WHOSE DOG IS IT ANYWAY?

Letter to the Editor: ‘First he hits my dog with his car, leavesme with a stack of vet bills and now he is suing me! My dog isgone. The dog control officer should go get my dog and bringhim back to me. After all, he was picked up only a block awayfrom my house. My neighbor is complaining barking. After all, dogs bark. I got a ticket for my dog running loose. Why do Ihave to go to court?Every dog control officer gets similar laments from dog ownerswho seem to forget that with dog ownership comesresponsibility. State and local law determines what the owner’sresponsibilities are much to the surprise of many dog owners.Dog owners are responsible for the actions, welfare andwhereabouts of their own dog at all times. The dog owner isresponsible for damage to a motor vehicle that may hit thedog.A dog must have a current license and proof of it must beaffixed to the collar. A dog without such is deemed “unidentified”by State Law and must be transported to the town kennel. Nodog can legally leave the town holding kennel without proof ofa valid license.Municipalities have laws about barking dogs.Local law restricts dogs to the owner’s direct control.Tickets may be written for the first violation of the law. Finesmay be levied and subsequent violations may result in escalatingfines.~ Catherine Crawmer, Animal Control Officer: 477-8230

The Rensselaer County Legislature recorded a savings of just over$115,000 thanks to various efficiencies employed during 2012,Chairman of the Legislature Martin Reid announced. The savings will be assigned to a special Taxpayer Protection Fundestablished by the Legislature to help protect taxpayers and safeguardneeded county services. The transfer of the savings to the fund isexpected to take place at the March meeting. The Taxpayer Protection Fund has been employed by the Legislatureto reduce the amount of a tax increase during the 2013 budget andto reduce a tax increase during the 2012. The Legislature utilized$129,000 for the 2013 budget and $167,000 for the 2012 budget.“The savings show the County Legislature continues to do morewith less, and produce a savings that help reduce taxes and protecttaxpayers and needed services,” said Reid. The savings of $115,000 in 2012 follows a savings of $141,267 in2011, $129,200 in 2010 and $160,000 in 2009.The savings came about largely from a reduction in personnel, delays on filling vacancies and fewer purchases during 2012. There is only one story. The New York State Indoor Track Championships were heldthis week, few athletes attend and the ability to participate isan honor within itself. Averill Park was represented by AndrewTario in the 3200 Meter Run. Andrew placed 26th among thebest contestants in New York State. Congratulations to Tariofor competing so far into post season competition, and goodluck in future endeavors!Girl’s lacrosse and softball, boy’s baseball and tennis, and trackand field are all playing in the weeks to come, so stay tuned tohear about their first competitions. As always, sport schedules can be found atwww.averillpark.k12.ny.us/athletics/sportsschedules.If you have any questions or comments, feel free to contactme at [email protected].

RESULRESULRESULRESULRESULTSTSTSTSTS

This Week’s scholar athletehad a lot to say about hissport and how he managedto have so much success overthe years. Drew Ryan, asenior at Averill Park HighSchool, is one of our mostdedicated, hard-workingtrack members. Drew hasbeen doing indoor and outdoortrack all four years of highschool, making this upcomingoutdoor season his eighth intotal. He has been training inpole vault and hurdles for allfour years. He has placedsecond in sectionals threetimes for pole vault; and thispast indoor season, he placedfifth in sectionals for hurdles.During pre-season, it isdifficult to work on skillsbecause of the equipment

needed, which is why Drew focuses on building strength andstamina by running and lifting weights. Then, during the season,Ryan is able to focus on perfecting his main events for themeets. Drew has found that hurdles can be a bit more stressfulat meets, because you only get once chance; as opposed tothe three you get for pole vault. However, he knows that hishard work will pay off in the end. Drew’s favorite part abouttrack is the relationships you make with people that youotherwise wouldn’t have met. The team has become a secondfamily to him. Like other scholar athletes, Ryan finds a way tobalance his athletic career with his academic one. “Being ascholar athlete means you have your priorities in order. It showsthat you know how far you need to apply yourself at yourschool work to maintain a good GPA and that you are dedicatedto your team enough to stand out as an individual athlete,” aquote from Drew himself. This year Ryan is taking AdvancedPlacement Biology, Participation in Government, Economics,English and a Calculus course through Hudson Valley CommunityCollege. In the fall, he would like to attend Sacred Heart inFairfield, Connecticut. While attending, he would be pursuing abachelor’s degree in accounting and then a Master of BusinessAdministration (M.B.A) with a focus in accounting over fiveyears. He also plans to compete on their divison 1 track team.Drew has found a lot of inspiration from friends and coachesover the years, but none have affected him more than hismother. He takes after her in that they both have a competitivedrive, and they fully dedicate themselves to whatever they dobecause they like things done to the best of their abilities.Ryan would like to thank Coach Aldi and Coach Abbatiello for allthe time and effort they have dedicated to enhancing his skilllevel and helping him see his full potential. Coach Abbatielloalways says, “Average is just as close to the bottom as it is tothe top”, which is why Ryan never has and never will settle foraverage. We wish Drew and the rest of the Averill Park Outdoortrack team the best of luck in their season.

QUESTION: What are the final two meditation tools that canimprove our health and happiness? C. Pace, E. Greenbush, NYANSWER: Good Company and Contemplation are the finaltools we gain by meditating. Remember when Mom or Dadwarned us against associating with certain kids. Meditationprovides the same loving advice: “The company you keep isstronger than your will.” It’s similar to what occurs when weplay tennis or golf. When we’re matched against someone alittle better than us, we tend to play up to their level. When weplay with someone a little worse than us, we tend to play downto their level. A certain amount of experimentation is necessaryin childhood. Sometimes a child may choose to touch the stoveto find out if the burners are hot. But as an adult, we do nothave to touch every burner on every stove. In determiningwhat company to keep in our lives and in our minds, mediatorsuse the conscience to discriminate, rather than relying onpersonal preferences alone. With practice, mediators canbecome decisive, skillful, fearless and healthy. The practice ofcontemplation is similar to the army’s practice of “After ActionReview.” Once we recognize which of our past actions haveconflicted with our inner wisdom, we can be prepared the nexttime we face similar habits on the battlefield of life. Theknowledge gathered through contemplation helps us makeinspired decisions that transform challenges into opportunities. For contemplation, choose a time and place free from thedemands of everyday responsibilities. By sitting in a quiet, comfortable space and reviewing your thoughts, words andactions every day, you learn what is to be done and what is notto be done. As George Bernard Shaw wrote, “The philosopheris Nature’s pilot. And there you have our difference: To be inhell is to drift; to be in heaven is to steer.” But to steer arewarding and healthy course requires appropriate tools. “Ifyou have the proper tool,” auto mechanic Kenny Tremont ofBrookside Garage once told me, “every job is easier.” I knowtoday that the “Ten Meditation Tools” are the proper toolsbecause they have never let me down. Because the meditationtools of Mantra, Budgeting Time, DiaphragmaticBreathing, One-Pointed Attention, Detachment,Discrimination, Will Power, Easy-Gentle Yoga, GoodCompany and Contemplation have worked so well for me,I believe they can transform your life as they have my own.The meditation curriculum at the American Meditation Institute is accreditedby the American Medical Association, Albany Medical College and theN.Y.S. Nurses Association. It is also endorsed by nationally recognizedphysicians Dr. Oz, Dean Ornish MD and Bernie Siegel MD.
