Fort Meade VA Eye Clinic Building 145Fort Meade, South Dakota 2008 2009

VA Black Hills Health Care Systems Spencer Paladino 605-347-7030

FourFront Design, Inc. remodeled approximately 3,780 square feet of existing space in Bldg. 145 to provide for a new eye clinic. The design included necessary changes to floor plan, finishes, mechanical, electrical, and communications systems.

The eye clinic renovation involved relocating the existing eye clinic to a new location within the existing Fort Meade Medical Center. The final solution complicated the construction process. Due to the eye clinic space requirement and the lack of square footage on one side of the corridor, the floor plan used both sides of an existing double loaded corridor. During construction, the corridor had to be maintained for patient access to the adjacent dental clinic and building egress to the nearest stairway.

The East side of the corridor contained the reception space, four exam rooms, a multipurpose space for a variety of equipment, acuity room, laser, patient sub waiting space and eye glasses fitting space. The West side of the corridor had the patient waiting room across from the reception, a doctor's office, procedure space, clean and soiled rooms and staff break. Two ADA accessible toilets were added.

The construction was complete in early 2009.

Responsible Personnel for Cost Control In an IDIQ setting, cost control is the responsibility of many and varied design team members. Still, specific oversight of the Cost Control process must be given to a limited few in order to achieve appropriate results with respect to budget maintenance. At FourFront Design, Inc., responsibility for project Cost Control follows the chain of command of the IDIQ itself. At the Task Order level, each Task Order Project Manager is tasked with maintaining project budgets. At the IDIQ level, the IDIQ Manager is tasked with this priority. Overall, the Principal-in-Charge has the responsibility to help ensure that our IDIQ team delivers quality task orders on time, and within budget restraints.

Page 36: AE IDIQ VOSB

STANDARD FORM 330 (6-2004) PAGE 4

When a specific task order is complex or large enough, it may require independent verification of project costs throughout the design phases. In such event, a specific cost consultant can be added to the team.

Coordination of In-house Disciplines and Consultants

FourFront Design has developed a task order workflow that maximizes value and minimizes expense to our Owner agencies. This workflow success has proven effective in several existing IDIQ contracts. Below is a graphic representation of the process:

This method allows the VA a sole point of project contact and responsibility, through the IDIQ Manager. This streamlines communications, and simplifies the issuance of task orders by allowing the IDIQ Manager the flexibility to select the most appropriate Project Manager to complete the crucial work of the Task Order. Currently, this is the method being used at the Sheridan VAMC.

Michelle Dennis Consulting is a Woman Owned Business and will be providing historic preservation, planning, documentation, and technical writing services for the AE IDIQ.

Item 5: Use of Recovered Materials

Wherever possible, FourFront Design, Inc. encourages the use of recovered materials, or materials that are rapidly renewable. As natural resources disappear at alarming rates, it is incumbent on the design community to make every possible effort at reuse of recovered materials. Perhaps no better example is the reuse of an entire building that had been structurally condemned. This facility is now the offices of FourFront Design. Built in 1907 as Swander's Grocery Store, this downtown Rapid City had been deemed unsafe until structural modifications could be made, and condemned by City officials. Members of the firm purchased, re-structured and saved the handsome historic building. FourFront Design, Inc. designed the facility to house its operations to LEED® Gold standards. Many existing features of the facility were retained, and materials such as casework, cook stove, dishwasher, and components of the facility HVAC system were obtained from the demolition of housing at nearby Ellsworth Air Force Base and re-used in the facility. The facility is currently awaiting LEED® certification.

Item 6: Waste Reduction

Waste reduction is a continuing focus of practice at FourFront Design. From the bottom up, our firm has re-invented itself to eliminate wasteful practices in the design and construction of the projects we produce, and in our own internal operations. Our own internal green committee, "EcoFront" is charged with eliminating wasteful practices in the operations of our firm. Additionally, our staff participates in continuing education in the means and methods of Construction Waste Reduction. This practice seeks to reduce the amount of construction materials reaching a landfill for final deposit by utilizing and identifying construction materials that can be reasonably recycled. Several steps are involved, including:

• Designing with the aim of less refuse • Formulating a recycling plan • Materials separation • Following proper guidelines for each recyclable material • Donating unused materials to charitable construction

Item 7: Energy Efficiency in Facility Design

Design Team Philosophy Sustainable design begins at the conceptual level of the design. As the FourFront Design team works with the Client in the development of the concept, sustainable design is one of the items of consideration. During these initial meetings with the Client, the design team will have experienced staff that is familiar with sustainable design practices. The type of project will determine which of the team members will be involved to insure that the sustainability aspect is discussed. After the conceptual plan has been developed and the projects goals for sustainability have been set, the FourFront team will the use staff that is knowledgeable and committed to sustainability to bring the project goals to reality. The team that has been assembled for this IDIQ has wide and vast experience in all aspects of sustainable design. Sustainable Design & Green Building (LEED) As the first professional design firm in South Dakota to become a member of the United States Green Building Council, FourFront Design, Inc. is on the forefront of sustainable design in the High Plains Region. We are currently providing professional design services for multiple projects with a LEED® registration in the region. We are very familiar with LEED® standards and current trends in sustainable design. While “sustainable” or “green” design are buzzwords in current professional design practice, FourFront Design has been providing environmentally-friendly and energy efficient design services for over 25 years. For example, the Rapid City Regional Airport Terminal was designed as a passive solar assisted facility. It’s stepped south facing façade massing serves two purposes: to provide daylight evenly distributed throughout the facility and passive solar heat. At the Rapid City Co-Compost Facility, we wrote the Solid Waste and Recycling Plan for the City of Rapid City, and then designed the entire award-winning facility to compost and recycle municipal waste and bio-solids for the City. The system converts 213 tons per day of pre-processed municipal solid wastes into usable compost, suitable for a variety of applications. This $20 million facility occupies a large site situated adjacent to the Rapid City Regional Landfill. The site development portion of this facility was also completed by FourFront Design, and totalled in excess of $3 million. Additionally, our own new office building is a registered LEED® project, enabling a certification within a few months. Also a historic preservation project, the facility utilizes an existing historic building in downtown Rapid City, South Dakota. FourFront Design personnel regularly attend continuing professional educational programs to stay abreast of current thinking and available materials and systems to aid in furthering design sustainability. Additionally, we have become a sought after resource in providing training in the application of sustainable design concepts to other design professionals, companies, and interested public. Many of our professional subconsultants are also highly-qualified in the area of sustainable design. They provide the VA with the best possible economic, social and environmental value by assisting FourFront to deliver integrated sustainable solutions. Their balanced sustainable solutions result in sound choices and decisions that:

• are resource sensitive • provide private and public sector opportunities for economic growth and development • create quality and diverse places where people can live, grow and flourish

• are socially equitable • consider the broad context of each decision

Other Sustainable and Green Design Qualifications For the VAMC IDIQ, IDIQ Manager Garry Black, LEED AP, will also serve as the Sustainable Design Manager. His specific responsibilities with respect to sustainability will be to oversee the entire project to insure that all the needed documentation for the selected rating system is being produced and reported as needed. Mr. Black is a Certified Energy Manager (CEM) and served as the energy manager for the South Dakota Department of Military and Veterans Affairs for seven years before joining the FourFront team. As CEM, he was the technical advisor to the South Dakota Army National Guard in the development of their energy policy and oversaw the development of a state-wide building automation system. Mr. Black was also responsible for reviewing new designs for both energy conservation and sustainable design aspects and he acted as a project manager for any project that was related to energy upgrades or modifications. Mr. Black was also part of a joint effort with a number of companies to develop and place a parking lot using pervious concrete and working with LEED project for six years.

Pollution Prevention In the Architecture and Engineering arena, pollution reduction is served by best practices during the design process. Pollution potential exists in all built environments, from uncontained effluent entering rivers, streams and estuaries to carbon emissions from the uncontrolled consumption of fossil fuels, to leaking underground fuel tanks. These types of pollution can have catastrophic effects. More likely though, is the day-to-day build-up of pollutants that can go unnoticed, and therefore unchecked. This can occur as a reduction in indoor air quality, or increase in energy consumption due to lack of proper design and/or maintenance. FourFront Design and all the team members for the Architect/Engineer Services IDIQ for the VA are committed to providing design services that address the common, and help eliminate the catastrophic pollution events.

Sustainable Design Rating System Experience Specific LEED® Certification experience includes the following projects, all currently registered, or awaiting final certification:

• Swander’s Building (FourFront Design, Inc. Offices) – Downtown Rapid City, South Dakota. Our office building is a registered LEED® project, final commissioning is complete, and is currently awaiting the award of a LEED® Gold Certification. This project was designed to be 20% more energy efficient then the ASHRAE baseline. Of the thirteen potential points available for Materials and Resources the project targeted eight of them.

• South Dakota Housing Development Authority Office Building – Pierre, South Dakota. Currently under construction awaiting LEED® Certification. The owner’s focus for this project was too great a high quality indoor working environment for their employees. The LEED credits that were targeted with the highest priority were indoor environmental quality and the energy and atmosphere credits.

• Joint Forces Headquarters Readiness Center – Camp Rapid, South Dakota. Currently in the final design stages with a LEED® Certified rating. At the time of registration this was the largest new construction LEED® rated project in the state, and one of the first National Guard projects nationwide that was a USGBC registered project.

Along with the members of FourFront Design, our sub-contractors all have qualified personal capable of dealing with all aspects of sustainable design. We can ensure the VA that our team will have several LEED® Accredited Design Professionals available during the design of your project.

Page 41: AE IDIQ VOSB

STANDARD FORM 330 (6-2004) PAGE 9

Item 8: Miscellaneous Experience and Capabilities

CADD and Other Applications The team that FourFront has assembled are all versed in the latest CADD software packages. One of the assets this team has is a senior level architect that is a Revit Architectural Certified Professional. This knowledge will prove to be valuable to the VA with this IDIQ contract. Value Engineering As part of our ongoing commitment to value, FourFront Design considers cost control and value engineering to be important elements of every part of every project. Each team member is tasked to always work with these factors in mind and to always consider the overall value of resources. From initial cost to on-going lifespan and maintenance costs, we endeavour to select materials that provide value to our Clients. While Value Engineering is sometimes thought of as a third-party responsibility, FourFront Design builds it into the process of project delivery. Cost vs. benefit analysis is foremost in our processes. An early verification of budget allows the design team to proceed on course, or recommend scope changes to the Owner that allows maintenance of the project expenditure expectations. At each subsequent phase, these expectations are held in check as design progresses. Life Cycle Cost Analyses In the development of all projects, cost is a consideration. In energy related projects Life Cycle Cost Analyses is a major component in the decision making process. If the project includes options that require architectural upgrades, this needs to be included in the LCCA as well. With the working relationship the FourFront team has, integrating all of these components is much more streamlined and efficient. Critical Path Management and Fast Track Construction FourFront Design, Inc. has provided professional design services for several fast-track construction projects, including those with very tight production schedules. We are extremely familiar with Critical Path Scheduling, and can utilize CPM scheduling for both design services, and construction period Contractor Performance monitoring. Our team is highly capable of providing quality, on-time services for an aggressive preliminary design schedule. An example of this ability is the firm’s ten years (two separate 5-year IDIQ contracts) as the Rapid City Area Schools design professional on retainer. During this time, the firm produced over 115 separate capital improvement task order projects, with design phases beginning as late as March each year. Construction for each project was confined to the summer break months of June through August, and facilities had to be ready for occupancy on September 1 each year. This meant project’s of larger scale were divided into separate phases, and constructed bridging up to three summer breaks. Throughout the life of the contract terms, FourFront Design, Inc. provided services on-time and within budget.
