Maintaining the excellence bar

TThe year 2010 is ending and we can proudly say thatthe harvest was good for the African WaterAssociation, in view of the activities conducted. The

year 2010 marked the age of maturity for our Association,which celebrated its 30 years of existence in March inKampala. The 30th Anniversary coincided with the holdingof our 15th Congress in the same city. The internationalecho of this Congress, the number (1,600) and quality ofdelegates drawn from 64 countries conferred a qualitativeimprint on our commitment to ensure equitable access forall to potable water and decent sanitation services.The inventory of actions conducted during the year 2010 iseloquent. Our objective of investing in the human capitalthrough capacity building was materialized by the creationof the African Water Academy, based in Kampala, Uganda,in premises offered by the National Water and SewerageCorporation (NWSC). This Academy, dedicated to thedevelopment of leadership and change management, initiated its training sessions in February. In 2010, the African water family found its unity, followingour fusion with the ex-ESAR-IWA. Today, our Association isthe only continental organization in the water and sanitationsector that enjoys the confidence of multilateral partners. Aposition that enabled us to organize a regional AfricanForum during the Congress of the International WaterAssociation (IWA), held in September in Montreal, to deliver, at the invitation of the African Ministers’ Council onWater (AMCOW), a statement to the high level ministerialsession during the third African Water week, held inNovember in Addis Ababa.To improve the performances of water utilities, The WaterOperators Partnership for Africa (WOP-Africa) initiatedworkshops and partnerships. The outcome is convincingfor our water utilities and will be even more convincing in thecoming years, thanks to the support of our partners (UN-Habitat, USAID, and AfDB).The year 2011 will open new perspectives for ourAssociation and our responsibility is not to shy-away fromthe task. This pivotage year before the 2012 Congress inMarrakech will be a year of intense activities aimed at pro-moting visibi-lity, advocacy and formalization of partner-ships to consolidate the international status of our

Association and positively influence public policies inthe water and sanitation sector.We should, more than ever, be determined to maintainthe excellence bar. This was demonstrated by ourScientific and Technical Council (STC) during the twoprevious annual meetings (Libreville and Dakar). Itsagenda for the New Year is even more attractive forenhancing the level of performance of our members.What is important now is to save words and act effi-ciently in order to achieve our objectives.Happy New Year 2011.

regard des activités menées. 2010 a marqué l’âgede la maturité pour notre Association qui a célébréles 30 ans de sa création en mars à Kampala. Cesnoces de perle ont coïncidé avec la tenue de notre15e congrès, dont l’écho international, le nombre(1 600) et la qualité des délégués présents en pro-venance de 64 pays ont conféré un cachet qualita-tif à notre engagement d’un accès équitable pourtous à l’eau potable et à un service d’assainisse-ment décent.

L’inventaire des actions menées au cours de l’année2010 est éloquent. Notre projet d’investissement dansle capital humain par le renforcement de capacités s’estmatérialisé par la création de l’Académie africaine del’eau basée à Kampala dans des locaux offerts par laNational Water and Sewerage Corporation (NWSC).Cette Académie dédiée au développement du leader-ship et au management du changement a débuté sespremières sessions de formation en février. En 2010, la famille africaine de l’eau a retrouvé son unitéconsécutivement à notre fusion avec l’ex-ESAR-IWA.Aujourd’hui, notre Association est la seule organisationcontinentale représentative du secteur de l’eau et del’assainissement qui jouit de la confiance des partenai-res multilatéraux. Une position qui nous a valu d’organi-ser un forum régional africain au congrès del’International Water Association (IWA) en septembre àMontréal, de prononcer à l’invitation du Conseil desministres africains chargés de l’eau (AMCOW) un dis-cours à la session ministérielle de haut niveau lors de latroisième Semaine africaine de l’eau en novembre àAddis-Abeba.Le Partenariat des opérateurs d’eau pour l’Afrique(WOP-Africa) pour améliorer les performances des

sociétés d’eau a initié des ateliers, des partenariats.Le résultat est probant pour nos sociétés d’eau etle sera davantage dans les années à venir grâce àl’appui de nos partenaires (UN-Habitat, USAID,BAD).2011 ouvrira de nouvelles perspectives pour notreAssociation et il nous appartient de ne pas rechi-gner à la tâche. Cette année-charnière avant lecongrès de 2012 à Marrakech sera celle d’intensesactivités de visibilité, de plaidoyers et de formalisa-tion de partenariats pour consolider la stature inter-nationale de notre Association et influer positive-ment sur les politiques publiques dans le secteurde l’eau et de l’assainissement.Nous devons être plus que jamais déterminés àmaintenir la barre de l’excellence. Notre Conseilscientifique et technique (CST) l’a démontré lorsdes deux assises (Libreville et Dakar) annuelles.Son agenda pour la nouvelle année est encore plusattrayant pour renforcer le niveau de performancede nos membres. Ce qui compte dorénavant, c’estfaire l’économie des mots et agir efficacement pouratteindre nos objectifs.Bonne et heureuse année 2011.
