    Whereas, the ultimate vision of Gender andDevelopment of the full, complete, andsustainable development of the country, thewelfare of the communities and the cause ofpeace, require the maximum participation ofwomen on equal terms with men in all fields;

    Whereas, the government research anddevelopment (R&D) sector in its pursuit ofdevelopment of relevant technologies thatwould serve as catalyst to rural developmentis obliged and mandated by virtue of thecountrys constitutional mandate and to

    Whereas, in the light of the recent policy

    thrust of the government in gendermainstreaming, the design and inclusion ofGAD is now an imperative and urgentagenda because of the clear andunequivocal policy that absent the clearinclusion of gender into the agency ppas,the agency budget will not be approved nextyear and that such direction had beenaddressed to the whole Department ofAgriculture organization, and the stateuniversities and colleges;

    Whereas, the mainstreaming of gender anddevelopment in the agriculture and naturalresources R&D sector is a challenge that canbe met partly with the strong and decisive

    political will and complimentary values ofbureaucratic leaders and the commitment ofprogram advocates and partly by developingpolicies and accordingly designing tools to

    incorporate the critical variables that wouldidentify the gender gaps in the said projectdesign and methodology, implementation,and impact evaluation;

    Whereas, the mainstreaming of gender anddevelopment in the agriculture and natural

    resources R&D sector is a challenge that canbe met with the strong and decisive politicalwill and complimentary values ofbureaucratic leaders and the commitment of

    program advocates

    Whereas, gender mainstreaming is attainedthrough the development policies and

    accordingly designing of tools to incorporatethe critical variables that would identify thegender gaps in the said project design andmethodology, implementation, and impact

    evaluation;

    Be it resolved that the Consortium, withthe leadership and initiative and supportof the Gender and Development Group,and allied GAD-implementing GAD

    1. Adopts the following general gender

    criteria in evaluating the genderresponsiveness of its R&D programs,projects, and activities:

    1.1. Incorporation of gender variables intothe project objectives and desired outputs.Project objectives and desired outputs includegender dimensions with clear parameters.

    1.2. Inclusion of gender variables into themethodological design. Gender variables areconsidered in the sampling, respondent and areaselection, data-gathering procedure, data-

    analysis, and production of gender disaggregateddata.

    1.3 . Identification of impact on women and

    men. Impact on the women and men in the studyare clearly identified and discussed in the resultsand discussions. Gaps in the changes in theirstatus, access to and control of resources andbenefits are discussed and explained.

    1.4. Design and inclusion of GADmonitoring and evaluation tools into theproject. Use of gender framework formonitoring and evaluation takes into account

    useful tools and variables to identify gendergaps in the processes, results, and impacts.

    1.5. Gender sensitiveness of criteria forselection of R&D personnel involved inthe project and implementation of thesame. The are clear policies used as basis forfair selection of personnel involved in theproject.

    2. Specific Gender criteria. Specificgendercriteria will be incorporated into the scoringguidelines to be designed by each agency-member in accordance with their mandates

    and thrusts to ensure gender-friendliness ofprojects in consonance and in compliance withthe Harmonized Gender and DevelopmentGuidelines (HGDG) designed by the then

    National Commission of the Role of FilipinoWomen, now Philippine Commission ofWomen, the National Economic DevelopmentAuthority (NEDA), and the Official
