On Thursday, June 25, 2015 several families took this site visit to Loma Ridge to view the area where the military jet transport, plunged into a fog-shrouded mountain and exploded after take-off from MCAS EL Toro killing all 84 men aboard – 12 airmen and 72 Marines believed bound for Viet Nam on June 27, 1965.

Bobby McDonald, Chairman, Orange County Veterans Advisory Council
Over the past year the Council has made a concerted effort to be more inclusive and more responsive to our veterans. We accomplished this in 2015 by continuing to take the “Council to the County”, thereby enhancing the Council’s profile and increasing the awareness of and access to services, and other resources for OC’s veterans. We were assisted in these endeavors by the staff of the Orange County Veterans Service Office along with help and support of some of the local 4 year and community college educational institutions, and we are indebted to them for their efforts. In addition, as another way to enhance our reach and impact, in 2015 the Council also initiated a series of quarterly meetings with the leadership of the county’s veteran service organizations, as well as with the veteran policy advisors for the members of the OC Board of Supervisors.
The Council proved again to be the instrument and catalyst for moving the veteran agenda regarding housing, employment, health, education and legal opportunities for our county veterans, as you will see as you review the pages of this yearend report.
The Council also continued its outreach with the California Department of Veterans Affairs; the Long Beach Veterans Affairs Hospital; our counterparts at the Los Angeles County Veterans Advisory Commission; our continued support and development Orange County Veterans and Military Families Collaborative (OCVMFC), and our close allies, the various Veterans Service Organizations, including our new OC Fair Heroes Hall group.
On behalf of the Council, we are excited and immensely gratified to be able to continue our work in support of the brave men and women who have served and who are still serving our country, and say to our fellow Orange County veterans, we thank you for your service, and we thank you for allowing us to serve you.

As the 2015 Chairman of the Orange County Board of Supervisors, it is my honor and privilege to thank the Veterans in Orange County and throughout the United States of America. Veterans deserve a hero’s tribute and I am committed to working to help our Veterans.As Chairman, I was pleased to work with my colleagues on the Board of Supervisors to help Veterans by accomplishing the following:• Created a 211 OC Veteran’s Portal with Southern California Gas Company• Held the Changing of Flags Ceremony in Santa Ana where the County now displays the five branches of the armed services and those who are prisoners of war or missing in action• Held a Memorial Day salute to veterans Resolution• Proclaimed Military Child Month • Supported the Veteran’s Day Event at OC Fair Grounds• Approved a Year Round Permanent Homeless Shelter in Anaheim• Honored the 50th Anniversary Orange County’s Worst Air Disaster Memorial Dedication• Approved services and programs such as the Orange County Community Services’ Vets Helping Vets Work Study Program for OC Veterans Services who received the California State Association of Counties 2015 Challenge Awards
I am filled with pride and admiration for the great work and sacrifice that Veterans make to secure our freedom and to keep Orange County the best place to live and work.
In Orange County, there are an estimated 133,000 veterans. Veterans are heroes. They are men and women who sacrificed their personal comfort, safety and time with their families to defend the freedom based values that make the United States of America the greatest County in the world.

Orange County Community ServicesThe Veterans Service Office has come a long way in the past 2 years. In 2015, we took on numerous projects and implemented new programs to better serve our Veterans and meet their needs more effectively and efficiently.
In conjunction with OCVAC, we participated in a Veteran Summit, which focused on strengthening ties with Veterans and ensuring they are aware of all benefits they may be entitled to, based on their military service.
Message From - Marco MartinezOrange County Veterans Service Officer & Veterans Remains Officer2015 was an exciting year for the Veterans Service Office (VSO). We saw a huge increase in the number of veterans assisted. We reduced wait times and transformed the waiting area into a place where all veterans could feel a sense of pride and dignity.
Gone are the days of status quo experiences one comes to expect of a government office. In are the days of efficient and friendly service, which is delivered with in-depth knowledge and certainty.
As veteran advocates we continue our patriotic duty in assisting our fellow Veterans in dispelling negative stereotypes and navigating the ever complex rules, regulations and laws that govern veteran’s benefits. I look forward to 2016, as we to work to achieve more great things by increasing staffing and outreach activities and implementing innovative programs while staying mission focused to serve those that served.
In 2015 we were presented with a National Association of Counties Achievement Award, for our Veterans Resource Directory, which was created in consultation with OCVAC. It comprehensively and systematically links veterans and their families to a multitude of services provided by the County and other organizations.
Further the Orange County Veterans Service Office, was also recognized with a statewide award for our Veterans helping Veterans work study program. With assistance and funding from the Veterans Administration, the County got several veteran workers at no cost. We were able to put them in meaningful jobs helping others get through the intake/claims process.
In addition, we expanded services to Veterans and decreased wait times by hiring 3 additional Claims Officers.
I look forward to serving Orange County Veterans and their families in 2016 alongside OCVAC.

OC Supervisors Approve Year RoundPermanent Homeless Shelter in Anaheim
In a historic move, the Orange County Board of Supervisors unanimously voted in support of establishing the County's first year-round homeless shelter and multi-service center in Anaheim.
In April, 2015, the Anaheim City Council unanimously voted to partner with the Orange County Board of Supervisors to pursue a potential year-round homeless shelter and multi-service center in Anaheim at the proposed location of 1000 S. Kramer Place. The city committed $500,000 toward the potential purchase of property to house the facility following county consideration and analysis, which was matched with a $500,000 commitment by Fullerton, $100,000 by the city of Brea, and resolutions of support from the cities of Buena Park, Orange and Placentia.

The Ad Hoc Veterans Affordable Housing Committee, chaired by Councilwoman Christina Shea, met to identify public and private funding resources available to create affordable housing for United States Veterans and identify opportunities to develop affordable housing in the City of Irvine for qualified United States Veterans.

On June 25, 1965 a C-135 departed MCAS El Toro and hit Loma Ridge, a few miles to the north of runway 34. The purpose of my Eagle Scout project is to honor the 72 Marines and 12 Airmen that
perished that day in the worst airplane crash on record in Orange County. Jordan Fourcher’s Eagle Project is a Memorial to be permanently displayed at the Heritage and Aviation Exhibition.

The body was created in March 1978 and is comprised of members appointed by the O.C. Board of Supervisors. They volunteer their time and services without pay. The Council is made up of nine members who are residents of Orange County representing all areas of the county and all are U.S. Military veterans with Honorable Discharges.
The function and duties of this Council are: to advise the Board of Supervisors on issues of importance to veterans and their dependents based on input from the veteran community; to provide a source of liaison and communication with various groups relative to veterans issues; and, to promote involvement in veteran's relatedevents and functions within the County.
