When on March 29, 2017, British Prime Minister Teresa May sent a letter to European
institutions triggering negotiation for the so-called Brexit, it was clear to any observer that
Europewaslivingahistoricalmoment.Forthefirsttimesincethesixfoundingmembersagreed
onformingtheCoalandSteelCommunityin1951,theEuropeanUnionwillshrinkinsize.
The economic crisis that started in 2008 is changing the face of Europe forever. The
projectinitiatedbyJeanMonnetin1950hasgonethroughseveralcrisesbefore,butfromeach
of them it had emerged stronger and more cohesive. Today the European Union faces
unprecedented challenges. The crisis of the Eurozone, a compound of policy mistakes and
institutional flaws, has stopped the process of convergence between the core and the
periphery. Furthermore, persisting unemployment and stagnant incomes have fed populism
andburiedtheveryconceptofsolidarityonwhichtheEuropeanUnionhadbeenbuilt.
Facing thisunprecedented challenge, Europe is at a crossroads. Thediscussion is today
polarized between on one side the proponents of a renewed push towards economic and
politicalintegrationandontheothersidethosewhocallforthereturnofthesovereignState.
TheBrexit referendumand the increasingly loudopponentsof theeurowithin theEurozone
showthatasoftodaytheEuropeanpeoplearetemptedtotakethelatterroad.Therecovery
thatisunderwaythereforeneedstobeexploitedtoputinplacethereformsthatEuropeneeds
tobetterfunctionintheglobalworld.
The two-weeks intensive course on “After the Crisis: Europe at a Crossroads” is targeted at
master and advanced undergraduate students in public affairs. It aims first and foremost at
providing studentswith an understanding of the EuropeanUnion’s institutional and political
features,atoolboxthatisnecessarytounderstandthestrengthsandweaknessesofthisunique
politicalendeavor.This in-depthunderstandingof theEUwill thenallowtobettergrasp,and
discuss,thechallengesaheadfortheprocessofEuropeanintegration.
The faculty is composed of professors with different backgrounds involved in teaching
andinmanagingEuropeanStudiesprogramsatthemasterandundergraduatelevelatSciences
Po,oneoftheleadingEuropeaninstitutionsinpublicaffairs.Theywillusedifferentpedagogical
tools (lectures, groupwork, role-playinggames) toensure thatby theendof the twoweeks
studentswill have understood: how the EuropeanUnion came to be as important as nation
States in shaping the lives of European citizens; how its institutions took their current form;
how thedecision-makingprocessesof thishybridandunprecedentedexperimentwork;how
thecrisishas shaken these institutionsand triggeredaprocessofdisintegration.Thecourses
will touchonheadline-making topics suchasBrexit, the refugeecrisis, the fightbetween the
European Commission and high-tech giants (Apple,Microsoft, Google), the Greek crisis. But
teacherswill also focuson socio-economic issues thathighlight theEuropeanpeculiarity and
leadershipintheglobalworldsuchasgenderequality,theCommonAgriculturalPolicy,andthe
welfarestate

FrancescoisDeputyDepartmentDirectoratOFCE-SciencesPo,whereheteachesinternational
andEuropeanMacroeconomics.HeholdsPh.DsinEconomicsfromColumbiaUniversityandLa
Sapienza University of Rome. His main research interests include the relationship between
inequality and macroeconomic performance, European macroeconomic policies, and the
interaction between structural reforms, fiscal andmonetary policies.He published in several
international journals, and just published a book on the importance of macroeconomics to
understandtoday’sworld.
In2000hebecamememberoftheCouncilofEconomicAdvisorsfortheItalianPrimeMinister's
Office. In 2002 he moved to Paris to work at OFCE, the Research Center in Economics of
Sciences-PoParis.He is inchargeof theEconomicsandPublicPolicy streamof theMasterof
EuropeanAffairsatSciences-Po.HealsoisAcademicDirectoroftheSciencesPo-Northwestern
European Affairs Program. He is member of the Scientific Board for the LUISS School of
EuropeanPoliticalEconomy(SEP),inRome,wherehealsoteachesEuropeanmacroeconomics.
He regularly does consulting and executive trainings, and he is involved in the institutional
dialogueonmacroeconomicpolicyintheEU.HeadvisestheInternationalLabourOrganization
(ILO) on macroeconomic policies and employment. For his achievements, he has been
appointedasmemberof theScientificCommitteeofConfindustria, the Italianentrepreneurs’
association.HemaintainsablogonEuropeanmatters, and regularly intervenes in thepublic

ImolaisAssociateProfessorattheLawschoolandAssociateResearcherattheCentred’études
européennesatSciencesPo,Paris,whereshe isViceDeanof itsGraduateschool.Herworks
focus on trade in services in the EU and in particular the evolution of the European legal
framework in the freedomof serviceprovision.She ispartof theASEAN Integration through
law research project at CIL of NUS, working on a comparative study of the liberalization of
services in the regional and multilateral organization frameworks. She is part of the FOLIE
researchproject,shewillbeworkingonthestudents,asarichandevolvingcategoryofformof
life.
Before joining Sciences Po, till 2008, she was référendaire at the European Court of
JusticeinLuxembourg.From2000-2002,shewasEmileNoëlFellowatHarvardLawSchooland
atNYUSchoolofLawwhereshewasfoundingexecutivedirectoroftheJeanMonnetCenter.
She holds a PhD in Law from the University of Paris 2 (Panthéon-Assas) and LLM from the

Bruno is working presently as a project manager in the “Financial Institutions and Private
Sector”divisionoftheAgenceFrançaisedeDéveloppement(AFD).Heisresponsibleforback-
stoppingseveralprojectsinAfricaandAsia,amongwhichprojectsco-financedwithEU.Bruno
holds a diploma in agricultural economics and belongs to the French corps “Ponts, Eaux et
Forêts”.HehasservedasheadoftheagriculturalsectorattheSecretariatforEuropeanAffairs
(1988-1989) andwas agro-industry expert atUNIDO (1991-1992). He headed the agriculture
andprivatesectordivisionattheMinistryofForeignAffairsfrom1993to2001andwasthen
Directorforevaluation,foresightandeconomicstudiesattheMinistryofAgriculturefrom2002
to2008.HeteachesattheInstituteofPoliticalSciencesofParissince1992(directorofseminar
