BACKGROUND SUMMARY: Mr. Stevens has over 40 years experience in various aspects of program management, system engineering, logistics, software engineering, operational test planning and conduct, and Independent Verification and Validation (IV&V). He spent 23 years as an Air Force officer concentrating on the management, development, and maintenance of the embedded software components of space track radar systems; and operational test planning of software intensive weapon systems at the Air Force Operational Test and Evaluation Center. One of his primary activities while working with space systems acquisitions was supporting and approving the development of realistic, testable, and affordable engineering requirements for new development contracts. After retiring from the Air Force, Mr. Stevens worked for several Aerospace Companies as a systems/software engineer and program manager for a variety of state of the art space surveillance systems, and maintenance management (logistics supportability) of existing Air Force Phased Array and older detection/tracking radars. Mr. Stevens spent approximately five years conducting IV&V of federally supported state social service automation and integration projects prior to returning to the aerospace industry, culminating his career by providing systems engineering and contract requirements evaluation support for several target drone development programs for the Navy and Air Force. Concurrent with his support of the Aerospace Industry, following his military career, Mr. Stevens provided instructor support over a 10+ year period to an independent contractor preparing and presenting Software Engineering classes/courses, including three software engineering certification courses, for the Defense Contract Management Center (DCMC). This program included a series of three courses that provided various levels of contract management certification for DCMC software contract monitors.

DETAILED EXPERIENCE/PROFESSIONAL HISTORY:

Composite Engineering, Inc (Division of Kratos), 11/2009 to 09/2013 – Provided System Engineering support/analyses to several variable profile target drone programs (MSST development program with prime contractor ATK, Inc; SSAT development and test program for the Navy; and AFSAT a production/modification program with the Air Force). Assessed

performance, design, and test requirements for feasibility and assessed progress towards compliance with agreed to contractual requirements. Managed and presented successful System Functional Review, Preliminary Design Review, and Critical Design Review for the SSAT program with the Navy.

MAXIMUS, Inc, 09/1998 to 10/2004 and 10/2007 to 1/2009 – Provided engineering analysis support to a variety of state social service program developments. Conducted analysis of the Y2K readiness of several programs in California and Virginia. The company lead engineer for performing and training on IV&V of company development projects. From 11/2000 to 01/2004 was the Project Manager for a $4.5 million IV&V program with the State of Colorado Office of Information Technology responsible for assessing contract requirements, design, development, testing, and training for the integration of seven existing disparate social service programs (Children’s Health, Food Stamps, etc.) into a cohesive and efficient “one-stop-shopping” social services program.

Raytheon, Sacramento Engineering Facility (since disbanded), 10/2004 to 10/2007 – Provided logistics engineering, program management, and contract analysis for several radar tracking programs operated by the Air Force.

Software Engineering Consultants, Inc, 1992-2003 – Developed and presented Software Engineering training and software certification courses presented to the DOD Defense Contract Management Center contract assessors/monitors. Included courses presented in England and Australia.

Science Application International Corp (SAIC) 1992-1998 – Performed IV&V of the A-10 Aircraft Avionics Upgrade project with Draper Laboratories; prepared/presented IEEE IVV&V presentation to the California Department of Motor Vehicle (DMV) for gaining advocacy of the DMV developers on the value and need of IV&V; member of the Software Process Improvement (SPI) Group that provided training in preparation for achieving a Level 3 software development and management evaluation over a two year period.

Technology Applications, Inc (TAI), Camarillo, CA (location disbanded in Dec 1992), 1992, Logistics and Software Engineering – Developed a Program Acquisition model patterned on the Carnegie-Mellon Software Engineering Institute Capability Maturity Model; developed configuration management planning and procedures for depot support of the F-14 aircraft at Pt. Mugu, CA.

United States Air Force (1968 – 1991) – (retired as Lt. Col.)

1985-1991, Space and Missile Systems Org. (SAMSO), Los Angeles AFB, CA – Acquisition Logistics, Deputy Director for Software. Provided software direction and policy to all program

offices within SAMSO. Supported an Air Force wide evaluation of software engineering problems within the acquisition process. Director of Technical Requirements for all new acquisition and test contracts. Provided technical requirements definition and support to program offices and reviewed/approved all technical specifications prior to release for contractor bid or implementation.

1982-1985. Systems Engineer for the Computer Resources Division at HQ Air Force Systems Command, Andrews AFB, MD – Liaison between the Pentagon acquisition office and Air Force acquisitions related to mission critical software intensive program acquisitions for Air Force and Space Systems. Developed and coordinated software acquisition policy for all Air Force acquisitions and distributed such policies to all Air Force field acquisition agencies (Space Systems, Aeronautics, Armament, and Electronics/Communications)

1977-1985. Air Force Operational Test and Evaluation Center (AFOTEC), Kirtland AFB, NM. Test Manager for developing testing strategies and test planning for all critical Air Force weapon systems involving mission critical software: avionics, test equipment, cruise missiles, satellite/missile tracking, and ballistic missiles.

1975-1976 – Obtained Masters Degree in Engineering Management from the Air Force Institute of Technology, Wright-Patterson AFB, OH.

1973-1975, SAMSO, Los Angeles AFB, CA - Logistics Engineer for the Defense Support Program (DSP). Provided logistics assessments of existing and projected DSP capabilities and managed reliability and design engineering analyses of existing system for improvements.

1968-1972, Sacramento Air Logistics Center, McClellan AFB, CA – provided logistics engineering for the Defense Support Program and several radar system enhancements including the new Phased Array designs. Did software deficiency correction for the signal processor portion of the FPS-85 Phased Array Radar system. Was the test manager for two space track radar computer upgrades (Shemya, Alaska and Diyarbakir, Turkey)
