The Family Justice Center (FJC) has been open for a little over four years. During that time, our leaders have

instituted a Volunteer Court Navigator Program, Electronic Protective Order System and added three additional

services. According to the FJC model, the next advancement for our Center is to coordinate victim services in a

manner that is victim-centered versus agency-centered. With the exception of one person, no one currently

housed at the FJC has been exposed to or toured other Family Justice Center models in order to determine how

best to achieve this. The Family Justice Center in Knoxville, Tennessee is a drivable distance, has been in

operation since 2006 and was the Center that stakeholders agreed would be the appropriate model to replicate in

our community.

Public Hearing- Economic Development Incentives (CS Carolina, Inc.

Mac Williams, President of the Alamance County Chamber of Commerce introduced Intae Joo, President of CS Carolina (Chill Sung), Inc. Mr. Joo shared information and plans for his company's future projects in a power point presentation. Mr. Joo informed that his company manufactures textured synthetic nylon and polyester yarn for the textile industry. He said his company's yarn is used for apparel, automotives, and athletic performance garments, and home furnishings. Mr. Joo spoke that his company produces 24 million lbs of yarn per year. He said that his company plans to invest and install brand new state of the art machines to produce an additional 10 million lbs of yarn per year. Mr. Joo said the expansion will create 22 new jobs. He stated that his company has been in business more than 50 years and because of the expansion; he believes more textile companies will relocate to Alamance

County. Mr. Joo indicated that his company has other offers and options but believes Alamance County is the best option for his company. He said that phase 1 of the project would be to spend $7.1 million in buildings and machines and then expand from there.Commissioner Massey seconded by Vice Chair Lashley moved to open the public hearing. The motion carried.

The following speakers were heard from the floor:1) Eddie Shoe said he had noticed a trend with companies asking for incentives with less than 50 jobs, and he wants the county to make sure these companies are not subsidizing employee benefits.2) Tony Cox referred to Mr. Shoe's comments about needing more information on the companies requesting incentives. He also said he contacted Mr. Williams about attending a chamber board meeting and was told that those meetings were not open to the public. Mr. Cox said as a taxpayer he believes he subsidizes the chamber and does not know why the public is not allowed to attend the meetings.Mr. Williams clarified that CS Carolina was adding 22 new jobs in addition to the 28 employees that they currently have so this is basically "retention and expansion" at the same time. He said the company was right at 50 employees and were already paying the insurance.Commissioner Sutton asked about the average salary. County Manager Honeycutt responded that the average wage in the agreement was $35,100. No other speakers wish to be heard from the floor.Vice Chair Lashley seconded by Commissioner Paisley moved to close the public hearing. The motion carried.

Economic Incentives Agreement: CS Carolina Commissioner Paisley responded to comments made by Mr. Cox. Commissioner Paisley informed Mr. Cox that the meeting agendas/agenda packets are available online and that the figures in the agreement is available in that information. He reiterated that the information is available to the public and that the board was not trying to keep any information from the public. Commissioner Paisley asked about the annual taxes that the company would be paying based on the $7.1 million. County Manager Honeycutt said it would be around $37,630 per year. Commissioner Sutton said that they would have paid it all with out the incentives and it is a gamble that they would not have come without them. He said that he was going to vote no because these were cash incentives. He spoke that he supported giving incentives for infrastructure but opposes cash incentives. Commissioner Sutton explained that his father was in the textile industry and that he was raised on textile money and does not oppose the textile business just the cash incentives.

Presentations/Other Business

1166 : Purchase Offer & Sale Agreement- Clyde Albright, County Attorney Clyde Albright, County Attorney, reviewed that the board authorized by resolution the publication for upset bids for real property located at 600 N. Main Street, 217 College Street, and 779 Woody Drive required by statute. Mr. Albright reported there were no upset bids. He presented the purchase offer and sales agreement between Alamance County & Peak Resources, Inc regarding the purchase of properties located at 600 N. Main Street Property, 217 College Street, and 779 Woody Drive. County Attorney Albright offered that it is up to the board to accept or reject the offer by Peak Resources for $3.9 million. He said that if the offer is approved that he would have the board include in the motion authority given the to the county manager to execute all documents necessary to close the transaction.

into 2 lots. Mr. Honeycutt reviewed that the Subdivision Ordinance call for a 50 foot buffer and Ms. Hunt can only do a 30 foot-wide access drive. Vice Chair Lashley stated that when this ordinance was reviewed by the board for amendment it was the 50 foot-wide road was voted down. He said that board voted in favor of a 30 foot road and Ms. Hunt should not have to have the 50 foot buffer because the 50 foot buffer amendment was never passed. County Manager Honeycutt said that they would check into this matter and recommend that the Planning Board take that out of the ordinance. Vice Chair Lashley said that it does not need to go back to the Planning Board and that it would need to come back to the Commissioners. Chairman Smith suggested going ahead and approving the waiver and then staff could make the necessary changes to the ordinance.

1165 : Hawfields Economic Dev Zone Request- County Manager Honeycutt County Manager Honeycutt asked the board to consider waiving tipping fees at the landfill in conjunction with the Hawfields Economic Development Zone Project as part of the county's contribution to the project. He said the estimated cost would be between $1500-$2000.

1158 : 2014-15 Performance Management Goals- Bryan Hagood, Asst. County Manager Bryan Hagood, Assistant County Manager, presented the goals for fiscal year 2014-2015 under the Performance Management Program. He reported that all departments were participating except the Planning Department due to lack of staff. Mr. Hagood reviewed that there were 3 types of goals: public service, inter-departmental, and efficiency. He said that the county manager had appointed a committee to review and fine-tune the goals. Mr. Hagood mentioned that the goals will be posted online for the board and general public to view. He said that he will come back in December with a report and report the final totals at end of the fiscal year.Vice Chair Lashley said the goals looked good to him.

Finance Officer's Report

Tom Manning, Finance Officer, provided a quick lesson in "fund balance 101". He briefly covered fund balance accounting terms: restricted stabilization by state statute, restricted-all other, committed (appropriated), unassigned fund balance(undesignated), available fund balance, and total fund balance. Mr. Manning informed that the available fund balance was most important to the county. He highlighted that the county was on course to add another $5 million to the fund balance which would take available fund bal to 19.7%. Mr. Manning also noted some statistics on the labor force in Alamance County. He reported that the number of people in the labor force has gradually increased while the number of employed has gone up; the unemployment rate is on the decline.Commissioner Sutton asked about the 19.7% and whether it included the .53 tax rate. Mr. Manning said that was based on the .54. He said that sales tax and motor vehicle tax revenues are increasing, and the property tax base was increasing.

Mr. Manning presented a budget amendment for Veteran Services in the amount of $1000 for the Veteran's Day Parade as an allocation in the parade efforts. Chairman Smith, seconded by Vice Chair Lashley moved for approval of the budget amendment. The motion carried without opposition. A copy of the budget amendment is set forth hereafter.

County Manager's Report

County Manager Honeycutt thanked County Attorney Albright on sale of property. Mr. Honeycutt said that once a closing date has been scheduled then staff will evaluate where the departments in College Street will be relocated. Chairman Smith asked when do they anticipate throwing dirt. County Attorney Albright responded that the closing would be sometime in September.

Commissioner Paisley said he serves on 6 different committees and one of his committees is the Recreation & Parks Commission. He said that Mr. Hagood has been acting in 2 full-time jobs and that he has done a wonderful job. Commissioner Paisley noted that Brian Baker has been doing a wonderful job as the Haw River Trails Coordinator and he took on additional supervisory duties. He noted that Mr. Baker has brought in over $2.3 million in grant funds. Commissioner Paisley advised that the Recreation Department was in need of a full-time Recreation & Parks Director and the county was in need of a full-time Assistant County Manager.Commissioner Paisley, seconded by Vice Chair Lashley moved to make Bryan Hagood the full-time Assistant County Manager and request the county manager reorganize the Recreation & Parks Department in order to fill the Recreation & Parks Director position. Commissioner Sutton said that he would like to discuss this matter. Commissioner Sutton voiced several objections. He stated that it was nothing against Mr. Hagood but the county was only 3 weeks into the new budget fiscal year. He asked was this a unanimous vote by the Recreation & Park Commission. Commissioner Paisley answered that it was a unanimous decision by the Recreation & Parks Commission. Commissioner Sutton provided that he was under the opinion that when Mr. Hagood took the position it was an effort to combine the position and job duties to save some money. Commissioner Sutton indicated that he does not believe Mr. Hagood to be under paid and believes his duties have been handled well. Commissioner Sutton also mentioned that this was not a county recommendation by staff. Commissioner Sutton reiterated that his biggest complaint was this issue coming 3 weeks into the new budget. He said that he will vote no. Commissioner Paisley said that he spoke to both County Manager Honeycutt and Mr. Hagood and they were both supportive of this motion. Commissioner Paisley said that is obligated to do what is best for this county and part of that is parks and recreation and the assistant county manager position.The motion carried 4-1 to make Bryan Hagood the full-time Assistant County Manager and the County Manager would reorganize the recreation & parks department to allow for a full-time director. Chairman Smith, Vice Chair Lashley, Commissioners Massey and Paisley voted in favor. Commissioner Sutton opposed the motion.

Chairman Smith addressed the issue of the citizen complaints about the fire departments. He continued that the county manager was asked to look into the matter. Chairman Smith explained that he spoke with some of the fire department folks including the former fire marshal. He said that he had been assured that the same appeal process and complaint process is already in effect in fire departments. Chairman Smith stated that he feels that the board does not need to get involved in the fire departments and that they do an excellent job. He suggested the issue be dropped. Chairman Smith seconded by Commissioner Paisley moved that there would be no county involvement in fire department's internal processes. The motion carried 4-1 with Chairman Smith, Vice Chair Lashley, Commissioners Massey and Paisley voting in favor. Commissioner Sutton opposed the motion.

Commissioner Paisley thanked Mr. Hagood and congratulated him. Vice Chair Lashley thanked Mr. Hagood for the job he has done. He congratulated him and told him that he was glad he was in Alamance County.

BACKGROUND/PURPOSE OF REQUEST:

The Alamance County Facilities Department and County Manager's Office request the Board of Commissioners review and approve this request to spend $18,565 from the Capital Reserve Fund to replace all the plumbing valves throughout the Alamance County Jail. Burlington Mechanical Contractors submitted the lowest bid for this work. Also requested as contingency for this project is an additional $1,856 to be spent only in the event of a change order occurring.
