhavetheirplace
confirmed.Applicationsfromthosestudentswhohavenotquitemettherequiredgradesare
reviewedandtheirplacesmaybeconfirmedifthereareplacesstillavailableontheirprogramme.
WherepossibleweaimtomakedecisionsonallapplicantsbythefirstdayofClearing.

5.5 MatureApplicantsWewelcomematureapplicants.Applicationswillbeconsideredonanindividualbasis.This
considerationwilltakeintoaccountindustry,non-academicandacademicexperience.Mature
applicantsmaybeinvitedtointerview,orrequiredtocompleteawrittenassessmenttoevidence
theirsuitabilityfortheprogramme.
5.6 Part-timeApplicationProcessPart-timeapplicationsarewelcomed.Applicantswhointendtoapplyforpart-timestudyshould
submittheirapplicationonapart-timeapplicationformdirectlytoHartpuryHEAdmissions.
Thepart-timeapplicationformcanbefoundontheHartpurywebsite.
ApplicationsshouldbereceivedbytheendofJunepriortoenrolment.TheAdmissionsTeamwill
reviewtheapplicationandcheckthatitiscomplete,hastheminimumrequirementsandincludes
therelevantreferencesandqualificationcertificatesifapplicable.ProgrammeManagerswillreview
allcompletedpart-timeapplicationsandinterviewshortlistedapplicants.Decisionsaremadeas
quicklyaspossibleandawrittenofferissenttotheapplicant,includinghowtoformallyacceptthe
offer.
5.7 ArrangementsforApplicantswhoareUnder18Hartpurywelcomesapplicationsfrompeopleofallages.Noapplicantshallberefusedadmissionon
thegroundsoftheirage.
However,wehaveadutyofcaretowardsallourstudents,employeesandvisitorsandinthecaseof
studentsjoiningbeforetheir18thbirthdaythisdutyisenhanced,assuchstudentsareregardedas
childrenunderUKlaw.
Studentswhowillbeundertheageof18atthetimeofenrolmentwillberequiredtogetaparent,
carerorguardiantosignaRegistrationAgreementtosaytheyhavereadandunderstoodHartpury’s
safeguardingguidelinesforunder-18s.TheAdmissionsTeamwillnotifytheSafeguardingand
WelfareTeamofunder-18HEstudentspriortoenrolmentsotheycansendoutthisdocument.
Principles,institutionalresponsibilitiesandproceduresrelatingtotheprotectionofunder-18sand
vulnerableadultstudentsaresetoutinourResidentialRulesandRegulationsdocument,available
ontheHartpurywebsite.OurChildProtectionandSafeguardingPolicycanbefoundontheHartpury
Website.

6 PostgraduateApplicationProcess
6.1PostgraduateTaughtDegreesTaughtprogrammesgenerallystartinSeptemberorearlyOctober.Researchstudentsmaybeginin
September,January,AprilorJuly,subjecttodepartmentalapproval.
Informationonprogrammes,includingspecificentrycriteriacanbefoundontheHartpurywebsite
andinprospectuses.Entrytotaughtpostgraduateprogrammesnormallyrequiresafirstdegree,but
relevantexperience,insomecases,cansubstituteforthisrequirement.Generalminimumentry
requirementsforaPostGraduateprogrammearea2.2degree;howeverwedoconsidereach
applicationonitsindividualmeritsandwelcomeapplicationsfrommatureapplicantswithindustry
experience.EntrytoprogrammeswithoutafirstdegreeisatHartpury’sdiscretion.
OurapplicationformforpostgraduatestudycanbefoundontheHartpurywebsite.
PapercopiescanbesentbytheAdmissionsTeamonrequest.
WhencompletedpostgraduateapplicationsarereceivedtheAdmissionsTeamwillreviewthe
applicationandcheckthatitiscomplete,hastheminimumrequirementsandincludestherelevant
referencesandqualificationcertificatesifapplicable.ProgrammeManagersofpostgraduate
programmeswillreviewallcompletedpostgraduateapplicationsandinterviewshortlisted

PostgraduateapplicationsareaccepteduntiltheendofJune.Applicationsreceivedafterthatdate

6.2PostgraduateResearchDegreesResearchstudentsmaybeginon1stOctober,1stJanuaryor1stApril.Initialenquiriesshouldbe
madewithanacademicstaffmembertodiscussproposedresearchideas.ForasupervisedPhD,

8 DeferredApplications
Applicantswhowishtodefertheirentrybyoneyeararewelcomedprovidedtheyhavemetthe
conditionsby31stAugustoftheyearthattheymaketheirapplication.Ifapplicantswishtodeferby
morethanoneyearwemayrecommendreapplyingandtheyareadvisedtocontacttheAdmissions
Teamtodiscussthebestwaytoachievethis.
9 ProgrammeChangesandClosures
Wewillworktoensurethatmajorchangesorclosurestoprogrammesofstudywillbekepttoa
minimumbutoccasionallyunforeseeneventsmayarisewhichmeanthatweneedtochange
programmesormodules.Wewillapplyouradmissionprincipletothemanagementofthese
changesandatalltimeseektoensurethatweminimisetheimpacttopotentialandcurrent
students.
Inparticular:
• Wewillseektoalwaysconsultwiththestudentbodyaboutthenatureofthechanges,the
impactandbestwaytocommunicatethechanges.
• Provideasmuchnoticeaspossibletopotentialstudentsinrelationtothechangesand
provideasummaryofthechanges,includingthereasonsbehindthechanges.
• Wherematerialchangesaremadetoprogrammesormoduleswewillupdateassociated
informationsourcesincludingcourseinformationsheetsandmakestudentswithoffers
awareofthenatureofthechangeandtheoptionsbeforethem.Inallcommunicationwe
willcontactstudentusingtheemailaddressusedontheirapplication.
• Intheveryrarecaseswhereaprogrammecannolongerbeofferedwewillseektoprovidea

thattheywouldnotbebetterprovidedforelsewhere.
• Ourfacilitiesandresourcesaresufficienttomeetthoseneeds.
Applicantswhoareawaretheyhavespecificneedsarestronglyrecommendedtooutlinethemat
thisstagesothattheycanbeadvisedastohowtocollateappropriateevidence.Hartpurywill
providecomprehensiveadviceandinformationastowhatevidenceisrequiredtogainsupport.
StudentswillbeentitledtoreceivethecommitmentoutlinedintheStudentCharterandan
assessmentofanyfurtherhelpandsupportneededwhichrelatestodisability.
Hartpuryiscommitted,wherereasonablypossible,tomeettheneedsofallstudentsinorderthat
theycangainaccesstoandmakeprogresson,thecourse(s)oftheirchoice.Whereadjustmentsto
theeducationalenvironmentarerequired,wewillmakeeveryefforttodoso,providedthisis
achievedwithinresourceconstraintsanddeemedtobeareasonableadjustmentundertheEquality
Act2010.Wherethisisnotpossible,outsideassistancemaybesoughttotryandensurebarriersto
entryareminimised.
12 DataProtection
Wewillhandledataandinformationinamannerthatensuresthatwesafeguardindividualsand
personaldata.InformationwillalwaysbemanagedinamannerthatcomplieswiththeHartpury
DataProtectionPolicy.Allstaffinvolvedinadmissionswillhavereceivedtrainingthatenablesthem
todischargetheirresponsibilitiesinrelationtodataprotection.

Wemayshareapplicantdatawithprogrammedeliverypartnerswherethepartnerisdirectly
involvedintheadmissionsprocess.Allsuchthirdpartiesareprohibitedfromusinganapplicant’s
personalinformationexceptforthispurpose,andtheyarerequiredtomaintaintheconfidentiality
ofthisinformation.

13 FraudulentApplications
Wearenotpreparedtoadmitapplicantsonthestrengthofinformationbelievedtobeeither
fraudulentorplagiarised,andreservetherighttorejectorcancelanapplicationatanypointunder
thesecircumstances.
Wealsoreservetherightto:
• requestadditionalinformationtoverifyanapplication;
• puttheapplicationprocessonholdwhilstinvestigatingtheallegedfraudulentapplication
and/orplagiarism;
• withdrawtheapplication/placeifitisproven,orwehavereasonablebelief,thatthe
informationprovidedisfalse,oriftheapplicant/studentrefusestoprovidetherequested
information;
• terminateastudent’sregistrationiftheyareisfoundatalaterstagetohavesubmitteda
fraudulentapplication;
• notifyUCASoftheactionithastakeninrespecttotheapplicationifrelevant;
Allstudentswillberequiredtopresentoriginalacademicandpersonaldocumentationatenrolment
priortothestartoftheprogrammeofstudy.
Alldocumentationisverifiedbyadmissionsstaff.Ifanyinformationrelevanttotheapplicationis
foundtobefraudulent,inconsistentwiththeapplication,ormissing,theapplicationwillbedeemed
voidandtheofferofaplacemayberescinded.

Wewillusetheinformationdeclaredrelatingtocriminalconvictionstoensurewefulfilour
responsibilitiesandobligationsforthesafeguardingofchildren,youngpeopleandadultswithwhom
staffandstudentsareincontact.
WeareregisteredwiththeDisclosureandBarringServices(DBS)andhaveinplaceaseriesof
procedurestoinvestigatestudentsandprospectivestudentswithcriminalrecords,andmake
appropriatedecisionsastotheirsuitabilitytostudy.Wearecommittedtothefairtreatmentof
studentsandpotentialstudents.
Undergraduateapplicantsarerequiredtodeclareany“relevant”criminalconvictionsontheUCASor
directapplicationform,where“relevant”isdefinedas‘unspentconvictionsforcrimesinvolving
drugs;andcrimesagainsttheperson’.Postgraduateapplicantsarealsoaskedonthepaperand
onlineapplicationformiftheyhaveany“relevant”criminalconvictions,with“relevant”asdefined
forUCASapplicants.
ApplicationsarefirstgivenapreliminarycheckbytheAdmissionsTeam,toensurethattheymeet
entryrequirementsandotherbasicexpectationsfortheprogramme.Iftheapplicationis
unsuccessfulatthisstagecriminalconvictiondataisnotconsidered.
Iftheapplicantdoesmeetthebasicacademicrequirementsfortheprogrammebutacriminal
convictionhasbeendeclared,thentheapplicantisaskedtoprovidewrittendetailsofthenatureof
theoffence(s),includingdates,thesentenceimposedandthenameofthecourt,withacopyofany
convictionnotices,andanyinformationaboutwhetherconviction(s)are‘spent’andtheappropriate
date.ThisinformationissentdirectlytotheHeadofAdmissions(ornominee).Theapplicantmay
alsobeaskedtogivedetailsoftheirProbationOfficerandtogivetheirconsentfortheHeadof
Admissions(ornominee)tocontacthim/herinordertoobtaintheProbationOfficer’sviewsasto
thelikelydangerorotherwiseoftheapplicant’sbehaviourtootherstudentsandstaff.Theapplicant
willgenerallyberequiredtoprovidethisinformationelectronically;howeveriftheapplicantis
applyingforaprogrammewhichrequiresthestudenttobeinterviewedinadvanceofanofferbeing
made,theymaybeaskedtobringtheinformationtotheinterview.
Whenthisinformationisreceived,theHeadofAdmissions(ornominee)willconsiderthe
informationprovidedandwillcompleteariskassessment.Indoingso,theHeadofAdmissionswill
refertotheChildProtectionandSafeguardingPolicyandProcedure.TheHeadofAdmissions(or

nominee)willconsiderwhethertoofferaplaceorwhethertheconvictionisofsufficientseriousness
towarrantconveningtheSensitiveAdmissionsSub-Grouptoconsiderthematterfurther.
TheSensitiveAdmissionsSub-Groupwillalwaysbeconvenedtoconsiderthefollowingconvictions:
• Anykindofviolenceincluding(butnotlimitedto)threateningbehaviour,offences
concerningtheintentiontoharmoroffenceswhichresultedinactualbodilyharm.
• OffenceslistedintheSexOffencesAct2003.
• Theunlawfulsupplyofcontrolleddrugsorsubstanceswheretheconvictionconcerns
commercialdrugdealing,trafficking,possessionorpossessionwithintenttosupply.
• Offencesinvolvingfirearms,knivesandweapons.
• Offencesinvolvingarson.
• OffenceslistedintheTerrorismAct2006.
TheHeadofAdmissions(ornominee)willhavediscretiontoconvenethegroupforreasonsnot
coveredbythislistwheretheydeterminesthattherearepossiblegroundsforwithholdingtheoffer
ofaplace.Inallcasestheconfidentialityoftheapplicantwillbemaintainedandpersonal
informationwillonlybemadeavailableonaneedtoknowbasis.
Whenconsideringthismatter,theopinionwillbesoughtfromtheleadresponsibleforyoungperson
protectionissues(ornominee)andtheProgrammeManager(ornominee)wherethecourseis
taught.Thegroupshallconsultwithsuchotherdepartmentsorpersonsasitmayrequire(e.g.
AccommodationServices/Security/StudentServices)andwillbeconvenedtoconsiderwhethera
placecanbeoffered.Thegroupwillconsidertheinformationprovidedbytheapplicantandany
furtherinformationmadeavailablebytheapplicant’sProbationOfficer.Thegroupmayatits
absolutediscretionrequesttheapplicanttomeetwiththegrouptomakerepresentationsinperson
andpresentanyfurtherevidence(e.g.references).Thegroupwilltakeareasonableviewastothe
riskwhichtheapplicantcouldposetotheinstitution,itsmembersandvisitors,andadmissionwill
onlyberefusedifthisriskisconsideredtobeunacceptable.

Thedecision,whethermadebytheHeadofAdmissionsorbyagroup,willbecommunicatedtothe
applicantthroughtheUCASprocedureordirecttotheapplicantifnon-UCASwithanappropriate
reasonforrejectionprovided.
Ifanapplicantisfoundtohavearelevantoffencewhichwasnotdeclaredatthepointofapplication
oratanystagethroughouttheapplicationprocess,theapplicationwillbeconsideredfraudulentand
thiscouldgivegroundsforrejectingtheapplicationor,iftheapplicanthasbecomearegistered
student,thenexcludingthestudent.Undergraduateapplicantswhosubmitfraudulentapplications
willbereportedtoUCASandmayhaveallapplicationswithdrawnfortheremainderoftheacademic
year.
15 DBSClearance
Anystudentwhowillbeleftunsupervisedwithchildrenand/orvulnerableadultsonaregularand
sustainedbasis,aspartoftheirprogrammeofstudy,willberequiredtogainanenhanceddisclosure
certificatefromtheDisclosureandBarringService(DBS).Hartpuryiscommittedtocomplyingwith
theDBSCodeofPractice.Programmesthatrequirethisareclearlyidentifiedintherelevant
publications.
