Welcome, Remarks, and Introductions Stamps called the meeting to order at 2:06 PM, with introductions following.

Approval of Minutes from Previous Advisory Council Meeting The minutes had been previously circulated to members via e-mail but were also

available at this meeting for review. Tatum motioned for approval of the minutes as submitted; Grant seconded, and the

motion passed without objection.

Regional Reports

Northeast Region

Jack Stewart, MA, President, NAMI Greene County (Advisory Council Secretary) The region has partnered with the VA since January and will be participating in an event

called the Mental Health Summit in June and a partnership 5K for the region’s Suicide Prevention Awareness Month Event.

In May the region hosted “Suicide: The Ripple Effect” and had a large number of community members attend from Virginia as well as Tennessee.

Johnson City Cardinals, in July, and ETSU Admiration ET event. The region has been focused on outreach and visibility of TSPN through exhibiting,

working to grow the regional meeting, and sharing materials wherever possible. This includes working on the Gun Safety Project, Emergency Department Project, and distribution of needs assessment survey.

East Tennessee Region

Katie Valentino, BS, CPRS, Behavioral Health Outreach Coordinator, BlueCare Tennessee, (East Tennessee Region Chair)

Chair Valentino reported that the region has worked closely with a PhD student with University of Tennessee at Knoxville, Keri Frantell, who will be extending her placement with TSPN another year. She has created a needs assessment that guided the creation of a faith-based training and will guide a male-specific training. She is also working on increased awareness and a resource directory to out-of-the-box resources, and a statewide Survivors Stories project that will include Tennesseans sharing their stories of hope and recovery around lived experience and loss. Frantell has also applied for two grants that would allow her to do research on middle-aged men, stigma, substance use disorders, and suicide in the Appalachian region.

In March TSPN participated in a panel on suicide prevention and a benefit concert for TSPN in partnership with Johnson University.

In April the region hosted “Suicide: The Ripple Effect” and had about 100 people in attendance.

The Bachelor’s Social Work Organization hosted an event at UTK focusing on mental health and community resources and all proceeds from the “glow walk” were given to TSPN.

In June, TSPN participated in an event focused on all bereaved persons, allowing a space for them to connect to each other and resources.

The region has been focused on planning for their September conference, a combination event of Suicide Prevention Awareness Month and Recovery Month and will feature keynote, Travis Pipes, from Wisconsin and numerous breakout sessions.

Southeast Region

Eve Nite, Director of Business Development, Omni Community Health (Advisory Council Vice-Chair)

Chair Nite reported that the September conference will combine Suicide Prevention Awareness Month and Recovery Month. Kevin Hines will be the keynote. The region has been extremely focused on planning this event.

In April the region hosted “Suicide: The Ripple Effect” and sold out the total number of tickets available.

The Southeast Region wants to welcome their new placement student, Penny Arwood, who is a communications major and has been looking forward to a possible internship with TSPN for years.

BMMP:o Task Force held a community forum in McMinn County and is working on

planning forums for Polk and Meigs currently. Upper Cumberland Region

The “Light to Hope” event planned for Tuesday, September 18th has confirmed and secured and will be held at the Cookeville Higher Education Campus.

Stamps announced that the group has already reviewed the Upper Cumberland Suicide Prevention Awareness Month County Proclamation Assignments and are waiting for the approval today to move forward.

The regional members followed up with re-stocking all brochure holder in the UC Emergency Departments (11 Hospitals) with TSPN materials

Members were very involved in the UC Adult Abuse Coalition annual event which was held May 1st at Trinity Assembly. Great turn out and Scott Ridgway presented.

Regional Members are providing TSPN materials or training to the different County Anti-Drug Coalition.

The letter is complete for our Outreach to the barber shops. We are working to get the list for the UC region from the Board of Cosmetology and Barber Examiners in Nashville. We are going to focus Cookeville first before we move into other counties in the UC region.

The UC Regional members will be participating in the Cookeville Christmas parade this year.

Mid-Cumberland Region

Brenda Harper, Community Advocate, (Mid-Cumberland Chair and Outreach Committee Chair)

Members have chosen the date for the September event, to take place September 25th at Centennial Park.

The region is hosting a screening of “Suicide: The Ripple Effect” on July 12th in Franklin. The region has begun work in two groups focusing on College/Universities as well as

Faith/Church Communities:o College/Universities:

The group will focus on reaching out to student health and counseling centers at the representative institutions to offer trainings, materials, as well as to ask how to be listed as a resource on the institutions website and a resource at freshman orientation.

o Faith/Church Communities: The group will look into associations where different leaders meet and try to

get a champion at various places of worship to offer materials and training. The Montgomery, Houston, Humphreys, Robertson, Stewart Task Force has begun

rolling out the Gun Safety Project in the area and continue to work towards, and promote, PAUSE II, which is scheduled for September 28th.

South Central Region

Sandra Perley, Ed.D, MSN, RN, Professor of Nursing, Columbia State Community College Numerous QPR trainings have taken place in the region, not limited to the training that

took place at the February “Saving Lives in the South Central Region” event. The region is working on building its attendance and outreach efforts with the

appointment of Dr. Killen to the Advisory Council. The region is working with a local group, Cowboy Up, to coordinate for the September

event. Cowboy Up has a great reach in the area already as well as several events in September.

Behavioral Health & Suicide Prevention Hickman and Perry Counties:o Hickman County is moving ahead with establishing a Drug Court. This will assist

with the current opioid epidemic and provide a solid suicide prevention component to the program.

o Working with Volunteer Fire Department in the area, to not only train them on suicide prevention but have them be a resource for the community.

o Representatives will be providing an in-service for high school teachers in the coming month, to meet the 2-hour requirement, but noted that they have requested a different format as most have had QPR training.

Rural West Region

Phillip Barham, Sales Manager, Lakeside Behavioral Health (Rural West Regional Chair) Be a HERO (Help Everyone Reach Out) Art Gallery was a success at Lane College.

Three Regional team members helped with this night. Megan Gaylord, Crisis Supervisor with Youth Villages helped organize and bring this event to life, along with Tosha Gurley, West TN Coordinator, Lynn Julian (Crestwyn Behavior Health). At this event, Gaylord shared Suicide Prevention warning signs along with providing resources where to turn and seek help. Barham (Lakeside Behavioral Health) was interviewed with the local TV station, sending the message “it’s ok not to be ok, but there is hope and help available.” The text line and NSLP was provided to all viewers.

The Postvention Response Team has been meeting on a monthly basis to build a foundation within this group. They are using a What’s Up app which only those 19 Postvention trained members will have access to the communication therein. The Rural West Postvention response team is taking time to review proper procedures and streamline systems, communications when a death occurs in one of the 21 counties to better support each other and the communities they serve. So far, this team has met three times, and their next scheduled meeting is coming in June.

“Suicide: The Ripple Effect” was a success in Huntingdon, TN serving around 76 community members. A retired police officer of 25 years suffering with PTSD, was able to connect with resources, two families who lost loved ones supported the event, and wanted to be more involved. Feedback was positive, the community was glad to see it being addressed in this setting.

Planning has begun for the 2018 “Saving Lives in Rural West TN;” the J Walter Barnes auditorium has been reserved for September 28, 2018 with breakout rooms available. Captain Jeff Shepard, with Jackson Police Department has been confirmed for the Survivor Segment.

Gurley is working with Crystal Brewer, community advocate, to develop the 1st Annual “No One Stands Alone” music festival.

Memphis/Shelby County Region

Audrey Elion, Ph.D., Shelby County Juvenile Court, ( Memphis/Shelby County Region Chair)

Chair Elion reported the region is continuing its work addressing the TSPN model including breakout sessions at each monthly meeting to further develop action steps to implement goals in carrying out the TSPN Model for prevention, intervention, and postvention. Real work is being done, and region members are connecting to make events happen.

The September event in Memphis is scheduled for September 21st at Hope Church with keynote in the works. Confirmed speakers include:

Lt. Survivor Speaker- Lt. Colonel Shawn Jenkins- Director of Operations of the 32nd Student Squadron, Squadron Office College, Maxwell Air Force Base, who is a survivor of suicide loss.

Spencer Bell, Community Mental Health/Suicide Awareness Advocate will share his story.

Suicide: The Ripple Effect reached around 175 community members plus more movie goers visiting the TSPN booth while visiting other movies. Positive feedback from the screening was provided. Viewers provided positive comments that combining such a heavy topic of suicide in a relaxed setting as the theater where people could enjoy popcorn and drink yet still address a very important topic. Turnout was great! The second screening is scheduled for June 26th.

Intra-State Departmental Group

( Terrence (Terry) Love, MS, CPC (Intra-State Departmental Group Chair), Injury Prevention Manager, Division of Family Health and Wellness, Injury and Violence Prevention, Tennessee Department of Health) Love reported that each state department gave updates. The Department of Health, and others, have been focusing on their social media contacts

to promote suicide prevention and TSPN efforts. The Department of Agriculture is working to form a preventative task force addressing

the farming population. Stakeholder contact list through the Department of Education, with over 4,200 on this

list, receives suicide prevention and TSPN information regularly. All have begun to reach out to representative wellness councils, with the aim of

encouraging suicide prevention as a primary aim. The Department of Health is working identify QPR trained individuals, with a sign of

recognition and safety. Love encouraged all departments to follow suit. Suicide prevention materials have been translated into brail. McGee thanked Ridgway, Kirby, and others for their participation the Tennessee

Commission on Children and Youth Council on Children’s Mental Health conference.

Committee Reports

Executive Committee Anne Stamps, MA, Center Director, Volunteer Behavioral Health- Plateau Mental Health Center/Dale Hollow Mental Health Center, Advisory Council Co-Chair, Upper Cumberland Regional Chair

In March, Members of the Executive Committee, along with Becky Stoll and Adam Graham be a part of an Ethics and Suicide Task Force. This Task Force is developing a training in Ethics and Suicide. The Task Force has had several calls towards the creation of a three-hour Ethics and Suicide Prevention Training.

The goals of the task force are as follows: develop the curriculum, certified curriculum, copyright of the training, number of trainers to present this training and qualifications, and a fee to the training to support funding for TSPN.

Executive committee motion for approval of three-hour Ethics and Suicide Prevention Training, $45.00 fee, CEU’s offered, three hours (90 minutes group activities and 90 minutes instructions), start Fall 2018, with appointed trainers to pilot the training across the state, Harper seconded, motion passed without

objection. The Executive Committee also discussed the need to change the names of the regional

coordinators, to regional directors, etc., in the line with comparable agencies and the responsibilities of staff therein. The Executive committee voted unanimously to change the names of the Regional Coordinators to Regional Directors.

Executive committee motion for approval of change the names of the Regional Coordinator to Regional Director, Barham seconded, motion passed without objection.

Outreach Committee

Brenda Harper, Community Advocate, Mid-Cumberland Chair and (Outreach Committee Chair)

Chair Harper referred to the packet the Nomination Form for the Regional Suicide Prevention Awards-Madge & Dr. Ken Tullis Suicide Prevention Award. People may submit nominations for their Regional Suicide Prevention Award to the TSPN central office by e-mail ([email protected]) or fax (615-269-5413) by 4 PM CDT on Monday, June 29, 2018.

Approximately 325 people attended on April 11 in Nashville. Feedback from the symposium highlighted by the powerful remarks given by Thomas Joiner during our keynote address. Participants were also asked to evaluate the symposium at large: The involvement of so many different agencies and backgrounds at this event, as well as our guests’ enthusiastic response to our breakout sessions, profoundly demonstrates the public’s continuing support of our suicide prevention efforts. 

o Below is the summary of feedback from the symposium presentation as derived from evaluation forms received. Participants rated each aspect of the presentations on a scale of 1 to 5, with “1” being poor and “5” being excellent:

Concerning the upcoming September 12th Statewide September event, to be held at Trevecca, the Governor has been invited to be recognize for his eight years of support of TSPN and appointments to the Advisory Council. Gurley has reached out to Ms. Tennessee for the event as well to do welcome remarks and tell her story.

The committee highlighted opportunities we all have to promote TSPN by simply wearing our shirts, etc. The committee also suggested that at the next large event or symposium to hold a silent auction.

Strategies/Evaluation/Outcomes Committee

Becky Stoll, LCSW, Vice President, Crisis and Disaster Management, Centerstone The committee reviewed, discussed, and edited the Tennessee Strategy for Suicide

Prevention Evaluation July 1, 2017 - June 30, 2018. In your packets you will see the proposed Teen Brochure. Emet, a field placement student

with TSPN, created/edited a Teen Suicide Prevention brochure. He was able to take to his school, Big Picture High School, for review and feedback from his peers, teachers, mentors, and others. This is great to have youth engagement and input in materials for TSPN. The committee voted to approve the reviewed document and are recommending approval from the full Advisory Council.

Strategies/Outcomes/Evaluations Committee motion to approve the Teen Brochure, Tatum seconded, motion passed without objection.

The members of the committee also reviewed the TN Higher Education Suicide Prevention Task Force Outreach document which details various outreach, curricula, strategies, and best practices for colleges/universities in Tennessee regarding suicide prevention/intervention/postvention efforts. Various committees within the Higher Education Suicide Prevention Task Force continue efforts towards drafting a protocol template as well as best practices for outreach to be distributed to all institutions in Tennessee. The committee voted to approve the reviewed document and are recommending approval from the full Advisory Council.

Strategies/Outcomes/Evaluations Committee motion to approve the Higher Education Suicide Prevention Task Force Outreach document, Bilbrey seconded, motion passed without objection.

The committee also reviewed the TN Model Pathway to Care, dimension four of the Zero Suicide Initiative, which has been sent and previously reviewed by the TN Model Pathway to Care Task Force and in progress for approximately two years. The committee will further review this document with recommendations to the Zero Suicide Coordinator.

Advocacy Committee

The Suicide Prevention Act of 2018 has passed both the Senate and the House, Press releases from the Senate and TSPN.  This legislation replaces the “The Suicide Mortality Review and Prevention Act of 2018” that has come out of the Medical Examiner’s Taskforce to support the Deputy Medical Examiner’s office within the state office of the Department of Health. CDC has fully funded the National Violence Death Reporting System, now requiring application from the TN Department of Health to apply. TSPN will provide a letter to encourage the Department to apply for this system.

In your packet, License Plate bill also passes and bill states. “The funds produced from the sale of Suicide Prevention new specialty earmarked license plates shall be allocated to the Mental Health Association of Middle Tennessee in accordance with § 55-4-215.  Such funds shall be used exclusively to support the Tennessee Suicide Prevention Network and the organization's suicide prevention programs and activities in this state.”

While TSPN staff attended the 1st Rally to Prevent Suicide in DC, on the steps of the Capital, it was announced that 2.4 billion dollars is spent annually on Ebola research-(1 death), when 1.3 million dollars is being spent annually on suicide prevention research-(45,000 deaths). The total cost of suicides and suicide attempts was $93.5 billion (Mean Medical and Work-Loss Costs per Injury Death by Intent -Mean Medical and Work-Loss Costs per Emergency Department-Treated Nonfatal Injury, by Intent).

The committee reviewed the 2018 September Suicide Prevention Month Proclamation Resolution. A few word choice changes were noted.

The committee reviewed suggestions to engage public official/legislator engagement for September regional and Statewide events as it is an election year. Put together a list, try to get together complete September list to make a letter. The regions take that to your elected officials with a possible point person to be identified in each region.

The committee drafted initial ideas for a draft of a letter, from the Network, to public officials/legislators to illustrate the problem of suicide in Tennessee and their necessary support.

Other Business

Zero Suicide Initiative Update Misty Leitsch, BBA, BSW, TSPN Zero Suicide Coordinator

Leitsch passed out the survey for everyone to complete for the grant. The first set of Technical Assistance Calls were held in May.

o The calls went very well, and the next Zero Suicide Technical Assistance call will be scheduled for the next quarter.

As of today, we have brought 3 new agencies on board, TN Veterans Affairs, Delta Medical Center, and Journey Pure.

There will not be a 3rd administration of the Organizational Survey or the Workforce Survey, as efforts need to be directed elsewhere. Round.

Leitsch has provided Technical Assistance to agencies on 278 occasions since Jan. 1, 2018.

Leitsch, Ridgway, Graham, and Banks presented, “Zero Suicide: The Good, the Bad, and the Sustainability” at the AAS Conference in April in Washington D.C.

National Suicide Prevention LifelineScott Ridgway, MS

Ridgway reported that the recent call volumes from the Lifeline are included in the meeting packets.

Ensure 70% of National Suicide Prevention Lifeline calls originating within the state are answered by a Suicide Lifeline crisis center within the state, excluding callers pressing 1 for the Veterans Crisis Line. This percentage must be monitored, and if this percentage is exceeded a plan must be put in place to not lose Federal Funding.

TDMHSAS Update

Morenike Murphy, LPC-MHSP, Director, Office of Crisis Services and Suicide Prevention, Division of Mental Health Services, Tennessee Department of Mental Health and Substance Abuse Services and Diana Kirby, MS, Project Director, TLC and Target 2 Federal Grants, Office of Crisis Services and Suicide Prevention, Tennessee Department of Mental Health and Substance Abuse Services

Murphy introduced Brown, an intern from Purdue for the Department, who is a rising senior with a major in Public Health and a minor in Psychology with a focus in Behavioral Social Science. Brown has also studied indigenous health abroad in Australia.

The Certificate of Need (CON) document, used for involuntary hospitalization, that has been in the process of alteration has been approved. The State has developed a detainment document to be used by Emergency Departments to assess what level of treatment and individual requires, shifting to a less restrictive level of care. The document will go live July 1st, to be accompanied by two scheduled webinars, one of which will be recorded and available, along with other resources, on the Department’s website.

One day prior to this meeting, funding has been approved to provide anti-stigma initiative to promote crisis service confidence as well as education surrounding crisis services.

The Department is hosting its Crisis Conference June 27th at Embassy Suites for statewide crisis response personnel employed by the State. This year is focusing on the culture of Tennessee communities.

Overall, Crisis Services, with a focus on children and youth year to date including July through the end of April, assessed 10,000 youth in crisis, 65% of which were assessed with an issue specific to suicidal thoughts. Of the 65% assessed for suicidal thoughts, 50% of the youth were assessed in an Emergency Department.

Kirby provided information on the American Association of Suicidology (AAS) Conference, with numerous grant team members presenting on all aspects of the grants. Previous to the AAS conference, team member attended the Garrett Lee Smith Memorial Fund grantee meeting in DC as well.

Murphy confirmed that there were no audit findings in the review of TSPN grants this week.

Kirby introduced Meleah Brown, a summer intern from Purdue in the office of Crisis Services and Suicide Prevention.

Kirby discussed mid-year reporting season is in full swing for the grants with Quarterly reports due for NSSP TARGET2, and Semi-Annual reports due for both TARGET and CONNECT.

Workgroup and by the leadership of Ms. Lygia Williams. A booth was held on the first floor of Andrew Jackson Building with information and a Feelings Board from Insight Counseling Center, which was on 5th floor TDMHSAS all month of May. Event was successful. Individuals in our building picked up a variety of resources and shared personal stories. Several employees of TDMHSAS participated in the event leading the booth for a few hours at a time. A group photo was taken and it along with a summary of the event will be placed in the next TDMHSAS newsletter.

AAS followed a GLS conference in March also in DC- PD was able to meet with several individuals including SAMHSA grant projects officer and management officer, other grantee leaders, representatives from CDC, Alex Crosby presentation, reaching veterans outside of VA care

New clinic has opened in Clarksville reaching veterans outside of VA care- Cohen Clinic in partnership with Centerstone , contact Kirby for more information.

Monitoring visits of Grant partners has begun, with one having been held on June 4th, one schedule for tomorrow June 7th, and the final visit next week June 12th.

TSPN’s monitoring went exceptionally well. Murphy added that TSPN always goes above and beyond expectations.

Executive Director’s Report - Scott Ridgway, MS The Middle Tennessee Regional Coordinator Position has been offered to Dr. Mani Hull.

Please. She was the founding Executive Director of the Tennessee Campus Compact in June 2017. She has her Ed.D. in Higher Education Leadership & Policy from Vanderbilt University as well as her Master of Science in Administration from Central Michigan University. She will be starting June 18th.

The Tennessee Department of Mental Health and Substance Abuse Services, Division of Mental Health, Office of Crisis Services and Suicide Prevention held a program monitoring visit for fiscal year 2018 this past Monday, with all our TSPN contracts and received no finding of non-compliance.

The Executive Committee discussed veteran’s suicide deaths, with the recent statistics in our state continues to be approximately 10% of the individual dying are veterans. We need to look at strategies about reducing those numbers statewide. There was discussion reaching out to the Tennessee Department of Veterans Services Commissioner to Co-Chair Veterans and Suicide Prevention Task Force. This task force would come up with strategies, especially with the new administration coming on board, to address the issues and reduce the number of veteran suicides in our state. Some of the suggestions of members of this group included: VA, VFW, Wounded Warriors, American Legion, and

others. Ridgway also mention that this would fill the requirement for the federal grant-zero suicide. TSPN and is currenting working with the TN Department of Veterans Services with appointing and will be co-chairing Veterans and Suicide Prevention Task Force (announcing soon). The first statewide task force in the Nation. Leitsch will be meeting with Assistant Commissioner Travis Murphy and Deputy Commissioner Breece next week to discuss the great partners for this initiative.

Ridgway discussed the recent reports about Farmers and suicides, the links and new page on TSPN website that Perley created. TSPN and The TN Department of Agriculture has also been engaged since the close of the general assembly, and the list of names is being vested for the Farmers and Suicide Prevention Task Force, which will be announced soon. The group discussed partnering with the Tennessee Department of Agriculture. With this partnership, the Task Force would see how to address this issue proactively in Tennessee. The Task Force will be 15 members that in the two co-chairs of the Executive Director of TSPN and Assistant Commissioner of the Tennessee Department of Agriculture. The Executive Committee voted and approved the creation of the Farmers and Suicide Prevention Task Force. Assistant Commissioner McDonald, we appreciate all of your assistance and support with this Task Force.

The TN Higher Education Suicide Prevention Task Force met Friday, May 10, I appreciate my Co-Chair Dr. Perley for her leadership with moving the TNHESPTF in the right direction with positive outcomes from all three committees.  

Ridgway referred the group to the handout in the packet, he talked to the Governor’s office yesterday and they are currently having two vacancies within the Advisory Council, but the yellow highlight ones are up for re-appointment in September.

I am serving on a National Suicide Prevention State Infrastructure Recommendation Project Advisory Panel.

o Goal for project: Produce recommendations for states to use in developing the best statewide suicide prevention infrastructure

o This project IS: A collaborative effort to develop/produce recommendations for states to use in developing their best statewide suicide prevention infrastructure based on research and current practice across wide disciplines in prevention, public health, government, and related sectors.

SAMHSA recently released the National Strategy for Suicide Prevention Implementation Assessment report, Tennessee was listed in example …Clear recommendation from this report for increased state, tribal and community-level infrastructure. Page 14.

SAMHSA has partnered with researchers at Northwestern University and the University of Southern California to develop a flexible measurement system for sustainability, with both general and specific components that can bring precision to monitoring sustainment of infrastructure, activities and outcomes funded through the GLS grant program. Measuring Sustainment in Prevention Programs and Initiatives Garrett Lee Smith State Youth Suicide Prevention Grant Award Recipients (Cohorts 8 – 12). I was apart of assisting with developing this survey.

Tom nominated TSPN as the innovative initiative of the year, and we were selected as the 2018 recipient, we appreciate him as always for his support and recognition.  I will be attending the national Mental Health America Conference next week and receive the award at the awards ceremony. Commissioner Marie Williams will also receive the national Brudney Social Work Award also, exciting for TN.

The July E-newsletter will feature the Gubernatorial candidate responses, which will take place tomorrow.

The Netflix series “13 Reasons Why” season two has been released. TSPN has released a press release and spoken on various stations concerning the series.

The Executive Committee and Mental Health America have endorsed and signed off unanimously to begin a pilot, July 1st, to hire two coordinators in the Upper Cumberland and South East Regions respectively. These regions have been chosen because of the infrastructure that is in place to support these staff, for example we appreciate Omni Community Health and Volunteer Behavioral Health that are providing in-kind occupancy space and the strong support from the Advisory Council members who have built the infrastructure in these regions. We are currently working with the State to ask for matching dollars and will keep all updated with this progress. We are excited about this opportunity. We know that staff is needed all across the state to support current and ongoing efforts; these regions were chosen for their preexisting support and infrastructure, for example the Upper Cumberland region has all the representative State Departments in Cookeville (travel time). Please let us know if you have any questions or ways to pilot this across other regions in the state.

Other Business Members of the Executive Committee have proposed the development of the Opioid and

Suicide Prevention Task Force. The goal of this task force would be to work with the Divisions of Substance Abuse Services within the Department of Mental Health and Substance Abuse Services towards prevention efforts between these two ever related crises.
