Updated as at 22 June 2017 ADOPTION OF RELATED CHILD 1 FROM THE PEOPLE’S REPUBLIC OF CHINA (PRC) 2 1 Related child adoption applies only to adoption of your niece or nephew (child of siblings or cousins). The child to be adopted (related child) must belong to a collateral relative by blood of the same generation and up to third degree of kinship. 2 For Singaporean applicants or if 1 spouse is a Singaporean, the other spouse must be a PRC with a Singapore Permanent Residency (SPR) or employment pass. (4) Meanwhile, prospective adopters will inform the biological parents to submit documents (as required by CCCWA) to the civil affairs department of local provincial government. (1) All prospective adopters must attend compulsory Pre Adoption Briefing . (2) Prospective adopters contact an accredited agency - Fei Yue Community Services or TOUCH Family Services Ltd for service. (3) If all criteria imposed by the China Centre for Children’s Welfare and Adoption (CCCWA) are met, the accredited agency will prepare the Home Study Report (HSR) (Duration: 5 weeks to prepare the HSR) (5) If the HSR is favourable, the accredited agency will submit the HSR, application form and Service fee of USD $1100 to CCCWA and translation fee of USD $350 to Bridge of Love Adoption Service (BLAS).

ADOPTION OF RELATED CHILD1 FROM THE PEOPLE’S REPUBLIC OF CHINA (PRC) 2

1Related child adoption applies only to adoption of your niece or nephew (child of

siblings or cousins). The child to be adopted (related child) must belong to a collateral

relative by blood of the same generation and up to third degree of kinship.

2For Singaporean applicants or if 1 spouse is a Singaporean, the other spouse must

(10) Prospective adopters will apply for a Dependant’s Pass (DP) for the child at MSF. MSF will issue an in-principle approval for the DP.

(Duration: 2 weeks to process DP)

(7) CCCWA will inform prospective adopters on the outcome of the application through the accredited agency.

(8a) If application is successful and prospective adopters sign the acceptance letter, CCCWA will issue the “Notice of Coming to China for Adoption”.

(8b) If the application is not successful, the process ends here.

(6) Prospective adopters will send a copy of the application to the China Civil Affairs department of the people’s government in the biological parents’ province.

(9) Prospective adopters will have to travel to PRC (within 3 months from the date of the Notice of Travelling to China for Adoption) to meet the child and to undertake the following to finalise the adoption procedures:

conclude a written adoption agreement with the Social Welfare Institution

Register the adoption with the Adoption Registration Center (ARC) of the province/autonomous region/municipality where the child’s permanent residence is registered (An adoption registration certificate by ARC will be issued to the prospective adopters); pay the prescribed notarization fees (passport, proclamation and registration) of approximately USD $820.

Apply to the Singapore Mission in the PRC for a visa for the child to be brought into Singapore.

(11) On arrival in Singapore, prospective adopters will collect the child’s DP from MSF after paying a Security Deposit of S$2,000 and sign the Security Bond undertaking the maintenance of the child while undergoing adoption process in Singapore.

(13) Family Court will appoint the Director of Social Welfare, MSF as Guardian in-Adoption and direct MSF to conduct a social investigation.

(15) The Court hears the adoption case.

(12) Prospective adopters will apply to Family Court for the adoption of the child through a lawyer or in person.

(14) MSF will conduct the social investigation, prepare the affidavit and send the affidavit to the lawyer/prospective adopters.

(17) The Court will send the Adoption Order to the Registry of Births (ROB) and the ROB will schedule an appointment for the prospective adopters to complete formalities for the issuance of a birth certificate for the child.

Prospective adopters can apply for citizenship or permanent resident status for the child with Immigration and Checkpoints Authority (ICA) at the same time. Prospective adopters has to apply for a social visit pass or DP with ICA for the child pending the approval for citizenship or permanent resident status. MSF is unable to issue a DP once adoption is finalised.

(16b) The Court does not grant the Adoption Order.

(18) Prospective adopters to undergo post adoption assessments by our accredited agency as required by CCCWA. The accredited agency will prepare and submit the Post Placement Reports (PPR) to CCCWA.
