CARL CHAPMAN ACCEPTED INTO ARMY’S

WARRANT OFFICER PROGRAM

Nassau resident Carl Chapman, a member of the New York Army

National Guard, has been accepted in the Army’s Warrant Officerprogram.Prior to becoming a Warrant Officer Candidate, Chapman was aMaster Sergeant serving as the full-time detachment sergeant forthe Headquarters Detachment of the New York National Guard’sJoint Force Headquarters in Latham. Warrant Officers are specialists

in technical, intelligence, and personnel fields who are issued“warrants” for their ranks instead of the “commissions” presented toofficers in the rank of lieutenant on up. Chapman has served in theArmy and the Army National Guard for 16 years. He enlisted in theArmy in 1999 and was trained as a cryptologic linguist. He deployedto Iraq in April 2003 with the 502nd Military Intelligence Companyand served as a section sergeant.

He joined the New York Army National Guard in 2004 and served asa traditional part-time National Guard Soldier from 2004 to 2008. In2008, he was accepted into the Active Guard and Reserve program,working full time as a unit administrator and in the New York ArmyNational Guard personnel office.Once he completes Warrant Officer Candidate School in the fall,

Chapman will become a Warrant Officer 1 and will be assigned tothe headquarters of the 42nd Infantry Division in Troy.His awards include the Army Commendation Medal, the ArmyAchievement Medal, the Global War on Terror Expeditionary Medaland the National Defense Service Medal.

Molly DeMarco andAbigai l Domalewiczcreated the Anti-Bullying Club at GoffMiddle School for theirGirl Scout Silver Awardproject. The Si lverAward is the highest GirlScout award for middleschool scouts. The girlsplanned and ran theclub’s meetings onThursday mornings from

April to June. At each meeting, they showed short videos,discussed the videos, and then did an activity related to thetopic. In addition, the girls compiled a list of additional videosthat teachers can show their students to encourage thediscussion of bullying in their classroom. We would like to thankthe club’s advisor, technology teacher John Cirincione, as wellas other teachers, administrators, and board members in theEast Greenbush Central School District for making this projectpossible.

DESSO DEFENSELetter to the Editor: The letter submitted by an ally of LouisDesso in last week’s Advertiser contained numerous falsehoodsdesigned to deflect attention from the facts surrounding Mr.Desso’s appointment to an $81,000 county job he was notqualified for.Mr. Desso was appointed to a job as Deputy Mental HealthCommissioner after the County Executive asked her appointedCivil Service Commission to remove the obstacles in the jobdescription that kept folks without qualifications from beingconsidered.In June 2005, the Commission established minimum qualificationsfor this job, a 4 year degree, Masters Degree and 5 yearsadministrative experience in mental health services. OnDecember 13, 2012, a week before Christmas on a Fridayafternoon, the politically appointed commission met andremoved the requirement for BOTH degrees and reducedadministrative experience to 4 years. They lowered thequalifications and raised the salary of a long vacant job so thatLou Desso could be appointed without the common senseeducational credentials.My letter in no way insults those without a college degree, butrather affirms that no one should be entitled to the benefits ofcollege degrees without first working to obtain them. Mr. Dessoused his political connections to get a job he is not qualified for.The public records are available for anyone to review at theCivil Service Commission. If he were elected Town Supervisor,he would be running the town from a supposedly full-time jobin the county building. He also used his connections to createa $75,000 appointed job for his son in the DA’s office.As far as the list of accomplishments listed as rebuttal to thesefacts, I respectfully submit they are not relevant to thisdiscussion anymore than the list is solely the accomplishmentof Mr. Desso, a councilman who is one of 5 board members andnot the Supervisor of the town. North Greenbush is a 12million dollar operation and there is no question we need aSupervisor with the education and qualifications to managethe town. A political waiver is no substitute for substance,experience and education.~ Charles B. The Western New England University College of Engineeringpartnership with Shandong University of Science andTechnology(SDUST), in Shandong, China, continued this summeras six students and two faculty members traveled to China toparticipate in a month-long academic and cultural program.Adrian Barber of Castleton-On-Hudson NY participated in theprogram. The Western New England students joined SDUSTstudents for two combined engineering classes taught by Dr.Kenneth Lee and Dr. Steven Northrup. The students also visitedfour major Chinese cities including Beijing, Shanghai, Qingdao,and Suzhou. While in China they visited several attractionsincluding Tiananmen Square, Forbidden City, Great Wall, Templeof Heaven, Lingering Garden, The Bund, Chenghuang Temple,Tianzifang, and took an evening cruise down the Huangpu River.

COOKING & CREATING FOR A CAUSE ATCAMP

The First Reformed Church ofWynantskill was trying to comeup with a way to combinechildren and summer andoutreach and serving ourneighbors. From thatconversation, Cooking &Creating for a Cause was born.We envisioned a small camp (no

more than 20 children) where children from the churchcommunity could come together and learn how God calls us tocare for our neighbors in need. To this end, the campers wouldbe taught the basics of cooking and sewing to make the giftswe would then give away.The camp ran for one week from 9AM to 1PM, ending withlunch, which the kids prepared for themselves and thevolunteers. With a small army of volunteers and a fearlessleader we were able to create 92 sewing items (not including abunch of cat toys!). We made fleece blankets for a teen shelter,heart pillows for heart surgery patients (used for painmanagement), pillows for a local shelter which houses Mom’sand their children suffering from domestic violence, welcomebags filled with toiletries for the same shelter, “rice bags” forALS patients (also used for pain) and cat toys for the SPCA.We also baked 418 muffins, breads, bags of snack mix, cookies,cupcakes and rice krispie treats for separate homeless shelters!!Each agency was amazed by the gifts from the children. Theywere incredibly excited to both help local neighbors in need aswell as learn important life skills like sewing and cooking. Thecamp helped the children to experience what it means to loveGod and love our neighbors. At the end of the week, each childreceived a recipe book with all the recipes they had createdduring the camp. On Sunday, during worship, we prayed for allthe folks who will receive the children’s gifts. I hope they feeland sense the love and prayers poured into every item!~Peace, Rev. PROPOSED ZONING CODE FORTHE TOWN OF SAND LAKE

Background Information – Part 1The Town of Sand Lake has been in the process ofupdating our Zoning Code for some time. The current

Town Code was adopted back in 1972 with some updates alongthe way; but unquestionably, it has not kept pace with thechanges in our community over the past 43 years.Updating the Town’s Zoning began back in 2005, when theTown hired, after an extensive search, Elan Planning & Designfrom Saratoga Springs to update the Town’s Master Plan. Elanconducted an entire community profile focusing on existingconditions, demographics, hamlet centers, rural character, openspace, housing, businesses, infrastructure and communityservices. A community-wide effort identified and addressedcritical issues and opportunities facing Sand Lake. This profilewas then used to create a vision, set goals and develop anaction plan that was to be the “blue print” for future towndecisions with regard to land use and planning. The Townadopted the Master Plan in 2006 and completed the StateEnvironmental Quality Review (SEQR) which included actionsto implement the plan, such as zoning.Elan was selected again in 2006 to bring the Town’s ZoningCode up to date to reflect the Master Plan. Again, numerouspublic forums, focus groups, stakeholder meetings, andworkshops were held to obtain resident feedback and input.In 2010, the Town Board at the time, unanimously adopted thenew Zoning Code. The Town actually used the new Code foralmost a year until Troy Sand & Gravel challenged the Code ina Court proceeding. In September of 2011, the decision of theCourt was to “annul” the Town’s new Code, not based on themerits of the Code, but because the Town mistakenlyoverlooked submitting to the Court the Town’s “FindingsStatement” that was part of the SEQR process. Hence, theTown was forced to revert back to the 1972 Zoning Code.When I became Supervisor in 2012, it was of course necessaryfor the Town to address the re-adoption of the new Code. TheBoard decided to hold two public hearings to again listen toconcerns from residents and business owners. For the nexttwo years, changes were subsequently made to not only reflectpublic opinion; but to address deficiencies that were identifiedin working with both documents.Recently, the proposed Code was made public and the TownBoard held a public hearing on two separate occasions to listento concerns and also receive written comments from residents.On Tuesday, August 25th the Town will host a Zoning Workshopon the proposed 2015 Zoning Code to specifically answerquestions related to the Code. The first session will be from2:30 – 4:30 pm and the second session will be from 6:30 – 8:30pm. These sessions are an open forum and residents areencouraged to attend at any time during the workshop sessions.The Town Board is committed to undertake the zoning updateand we will continue to lead the public review and revision toreflect a broader more inclusive vision of Sand Lake. We continueto welcome and value input so that any changes that are finally

The Women’s Health Center at Samaritan Hospital, a memberof St. Peter’s Health Partners – the region’s largest healthsystem – has been awarded a full, three-year accreditation bythe National Accreditation Program for Breast Centers(NAPBC), the only breast center within a 75-mile radius toearn the achievement.NAPBC accreditation is given only to centers that havevoluntarily committed to providing the highest level of qualitybreast care, and which have undergone a rigorous surveyprocess and review of their performance. Centers mustdemonstrate compliance with standards established by theNAPBC for treating those who are diagnosed with the fullspectrum of breast disease, including proficiency in the areasof: center leadership, clinical management, research,community outreach, professional education, and qualityimprovement.According to the NAPBC, a breast center that achieves NAPBCaccreditation has demonstrated a firm commitment to offer itspatients every significant advantage in their battle againstbreast disease.“We are committed to quality care initiatives and offeringpatients every advantage we can as they battle against breastcancer,” said Norman E. Greetings and best wishes to everyone in the City of Rensselaer.As Rensselaer’s representative to the County Legislature, I amhappy to report to you on the actions taken by the RensselaerCounty Legislature at our July 14, 2015 legislative meeting.For sixty years, Hudson Valley Community College has made adifference in the lives of residents, providing education andtraining on a wide variety of subjects. Many students fromRensselaer have graduated from Hudson Valley, with manytaking classes today. Rensselaer County has been proud tosponsor the college since the college’s founding in 1953, andthat partnership continues today.At the July meeting, college President Dr. Andrew Matonakgave his annual presentation on the college to legislators,including an overview on the annual college budget. Dr. Matonakthanked legislators for their strong and consistent support ofthe college, and the many excellent classes and programsoffered at Hudson Valley.Following the presentation, legislators approved the collegebudget, which keeps the college as one of the best educationalvalues in the region, and maintains quality educationalprograms. The budget was approved unanimously, andlegislators look forward to continuing our partnership withHudson Valley.The Legislature also approved acceptance of a grant for theDistrict Attorney’s office and Sheriff’s Department to fight violentcrime. Legislators also approved repairs to the County CourtHouse. A contract approved by the Police BenevolentAssociation at the Sheriff’s Department following negotiationswith the county was approved by legislators.Legislators also approved allocation of funding, received fromthe state, for various youth, recreational and cultural programsacross the county. And county lawmakers also approvedacceptance of state funds for road repair and improvementacross the county.I want to thank all the volunteer coaches, parents and fanswho gave their time to provide quality youth programs springand summer for the youth of the city. Thank you for yourefforts. CRAILO STATE HISTORIC SITE

Crailo State Historic Site, the museum of the colonial Dutch inthe Hudson River Valley, invites everyone to attend the thirdDiscovery Day of the season on August 23, 2015 from 11:00am-4:00 pm. Medicine Discovery Day will feature naturalremedies used by both the area’s Native Americans and earlyDutch settlers. The day will also feature an 18th centurysurgeon displaying the tools of his trade. Medicine is animportant part of Crailo’s history as the grounds served as ahospital during the 18th century colonial wars.During the 2015 season, Crailo State Historic Site hosts a seriesof Discovery Days culminating with the final Discovery Day onOctober 18. Each day highlights an aspect of the museum’sexhibit for a more in depth look. Topics include navigation, furtrade, medicine and food preservation. Tennis elbow is a term used forpain in the outside of the elbow.It can be caused by playing tennisor by repetitive stress to the armsuch as lifting, turning ascrewdriver or hammering. SAND LAKE TOWN BOARDSTRIKES AGAIN!!

Once again the Sand Lake Town Board is wasting OURMONEY. At the last Town Board meeting, they approved topay C.T. Male $2,500 to do an Environmental Site Review. Ifyou look at the Agenda that was posted on the Town WebSite you have no idea what this Environmental Review is for.Once you read the Resolution you find out that it is for thepurpose of conducting a site review related to thecontemplation of the acquisition of park land on Rt. 150South Sand Lake. In reviewing what C.T. Male is providingfor this $2,500, anyone with a computer could do this in lessthan a half hour. Basically you go to three web sites, NYSDEC, NYS GIS Clearinghouse and the National WetlandsInventory site. From these three sites you can get all theinformation that you need for an assessment of this site.You will find that several wetland areas exist on this parcel.The Moordener Kill runs through the site and it is a classifiedstream by DEC. Due to this sites proximity to Mud Pond, itmay be a part of State Designated Wetlands N-2, whichwould require that a determination would have to be madeby a wetlands biologist and approved by the State. If it isfound to be a part of Wetlands N-2, a field survey must bedone and the mapping approved by DEC. You cannot encroachinto any of these wetland areas without approval by theproper authorities.This site proximity to Mud Pond may be a part of what iscalled a significant natural community, this will also beaddressed in the assessment. The site has slopes up to 35%with rock outcroppings with about 100 feet in elevationchange from the Moordener Kill to the easterly boundaryline, which is heavily wooded. To me this is not an ideallocation for a town park. There you have my feasibilityoverview and it cost the Town NOTHING!This leads me to the important questions, we cannot evenmaintain the Parks we now have… Why do we need a newone? The stage at Butler Park has never been repaired sincethe wind storm almost three years ago. In Addition to thetrails, play area and rest room that also need attention.That $2,500 would have been better spent in the currentparks.The Town owns a large parcel of land next to the Averill ParkFire House which runs along the Wynantskill Creek all theway over to the Averill Park Post Office. We already havethis land for another park if we want it! How can the Towneven afford another Park? The price of the maintenancewould be prohibitive. We are not the Town of Colonie and wedo not need the “Commons” here. The Town Board would bebetter addressing the issue of water and extending thenatural gas through the Town. If we had that, it would createan environment that would induce more commercial growthto support these “pie in the sky” ideas.The Town residents need to hold the Town Boards feet tothe fire and get some meaningful things done, not all thisfluff that they brag about doing. AVERILL PARK SCHOOLS

VIDEO DISCOVERY PROGRAM 1985-1991With the advent of portable VHS video recording equipment inthe early 1980s, many schools started student centered videoproductions. In Algonquin Middle School, social studies teacherBob Moore started video club that grew into a district-widevideo production program. Mr. Moore incorporated videoprojects into his curriculum, but also convinced theadministration to provide time to develop district programs thathighlighted students, staff and programs. Using the availablepublic access channel, these programs could be broadcastthroughout Rensselaer County to cable TV subscribers in orderto build a better relationship between the community and itsschools.Mr. Moore was then able to get out into the district to developand record programming. Two other teachers became animportant part of this student named “Discovery” program.Dick Abbatiello, Phys. Ed. teacher and coach, worked as theAV Specialist in Averill Park High School and was responsible forwiring the school and starting WAPH morning announcementson closed circuit video. The students left Algonquin with skillsneeded for video production assignments at WAPH. Mr.Abbatiello was able to supervise and direct students who alsoworked on Discovery assignments.Mary Hall was the District Coordinator of Gifted and TalentedPrograms. Mary became an integral part of the programmingaspect of Discovery. Mrs. Hall visited all district schools whereshe saw outstanding teaching and came back with ideas forprograms to be taped. She also had many communityconnections, and so came collaborations between the SandLake Historical Society, Business Association and the ArtsCouncil.Over the six year period, nine hour long programs wereproduced which highlighted, Local History, Business in OurCommunity, Averill Park District Arts Programs, Historic HouseTours, Miller Hill School Reopening, and Crooked Lake HotelTour with Al Coons. These programs also include numerousinterviews with teachers, principals, superintendents and peoplefrom the Sand Lake community.Starting in September 2015, the Sand Lake Town Historian,Bob Moore, will schedule these programs to be broadcast beforethe Sand Lake Town Board Meetings each month on Time WarnerCable Channel 17 or 116.1. DVD copies of the programs will beavailable for loan at the Sand Lake Library as well as the HighSchool and Algonquin Middle School libraries. We hope youenjoy this look back to our community in the 1980s.

DOES THE TOWN OF SAND LAKE NEED A

NEW ZONING CODE?Letter to the Editor: Yes, I am in favor of a new Zoning Code.The current zoning code was done in the early 70’s and trulyneeds to be updated. A new Zoning Code should reflect what isin the 2006 Comprehensive Plan. This is where I see a problem.The Comprehensive Plan should be reviewed and updated atleast every 10 years to reflect the concerns and needs of theTown’s residents. Many of the recommendations in the currentComprehensive Plan have been addressed. We now need toreview the old “Plan” and discard what needs to be discarded,change what needs to be changed, and include any new issuesthat need to be addressed. This is the first and most importantstep that the Town Board must take.Much has changed in the field of land planning during the last10 years. There are new ideas in zoning that accommodatesome of the issues that arise such as land use and setbacks.One such new idea is a Form-based Code. Even theComprehensive Plan can take on this new form. If you areinterested in looking at Form-based Codes, Planning issues andComprehensive Plans, go to these web sites for moreinformation: formbasedcodes.org or plannersweb.comI believe if we want to do this right, and in a way that willbenefit the Community, we need to sit down with theComprehensive Plan and bring it up to date. Then we can beginto think about updating the Zoning. Grand Master Doo Young Pairecently sent three teammembers to State andNational Competitions. OnApril 11th, Joseph Elgeiser,Karen Mootrey and JoeyElgeiser all competed at theConnecticut State Champion-ships. Joseph Elgeiser andKaren Mootrey each won Goldin their respective sparringdivisions and Joey Elgeiserwon a Silver medal in hisdivision. This qualified each tomove on to the National level.On June 19th and 20th,Joseph and Joey Elgeiser

competed at the ATU Nationals in West Orange, NJ. Mr. Elgeiserbrought back a Gold medal in sparring and Joey Elgeiser broughtback a Silver medal also in sparring. Finally, from July 4th thruJuly 10th, Mr. Elgeiser and Ms. Mootrey competed at the USATae Kwon Do Nationals in Austin, Texas with over 4000 othercompetitors. Mr. Elgeiser secured a Silver Medal in sparring.Ms. Mootrey fell one spot short of the medal platform after ahard fought effort in her final match. Pai’s Tae Kwon Do wouldlike to congratulate these athletes and is currently lookingforward to upcoming Fall tournaments across the North East.

EAST GREENBUSH?Letter to the Editor: Critics of town government in EastGreenbush cite secrecy and the failure to consult the public asthe reason for the lack of trust that plagues our town’s politics.Whether it’s holding special meetings at inconvenient times oragreeing to a backroom strategy with casino developers tobypass public opposition, our Town Board has failed the testsof transparency and public participation that are the hallmarksof open government. ‘Transparency’ refers to the ability of residents to see whattheir government is doing and to know why certain decisionswere made instead of others. Residents must have easy accessto accurate, up-to-date information. ‘Public participation’ occurswhen a Town adopts practices that create meaningful avenuesfor residents to express their views on important issues.Transparency and public participation are two sides of aconversation. Transparency requires Town officials to clearlycommunicate the facts and findings that inform their decisions,and implies a belief that a well-informed public is essential tothe successful workings of government. Meaningfulopportunities for public input permit residents to accept theoffer of collaboration implicit in transparency and respond withideas and insight about the decisions that affect their lives.To achieve this, the Town Board must seek and respect inputfrom residents and embrace the public’s right to know. Publicparticipation can be achieved by respecting the provisions ofthe Open Meetings Law and restructuring Town Board meetingsaround the idea that Town government is a collaboration thatrequires a meaningful conversation between transparentofficials and informed residents. Transparency can be achievedby respect for the Freedom of Information Law, a redesigned,easy-to-use Town website and an acknowledgement by electedofficials that only the public can truly determine what bestserves the public interest.Collaboration is the essence of open government. Residentsare empowered to influence the decisions that affect their lives.Board members are empowered by renewed public trust and agrowing sense of community. WELCOME TO WARNERS LAKE?

We are fortunate to have a wonderful feature in our town thatgoes by the name of Snyders Lake. You may know that it wasonce called Aries Lake.I would like to suggest that it was originally known as Warner’sLake, having been named after an early settler named GeorgeWarner. Here is my reasoning: From town records I’ve foundwhat I think is the narrative of the establishment of presentday Geiser Road. Although roads weren’t named in those days,I can plot the description of how the road went. It goes aroundWarner’s property at “the Lake” which is not named, but musthave been present day Snyders Lake.The transcription of the above mentioned road survey (RoadDistract #51) begins at the New City Road(now calledBloomingrove Drive) and ends at a cross road near what iscalled Warner’s Lake. This is the basis for my theory of theLake’s name.Early 19th century maps call the body of water Aries Lake.Perhaps Mr. Warner had died or moved away. I’ve read thatthe name Aries was suggested by surveyors who mapped thearea and stayed at a house of a man named Aries.Don’t know if this is true or not. I can’t find anyone named Ariesin census records, early maps or road surveys.My idea is that it was named after the Zodiac sign of Aries. Ifyou use your imagination when looking at a drawing of theconstellation of Aries you might see a likeness of Aries Lake.At any rate, by the 1900’s, the body of water was formallynamed Snyders Lake in recognition of the Snyder family whowere early settlers and owned vast tracts of land around thelake.The Snyder’s Lake Association (L.A.K.E) which stands for LakeAries Keeper of the Environment might want to considerchanging their name to S.A.W (Snyders, Aries, Warners)-orperhaps not-they are very successful with their current name.

Letter to the Editor:I read the 8/6/15 Advertiser article asking “How much does acollege degree mean in North Greenbush?” and would answerthe question this way; a college degree is only as valuable asthe talents the individual brings to the table. I would alsosuggest that one should value real world experience and yearsof dedication to a vocation over a recently acquired degree.Having worked with Lou Desso, I’ve witnessed that he gives100% of himself to everything he does. Lou’s drive and passionto help others is something that can’t be taught or learned… it’spart of who he is and a number of people have benefitted as aresult. College graduates could learn a lot from him.It is worth noting that the sitting governor of Wisconsin, ScottWalker is running for President of the United States and doesnot have a college degree. Harry Truman, Abraham Lincoln,Andrew Jackson, Benjamin Franklin, Henry Ford, Thomas Edison,Milton Hershey, Walt Disney and scores of others did not havecollege degrees; and Bill Gates attended, but did not graduatefrom college. They can’t ALL be unqualified can they?Ability, talent and initiative should always be recognized in anindividual. Not everyone is suited for the classroom, but his orher abilities may far exceed what the classroom can teach. Ifound the letter offensive because it criticizes friends of mine,but even more so because it suggests to too many youngpeople, that they can’t succeed in life without a collegeeducation. A degree may pave the way, but hard work,initiative; creativity, perseverance and dedication makeanything possible. I applaud Lou Desso for what he does forNorth Greenbush, Rensselaer County and the example he setsfor others, especially his son John, an RPI graduate. Loucompensates for any lack of a degree with competence, abilityand hard work… if everyone with a degree exhibited the samequalities, we’d be much better off.~Michael P. SummaryPart 1 – Taxes discussed changing the General Water andGeneral Sewer Districts’ tax levy basis from Units (pipe footage)to Assessed Value (AV), which would appropriately andequitably reflect future residence and business additions andTown-wide reassessments, place all taxing jurisdictions on thesame AV-based approach and allow Operating and Maintenancecosts to be allocated among the Districts by Total District AV.Part 1 also estimated the cost of the Waste Water TreatmentPlant Upgrade to be about $0.44 per $1,000 of AV.Part 2 – Fees discussed using Taxes to support debt and capitalimprovements and Fees to support O&M costs, transferring$222,871 in revenue from Water and Sewer District tax leviesto usage fees, with higher volume Water and Sewer usersappropriately paying more in fees. These tax cuts furtheroffset the impact of the $600,000 in WWTP Upgrade debtpayments if funded via taxes.Sell the WWTP?Former North Greenbush Supervisor Jim Flanigan asked “Whydo you have a Treatment Plant?” at the 4/29/15 FiscalResponsibilities of Elected Officials Forum and suggested sellingit to the Rensselaer County Sewer District (RCSD), which raisedrates 17.5% in January).EG’s current minimum quarterly sewer charge is $12.50 forGeneral and Hampton Manor (Metered) customers and $22.50for Third Ave and Couse customers for up to 10,500 gallons (a12/17/14 proposal to raise Sewer rates failed). RCSD’s minimumcharge is $46.40 per quarter ($33.90 and $23.90 morerespectively) for up to 13,875 gallons.During the 8/1/14-1/31/15 period 3,728 of the 10,700 EG sewerbills issued (35%) were for the minimum charge. Thesecustomers would have paid about $113,000 more with RCSD!Double that and we’re talking $226,000 for the full year!Folks, that’s 37.6% of the WWTP’s $600,000 debt servicepayment! AND we’d still have to support debt service andO&M costs on the non-WWTP infrastructure! AND we’d havemany future RCSD rate increases to look forward to, while theWWTP’s $600,000 debt service won’t change!Sell the WWTP to RCSD? He was congenial,knowledgeable, and most important flexible to the needs ofthe builder.
