Status of Projects in Execution - FY09EAST ASIA AND PACIFIC REGION

Introduction  The Status of Projects in Execution (SOPE) Report for FY09 provides information on all IBRD/IDA projects that were active as of June 30, 2009. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank’s revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. In addition to the project progress description, the FY09 SOPE report1 contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date.

Amounts and Graphs for loans/credits/grants in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project.

Disbursement graphs are not included for Development Policy Operations, which provide quick-disbursing financing to support policy and institutional reforms. For these operations, funds are disbursed in one or more stages (tranches), released when the borrower complies with agreed prior actions.

Project development objective(s):

The objective is to establish an effective and sustainable demand-driven agricultural advisory service which men and women farmers will be able to manage and use to identify opportunities to increase their own productivity and incomes in a sustainable manner.

Progress toward achieving development objective(s):

Progress toward meeting the development objectives has been good. Productivity in farm enterprises in the National Agricultural Advisory Services (NAADS) continues to exceed non-NAADS beneficiaries, (i.e., the value of gross output per hectare of participants increased by up to 29% more than non-participants). Households' well-being have also improved over time for the majority of participating farmers (42%-53% average increase in per capita income of NAADS participants compared to non- participants). The number of farmers and percentage of client farmers adopting technologies and management practices as a result of NAADS has also improved (74% adoption rate of improved seeds, 36% adoption rate of improved breeds).

Progress toward meeting the development objectives has been good. The Energy Sector Working Group has been established and is the main focal point in the preparation of the Sector Investment Plan. Uganda Electricity Corporation Limited's net revenues from power sales and Government of Uganda funds transferred remains positive. Unmet demand is currently at 1.0 GWh unserved monthly, well below the target of 18 GWh unserved monthly.

The objective is to improve the quality, coverage and economic efficiency of commercial and utility services, through privatization, private participation in infrastructure (PPI), and an improved regulatory framework.

Progress toward achieving development objective(s):

The project continues to make progress toward achieving its development objectives. Energy supplies to the distribution company, Umeme (privatized since March 2005) in calendar year 2008 totaled 1943.9GWh, which represents an increase of 10.5% compared to the previous year. Revenue collections in the last 12 months remained high with an average of 92.4% and its network investments made to date are totaling about US$46.0 million. However, distribution losses remain high at approximately 35% the same level as in FY08.

The project was restructured, or received Additional Financing during FY09:

The proposed additional credit financed an extension of the Second Environmental Management and Capacity Building Project (EMCBP II) until November 30, 2011, to scale up activities and enhance the positive impacts of the existing project. The proposed scaled up activities include: (i) expansion of municipal solid waste (MSW) composting in 8 Ugandan towns to permit them to participate in carbon trade and to address a pressing local environmental problem; (ii) expansion of tree planting on denuded national forest lands; (iii) enhancement of enforcement capacity within NEMA to address priority environmental issues; and,(iv) investment in priority environmental regulations, monitoring equipment and training relating to the rapidly expanding petroleum and gas sector in Uganda.

Project development objective(s):

The project aims to enhance environmental management in district and communities, promote capacity building in lead agencies as well as promote capacity within the National Environmental Management Authority (NEMA).

Progress toward achieving development objective(s):

The project has made substantial progress in mainstreaming environmental management into the development plans of 32 target Districts and into the programs of 21 lead agencies. The capacity of these organizations has been strengthened, including completion of eight environmental management guidelines and five sectoral environmental impact assessments. Training of 56 District Environmental officers, and selected NGOs in 31 Districts was undertaken. The project also supported municipal waste management in nine major towns, addressing an acute local problem with solid waste disposal, and enabling participation in carbon trade with carbon emission reductions from composting.

The goals of the restructuring were to reduce the scope and target of the project, with a view to streamline project activities and to focus on new areas of priority for the government. This is in response to the limited project management capacity in the implementing agency. The restructuring exercise was also used to extend the closing date of the project and reduce overall financing from US $ 70million to US $ 23million.

The objectives of the project are: (a) to improve the efficiency and affordability of public services; (b) increase accountability in the use of public resources; and (c) improve the policy, institutional and regulatory environment for sustainable growth and service delivery in targeted areas.

Progress toward achieving development objective(s):

Progress towards achieving the project objectives is slow, but moving in the right direction. The contract for the integrated payroll system has been signed and procurement for refurbishment of the Data Centre is almost concluded. Government is in the final stages of procuring technical assistance for institutional reviews and improving the integrated performance management system, setting up the Civil Service College and supervisory services for the construction of the National Records Centre and Archives.

Progress toward achieving development objective(s):

Since project effectiveness in August 2008: 60 rebels returned to Uganda and were received; 17 were assisted in tracing their families; 1,062 displaced persons received reinsertion packages; and 346 received information, counseling and referral services to facilitate their reintegration into civilian life. A sensitization campaign, including 16 community meetings, also contributed to the acceptance and reintegration of the former rebels and their collaborators.

The project was restructured, or received Additional Financing during FY09:

Additional financing of US$5m equivalent was approved to cover unexpected cost increases on the original activities, and is awaiting ratification by the Ugandan Parliament. No new activities were added. The project was also extended by 2 years to June 30, 2011 and the Results Framework was updated and improved.

Project development objective(s):

The overall objective is to assist the Government of Uganda (GOU) in implementing its strategy to (i) accelerate sustainable development and reduce poverty by strengthening governance, transparency and capacity in the management of mineral resources, with particular emphasis on community development in mining areas and improvement of small-scale and artisanal mining; and (ii) promote a socially and environmentally sound development of the minerals sector based on private investments.

Progress toward achieving development objective(s):

The Project is achieving solid results in its objectives. 80% of Uganda has now been surveyed, providing valuable geological information to Government and investors; a new medium size gold mine is under construction in Mubende with investment of approximately US$10 million and mineral fees and royalties increased again in 2008 by over 20% and up well over 200% since the project commenced. Artisanal miners are improving production, increasing incomes, improving health and safety and the small grants pilot will be rolled out in the next 2 months.

The objective is to empower communities in 18 districts by enhancing their capacity to systematically identify, prioritize, and plan for their needs and implement sustainable development initiatives.

Progress toward achieving development objective(s):

The project continues to demonstrate good results on the ground, and is likely to meet its development objectives. There was a slow start in the first year due partly to sporadic conflicts in the project area. Also, there were delays in establishing implementation structures at the community and local government levels. Nevertheless, implementation has progressed well since 2006 and closed on March 31, 2009. As a result, over 8,000 community sub-projects have been funded and, about 96% of them have been completed. These subprojects are benefiting 46.1% of the population in Northern Uganda against the target of 30%.

Project development objective(s): The objective is for Ugandan universities and research institutes to produce more and better qualified science and engineering graduates, and higher quality and more relevant research for firms.

Progress toward achieving development objective(s):

Project implementation is on schedule and continues to make good progress toward supporting universities and research institutions to undertake higher quality research and thereby also support the goal of producing better quality science graduates. In all, 27 major research and training subprojects (grants) have been selected thus far. Procurement of scientific equipment for research is underway. Due to the high degree of interest, and to build on the momentum already created, a third round of grant funding was added to the project. The response to request for proposals has continued to grow with each round. The 2nd Annual National Science Week was a success; surpassing the previous year's event in terms of attendance, outreach and engagement of the Science Technology & Innovation community. Preparations for the first iteration of monitoring surveys are underway, and will include refinements t o baseline data.
