Introduction

This distance learning program is being transmittedby First Voice International via digital satellite radiotechnology on the Africa Learning Channel to mu-nicipalities in Ghana, Kenya, Tanzania and Uganda.The objective is to support local government capac-ity building and community empowerment throughtransmission of key information related to anti-cor-ruption, civic participation and fiscal decentralization.The program draws from the lessons learned fromthe successful broadcast of a pilot project held inMalawi in 2003.

It is against this background that MDP is pleasedto announce the Africa Good Governance Programon the Radio Waves, which is comprised of the fol-lowing four components: 1) Governing Municipali-ties without Corruption; 2) Civic Participation;3) Municipal Finance/Participatory Budgeting; 4)Africa Municipal News Magazine;

Africa Municipal News Magazine will use amagazine format and serve as an umbrella programto disseminate information, share experiences and

provide news to municipal stakeholders in the re-gion.

The other three components will be structuredas formal capacity building initiatives.

Africa Good Governance Program on theRadio Waves will run for 9 months, from April toDecember, 2005.

Target Audience

The program aims to address—but is not limited to—representatives of the following stakeholder groups:mayors, local public officials, members of localcommunities and representatives of the civil so-ciety.

Methodology

The program builds on the great oral tradition ofknowledge exchange in Africa—learning throughactive listening and sharing. Hence, in addition to thetheoretical framework the program will also rely highlyon the participants’ active participation. Learning

will be supplemented by course materials includingdiscussion/reflection questions, self-evaluation exer-cises, a course workbook, and other relevant docu-ments necessary to promote self-guided learning.Modules will be reserved for the interactive programs“You ask, we answer”. The program will also featurerelevant regional case examples and interviews withrepresentatives of key stakeholder groups and mem-bers of the community in the listeners’ countries.

Components:

◗ Governing Municipalities without Corrup-tion. This component aims to support a pro-cess of institutional change at the local govern-ment level by facilitating the design of tools forcombating corruption. It provides a platform tolearn anti-corruption strategies, which can beadapted and applied to municipalities.

The course consists of approximately 15hours broadcast time, divided in two phases: Inthe first phase modules will deal with the defini-tion of corruption, diagnosis, coalition buildingand development of municipal integrity instru-ments. In the second phase the participants willprepare case studies to eliminate corruption intheir communities. Participants will subsequently

be able to build the information system that willhelp promote good governance and a transpar-ent local government in their communities.

◗ Civic Participation for Good Governance. Thiscourse will introduce listeners to key concepts,definitions, and tools regarding civic participa-tion and governance. The course features fourmodules: Principles of Community-Driven De-velopment, Strategic Planning for Communities,Civic Participation and Local Governance, andParticipatory Monitoring & Evaluation. Listenerswill learn why participating in their community’sdevelopment is so important, and how to effec-tively engage in their own local governance. Lis-teners will learn useful tools such as setting goalsand forming action plans, and also gain knowl-edge on how to hold local governments and or-ganizations accountable through monitoring andevaluation methods.

◗ Municipal Finance/Participatory Budgeting.The course will present a step by step methodol-ogy on how municipal government can workcollaboratively with the community in order todefine, execute, monitor and evaluate a budgetwhich reflects the priorities and needs of the popu-

lation. The course focuses on both revenue gen-eration in budget formulation as well as definingpublic expenditures within the context of limitedmeans. In addition the course will emphasize howto ensure the budget mobilizes and motivates thecontribution of both the community and the pri-vate sector. Given that each country has their owninternal budgetary processes the course is not in-tended to replace or change existing systems butrather to complement and improve the overallmunicipal budgeting experience.

◗ Africa Municipal News Magazine. The objec-tive of this monthly news magazine is to ensurethe good news of successful municipal gover-nance is known throughout Africa. In addition,the news magazine will present lessons learnedfrom past practice and emphasize how to avoiderrors and mistakes. The Magazine intends to givevoice to municipal government in Africa ensur-ing local governments are linked through knowl-edge and good news. The Africa Municipal NewsMagazine will take as its principal source theAfrica Local Government Action Forum(ALGAF) but will also be fully open to contribu-tions by listeners and interested institutions. Eachmunicipal association will be invited to partici-

pate, ensuring relevance and impact. A summaryof the program will be prepared in written formand will be posted in partner home pages as wellas sent as a news release to national and localjournalists in order to foster local dissemination.

Question: How does the satellite radio technology work?Answer: It uses a small hand sized antenna to re-ceive satellite digital information including crystal clearaudio data.

Question: What do I need to know prior to the begin-ning of the radio training program?Answer: To listen to the program a digital radio re-ceiver is required. Information on the locations ofreceivers in your country may be obtained from thenational associations of local governments in yourcountry.

Question: How does one tune into the program?Answer: The digital radio has stations and it is nec-essary to know the correct “frequency” which will beposted on the MDP home page, as well as adver-tised widely by the national associations of local gov-ernments.

Question: May there be any technical problems?Answer: The antenna is very sensitive; if there isany small barrier disturbing its direction, the radiowill not receive the broadcast. Hence, you are ad-vised to search the best direction of the antenna toreceive the programs in best quality.

Question: How do I register/enroll to the program?Answer: A registration form can be obtained fromthe national associations of local governments. Youcan also download it from the web:www.mdpafrica.org.zw.

Question: What do I need to get a Certificate of Partici-pation?Answer: In order to get a certificate for any compo-nent of the program, you have to register, fully par-ticipate by handing in the quizzes, homework, sur-veys, and evaluation sheets and getting engaged inwork activities. The certificate will be issued by MDP.

Question: Can I listen to the programs online?Answer: All the programs will be posted at:www.mdpafrica.org.zw. As well as on home pages ofpartner institutions.

Question: Where can I get all program related informa-tion (i.e. starting dates, program schedule, etc.)?Answer: The National Associations of Local Gov-ernments and/or the country facilitators will provideyou with all necessary information. In addition, allthe information is posted on the web:www.mdpafrica.org.zw.
