TODAY’S WEATHER HIGH: 34 LOW: 19 By FRED SWIFT A plan to sell Seminary Park for homesites was dropped by city officials almost as soon as it was proposed earlier this week. Feed- back from city councilors, park board members and others was not favorable to the idea. There are many who want to see this green space near downtown kept as it is. Seminary Park was the site of Noblesville's first public school. For many years Second Ward School occupied the city block at 10th and Hannibal. So, what happens next assuming there is a demand for new housing in the central city? Here's an idea: Various agencies and branches of local government should be able to pool their ideas for housing, trails and economic devel- opment. The Hamilton County Area Neighborhood Development (HAND) has its eye on the site of the former Farm Bureau Co-op grain operation at 8th and Mulberry Streets. But, no luck so far. Financing has been the big problem. At the same time city and some county officials want to convert the Nickel Plate Railroad into a walking trail similar to the popular Monon Trail. Other folks want to keep the railroad. Does it all seem like an insurmountable problem or an opportunity? Let's look at what Carmel has done in a somewhat similar situation. South 8th Street is not generally consid- ered the most attractive street in town. Similarly, Carmel's Second Avenue along the Monon was not a particularly exciting place 15 years ago. Now the street is developing into an upscale part of old town. There are new homes, apartments, restaurants and the renovated Monon depot along five blocks of the street bordering the trail. The difference from 8th Street is that Carmel lost the railroad and uses the right-of-way for the trail. In Noblesville it would seem that a trail could be built alongside the railroad, and with cooperation between the city and HAND, the co-op site could be developed for housing which would be popular with those who want access to a trail. It would take some vision, some cooperation and probably a public/private partnership. But, it could create a situation where everyone involved gets what they want: housing, a trail, the railroad, keeping Seminary Park and potential economic development where it is needed. There is opportunity there for those bold enough to seize it. Agencies, government should pool their development ideas Duke Energy will begin utility relocation on the east side of the Greenfield Avenue, Christian Street and 10th Street intersection today. The work should cause minimal impact to the intersection, but flaggers will be onsite when necessary to assist with traffic. The work is anticipated to take one week. Utility relocation is the first step in the construction of a roundabout at this intersection. Road work will begin in mid-April. Currently, the intersection has a stoplight that must cycle through three roads. The roundabout design provides a safe, effective intersection and creates a new southern gateway into the City of Noblesville. More details will be released closer to road construction. Sharp generously provided the Club with a newer, more efficient model of a multifunctional office printer to upgrade an aging machine. Buying a home What to know about down payments(StatePoint) If youre in the market to buy a home your

down payment is probably top of mind However itrsquosimportant to understand all your options particularly ifyoursquove heard the rule of thumb that you shouldnt pursuehome ownership unless you can put 20 percent down

ldquoIn todayrsquos market misconceptions about downpayments are some of the most common unfortunatelyrdquosays Danny Gardner Freddie Mac vice president ofAffordable Lending ldquoAnd this discourages manyprospective buyers from even leaving the starting gaterdquo

Gardner points out that a growing number ofhomebuyers are putting down between five and 10 percentand even as little as three percent through products likeFreddie Macs Home Possible Advantage This is importantto keep in mind when determining how much home you canafford

Prospective homebuyers concerned about downpayments should also be aware that there are nearly 2500home ownership programs across the country that can helpwith down payment and closing costs and an estimated 87percent of US homes are eligible for one or more of theseprograms according to research by DownPayment

Resource The down payment program benefit mostfrequently found is about $10000 making researching theseoptions and discussing them with your lender and real estateagent a worthwhile step To determine your eligibility andlearn more about down payment assistance visitdownpaymentresourcecomare-you-eligible

Of course home buyers should not forget that there arebenefits to putting more down initially -- this will loweryour monthly mortgage payment and reduce the amountyou will owe the bank Additionally those who put downat least 20 percent donrsquot have to pay Primary MortgageInsurance (PMI) an added insurance policy that protectsthe lender if you are unable to pay your mortgage Howeverif putting 20 percent down will deplete all of your savingsand leave you with no financial reserves its probably notin your best interest Whatrsquos more you can cancel your PMIonce yoursquove built equity of 20 percent in your home

Donrsquot assume the dream of home ownership is beyondyour reach Get savvy There are numerous programs andproducts available that can help you afford your downpayment and beyond
