About
• AGA’s Mutual Assistance Program was established in 2006
• Created to assist gas distribution utilities following a disaster that requires response, recovery and restoration of resources outside of the capacity of the company and their regional mutual aid programs. The program is designed to cover both natural and man-made incidents • AGA’s program is intended to
supplement local, state and regional assistance programs where the responding company and company in need of aid are not already covered by an alternate agreement.

Impact of 2012’s Hurricane Sandy
• In support of DOE’s recommendations, AGA & Gas Associations collaborated to plan and carry out a National Mutual Assistance Drill
• Southern Gas Association (SGA)
• Midwest Energy Association (MEA)
• Northeast Gas Association (NGA)
• Western Energy Institute (WEI)
• Three SGA/AGA members played the role of impacted companies in need of aid due to “Hurricane Alpha”
• Atmos Energy
• Entergy
• CenterPoint Energy
Following Hurricane Sandy in 2012, the U.S. Department of Energy recommended that the oil and gas sector “establish mutual-assistance relationships with the owners and operators of critical energy infrastructure before an event occurs. These relationships and networks should be established during steady state operations to facilitate communication when an event occurs.”

• Friday, Jan. 17: SGA contacts the Mutual Aid Database via email to notify participants that “Hurricane Alpha” is approaching the U.S. Gulf Coast of Mexico
• Tuesday, Jan. 21: SGA sends the first notice of damage to the Mutual Aid Contact Database. The email includes the Request for Assistance (RFA) form and instructions to request and offer assistance. Throughout the day, two more notices are send with completed RFAs from the impacted companies. Participants held a conference call to discuss damage, RFAs and offers of assistance.
• Wed. Jan. 22: Offers of assistance continue to pour in. Participants hold another conference call to obtain updates.
• Thurs. Jan 23: Scenario finishes. Participants hold a closing conference call to debrief and discuss lessons learned.

•Of the 3 requesting companies, slightly over 1,000 personnel were requested.
•293 utility and pipeline companies/subsidiaries received RFAs
•69 Contractors and Consultants received RFAs
•58 companies (20%) and 5 contractors (7%) submitted 64 separate offers of assistance within 24 hours after the requests were communicated.

are unable to provide the best level of aid to one another in a timely fashion!

• NGA & SGA are working on reaching a common agreement to determine which agreement takes precedence when there are multiple Mutual Assistance Agreements
• Reminder: AGA agreement is secondary to others as stated in the Master Operations Assistance Agreement (MOAA)

Request for Assistance Process
•Per the AGA MOAA, agreements are “only effective between two Parties once the two Parties have signed the RFA”
•Of 64 submitted RFAs, 61% were returned unsigned

Hotwash/Debrief
• RFA needs to be revised (completed in the first quarter of 2015
by task force comprised of AGA’s DC&M and CFS committees)
• Challenge: form length should capture necessary
information without trying to answer every
single possible question
• Address questions ahead of time such as:
• What OQ skills needs are likely?
• How much help do you need for a 15k customer
outage?35k? Etc.
• Potential Union issues?
• How will companies “purchase” materials from
responding companies?
• Incorporate the ICS into your company’s planning
Looking Ahead to Industry Improvements
• Develop guidelines re: supervision, safety & logistics for support resources to be sent
• Create common terminology for titles & skill sets
