After winning the second Test, the joy of cricket is skyrocketing and people are waiting eagerly for one more glorious victory against England. The inauguration of world's biggest cricket stadium is another parallel attraction. Adorned like a bride ‘Motera’ , the world's biggest stadium, matches the rhythm of cricket Special arrangements have been made for the inauguration of the Motera Stadium by His Excellency the President of India, Shri Ram Nath Kovind. President Shri Ram Nath Kovind is on a two- day visit to Gujarat from today. After blessing the third graduation ceremony of Gujarat Central University in Gandhinagar today, he will inaugurate the Motera Cricket Stadium before the start of the day-night test match tomorrow. A special dome has been designed near the stadium for this purpose. In the presence of Union Home Minister, Shri Amit Shah, Union Minister of State for Sports, Shri Kiran Rijiju, Governor, Shri Acharya Devvrat and other dignitaries, foundation stone for new Sports Enclave will also be laid. From the Dome venue, the President will unveil this cricket venue by virtual inauguration of the Motera Port Blair, Feb. 23 The A & N Administration today issued orders for re- opening tourism activities in North & Middle Andaman District, with immediate effect subject to following of various SOPs prescribed by the Administration. In view of this, a number of tourist attractions like Lime Stone Cave at Baratang, Ross & Smith Island at Diglipur and Lalaji Tourism activities to restart in North & Middle Andaman District with due Standard Operating Procedure Lime Stone Cave, Ross & Smith Island & Lalaji Bay Beach to be open for tourists Bay Beach at Long Island etc. will now be open for tourists. Tourism activities were permitted to operate in South Andaman District except Little Andaman w.e.f 27/09/ 2020 subject to fulfilling of Standard Operating Procedures issued vide Order No.536 dated 26 th Sept, 2020. A number of requests have been received for re- opening of tourism activities in North & Middle Andaman District also. Considering the demand for re- opening of tourism activities in North & Middle Andaman, the tourism activities have now been allowed to operate in North & Middle Andaman District subject to fulfilling the Standard Operating Procedures viz. SOP for COVID- 19 testing for tourists coming to Andaman Islands; Opening of Beaches and Opening of Water based/Water Sports activities like snorkeling and boat rides. Tourism sector being the major contributor and fulcrum to the economy of these Islands, the re- opening of these activities in North and Middle Andaman District will help in revival of Tourism industry in North and Middle Andaman District, which has been badly affected due to the outbreak of COVID-19 pandemic, a press release from Directorate of Tourism said. There is a demand from such customers for delivering HSD at their door steps. In line with the same, M/s. Indian Oil Corporation Limited (IOCL) through its Dealer, M/s. Jadwet Trading Company yesterday launched Port Blair, Feb. 23 On arrival at Port Blair, the tourists need to carry COVID-19 negative report from mainland based ICMR approved lab using Reverse Transcriptase-Polymerase Chain Reaction (RTPCR). However, the sample for RTPCR test should have been taken within 48 hours prior to starting the journey from the origin station. No institutional or home quarantine is required to be observed if the tourist has tested negative in RTPCR test at ICMR approved lab. For travel to Shaheed Dweep and Swaraj Dweep, those tourists who are carrying RTPCR test report need not get tested again, for subsequent travel to or return from Shaheed Dweep and/or Swaraj Dweep. However in case any symptoms are developed, the tourist should immediately report to the nearest PHC/CHC and thereafter necessary testing will be done, as advised by Doctors. It is reiterated that travel to Nicobar group of Islands and Little Andaman Island is not permitted for tourism purposes, till further orders. In case tourist tests Positive for COVID-19 during stay, he/she will SOP on COVID-19 testing for tourists coming to Andaman Islands Port Blair, Feb. 23 The Department of RD, PRIs and ULBs, Andaman and N i c o b a r Administration in its continuous efforts towards enhancing sanitation and hygiene in rural areas as part of the revamped Swachh Bharat Mission (Grameen) Phase-II launched by the Ministry of Jal Shakti, Govt. of India has successfully cleared legacy waste in Old Dumping Grounds in Maintaining sanitation and hygiene in rural areas Old dumping ground at Shore Point, Chouldari & Netaji Nagar cleared off legacy waste Shorepoint, Chouldari and Netaji Nagar which has been lying untreated for decades. These erstwhile dumping grounds was a cause of concern to the general public considering the huge piling up of mixed garbage, its toiling by stray cattles and the nuisance in the form of odour and smoke polluting the environment. More than 15000 kgs of dry waste in the form of plastic, glass and metals were segregated and collected from these dumping grounds with the sincere efforts put in by the Sanitary Workers and Officials of the concerned Gram Panchayats. The collected waste was then shifted to the nearby Solid Waste Management (SWM) Centre for further processing and recycling through CPCB approved recyclers. No. 33/2021/F.No. 8-408/PL/DAH/DBT/2019-20.- This Notification is issued insupersession of Administration's Notification No. 122 dated 11.11.2020.

Whereas, the use of Aadhaar as an identity document for delivery of services or

benefits or subsidies simplifies the Government delivery processes, brings intransparency & efficiency, and enables beneficiaries to get their entitlements directly

in a convenient and seamless manner by obviating the need to produce multiple

documents to prove one's identity; And, whereas, the Directorate of Animal Husbandry and Veterinary Services,

Andaman and Nicobar Administration (hereinafter referred to as the Department) is

implementing the Scheme of 'Training to Livestock Farmers on Dairy Farming'(hereinafter referred to as the Scheme) to improve the technical skill of the farmers in

rearing of the animals in a professional manner for better outcome;

And, whereas, under the Scheme, stipend (hereinafter referred to as the benefit)is given to the farmers of Andaman and Nicobar Islands (hereinafter referred to as the

beneficiaries) as per the extant Scheme guidelines;

And, whereas, the aforesaid Scheme involves recurring expenditure incurredfrom the Consolidated Fund of India;

Now, therefore, in pursuance of Section 7 of the Aadhaar (Targeted Delivery of

Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016)(hereinafter referred to as the said Act), the Lieutenant Governor (Administrator),

Union Territory of Andaman and Nicobar Islands hereby notifies the following, namely:

-1. (A) An individual eligible for receiving the benefits under the Scheme shall hereby

be required to furnish proof of possession of the Aadhaar Number or undergo

Aadhaar authentication.(B) Any individual desirous of availing the benefits under the Scheme, who does not

possess the Aadhaar Number or has not yet enrolled for Aadhaar, shall be required

to make application for Aadhaar enrolment before registering for the Scheme providedthat he is entitled to obtain Aadhaar as per the Section 3 of the said Act, and such

individuals shall visit any Aadhaar Enrolment Centre (list available at the Unique

Identification Authority of India (UIDAI) website (www.uidai.gov.in) to get enrolled forAadhaar.

(C) As per the Regulation 12 of the Aadhaar (Enrolment and Update) Regulations,

2016, the Department is required to offer Aadhaar enrolment facilities for thebeneficiaries who are not yet enrolled for Aadhaar, and in case there is no Aadhaar

Enrolment Centre located in the respective Block or Tehsil, the Department shall

provide Aadhaar enrolment facilities at convenient locations in coordination with theexisting Registrars of UIDAI or by becoming a UIDAI Registrar themselves:

Provided that till the time Aadhaar is assigned to the individual, benefits under the

Scheme shall be given to such individual, subject to the production of the followingdocuments, namely: -

a) if he has enrolled, his Aadhaar Enrolment Identification Slip, and

b) any one of the following documents, namely: -(i) Bank or Post Office Passbook with Photo; or

(ii) Permanent Account Number (PAN) Card; or

(iii) Passport; or(iv) Ration Card; or

(v) Voter Identity Card; or

(vi) MGNREGA Card; or(vii) Kisan Photo Passbook; or

(viii) Driving License issued by the Licensing Authority under the Motor Vehicles Act,

1988 (59 of 1988); or(ix) Certificate of Identity having photo of such person issued by a Gazetted Officer or

a Tehsildar on an official letter head; or

(x) Any other document as specified by the Department:Provided further that the above documents may be checked by an Officer specifically

designated by the Department for that purpose.

2. In order to provide benefits to the beneficiaries under the Scheme conveniently,the Department shall make all the required arrangements to ensure that wide publicity

through the media shall be given to the beneficiaries to make them aware of the

requirement of Aadhaar under the Scheme.3. In all cases, where Aadhaar authentication fails due to poor biometrics of the

beneficiaries or due to any other reason, the following remedial mechanisms shall be

adopted, namely:-a) In case of poor fingerprint quality, iris scan or face authentication facility shall be

adopted for authentication, thereby the Department shall make provisions for iris

scanners or face authentication along with fingerprint authentication for delivery ofbenefits in seamless manner;

b) In case the biometric authentication through fingerprints or iris scan or face

authentication is not successful, wherever feasible and admissible authentication byAadhaar One -Time Password or Time-Based One -Time Password with limited time

validity, as the case may be, shall be offered;

c) In all other cases where biometric or Aadhaar One - Time Password or Time-Based One -Time Password authentication is not possible, the benefits under the

Scheme may be given on the basis of physical Aadhaar letter whose authenticity can

be verified through the Quick Response Code printed on the Aadhaar letter and thenecessary arrangement of Quick Response Code reader shall be provided at the

convenient locations by the Department.

4. In order to ensure that no bonafide beneficiary under the Scheme is deprived ofhis due benefits, the Department shall follow the exception handling mechanism as

specified in the Office Memorandum of Direct Benefit Transfer Mission, Cabinet

Secretariat, Government of India No. D-26011/04/2017-DBT dated the 19thDecember, 2017 (available on https://dbtbharat.gov.in/).

5. This Notification shall come into force on the date of its publication in the Official

3. In all cases, where Aadhaar authentication fails due to poor biometrics of the

beneficiaries or due to any other reason, the following remedial mechanisms shall be

adopted, namely: -

a) In case of poor fingerprint quality, iris scan or face authentication facility shall be

adopted for authentication, thereby the Department shall make provisions for iris

scanners or face authentication along with fingerprint authentication for delivery of

benefits in seamless manner;

b) In case the biometric authentication through fingerprints or iris scan or face

authentication is not successful, wherever feasible and admissible authentication by

Aadhaar One -Time Password or Time-Based One -Time Password with limited time

validity, as the case may be, shall be offered;

c) In all other cases where biometric or Aadhaar One - Time Password or Time-

Based One -Time Password authentication is not possible, the benefits under the

Scheme may be given on the basis of physical Aadhaar letter whose authenticity can

be verified through the Quick Response Code printed on the Aadhaar letter and the

necessary arrangement of Quick Response Code reader shall be provided at the

convenient locations by the Department.

4. In order to ensure that no bonafide beneficiary under the Scheme is deprived of

his due benefits, the Department shall follow the exception handling mechanism as

specified in the Office Memorandum of Direct Benefit Transfer Mission, Cabinet

Secretariat, Government of India No. D-26011/04/2017-DBT dated the 19th

December, 2017 (available on https://dbtbharat.gov.in/).

5. This Notification shall come into force on the date of its publication in the Official

Gazette.

implementing the Scheme of 'Training to Livestock Farmers on Poultry, Piggery

and Goatery'(hereinafter referred to as the Scheme) to improve the technical skill of

the farmers in rearing of the animals in a professional manner for better outcome;

And, whereas, under the Scheme, stipend (hereinafter referred to as the benefit) is

given to the farmers of Andaman and Nicobar Islands (hereinafter referred to as the

beneficiaries) as per the extant Scheme guidelines;

And, whereas, the aforesaid Scheme involves recurring expenditure incurred

from the Consolidated Fund of India;

Now, therefore, in pursuance of Section 7 of the Aadhaar (Targeted Delivery of

Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016)

(A) An individual eligible for receiving the benefits under the Scheme shall herebybe required to furnish proof of possession of the Aadhaar Number or undergoAadhaar authentication.(B) Any individual desirous of availing the benefits under the Scheme, who does notpossess the Aadhaar Number or has not yet enrolled for Aadhaar, shall be requiredto make application for Aadhaar enrolment before registering for the Scheme providedthat he is entitled to obtain Aadhaar as per the Section 3 of the said Act, and suchindividuals shall visit any Aadhaar Enrolment Centre (list available at the UniqueIdentification Authority of India (UIDAI) website (www.uidai.gov.in) to get enrolled forAadhaar.(C) As per the Regulation 12 of the Aadhaar (Enrolment and Update) Regulations,2016, the Department is required to offer Aadhaar enrolment facilities for thebeneficiaries who are not yet enrolled for Aadhaar, and in case there is no AadhaarEnrolment Centre located in the respective Block or Tehsil, the Department shallprovide Aadhaar enrolment facilities at convenient locations in coordination with theexisting Registrars of UIDAI or by becoming a UIDAI Registrar themselves:

Provided that till the time Aadhaar is assigned to the individual, benefitsunder the Scheme shall be given to such individual, subject to the production of thefollowing documents, namely: -a) if he has enrolled, his Aadhaar Enrolment Identification Slip, andb) any one of the following documents, namely: -(i) Bank or Post Office Passbook with Photo; or(ii) Permanent Account Number (PAN) Card; or(iii) Passport; or(iv) Ration Card; or(v) Voter Identity Card; or(vi) MGNREGA Card; or(vii) Kisan Photo Passbook; or

1988 (59 of 1988); or(ix) Certificate of Identity having photo of such person issued by a Gazetted Officer ora Tehsildar on an official letter head; or(x) Any other document as specified by the Department:Provided further that the above documents may be checked by an Officer specificallydesignated by the Department for that purpose.2. In order to provide benefits to the beneficiaries under the Scheme conveniently, theDepartment shall make all the required arrangements to ensure that wide publicitythrough the media shall be given to the beneficiaries to make them aware of therequirement of Aadhaar under the Scheme.3. SOP regarding COVID-19 testingfor tourists coming to Andaman Islands

On arrival at Port Blair

1. The tourists need to carry COVID-19 negative report from mainland

based ICMR approved lab using Reverse Transcriptase-Polymerase Chain

Reaction (RTPCR). However, the sample for RTPCR test should have been

taken within 48 hours prior to starting the journey from the origin station.

(For e.g. if the tourist takes a flight from Delhi at 0600 hrs. on 1st January,

2021, the sample for RTPCR test should have been taken not before 0600

hrs. on 30th December, 2020).

2. No institutional or home quarantine is required to be observed if the

tourist has tested negative in RTPCR test at ICMR approved lab.

For travel to Shaheed Dweep and Swaraj Dweep

3. Those tourists who are carrying RTPCR test report need not get tested

again, for subsequent travel to or return from Shaheed Dweep and/or

Swaraj Dweep.

4. However in case any symptoms are developed, the tourist should

immediately report to the nearest PHC/CHC and thereafter necessary

testing will be done, as advised by Doctors.

5. It is reiterated that travel to Nicobar group of Islands and Little Andaman

Island is not permitted for tourism purposes, till further orders.

In case tourist tests Positive for COVID-19 during stay

6. If the tourist tests positive during stay in the Islands, he/she will need

to undergo institutional isolation as per existing health protocols. The

cost of such isolation for govt. facility will be paid by the tourist as fixed

by the administration from time to time.

7. If the patient wants to stay at hotels, he/she can stay in the hotels if all

the conditions below are met:

a) Patients are not symptomatic and not more than 60 years old.

b) Request/undertaking is made by patient in writing.

c) If allowed by doctors.

8. Hotels will make necessary arrangement to designate a part of their

rooms for institutional isolation for this purpose.

For travel to North& Middle Andaman District

The tourists are allowed to visit Baratang/North & Middle Andaman

subject to compulsory RAT testing for Andaman Trunk Road commuters

which will be carried out at Forest check post on the spot / same day on

payment of as applicable charges. The tourist are also advised to avail

boat / ferry for travel to North & Middle Andaman District, for which no

additional testing is required.

I. Standard Operating Procedure for opening of Beaches in

A&N Islands1. The Tourism activities are permitted only in North & Middle Andaman

District and South Andaman District except Little Andaman.

2. The beaches will remain open between 10.00 AM to 05.00 PM daily.

3.Tourists/visitors to maintain a minimum distance of 02 meters in public

places / beaches.

4. Use of face cover / mask will be mandatory for all the people visiting the

beaches.

5. Life Guards / TSET Members posted at various beaches to wear mask

and hand gloves and take other required precautionary measures.

6. Spiting shall be strictly prohibited on the beaches.

7. Entrance gate of the beaches to have mandatory hand hygiene (sanitizer)

and thermal screening provisions. Only asymptomatic staff and guests

shall be allowed.

8. Tourists/visitors shall monitor their health report about any illness

immediately to the Beach Officers/Life Guards and TSET Members.

9. Tourists/visitors shall dispose of face cover/masks/ cloves and other

leftovers only in the dustbins.

10. Tourists / visitors should follow the directions of staff regarding crowd

management at beaches.

11. Separate entry and exit for guests on the beaches to be organised,

wherever feasible.

12. Group photography will not be allowed at the beaches.

13. Only authorised vendors to be allowed on the beaches.

14. Tourists/visitors should avoid overcrowding in the washroom area.

15. Tourists/visitors above 65 years will not be allowed.

16. Respiratory etiquettesto be strictly followed. This involves strict

practice of covering one's mouth and nose while coughing/sneezing with

a tissue/ handkerchief/ flexed elbow and disposing off used tissues

properly after use.

II. Standard Operating Procedure for Waterbased/Watersports

activities

A. General Standard Operating Procedure for Watersports

The following general measures and the specific step as listed out

herein are to be observed by all: Owner, Operator, Employees, Associations,

Agents, Guides and Guests- at all times. General measures are:

a) All Watersports/boating activities in containment zones shall remain

closed and no operation shall beallowed.

b) It shall be made mandatory for guests and all those involved in

operations to download, install and verify the status AarogyaSetu

mobileapplication.

c) The Owner, Operator, Employees, Associations, Agents, Guides etc.

Must subject themselves for thermal scanning at least twice in a day-

before commencement of the duties in the morning and upon completion

of the operations in theafternoon/evening.

d) All Guests arriving at the booking counter/watersports centre should

be thermally scanned and the status ascertained on AarogyaSetu mobile

app before the tickets areissued.

e) It is mandatory for all to wear the face-mask of stipulated standard all

through and it should be enforcedunfailingly.

f) Respiratory etiquettes to be strictly followed. This involves strict

practice of covering one's mouth and nose while coughing/sneezing with

a tissue/ handkerchief/ flexed elbow and disposing off used tissues

properly after use.

g) Sick or unwell guests to be immediately taken for check-up to nearest

hospital in separatevehicle.

h) Booking of trips and allocation of slots should be planned to avoid

unwarranted gathering of guests and adhere to social distancingnorms.

i) Ensure that guests are taken in small groups to meet physical distancing

norm of minimum 6 feet between guests and it should be strictly

maintained. Any change in this norm should be in accordance to the

Government norms from time totime.

j) Greet the guests with "Namaste" preferably with folded hands. Hand-

shakes should be strictlyavoided.

k) Agents and guides should carry sanitizer and wearmask.

l) Always carry extra face masks onboard to offer guest in case

ofemergency.

m) As per Ministry of Tourism stipulation, the Guides must handle group

lesser than 10 guests. One dedicated person should be deployed for

coordination of every group of maximum 10guests.

n) At ticket counters/booths, the staff etc must wear the gloves and masks

all through. In addition, face-shield for the counter-staff can also

beconsidered.

o) Upon issuing the tickets, the guests should be given a detail brief on

the do's and don'ts during the operations, and it must be reminded

frequently till the trip isover.

p) Employees handling ticketing and currency transactions are

compulsorily to wear, face shield and to hand sanitize the handfrequently.

q) Maintain the hygienestandards.

B. Standard Operating Procedure for Boat owners

The following practices are to be strictly adhered to while taking guests

for boating trips. The following SOP stipulates practices at each stage/

facet and for specific stakeholders. The boat shall operate 50% passenger

capacity.

I. Before Boarding the Boat (While arriving at watersportscentre)

i. Boat Owners:

a) It must be ensured that all touch points in public areas like the ticketing

counter, counter tops, boat jetty, onboard boat, door handles, levers, hand

railings, etc. are cleaned frequently and at regular intervals every day

using a sanitizer/disinfectant. It is advised to use Sodium Hypochlorite

1% solution having at least 70% alcohol to clean these frequently

touchedpoints.

b) The commonly used personal safety protection equipments like

Personal Floatation Device (PFD) should not be reused without

disinfecting.

c) Ensure that hand sanitizers are made available in sufficient numbers

and quantity for disinfection facilities of visiting tourists/crew members

at the booking counter/booking stations.

d) At ticket counter, if wash basin is not available, a water tank fitted with

tap may be placed at safe distance from booking counter/station. Soap

dispenser may be placed near thewash-basin.

e) Face masks and sanitizers should be made available to guests ondemand.

f) Proper documentation of the guest in each trip for contact tracing must

be enforced. Use of separate trip sheets for each trip must be a standard

practice.

g) The trip-sheet should have details viz.: Guest name, their age, city of

domicile, telephone, date and time of the trip etc. Trip-sheet must be duly

signed by the escort andowner.

ii. Operator and Crew Members:-

a) To ensure all boat systems and engines function efficiently and all

equipment and gears in full operatingcondition.

b) A boat operating with more than one staff, viz. the operator and crew/

helper must ensure the stipulated social distancing norms on-boardalso.

c) The boat and all gears in use must be cleaned and disinfected before

commencement of the operation, after which, it must also be thoroughly

wash-down. On completion of trips every day also, above safe procedure

must befollowed.

d) To ensure that sanitizers are used by the guests before boarding

thevessel.

e) Maintain the hygienestandards.

iii.Duties and responsibilities of Guests

a) Vigilantly maintain the social distancing normsuncompromisingly.

b) Avoid sharing of items like in addition eatables, water bottles, toys and

safety gear etc. Always wearhand-gloves.

c) Wash the hands frequently with soap for 20 - 30 seconds even if it is

visibly notdirty.

d) Hand sanitizers should be used before and after use of safetygear.

e) Self-monitoring of health by all and reporting any illness at the earliest

must be diligentlypracticed.

f) All guests must mandatorily to have AarogyaSetu mobile application

downloaded installed and usedfrequently.

g) Maintain the hygienestandards.

II. While boarding the boat

i) Duties and Responsibilities of owners:-

a) Fix the queue markers as per distancing between norms in waiting areas

and ensure theorders.

b) Ensure complete discipline and order during boarding and to avoid

unwarrantedheckling.

c) Ensure that all persons aboard are seated as per social distancing norms,

wearing face masks, hand glovesetc.

d) Ensure all equipments are adequately disinfected before and after

everyuse.

e) Maintain the hygienestandards.

ii) Duties and Responsibilities of Operator and Crew

a) It shall be mandatory on part of the operator and crew to ensure social

distancing normson-board.

b) It must be ensured that the hand gloves, masks and face shields are

worn by the crew members, especially during the boarding andalighting.

c) The guest needing assistance during boarding and alighting should

compulsorily wear face shield and handgloves.

d) Specific seat should be allotted to each guest and they should not be

allowed to change during the entiretrip.

e) Maintain the hygienestandards.

iii) Duties and Responsibilities of Guests

a) Always allow the guests in front to move/board or alight first by

maintaining social distancingnorms.

b) Always wait for those in front to completely disembark the ramps during

boarding/alighting before others areallowed.

c) Always walk in the walkways assigned and do not wander.

d) The guests should avoid touching the objects/ surfaces when it is not

absolutelynecessary.

e) Maintain the hygienestandards.

iv. During Ride- Duties and Responsibilities.

1) Owners:

a) Proactive replenishment: Hand Sanitizers, Hand Gloves and Masks to

be available at the Guest waitingArea.

b) Supply sufficient disinfectants like sodium hypochlorite (1%) etc.

c) Maintain the hygienestandards.

2) Operators and Crews:

a) Safe operation practices must be strictlyfollowed.

b) Ensure that at no point during the trip, the guest should be allowed to

change the seat or stand-up to avoid loss of balance and bodilycontact.

c) If bodily contact was necessary, use hand sanitizers and clean hands

properly.

d) Maintain safe speed so as to avoid any accidents or injury so that

calling emergency services/help can beavoided.

e) Maintain the hygienestandards.

3) Guests:

a) Always wear a face mask and do not sneeze or cough openly, instead

use towels or folded elbow. While onboard, should not stand-up to avoid

loss of balance and bodilycontact.

b) To remain seated only at the assigned seat throughout thetrip.

c) Maintain the hygienestandards.

III. While Alighting-Duties and Responsibilities.

1) Owners, Operators and Crew:

a) Ensure that the Jetty or marina area is not crowded. Complete discipline

must be adheredto.

b) Incoming boats should wait for their turn to use jetty/marina until all

boats are cleared offit.

c) Maintain the hygienestandards.

2) Guests:

a) Guest should vacate/disembark from boat by following social

distancingnorms.

b) Remove safety gears and also sanitize the handsthereafter.

c) Dispose of the disposables only at designatedbins/containers.

d) Maintain the hygienestandards.

C. Standard Operating Procedure for Snorkeling

All Standard Operating Procedure mentioned above is to be complied with

by the Operators/Crew members/Association/Agents and Guests.

However, additional measures/precautions to be taken on certain activity

specific watersports such as Snorkeling which are as follows:-

I. Snorkelling:-

i) Before entering the water:-

a) The Snorkeling Guide shall brief the guests on the importance of

maintaining social distancing and operations ofsnorkelling.

b) The Guests should have complete personal snorkelling kit full face

mask. Only such guests should be allowed to undergo therides.

c) No Snorkeling equipments shall be hired, borrowed, lent or shared even

among members of the same family.

d) Only 02 guests per Guide must be allowed to snorkel at atime.

e) All guests must compulsorily wear face masks and hand gloves until

entering the water and upon leaving thewater-body.

f)At no point should the snorkelling guide touch any guest's snorkelling

equipments. All demonstrations must be given using own equipments.

ii) While in water:-

a) Demonstrate snorkelling skills in thigh-level water, maintaining social

distancingnorms.

b) All guests must wear a life jacket before entering thewater.

c) Use Lifebuoy with rope to tow the guests whilesnorkelling.

iii) After leaving the water:-

a) The safety gears such as Life Jacket and Life-buoy used by the guests

must be rinsed, dried and disinfected before the nextuse.

b) The snorkelling equipment used by the guide must be kept at possession

at all times to avoid accidental usage by other guides. The Guide must be

diligent on thispractice.

c) To ensure that the snorkel guide should mark all personal snorkeling kit

with paint so that other persons may not use the same.

D. Emergency Response Procedure

As we all are aware of the fact that Watersports/water based activities

have inherent risk factor involved, therefore as part of precautionary

measures the following preparedness is to be kept ready by the owner/

operator/crew:-

I. On board Emergency:-

a) As a matter of practice, the Operator or Crew shall not disobey physical

distancing norms unless any life-threatening emergency situationemerges.

b) The Operator must call for Emergency Medical Service (EMS) from the

boat, and with the victim, immediately rush to theshore.

c) Assess the condition of patient till the emergency medical service arrives

for help. If possible, ask the family or friend of the patient to aid the patient

as per qualified First Aiderinstructions.

d) When EMS arrives, brief the professional medical person about the

condition and First Aid provided to thepatient.

e) If the PPE kit is available at Watersports centre, the qualified First Aider

must wear the same to perform First Aid till the time EMSarrives.

II. Over board Emergency:-

a) During Man Over-board situation, the boat operator and crew must

follow the standard MOB procedure to rescue thevictim.

b) All boats in operations must carry a boat embarkation ladder/scramble

net and extra rope 14 mm and 15 meterslength.

c) To rescue the conscious victim on-board, the life guard/crew must give

correct instructions to climb the ladder and to get on-board. If the victim

requires support, provide step-by-step instructions to the family members

or friends of the victim to assisthim/her.

d) If the victim is unconscious in water, use spinal board/ back board to

mobilize the victim from water and recover himon-board.

e) Once the victim is on-board, qualified First Aider must do complete

assessment of victim for response. If the victim does not respond, i.e. No

breath or No Pulse, contact EMS immediately and rush the victim to the

shore. If possible, commence the CPR procedure onboard. Else, administer

the CPR procedure immediately after reaching the shore and securing the

victim.

III. Cardio Pulmonary Resuscitation:-

a) If the Victim is not responding, the qualified CPR aider must wear PPE kit

and gloves before commencing of chest compression. Continue chest

compression at the rate of 100 perminute.

b) Emergency breathing must be given only with AMBU bag, mouth to

mouth resuscitation is strictlyforbidden.

c) Continue the procedure till the Emergency Medical Service arrives or

the victim is handed over to a medicalprofessional.

ORDER No.146 Whereas, Tourism activities were permitted to operate in South Andaman District

except Little Andaman w.e.f 27/09/2020 subject to fulfilling of Standard Operating

Procedures vide Order No.536 dated 26th Sept, 2020.

Whereas, a number of request have been received for re-opening of tourism

activities in North & Middle Andaman District.

Now therefore, it is hereby ordered that the following tourism activities will be

permitted to operate in North & Middle Andaman district, with immediate effectsubject

to fulfilling the Standard Operating Procedure enclosed herewith:-

1. SOP for COVID-19 testing for tourists coming to Andaman Islands.

2. Opening of Beaches.

3. Opening of Water based/Watersports activities like snorkeling and boat rides.

Any other orders or advisories issued by Govt. of India, A&N Administration or

any other Competent Authority will also have to be followed, as applicable.

This issues with the approval of the competent authority.

NOTIFICATION No. 5-178/2020-D.III(C) This notification is issued in supersession of

Administration's Notification Number 117/2020/No.5-178/2020-D.III(C)

dated 10th November, 2020.

Whereas, the use of Aadhaar as an identity document for delivery of

services or benefits or subsidies simplifies the Government delivery

processes, brings in transparency and efficiency, and enables beneficiaries

to get their entitlements directly in a convenient and seamless manner by

obviating the need to produce multiple documents to prove one's identity;

And whereas, the Department of Education, Andaman and Nicobar

Administration (hereinafter referred to as the Department), is administering

the scheme "Reimbursement of Cash in lieu of School Stationery Kits"

(hereinafter referred to as the Scheme), to students of elementary classes

in Government Schools.

And whereas under the scheme, reimbursement of cost of school

stationery kits (hereinafter referred to as the benefit) is made to students

of elementary classes in Government schools,(hereinafter referred to as

the beneficiaries) as per the extant Scheme guidelines.

And whereas, the Scheme involves recurring expenditure incurred from

the Consolidated Fund of India;

Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery

of Financial and other Subsidies, Benefits and Services) Act 2016 (18 of

2016) (hereinafter referred to as the said Act), the Lieutenant Governor

(Administrator), Andaman and Nicobar Islands hereby notifies the

following, namely:-

1 (1) A student desirous of availing the benefit under the scheme shall

hereby be required to furnish proof of possession of the Aadhaar number

or undergo Aadhaar authentication.

(2) Any student desirous of availing the benefit under the scheme who

does not possess the Aadhaar number or has not yet enrolled for Aadhaar,

shall be required to make application for Aadhaar enrolment subject to the

consent of his parents or guardians before registering for the Scheme

provided that he is entitled to obtain Aadhaar as per section 3 of the Act

and such students shall visit any Aadhaar Enrolment Centre (list available

at the Unique Identification Authority of India (UIDAI) website

(www.uidai.gov.in) to get enrolled for Aadhaar.

(3) As per Regulation 12 of the Aadhaar (Enrolment and Update)

Regulations, 2016, the Department is required to offer Aadhaar enrolment

facilities for the beneficiaries who are not yet enrolled for Aadhaar and in

case there is no Aadhaar enrolment Centre located in the respective Block

or Tehsil, the Department shall provide Aadhaar enrolment facilities at

convenient locations in coordination with the existing Registrars of UIDAI

or by becoming a UIDAI Registrar themselves.

Provided that till the time Aadhaar is assigned to the student, benefits

under the Scheme shall be given to such student, subject to production of

the following documents, namely:-

(a) If the student has been enrolled after attaining the age of five years

(with biometrics collection), his Aadhaar Enrolment Identification slip, or

of bio-metric update identification slip; and

(b) any one of the following documents, namely:-

(i) Birth Certificate; or Record of birth issued by the appropriate authority;

or

(ii) School identity card, duly signed by the Principal of the school,

containing parents' names; and

(c) any one of the following documents as proof of relationship of the

beneficiary with the parent or legal guardian as per the extant Scheme

guidelines, namely:-

(i) Birth Certificate; or Record of birth issued by the appropriate authority;

or

(ii) Ration Card; or

(iii) Ex-Servicemen Contributory Health Scheme (ECHS) Card; or

Employees' State Insurance Corporation (ESIC) Card; or Central

Government Health Scheme (CGHS) Card; or

(iv) Pension Card; or

(v) Army Canteen Card; or

(vi) any Government Family Entitlement Card; or

(vii) any other document as specified by the Department:

Provided further that the above documents may be checked by an officer

specifically designated by the Department for that purpose.

2.In order to provide benefits to the beneficiaries under the Scheme

conveniently, the Department shall make all the required arrangements to

ensure that wide publicity through the media shall be given to the

beneficiaries to make them aware of the requirement of Aadhaar under the

Scheme.

3.In all cases, where Aadhaar authentication fails due to poor biometrics

of the beneficiaries or due to any other reason, the following remedial

mechanisms shall be adopted, namely:-

(a) in case of poor fingerprint quality, iris scan or face authentication

facility shall be adopted for authentication, thereby the Department shall

make provisions for iris scanners or face authentication along with finger-

print authentication for delivery of benefits in seamless manner;

(b) in case the biometric authentication through finger-prints or iris scan

or face authentication is not successful, wherever feasible and admissible

authentication by Aadhaar One-Time Password or Time-based One-Time

Password with limited time validity, as the case may be, shall be offered;

(c) in all other cases where biometric or Aadhaar One-Time Password or

Time-based One-Time Password authentication is not possible, benefits

under the scheme may be given on the basis of physical Aadhaar letter

whose authenticity can be verified through the Quick Response Code

printed on the Aadhaar letter and the necessary arrangement of Quick

Response Code reader shall be provided at the convenient locations by

the Department.

4. Notwithstanding anything contained herein above, no student shall be

denied benefit under the Scheme in case of failure to establish his identity

by undergoing authentication, or furnishing proof of possession of

Aadhaar number, or in the case of a student to whom no Aadhaar number

has been assigned, producing an application for enrolment. The benefit

shall be given to him by verifying his identity on the basis of other

documents as mentioned in clauses (b) and (c) of the proviso of sub-

paragraph (3) of paragraph 1, and where benefit is given on the basis of

such other documents, a separate register shall be maintained to record

the same, which shall be reviewed and audited periodically by the

Department.

5. This notification shall come into force from the date of its publication in

the Official Gazette.

to as the Scheme), to provide financial assistance in the form of monthly

stipend to students studying and staying in Government school/college

Hostel in Andaman and Nicobar Islands;

And whereas, under the scheme, the reimbursement of mess bill,

(hereinafter referred to as the benefit) is made to students studying and

staying in Government School/College hostels in Andaman and Nicobar

Islands (hereinafter referred to as the beneficiaries), as per the extant

Scheme guidelines;

And whereas, the Scheme involves recurring expenditure incurred from

the Consolidated Fund of India;

Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted

Delivery of Financial and other Subsidies, Benefits and Services) Act

2016 (18 of 2016) (hereinafter referred to as the said Act), the Lieutenant

Governor (Administrator), Andaman and Nicobar Islands hereby notifies

the following, namely:-

or

(ii) School/college identity card, duly signed by the Principal of the school/

college, containing parent's names; and

(c) any one of the following documents as proof of relationship of the

beneficiary with the parent or legal guardian as per the extant Scheme

guidelines, namely:-

(i) Birth Certificate; or Record of Birth issued by the appropriate authority;

or

(ii) Ration Card; or

(iii) Ex-Servicemen Contributory Health Scheme (ECHS) Card; or

Employees' State Insurance Corporation (ESIC) Card; or Central

Government Health Scheme (CGHS) Card; or

(iv) Pension Card; or

(v) Army Canteen Card; or

(vi) any Government Family Entitlement Card; or

(vii) any other document as specified by the Department.

II. For students 18 years and above:-

(a) if he has enrolled, his Aadhaar Enrolment identification slip; and

(b) anyone of the following documents, namely:-

(i) Bank or Post office Passbook with photo; or

(ii) Permanent Account Number (PAN) card; or

(iii) Passport; or

(iv) Ration Card; or

(v) Voter Identity Card; or

(vi) MGNREGA Card; or

(vii) Kisan Photo Passbook; or

(viii) Driving License issued by the Licensing Authority under the Motor

Vehicles Act, 1988 (59 of 1988); or

(ix) Certificate of identity having photo of such person issued by a

Gazetted Officer or a Tehsildar on an official letter head; or

(x) Islander Card; or

(xi) any other document as specified by the Department:

Provided further that the above documents may be checked by an officer

specifically designated by the Department for that purpose.

2. In order to provide benefits to the beneficiaries under the Scheme

conveniently, the Department shall make all the required arrangements to

ensure that wide publicity through the media shall be given to the

beneficiaries to make them aware of the requirement of Aadhaar under

the Scheme.

processes, brings in transparency and efficiency, and enables beneficiaries

to get their entitlements directly in a convenient and seamless manner by

obviating the need to produce multiple documents to prove one's identity;

And whereas, the Department of Education, Andaman and Nicobar

Administration (hereinafter referred to as the Department), is administering

the scheme "Scholarship to the students pursuing higher education in

mainland in the form of mess bill reimbursement" (hereinafter referred to as

the Scheme), to provide financial assistance in the form of scholarship to

students for pursuing higher education at mainland for which facilities are

not available in Andaman and Nicobar Islands;

And whereas under the Scheme, reimbursement of mess charges

(hereinafter referred to as the benefits) is made to students (hereinafter

referred to as the beneficiaries) as per the extant Scheme guidelines;

And whereas, the Scheme involves recurring expenditure incurred from

the Consolidated Fund of India;

6. This notification shall come into force from the date of its publication in

Vehicles Act, 1988 (59 of 1988); or

(ix) Certificate of identity having photo of such person issued by a

Gazetted Officer or a Tehsildar on an official letter head; or

(x) Islander Card; or

(xi) any other document as specified by the Department:

Provided further that the above documents may be checked by an officer

specifically designated by the Department for that purpose.

2. In order to provide benefits to the beneficiaries under the Scheme

conveniently, the Department shall make all the required arrangements to

ensure that wide publicity through the media shall be given to the

beneficiaries to make them aware of the requirement of Aadhaar under

the Scheme.

3. In all cases, where Aadhaar authentication fails due to poor biometrics

of the beneficiaries or due to any other reason, the following remedial

mechanisms shall be adopted, namely:-

(a) in case of poor fingerprint quality, iris scan or face authentication

facility shall be adopted for authentication, thereby the Department shall

make provisions for iris scanners or face authentication along with

fingerprint authentication for delivery of benefits in seamless manner;

(b) in case the biometric authentication through fingerprints or iris scan

or face authentication is not successful, wherever feasible and admissible

authentication by Aadhaar One-Time Password or Time-based One-Time

Password with limited time validity, as the case may be, shall be offered;

(c) in all other cases where biometric or Aadhaar One-Time Password or

Time-based One-Time Password authentication is not possible, benefits

under the scheme may be given on the basis of physical Aadhaar letter

whose authenticity can be verified through the Quick Response Code

printed on the Aadhaar letter and the necessary arrangement of Quick

Response Code reader shall be provided at the convenient locations by

the Department.

4. Notwithstanding anything contained hereinabove, no students below

eighteen years of age shall be denied benefit under the Scheme in case of

failure to establish his identity by undergoing authentication, or furnishing

proof of possession of Aadhaar number, or in the case of a student to

whom no Aadhaar number has been assigned, producing an application

for enrolment. The benefit shall be given to him by verifying his identity

on the basis of other documents as mentioned in clauses (b) and (c), of

the proviso of sub-paragraph (3) of paragraph 1, and where benefit is

given on the basis of such other documents, a separate register shall be

maintained to record the same, which shall be reviewed and audited

periodically by the Department.

5. In order to ensure that no bonafide beneficiary under the Scheme is

deprived of his due benefits, the Department shall follow the exception

handling mechanism as specified in the Office Memorandum of Direct

Benefit Transfer Mission, Cabinet Secretariat, Government of India

number D-26011/04/2017-DBT, dated the 19/12/2017 (available on https:/

/dbtbharat.gov.in/).

6. This notification shall come into force from the date of its publication

in the Official Gazette.

NOTIFICATION No. 5-178/2020-D.III(E) This notification is issued in supersession of

Administration's Notification Number 163/2020/No.5-178/2020/D.III dated

22nd December, 2020.

Whereas, the use of Aadhaar as an identity document for delivery of

services or benefits or subsidies simplifies the Government delivery

processes, brings in transparency and efficiency, and enables beneficiaries

to get their entitlements directly in a convenient and seamless manner by

obviating the need to produce multiple documents to prove one's identity;

And whereas, the Department of Education, Andaman and Nicobar

Administration (hereinafter referred to as the Department), is implementing

the scheme "Supplementary Nutrition Programme" in addition to the "Mid

Day Meal Scheme" (hereinafter referred to as the Scheme), to enhance

the nutritive values of food being served under the Mid Day Meal Scheme.

And whereas, under the scheme, supplementary nutrition in kind in

addition to the Mid-Day Meal under the Centrally Sponsored Scheme of

the Govt. of India (hereinafter referred to as the benefit) is provided to

students of pre-primary to elementary classes in schools (hereinafter

referred to as the beneficiaries) as per the extant Scheme guidelines;

And whereas, the Scheme involves recurring expenditure incurred from

the Consolidated Fund of India;

Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery

of Financial and other Subsidies, Benefits and Services) Act 2016 (18 of

2016) (hereinafter referred to as the said Act), the Lieutenant Governor

(Administrator), Andaman and Nicobar Islands hereby notifies the

following, namely:-

1 (1) A student desirous of availing the benefit under the scheme shall

hereby be required to furnish proof of possession of the Aadhaar number

or undergo Aadhaar authentication.

shall be required to make application for Aadhaar enrolment subject to

the consent of his parents or guardians before registering for the Scheme

provided that he is entitled to obtain Aadhaar as per section 3 of the Act

and such students shall visit any Aadhaar Enrolment Centre (list available

at the Unique Identification Authority of India (UIDAI) website

(www.uidai.gov.in) to get enrolled for Aadhaar.

(3) As per Regulation 12 of the Aadhaar (Enrolment and Update)

Regulations, 2016, the Department is required to offer Aadhaar enrolment

facilities for the beneficiaries who are not yet enrolled for Aadhaar and in

case there is no Aadhaar enrolment Centre located in the respective

Block or Tehsil, the Department shall provide Aadhaar enrolment facilities

at convenient locations in coordination with the existing Registrars of

UIDAI or by becoming a UIDAI Registrar themselves.

Provided that till the time Aadhaar is assigned to the student, benefits

under the Scheme shall be given to such student, subject to production

of the following documents, namely:-

(a) If the student has been enrolled after attaining the age of five years

(with biometrics collection), his Aadhaar Enrolment Identification slip,

or of bio-metric update identification slip; and

(b) any one of the following documents, namely:-

(i) Birth Certificate; or Record of birth issued by the appropriate authority;

or

(ii) School identity card, duly signed by the Principal of the school,

containing parents' names; and

(c) any one of the following documents as proof of relationship of the

beneficiary with the parent or legal guardian as per the extant Scheme

guidelines, namely:-

(i) Birth Certificate; or Record of birth issued by the appropriate authority;

or

(ii) Ration Card; or

(iii) Ex-Servicemen Contributory Health Scheme (ECHS) Card; or

Employees' State Insurance Corporation (ESIC) Card; or Central

Government Health Scheme (CGHS) Card; or

(iv) Pension Card; or

(v) Army Canteen Card; or

(vi) any Government Family Entitlement Card; or

(vii) any other document as specified by the Department:

Provided further that the above documents may be checked by an officer

demise of Shri B.V.M. Krishna CRP attached to this Institution. He left for the heavenly abode today the 23rd February, 2021 (Tuesday) in the morning at Chennai.
