NCAR Staff Notes MEMORIAL SERVICE HONORS BOB FRYKMAN NCAR colleagues joined family members and other friends Monday afternoon in a memorial service for Bob Frykman who died unexpectedly on Thursday, June 27. Bob is survived by his wife Marilyn and his daughters Melissa and Jennifer. Jennifer is also a member of the NCAR staff. Bob came to NCAR in 1963 as a member of the Scientific Balloon Facility and was part of a small group that subsequently became the Global Atmospheric Measurements Program (GAMP). GAMP was part of the Facilities Lab- oratory until 1973 when it joined the Global Atmospheric Research Program (GARP) Project. GAMP's development of constant-level balloons * to gather atmospheric measurements in data- poor regions of the world--especially the tropics--has been a colorful and noteworthy chapter in NCAR's history. Together with Ernie Lichfield, Bob developed the GHOST electronic system for Bob Frykman telemetry of balloon positions and wind data to base stations. His and Ernie's paper, "GHOST Balloons Riding the Skies Will Re- port the World's Weather," won honorable mention in NCAR's first Outstanding Publica- tions Award in 1966. The ingenuity in GAMP for creating sophisticated gadgets at low cost was exemplified by Bob's sun-angle sensor--developed in 1964 and still in use for locating the geographical positions of balloons by solar navigation. achievement at NCAR. The successful test brought major funding from NASA for the CBprogram and its integration into final plans for global data acquisition during GARP.The CB concept was worked out by Vin, Bob, Ernie, and Neil Carlson; Bob and Vindescribed the system in NCAR Technical Note 63, A Carrier Balloon for TropicalSoundings.

At the time of his death Bob had completed four months of work to adapt hissun-angle sensor for use in GAMP's CB flight program starting this month at Kourou,French Guiana. Vin remembers Bob as "a great believer in the simple solution. Heabhorred big systems, big science, and big institutions. When the delay in thelaunch of the Nimbus F satellite threatened a major postponement in the CarrierBalloon program, Bob took special delight in resurrecting and improving his humblesun-angle sensor as a substitute for the complex satellite location system."

WOLFF APPOINTED AN ASSISTANT DIRECTOR

Ed Wolff, who has served as NCAR's Assistant Director for Budget and Planningsince 1971, has been assigned by John Firor as an assistant director for staff func-tions in the Director's Office, effective June 10. Ed has been at NCAR for thirteenyears.

Bill Rawson, formerly NCAR's Operations Auditor, has been appointed ActingAssistant Director for Budget and Planning, pending a search for a permanent ap-pointee to that position.

The Information Office, formerly in Budget, Planning, and Information, has be-come a staff function in the Director's Office, with Henry Lansford continuing incharge.

Q. What are some things UGAR has done to eliminate discrimination and to effectaffirmative action?

A. 1. UGAR has recently revised and strengthened its hiring policy to requirethat supervisors document screening and selection procedures to ensure that

applicants are hired or rejected on the basis of job-related criteria only.This policy also emphasizes promotion from within so that, once hired, fe-male and other minority employees will be given equal consideration withwhite males for promotion.

2. UCAR has established ambitious goals for hiring minorities and women. Dur-ing the coming year, its goal is to fill at least 40% of the anticipated jobopenings with females and/or minorities.

3. UCAR's Application-for-Employment form has recently been revised to elimi-nate questions about birth date and marital status. Moreover, applicantsare now asked to list volunteer work. This question is aimed particularlyat the woman who has been out of the work force for an extended period oftime raising a family. She may not have been gainfully employed duringthis time, but perhaps she ran the local Cancer Fund Drive, met with offi-cials, organized hundreds of workers, collected the money, and balancedthe books. UCAR wants to recognize and properly evaluate this type of val-uable experience.

The Graphics Group executes artwork assignments for scientists on a first-come,first-served basis. Staff Notes regularly reports the status of the group's work-load for the convenience of scientists planning their artwork submissions. Pleaseuse the weekly tally to plan ahead so that you will receive your artwork by thedates you require. Graphics support is provided without charge except for rushrequests that require overtime work by the Graphics staff.
