Introduction and Welcome Welcome to this year’s programme of continuous professional development opportunities for the adult social care workforce. Stockton Borough Council is currently facing unprecedented financial challenges similar to many other publicly funded organisations. However, in developing this programme, the authority has continued to recognise the importance of investing in the training and development of its employees and those organisations with whom it contracts. This enables the ongoing development of skills and knowledge of workers to facilitate the provision of high quality and effective services to service users and their carers. The council’s aim is to enable people to exercise choice and control over how their care needs are met. This programme provides a wide range of courses which embed this principle whilst also ensuring that workers and services meet the current National Occupational Standards for social care services. There continues to be significant development within adult social care, particularly in the field of social work. The Assessed and Supported Year in Employment (ASYE) for newly qualified social workers has been introduced and is being fully supported by both workforce development and operational staff. Work continues to embed the Professional Capabilities Framework (PCF), the standards framework for social workers, into the training and development activities provided. The Knowledge and Skills Statement (KSS) for Adult social workers has been introduced as a benchmark in assessment alongside the PCF for social workers in their ASYE. Throughout the year training opportunities will be developed to meet emerging needs, ensuring that these are responsive to the needs of all levels of workers.

The adult social care programme is open to Children, Education and Social Care staff, the private and voluntary sector in registered and supporting people services and personal assistants working in Stockton. This programme sits alongside the authority’s multi-agency safeguarding programme and together they demonstrate Stockton Borough Council’s commitment to providing high quality training opportunities.

She is a registered social worker, qualified teacher, assessor and internal quality assurer and has qualifications in management. Victoria Nightingale - Development Officer Victoria originally trained as a State Registered Nurse. She has over 25 years’ experience in adult health and social care. What will you receive? All correspondence in relation to training requests will be sent to you by email. You will receive an email confirming your place on the requested training and a reminder two weeks prior to the date of the training, which will include venue, dates and times. Please ensure that you note the content of these emails as they will provide all the information you require for the training requested. If you have submitted an application form and have not received an email confirming your place within one week, please contact the Administration Team on 01642 528362/527698. Please do not attend a course unless you have received confirmation of your place as it may not be possible to accommodate you.

What is expected from the learner? For accredited courses, all applicants are required to sign an ‘undertaking’. The purpose of this is to confirm learner’s commitment to the required study in order to achieve the qualification. It also forms a formal agreement to refund the cost of the training if unsatisfactory progress is made or if the learner chooses to discontinue the course.

Course Fees All courses contained within this brochure are free to Stockton Borough Council staff and contracted providers.

Non Attendance and Cancellation Policy Late cancellations and non-attendance will result in a fee being charged, if the required five working days’ notice before the course date is not provided to the Workforce Development Team. Please refer to the cancellation and non-attendance policy on page 11 of this brochure for full details. All courses provided by the Workforce Development Team are partly subsidised and these charges are reinvested into additional learning provision.

Non Attendance and Cancellation Policy Please note that all courses provided by the Workforce Development Team are partly subsidised and these charges are reinvested into additional learning provision. Charges for non-attendance and late cancellations are detailed below. Cancellation more than 5 working days before the course date:

• All cancellations must be made in writing (preferably via email [email protected]) by the delegate or their line manager.

• No telephone cancellations will be acceptedCancellation 5 working days or less before the course date:

• Written notification must be received by the Workforce Development Team from the delegate ortheir line manager

• Where written notification is not received 5 working days before the course start date or wherethere is insufficient reason for non-attendance, a charge of £50 will be made

• If you are unable to attend the course on the day, due to unforeseen circumstances (suchas illness) then written notification from your line manager must be sent to the WorkforceDevelopment Team [email protected] and consideration will be givento a waiver of the charges if this is deemed appropriate. Please note this is at the discretion ofthe Workforce Development Team

Charges will be made where there is a non-attendance due to: • Other work pressures• Annual leave bookings• Course booked in error• Applicant forgot or went to wrong locationCharges are unlikely to be made where:

• There is a personal or family emergency• Compassionate leave has been given• Staff have called in sick using absence reporting policies and procedures• Having justified work pressures e.g. court attendance/inspectionsSubstitute delegates are acceptable providing you notify the Workforce Development Team in advance. Any delegate who wishes to transfer to a later course date but who sends written notification of 5 working days or less before the course start date will be charged £50 cancellation fee for the cancelled course. It is the responsibility of all staff to ensure they have signed the attendee list at the beginning of each training course day. Changes for Social Work: Learning, Training and Development The Professional Capabilities Framework (PCF) has been introduced and is hosted by BASW. The PCF contains 9 domains to map our development against as workers. These are:

• Professionalism• Values and Ethics• Diversity• Rights, Justice and Poverty• Knowledge• Critical Reflection and Analysis• Intervention and Skills• Contexts and Organisations• Professional Leadership

Different level descriptors are available whether you are a student, ASYE, social worker, experienced social worker or manager. We are currently registered with the Health Care Professions Council and have the following CPD requirements: • Maintain a continuous, up-to-date and accurate record of their CPD activities

• Demonstrate that their CPD activities are a mixture of learning activities relevant to current orfuture practice

• Seek to ensure that their CPD has contributed to the quality of their practice and service delivery• Seek to ensure that their CPD benefits the service user, and• Upon request, present a written profile (which must be their own work and supported by

evidence) explaining how they have met the standards for CPD

Whenever a profession renews its registration, they randomly audit (check) the CPD of 2.5 % of professionals. Those registrants who are chosen for audit must submit a CPD profile to show how their CPD meets the standards. We have had several members of staff who were lucky enough to be selected to show how their CPD has met the standards!

The HCPC site suggests profile templates, which include personal statements as well as recording of the activity undertaken. More detailed information on this can be obtained from the HCPC http://www.hpc-uk.org/registrants/cpd/profile/ Key Knowledge and Skills (KSS) for adults have been developed and can be accessed on https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/411957/KSS.pdf For ASYEs the intention would be that you will be assessed against these statements at the end of the first year of practice.

Assessed and Supported Year in Employment for Social Workers (ASYE) The assessed and supported year in employment (ASYE) is a year long programme designed to help newly qualified social workers (NQSWs) develop their skills, knowledge and capability and to strengthen their professional confidence. It will provide NQSWs with access to regular and focused support and development during the first year in employment. The ASYE is a common programme for all of children’s and adults’ social work which includes a holistic assessment of an individual’s abilities in their first year of employment as a qualified social worker by introducing a consistent standard against which, knowledge and capability can be judged. Assessment is based on the Professional Capabilities Framework (PCF) for social work (see below) and successful completion includes certification. Professional Capabilities Framework for Social Workers

Each NQSW will be supported through their ASYE through a combination of: • Reflective supervision• Workload management• A professional development plan which will be updated regularly• Time for learning and developmentSuccessful completion of the ASYE will allow the NQSW to move into the next stage of their social work career as highlighted in the PCF ‘rainbow’. All Newly Qualified Social Workers (NQSW) will undertake one of the two modules below as part of their mandatory training for their Assessed and Supported Year (ASYE) in practice. These modules may also be a requirement for more experienced new workers to Stockton depending on their previous training history.

Law and Practice for Best Interest Assessors (also open to other professional groups)

Date(s): To be confirmed Training Provider: Northumbria University This module aims to prepare students, from a range of professional backgrounds, to practice as Best Interest Assessors within the Deprivation of Liberty Safeguards (Mental Capacity Act 2005) Students will be required to demonstrate an applied knowledge of the Mental Capacity Act 2005 and its Code of Practice; the ability to keep appropriate records and to provide clear and reasoned reports in accordance with legal requirements and good practice; and the skills necessary to obtain, evaluate and analyse complex evidence and differing views and to weigh them appropriately in decision making The teaching and learning involved seeks to develop understanding of the specialist knowledge and skills needed to work effectively with service users who lack the capacity to make decisions about their care or treatment, and who may be deprived of their liberty. Safeguarding AdultsThere are a number of e-learning courses hosted by the Virtual College through the Teeswide Safeguarding Adults Board.

What is e-learning? The e-learning training material can be access from any computer with an internet connection. The interactive modules provide an alternative learning experience. Each includes underpinning knowledge, scenarios and a short quiz at the end. You do not have to complete the training all in one session.

How long will it take? You should work at your own pace but, as a guide, it will take approximately 2 – 3 hours per module.

Accreditation On successful completion of the module and quiz you will be able to download a virtual college certificate

Cost Each course is free to access. Once you start each e-learning module you have 4 weeks to complete. If you do not complete within that time, there may be a charge for the cost of the course at £50 + VAT

Safeguarding Adults - Updated in line with the Care Act 2014 For anyone who comes into contact with vulnerable adults who are unable to protect themselves from harm and who may be at risk of abuse, have been abused in the past or who are currently being abused, e.g. volunteers, formal and informal carers, all professionals working within health and social care, housing staff, library staff, all members of staff who work in day care, residential settings and people’s own homes, etc. The course includes an overview of legislation and guidance, types, definitions, signs and symptoms of abuse, what to do if you have any concerns and what happens next.

Mental Capacity Act - Updated in line with the Care Act 2014 For anyone who comes into contact with vulnerable adults who may lack the capacity to make decisions to protect themselves; and to discourage anyone who is involved in caring for someone who lacks capacity from being overly restrictive or controlling. The course includes the basic principles of the Act, how to assess/judge if someone has capacity, best interest decision making, and how to apply to work practice.

This does not, however, include organisations who are commissioned to provide services by SLSCB partner organisations. Awareness of Child Abuse and Neglect - Young People Version This course is specifically aimed at those who work with young people aged 12-18 and covers a variety of child protection issues which affect this age group

Hidden Harm It is estimated that there are 1.5 million children of problem drug and alcohol users in the UK. Services naturally focus their attention on the problem user but in this process, the effects on the children can be overlooked. There is now a government directive that aims to raise awareness of this issue and increase opportunities for early intervention. The course aims to raise awareness of the issues affecting the children of problem substance users. It helps the learner to spot the signs of harm and identify appropriate windows of opportunity to break the cycle and safeguard the child. The course has been developed by 5 national drug and alcohol teams and peer-reviewed by panels of experts in the field

An Introduction to Integrated Working - Early Help Assessment, Information Sharing & Lead Professional This basic awareness course covers the following learning objectives: The Common Assessment Framework (CAF), information sharing and the role of the lead professional. The course will give an in depth understanding of these topic areas so that they can confidently discuss the concepts with families, should they need to. It will provide underpinning knowledge for lead professionals or practitioners, prior to face to face training

Safeguarding Children Refresher Training It is a statutory requirement for anyone who works with children to update their knowledge of legislation and guidance and maintain the ability to act on concerns regarding the safety and welfare of children and young people. The government guidance suggests that refresher training should take place every three years. Whilst necessary, this can be costly for organisations and frustrating for members of staff, who may have heavy case loads and find it difficult to get away from work to attend a refresher course. The safeguarding children e-academy has developed an online refresher course in collaboration with experts from six Local Safeguarding Children Boards (LSCBs), which covers all the changes in safeguarding over the last three years. It is regularly updated to reflect changes

Risk Assessment in Safeguarding The aim of this module is to help practitioners from all agencies develop an understanding of theories of risk assessment, and become competent and confident in applying them when working with children, young people and their families.
