ADOPTION OF CHILDREN FROM THE PEOPLE’S REPUBLIC OF CHINA (PRC)

(2) Prospective adopters will contact an accredited agency - Fei Yue Community Services or TOUCH Family Services Ltd for service.

(3) If all criteria imposed by the China Centre for Children’s Welfare and Adoption (CCCWA) are met, the accredited agency will prepare the Home Study Report (HSR).

(Duration: 5 weeks to prepare HSR)

(4) If the completed HSR is favourable, the accredited agency will submit the HSR, application form and an estimated fee of US$1,500. (The fee will be paid to the PRC for service and translation fee).

(5) When a match is found, CCCWA will send the particulars and medical report of the child to you through the accredited agency.

(6b) If prospective adopters turn down the match, you may be offered a new match, provided that the concerns raised are reasonable (e.g. child’s medical condition)

(6a) If prospective adopters accept the child and sign the acceptance letter, CCCWA will issue the “Notice of Coming to China for Adoption”.

(1) Prospective adopters must attend a compulsory Pre Adoption Briefing before proceeding to register for a Home Study Report (HSR).

(8) On arrival in Singapore, prospective adopters will apply for a Dependant’s Pass (DP) for the child at MSF. Prospective adopters will collect the child’s DP from MSF after paying a Security Deposit of S$2,000 and sign the Security Bond undertaking the maintenance of the child while undergoing adoption process in Singapore.

(Duration: 2 weeks to process DP)

(10) Family Court will appoint the Director of Social Welfare, MSF as Guardian in-Adoption and direct MSF to conduct a social investigation.

(9) Prospective adopters will apply to Family Court for the adoption of the child through a lawyer or in person.

(7) Prospective adopters will have to travel to PRC to meet the child and to undertake the following to finalise the adoption procedures:

conclude a written adoption agreement with the Social Welfare Institution

register the adoption with the Adoption Registration Center (ARC) of the province/autonomous region/municipality where the child’s permanent residence is registered (An adoption registration certificate by ARC will be issued to the prospective adopters);

pay a prescribed notarization estimated fee of US$300, a passport estimated fee of RMB 1,200, a proclamation estimated fee of RMB420, a registration estimated fee of US$280 and an estimated donation of RMB35,000 to the orphanage;

apply to the Singapore Mission in the PRC for a visa for the child to be brought into Singapore.

(14) The Court will send the Adoption Order to the Registry of Births (ROB) and the ROB will schedule an appointment for prospective adopters to complete formalities for the issuance of a birth certificate for the child.

Prospective adopters can apply for citizenship or permanent resident status for the child at the same time.

(15) The agency that conducted the HSR will supervise the adoption placement and submit 6 post placement reports (PPR) over the next 5 years as required by CCCWA.

(3 weeks to prepare PPR)

(11) MSF will conduct the social investigation, prepare the affidavit and send affidavit to the lawyer/prospective adopters.

(12) The Court hears the adoption case.

(13b) The Court does not grant the Adoption Order. (MSF will advise prospective adopters on welfare/care arrangement for child).

(13a) The Court grants the Adoption Order.
