Speaker Bios NERC Standards and Compliance Workshop April 1-3, 2015 Charles Abell ([email protected]) Charles Abell, PE is the Supervising Engineer of Infrastructure & Compliance Technical Support for Transmission Operations at Ameren Corporation in Saint Louis, MO with over 30 years of experience in his field. In this capacity he is responsible to supervise personnel over the EMS hardware infrastructure & overall desktop support as well as monitor, review and approve processes & procedures for achieving and maintaining NERC CIP Standards compliance for the Transmission Operations Control Center. Charles currently serves as the Chair of the NERC Critical Infrastructure Protection Committee (CIPC). He also is on the leadership team of the North American Transmission Forum’s Security Practices (CIP) Group and former member of the Electricity Sub-sector Coordinating Council.

Valerie Agnew ([email protected]) Valerie Agnew is currently the Senior Director of Standards for NERC. She joined NERC in early 2009, and has also held the positions of Director of Standards, Director of Standards Development, Manager of Interface and Outreach in Compliance Operations, and Manager of Enforcement Processing. She came to NERC from Honeywell International in Phoenix, where she negotiated and managed international aerospace contracts. Prior to Honeywell, she was the Director of Commercial Customer Care for UniSource Energy (Tucson Electric Power and UniSource Energy Services - Gas and Electric) in Tucson, Arizona. Valerie is a licensed attorney in the state of Arizona and has an M.B.A. from Colorado State University.

Laura Anderson ([email protected]) Laura Anderson began her career with NERC in January 2012 in our Atlanta office as a Standards Developer reporting to Laura Hussey; and in 2014 began reporting to Sean Cavote. Since joining NERC, Laura has been the lead Staff Developer for the EOP Five-Year Review Team and for the EOP Standard Drafting Team of Project 2009-03 Emergency Operations, as well as support developer on various drafting and periodic review efforts. Prior to joining NERC, Laura coordinated post-graduate medical education events for the Department of Surgery at Duke University in Durham, North Carolina. The post-graduate medical education events, consisting primarily of bariatric and thoracoscopy surgical techniques, took place in various national venues for world-class surgeons in the field of laparoscopic surgery. Her experience prior to Duke University was in the legal field, where she produced official records for state and federal courts for twelve years. Scott Barfield McGinnis ([email protected]) Scott Barfield-McGinnis joined NERC staff in May of 2011 as a Standards Developer. Before joining NERC, he was the Bulk Electric System Compliance Manager at Georgia System Operations Corporation in Tucker, Georgia. Other positions held throughout his 30-year career in power include system engineer,

planner, and engineering manager with oversight in energy control systems, planning and forecasting, as well as, asset and apparatus management. Mr. Barfield-McGinnis received a Bachelor of Science in Electrical Engineering Technology degree from the Southern Polytechnic State University in Marietta, Georgia in 1994 and a Master of Business Administration degree from Mercer University in Atlanta, Georgia in 2008, and is a registered Professional Engineer in the State of Georgia. He is also a member and past Board Member of the Institute of Electrical and Electronics Engineers (IEEE) Central Georgia Section. Monica Benson ([email protected]) Monica joined NERC in 2007 as an Administrative Assistant in the Compliance department. In 2010, Monica took on the role of Standards Development Administrator, providing support in standards development, standards process, and regulatory filings. Monica was promoted to Reliability Standards Analyst in January 2013 in the capacity of maintaining approved Reliability Standards and analyzing regulatory and NERC Board of Trustees decisions related to NERC Standards. Her prior experience was in marketing at ALK Technologies Inc., Princeton, NJ as a Technical Support Analyst and Marketing Coordinator.

Terry Brinker ([email protected]) Terry Brinker currently serves as Manager of Registration Services. As part of his duties Terry manages the regional entity registration program, monitors the implementation of the regional registration programs for consistency with NERC requirements and provides management and guidance to improve registration processes within NERC and the Regional Entities. Terry joined NERC on August 15, 2011 in the Atlanta, Georgia office as an Event Investigator where he was responsible for performing Compliance Inquiries of power system events and performing non-public Compliance Violation Investigations.

Terry worked as a Reliability Coordinator at Midwest ISO in Carmel, Indiana. He was involved in the startup of MISO's Energy and Ancillary Services Markets. Terry has over 20 years of experience in the electric industry ranging from power plant production, transmission installation and maintenance, and real time control room operations. Prior to working for MISO he was a Transmission System Supervisor for Northern Indiana Public Service Company.

Terry is a NERC Certified System Operator and has a B.S. in Organizational Management from Calumet College and his MBA from Indiana University Northwest.

Thomas Burgess ([email protected]) Thomas Burgess joined NERC in January 2013 as the vice president and director of reliability assessment and performance analysis. Prior to NERC, Tom most recently worked at FirstEnergy Corporation, serving as executive director of integrated system planning and development, where he was responsible for developing strategic plans that maximized value for the transmission and generation business segment, as well as developing integrated planning strategies that optimized transmission and generation. Prior

to that, he worked for the Ohio Edison Company and the Pennsylvania Power Company, serving in numerous engineering, planning, regulatory, and transmission policy positions.

Before he began working for NERC, Tom participated in many NERC efforts, including serving on the Member Representatives Committee and as a former chair of the NERC Planning Committee. Tom holds a B.S. in Electric Power Engineering from Rensselaer Polytechnic Institute, a M.S. in Electrical Engineering from University of Akron, and a J.D. from the University of Akron Law School.

Stephen Crutchfield ([email protected]) Steve Crutchfield joined NERC as a Standards Developer in May of 2007. His role is to facilitate and provide guidance to drafting teams in the development of technically excellent and timely reliability standards for the reliable operation and planning of the bulk power system.

Prior to joining NERC, Steve was a Project Manager with Shaw Energy Delivery Services, managing engineering and construction projects in the substation and transmission line fields. Steve’s background also includes experience with PJM as Manager of RTO Integration, working on the operations and markets integration of new members (AEP, ComEd, Dayton, Dominion and Duquesne) into PJM and southern seams operations issues with Progress Energy, Duke and TVA. Steve also helped lead the team that was developing GridSouth in the dual roles of Organization Architect and Manager of Customer Support. Prior to GridSouth, Steve was the Manager of Power System Operations Training at Progress Energy where he spent over 10 years training System Operators and Engineers. Overall, Steve was with Progress Energy for 16 years.

Steve received his B.A. in Physics from the University of Virginia and M.S. in Electrical Engineering from North Carolina State University. Steve also holds a M.S. in Management degree, also from North Carolina State.

Michael DeLoach ([email protected]) Michael DeLoach is the Director of NERC Reliability Compliance at American Electric Power. In his current position, he is responsible for the coordination of American Electric Power’s NERC Reliability Compliance Program across multiple lines of business. Prior to this position, Michael held various leadership positions in AEP’s IT organization and before that worked as an electrical engineer in the Distribution organization. Michael holds a B.S. degree in Electrical Engineering with an Electric Power emphasis from Clemson University and an MBA degree from Ohio University.

Michael Haff ([email protected]) Michael Haff is the Manager of Corporate Compliance for Seminole Electric Cooperative, one of the largest generation and transmission electric cooperatives in the country. He manages an independent staff of Compliance Advisors responsible for compliance oversight for all NERC reliability standards including Critical Infrastructure Protection. Michael also coordinates compliance activities related to the FERC Standards of Conduct. Michael joined Seminole in 2007 as a Senior Bulk Contracts Analyst, and was a Senior Corporate Compliance Advisor prior to assuming his current position.

Prior to joining Seminole, Michael held numerous positions over 18 years on the staff of the Florida Public Service Commission, culminating in his role as a senior level Engineering Specialist. He managed staff analyses and presented recommendations relating to generation and transmission system planning and operations projects, including approval of the need for new generation and transmission facilities. Michael also led analyses of utility demand-side management plans including renewable energy projects, as well as cost recovery for purchased power contracts.

Michael graduated from Florida State University with a B.S. in Electrical Engineering. Marisa Hecht ([email protected]) Marisa Hecht is a Senior Advisor in the Compliance Assurance department at NERC in Atlanta. She provides oversight, guidance, and coordination related to the management of the ERO Enterprise’s implementation of risk-based compliance monitoring, including creation and delivery of training for industry and compliance and enforcement staff on those activities. In addition, Marisa coordinates and implements outreach and training related to standards coming into effect. She previously was a standards developer and worked on the CIP Version 5 Revisions standards development efforts. Prior to joining NERC, Marisa worked at Van Ness Feldman, LLP, where she was an Associate Attorney practicing energy regulatory law in Washington, D.C. Marisa graduated from Princeton University with a B.A. degree in History. She received her law degree from American University, Washington College of Law.

Ed Kichline ([email protected]) Ed Kichline is senior counsel and associate director, enforcement processing, working out of NERC’s Washington, DC office. The Enforcement Processing Team works with the Regional Entities on resolving noncompliance and implementing the risk-based Compliance Monitoring and Enforcement Program. Prior to joining NERC in November of 2010, Ed was senior counsel at National Grid in the Federal Regulatory group, focusing on federal policy and reliability matters. Ed graduated from Georgetown University Law Center in 1996 and started in the energy field in 1999 while at Hunton & Williams.

Soo Jin Kim ([email protected]) Soo Jin Kim joined NERC in December 2012. She joined NERC as a Standard Developer, and she is the current Manager of Reliability. Prior to joining NERC, she was an associate in Troutman Sanders LLP’s Energy Practice Group. At Troutman Sanders, she worked on a variety of FERC compliance matters, and prior to her law career, she worked for consulting firms where she focused on energy and commodity training. She has a J.D. from American University and a B.A. in Economics and English from the University of Georgia.

Frank J. Koza ([email protected]) Frank Koza has worked at PJM over 13 years, previously in charge of system operations. Presently, he is Executive Director of Infrastructure Planning and in charge of the technical staff associated with generator interconnection and implementation of transmission enhancements. He is Chair of the NERC

Geomagnetic Disturbance Standard Drafting Team and former Chair of the NERC Operating Reliability Subcommittee.

Previously, Frank worked for 29 years at Exelon/PECO Energy in a variety of assignments including construction of fossil and nuclear generation facilities, construction and maintenance of transmission, system planning, and system operations.

Frank is a Registered Professional Engineer in the State of Pennsylvania. Frank has a Master of English from Widener University and his B.S. in Mechanical Engineering from the University of Pennsylvania.

Mark G. Lauby ([email protected]) Mark G. Lauby is senior vice president and chief reliability officer at the North American Electric Reliability Corporation (NERC). Mr. Lauby joined NERC in January 2007 and has held a number of positions, including vice president and director of Standards and vice president and director of Reliability Assessments and Performance Analysis.

In 2012, Mr. Lauby was elected to the North American Energy Standards Board and was appointed to the Department of Energy’s Electric Advisory Committee by the Secretary of Energy in 2014. Mr. Lauby has served as chair and is a life member of the International Electricity Research Exchange, and served as chair of a number of IEEE working groups. From 1999 to 2007, Mr. Lauby was appointed as a member of the Board of Excellent Energy International Co., LTD, an energy service company based in Thailand. He has been recognized for his technical achievements in many technical associations, including the 1992 IEEE Walter Fee Young Engineer of the Year Award. He was named a Fellow by IEEE in November 2011 for “leadership in the development and application of techniques for bulk power system reliability,” and in 2014, Mr. Lauby was awarded the IEEE Power and Energy Society’s Roy Billinton Power System Reliability Award.

Prior to joining NERC, Mr. Lauby worked for the Electric Power Research Institute (EPRI) for 20 years, holding a number of senior positions, including: director, Power Delivery and Markets; managing director, Asia, EPRI International; and manager, Power System Engineering in the Power System Planning and Operations Program. Mr. Lauby began his electric industry career in 1979 at the Mid-Continent Area Power Pool in Minneapolis, Minnesota. His responsibilities included transmission planning, power system reliability assessment and probabilistic evaluation.

Mr. Lauby is the author of numerous papers on the subjects of power system reliability, expert systems, transmission system planning, and power system numerical analysis techniques. He earned his Bachelor of Science and Master of Science degrees in electrical engineering from the University of Minnesota. In addition, Mr. Lauby attended the London Business School Accelerated Development Program.

Jordan Mallory ([email protected]) Jordan Mallory joined NERC in June 2011 as an administrative assistant for compliance operations. She was promoted in January 2013 to a Standards Developer Specialist and has completed the development of PER-005-2 and is currently working on PRC-005-X. Before joining NERC in 2011, she worked at MEAG Power. Jordan holds a B.S. in managerial science from Georgia State University.

Al McMeekin ([email protected]) Al McMeekin joined NERC as a Standards Developer in October of 2009. His role is to facilitate and provide guidance to drafting teams in the development of technically excellent, timely, and unambiguous reliability standards that support the reliable operation and planning of the bulk power system. Al is a graduate of Clemson University and is a registered Professional Engineer in the state of South Carolina. Prior to joining NERC, Al worked with South Carolina Electric & Gas Company (SCE&G) holding a variety of professional and supervisory positions within the distribution and transmission organizations.

Adina Mineo ([email protected]) Adina Mineo joined NERC in January 2013 and is a Compliance Assurance Manager within the Compliance Assurance department. In this capacity, she is responsible for managing multiple activities across the ERO that supports oversight of the Regional Entities, drives risk-based audit capabilities. Adina also develops and delivers training on audit techniques and the ERO implementation of risk-based approach to compliance monitoring. Prior to joining NERC, Adina worked in FERC’s Division of Audits in the Office of Enforcement. While at FERC, she led a variety of multi-scope FERC-mandated audits within the electric and gas industry. Adina worked on audits that evaluated Regional Entity compliance with the NERC Rules of Procedure, Regional Entity Bylaws, and Delegation Agreements. Additionally, she has conducted financial performance reviews of the Regional Entities and their business plan and budgets.

Adina has a B.S. from Edinboro University of Pennsylvania and a Master Bachelors of Art. from Upper Iowa University with a focus in accounting. She is a Certified Public Accountant in the state of Virginia and pursuing certification as an internal auditor.

Scott Mix ([email protected]) Scott R. Mix, CISSP, joined NERC in October 2006 following more than 20 years of experience working in various facets of the electricity industry, including as a consultant with KEMA, Inc., Infrastructure Security Manager with the Electric Power Research Institute (EPRI), Senior Security Analyst at the PJM Interconnection, and more than ten years with Leeds & Northrup Co. For the past six years, he has focused on the areas of Computer and Infrastructure Security for the Electric Sector.

Scott has worked closely with numerous industry and government organizations, including NERC's Critical Infrastructure Protection Committee (CIPC) and its working teams, and is the former convener of the Control System Security Working Group, has been an active and vocal observer to the NERC Cyber Security Standards Drafting Team (and the NERC 1200 process before that), and is a former member of the OASIS “How” Working Group. He has also worked with the Department of Energy, the Department

He has organized and presented at numerous industry symposia, both domestically and internationally. He is a member of the Philadelphia Chapter of InfraGard, and is a member of the IEEE, and its Computer Society, Power Engineering Society, and Standards Association. He is a Certified Information Systems Security Professional (CISSP).

Scott is a graduate of the Bloomsburg University of Pennsylvania with a B.S. degree in Computer & Information Science and Chemistry.

John Muir ([email protected]) John has participated on both Operations & Planning and Critical Infrastructure Protection Compliance Monitoring Engagements for NPCC since January 2011. Recently, he has been responsible for coordination of NERC Certifications in the NPCC footprint.

John’s prior work experience includes over 40 years in the electric power utility industry at Orange & Rockland Utilities, Consolidated Edison of New York, and Public Service Electric & Gas, in the areas of System Operation, Power Generation, Information Technology, and Distribution Engineering.

John has a MBA in Management of Technology and a B.S. degree from the New Jersey Institute of Technology.

Steven Noess ([email protected]) Steven Noess is Director of Compliance Assurance at the North American Electric Reliability Corporation (NERC) in Atlanta, GA. Previously, Steven was associate director of standards development. Prior to NERC, Steven was an attorney at the Minnesota Legislature, where he advised legislative members and coordinated rulemaking with executive branch agencies. Before becoming an attorney, Steven was an officer in the United States Army, serving in Germany and Iraq in communications and intelligence units. From 2003 to 2004, he deployed to Iraq and was awarded the Bronze Star Medal during combat operations. Steven has a B.S. degree in International Relations and Systems Engineering from the U.S. Military Academy, West Point, NY. Steven received his law degree from the University of Minnesota Law School, and he is licensed to practice law in Minnesota.

Barbara Nutter ([email protected]) Barbara Nutter was promoted to Manager of Standards Information. Barbara joined the staff in February 2011 as a Standards Developer. Before joining NERC, she was at Southwest Power Pool (SPP) as Manager of Market Design and as a Project Manager at OATI in Minnesota. Prior to OATI, Barb started at the Midwest ISO in 2000 and worked there for 7 ½ years. She was involved in the Midwest ISO start up in 2001 and the Energy Market start up in 2005. Barb was Manager of Physical Scheduling and Manager of Information Technology Real-Time Operations. Her career started in the electric utility industry at Allegheny Energy and spent 16 years at Allegheny in various positions.

Barbara received her B.A. in Management of Human Resources and Marketing from Seton Hill College in Greensburg, PA.

Mark Olson ([email protected]) Mark Olson is a Senior Standards Developer at the North American Electric Reliability Corporation (NERC) and the staff coordinator for the Geomagnetic Disturbance Task Force. He joined NERC in October 2012 and is currently supporting task force efforts to develop and implement tools and industry best practices for assessing and mitigating risks from severe geomagnetic disturbances. Mark has been involved with various projects to develop industry standards for reliable operation and protection of the power grid. Before joining NERC, Mark was a career officer in the U.S. Navy where he served in positions related to the operations and management of surface ships and naval personnel. He has a master's degree in electrical engineering from the Naval Postgraduate School and a bachelor’s degree from the U.S. Naval Academy.

Lacey Ourso ([email protected]) Lacey Ourso currently serves as a Standards Developer. Lacey began at NERC in September 2012 in our Atlanta office as the Senior Compliance Specialist, and in 2014 she transitioned to a Regional Relations role. Prior to NERC, Lacey practiced law in the State of Georgia since 2006. Lacey is from Baton Rouge, Louisiana and she attended Louisiana State University for both her undergraduate and law school education. In 2003, she obtained a Bachelor of Science degree in Business Administration and then in 2006 her Juris Doctorate and Bachelor of Civil Law degree.

Patti Metro ([email protected]) Patti Metro has over 25 years of extensive utility experience in compliance, customer service, engineering, operations, project management and training. Her responsibilities include being the NRECA principal technical expert on Federal Energy Regulatory Commission (FERC) approved mandatory reliability standards, and compliance and enforcement requirements of the North American Electric Reliability Corporation (NERC). Patti also coordinates review of draft reliability standards and assigned transmission and system operation-related activities of the NRECA Transmission and Distribution Engineering Committee (T&DEC) and subcommittees. Prior to working at NRECA, she provided consulting services regarding preparation for NERC audits, managed the Florida Reliability Coordinating Council Compliance program, and various work in industry project management, bulk power operations, and planning, design and operations. Patti has a B.S. degree in Electrical Engineering from Clemson University and is a Certified NERC Reliability Operator and Dale Carnegie Graduate.

Ronald Parsons ([email protected]) Ron Parsons is General Manager of Transmission Interconnections and Operations for Alabama Power Company. This includes the Alabama Control Center, where he is responsible for the safe and reliable real-time operation of the Alabama Power transmission system. He is also responsible for the Transmission Project Management & Customer Service department who provides project management for all the transmission capital improvements for Alabama Power Company. They also create and provide project management for the implementation of cost effective plans for transmission facilities to reliably

connect customers served directly from Alabama Power’s transmission system. These customers include new generators, wholesale customers with bundled contracts, wholesale customers served under the Southern Company Open Access Transmission Tariff and retail industrial customers.

Ron started his career with Alabama Power in 1973 as a Junior Engineer in Electric System Operations, performing Protection and Control field work in Montgomery. He moved to Birmingham in 1978 as supervisor of a Protection and Control field group. Since then Ron has held positions of increasing responsibility, including Operations Support supervisor in the Alabama Control and Dispatch Center and manager of Electric System Planning. As manager of Electric System Planning, Ron was responsible for transmission planning, integrated resource planning and planning input to the load forecasting process for the company. In 1995, Ron was named project manager for the creation of the new Alabama Control Center, which he now manages.

He has been very active in his professional field and is currently serving on the Engineering Committee of the Southeastern Electric Reliability Council and the Standards Committee of the North American Electric Reliability Council, as well as the current Chairman of the Project Management and Oversight Subcommittee of the Standards Committee. Ron also serves as Chairman of Alabama Power’s Transmission Project Review Committee and Chairman of the Southern Company Reliability Standards Committee.

A native of Birmingham, Ron is a 1973 graduate of Auburn University, where he earned a B.S. degree in Electrical Engineering. He completed the Wharton School Executive Accounting and Finance Program in 2002.

Darrel Richardson ([email protected]) Darrel Richardson joined the NERC staff as a Standards Developer. In this role he facilitates and provides guidance to drafting teams in the development of technically excellent and timely reliability standards for the reliable operation and planning of the bulk power system. Darrel began his career with NERC in November 2007.

Darrel has extensive experience in the utility industry having spent over 37 years with Illinois Power Company. In his tenure at Illinois Power he held several different positions in the Engineering, Planning and Operations groups. Among the position he has held are Transmission Coordinator, Generation Coordinator, Manager Wholesale Marketing, Manager Wholesale Marketing and Trading, Director Generation Control and Manager Compliance. Darrel lives in Decatur, Illinois with his wife, Teresa and three children, Jeremy, Heather and Melissa. He enjoys golf, music and reading.

Ryan Stewart ([email protected]) Ryan Stewart currently serves as Manager of Standards Development. Ryan joined the North American Electric Reliability Corporation in July 2010. Ryan served as a standards developer on the CIP Version 5 Revisions and the MOD A project covering available transfer capability, total transfer capability, capacity benefit margin, and transmission reliability margin. Prior to joining Standards, Ryan supported NERC’s

Organization Registration, Certification, and Compliance Monitoring in the Compliance Operations group as an engineer. Ryan was directly responsible for developing Compliance Analysis Reports (CARs) as well as various industry compliance and non-compliance metrics.

In addition, Ryan was actively involved in the development and presentation of ERO Auditor Training Workshops and Webinars, and Compliance Workshops for the industry. He also provided direct NERC staff support to the NERC Board of Trustees standing Compliance and Certification Committee (CCC) and Standards Committee (SC). Ryan initiated and implemented NERC’s first Internship Program during the summer of 2011.

Ryan was a student intern at NERC while attending the George Washington University, where he majored in Systems Engineering and minored in Computer Science and Economics.

Craig Struck ([email protected]) Craig Struck is currently a Senior Auditor at NERC. He is responsible for performing audits of all field work conducted by the Regional Entities including compliance audits, spot checks, self-certification, and other activities conducted by the regions with the registered entities operating in their footprint. Craig joined NERC in 2007 as a Reliability Readiness Evaluator, where he was responsible for conducting on-site readiness evaluations of operating entities performing reliability functions across North America.

Prior to his arrival at NERC, Craig was employed by ISO New England, which is located in Holyoke, Massachusetts. Craig has held various positions in his twenty years with ISO-NE, which was previously known as the New England Power Pool and formerly part of the Northeast Utilities system. His work included positions in short term operational planning, outage coordination, real time system operations, contract scheduling, and instrumentation & control systems maintenance. As a member of the ISO-NE Transmission Task Force & Transmission Working Group, Craig was exposed to the long term system planning process. Craig took a short break in service from ISO-NE to work for South Carolina Electric & Gas Company as a Reliability Specialist, where he played a key role in the start-up of their reliability desk. Craig first started in the industry with the U.S. Navy, where he operated shipboard generation and power distribution systems.

Craig has a degree in Electrical Engineering Technology and is a Certified Government Auditing Professional (CGAP).

Andrew Wills ([email protected]) Andrew Wills joined North American Electric Reliability Corporation on August 18, in the Washington, DC office as Associate Counsel reporting to the Associate General Counsel. Andrew graduated with distinction from the University of Georgia, School of Law in May 2014 where he was a member of the editorial board for the UGA Journal of Intellectual Property Law. While in law school, Andrew worked as Legal Intern to General Counsel at Georgia Transmission Corporation (GTC) in Tucker, GA, Summer Associate at Duncan, Weinberg, Genzer and Pembroke in Washington, D.C., and Legal Intern in Standards Development under Holly Hawkins at the North American Electric Reliability Corporation (NERC). Stanley Winbush ([email protected]) Stanley Winbush is the Manager of Training & Development for Transmission Operations at American Electric Power (AEP) in Columbus, OH. Stanley is responsible for training transmission system operators and transmission dispatchers throughout the American Electric Power footprint which includes the PJM, SPP and ERCOT control areas. Stanley is a participant on the PJM Dispatcher Training Subcommittee (DTS), the SPP Operator Training Working Group (OTWG), the ERCOT Operator Training Working Group (OTWG) and the North American Transmission Forum (NATF) Operator Training group. Stanley’s training background includes 8 years with American Electric Power (Transmission Operations), 25 years with AT&T (Domestic and International Fiber Optics Networking) and two years with Honeywell (Quality Assurance ISO 9001).

Project 2010‐05.2 Phase 2 of Protection Systems was separated into two phases. In Phase 1, the SPSSDT developed a revised definition for the term Remedial Action Scheme (RAS) which was adopted by the NERC BOT in November 2014. Phase 2 will address the six SPS/RAS‐related Reliability Standards. The standards will be consolidated and will address all aspects of SPS/RAS. The SDT began standards development in January and has meetings scheduled for February, March, and April.

The SPCSDT is continuing work on draft 5 of PRC‐027‐1.  The SDT expects the standard to be posted for formal comment and ballot in late February or early March. Al McMeekin

Note 1:  The prioritizations here reflect those prioritizations assigned as part of the 2015‐2017 Reliability Standards Development Plan (RSDP).  In its approach to prioritizing Reliability Standards projects, the RSDP considered how Reliability Standard family priorities are applied to individual projects and outstanding work. Specific elements included: (1) RISC Category Rankings; (2) regulatory directives; (3) regulatory deadlines; (4) Reliability Standard requirement candidates for retirement; (5) the IERP content and quality assessments; and (6) additional considerations (fill‐in‐the‐blank status and five‐year assessment commitments).  Some projects were not prioritized in the RSDP, as they were originally anticipated to be complete before the end of the first quarter of 2015, and those projects have an "N/A" designation in this column.  Other projects have been added to the Project Tracking Spreadsheet that were not prioritized in the RSDP.  These were added in response to regulatory directives that were issued following completion of the RSDP, and they will be prioritized according to the same process during the first quarter of 2015 according to the same process described in the RSDP.  Those projects are designated as "Pending Prioritization in 1Q 2015."  As discussed in the 2015‐2017 RSDP, the prioritization will occur in collaboration between NERC Staff and the Standards Committee.

GENERAL COMPLIANCE AND ENFORCEMENT NEWS NEW Additional CIP V5 Transition Program Resources Now Available Last week, NERC updated the 2015 Workshops document posted under “CIP Workshops and Curriculum” on the CIP V5 Transition Page with additional events and links to resources from past events. NERC also added a 2015 Curriculum document, which provides numerous resources from NERC and the Regional Entities in three categories: 100 – Standard-Specific Training, 200 – Compliance and Enforcement Considerations, and 300 – Lessons Learned, Guidance, and FAQs. Both of these documents will be updated as additional resources become available, and NERC hopes they will be valuable to stakeholders in preparing for the transition to CIP V5. Please submit any questions or feedback to [email protected]. NEW Finding and Analyzing NERC Enforcement Data NERC makes all enforcement data and analyses available on its website and updates them regularly. An August 2013 webinar and presentation explain how to navigate the enforcement pages and analyze enforcement data. The publicly available data includes searchable lists of all Notices of Penalties, Spreadsheet Notices of Penalty, and Find, Fix, Track, and Report issues processed since the inception of these enforcement mechanisms. Recently, NERC added a searchable list of Compliance Exceptions on its website. In addition, NERC provides quarterly compliance trend analyses and annual reports associated with the Compliance Monitoring and Enforcement Program. Filings made with FERC and the associated orders are also regularly posted online. Regional Delegation Agreement Posted for Public Comment Period On March 2, 2015, NERC posted proposed revisions to the pro forma Regional Delegation Agreement (RDA) for a thirty-day public comment period. The currently effective RDAs expire on December 31, 2015. With the benefit of several years of operating experience, NERC and the Regional Entities have been working collaboratively since October 2014 to identify opportunities for enhancement and clarification in the currently effective pro forma RDA and to reflect existing oversight and governance practices. NERC believes that these proposed revisions, which have been endorsed by the ERO Executive Management Group, will further the efficient operation of the ERO.

Assuming approval by the NERC Board of Trustees, the Regional Entity Boards, and FERC, the revisions will be implemented in the eight individual Regional Entity RDAs. The final, renegotiated pro forma RDA, along with updated individual RDAs, will be filed with FERC for approval after approval by the NERC Board of Trustees. NERC and the Regional Entities anticipate making this filing no later than June 2015. After notice and opportunity for comment, FERC may approve (with or without modifications) or reject the RDAs. The RDAs will only become effective if FERC approves them. The proposed revised pro forma RDA as well as a summary of changes is available on NERC’s Regional Entity Delegation Agreements web page. Interested parties should submit comments electronically to [email protected] by April 2, 2015.

Headlines NERC Participates in FERC Monthly Meeting, Clean Power Plan Technical Conference NERC appreciates the opportunity to participate in the Federal Energy Regulatory Commission’s technical conference on the Environmental Protection Agency’s proposed Clean Power Plan. The conference discussed the implications of compliance approaches to the proposed rule, in particular issues related to reliability, wholesale markets and operations and infrastructure. “The EPA’s proposed Clean Power Plan has the potential to significantly affect the nation’s electric generation resource mix, infrastructure needs, markets and regulatory regimes. Individually and collectively, these impacts raise important considerations for reliability of the bulk power system,” said Gerry Cauley, president and chief executive officer at NERC. “Forums, such as this technical conference, bring together stakeholders to discuss these considerations, including state and regional coordination, timing, the need for a reliability safety valve and essential reliability services. We must be assured the bulk power system will remain reliable during and after the transformation from the current state to the envisioned end-state.” NERC, as the electric reliability organization, is committed to assuring the reliability of the bulk power system and welcomes this important dialogue. Technical Conference Testimony Prior to the technical conference, FERC held its monthly commission meeting and issued orders approving NERC’s Reliability Assurance Initiative information filing and a demand and energy data standard (MOD-031-1). In addition to the conditions required by the order, FERC directed NERC to submit a compliance filing within 90 days to revise NERC's rules of procedures to include the Reliability Assurance Initiative concepts and programs in its Compliance Monitoring and Enforcement Program.

FERC also issued an order approving the MOD-031-1 Demand and Energy Data Reliability Standard, which allows system planners and operators to collect demand, energy and related data to support reliability studies and assessments. FERC Release

Board Welcomes New Member, Appoints New Vice President and Adopts Three Standards Projects The North American Electric Reliability Corporation’s Board of Trustees adopted three Reliability Standards projects, welcomed a new member and appointed a new vice president at its quarterly meeting in San Diego on February 12. Ken Quesnelle, chair of the Canadian Association of Members of Public Utility Tribunals (CAMPUT), and Steve Berberich, president and chief executive officer of the California Independent System Operator (CAISO), made opening remarks. Gerry Cauley, NERC’s president and chief executive officer, commended industry on the accomplishments of the past year, noting the challenges they face to address reliability in a highly complex interconnected system that is undergoing significant change. During the Member Representatives Committee meeting on February 11, George S. Hawkins was elected to NERC’s Board of Trustees. Hawkins is the chief executive officer and general manager of the District of Columbia Water and Sewer Authority in Washington, D.C. Hawkins assumes the seat vacated by Bruce A. Scherr, who retired from the Board after 13 years of service. The Board recognized Scherr’s contributions to NERC with a resolution noting his outstanding service to the ERO. In addition, Jan Schori and Kenneth G. Peterson were re-elected to Board for additional three-year terms. Announcement

Virginia Sulzberger Named to National Academy of Engineering's 2015 Class Former, long-time NERC employee Virginia Sulzberger was recently elected to the National Academy of Engineering Class of 2015, the NAE announced. The NAE president said 67 new members and 12 foreign members were elected to the class, bringing the total U.S. membership to 2,263 and the number of foreign

members to 221. Election to the National Academy of Engineering is among the highest professional distinctions accorded to an engineer. Academy membership honors those who have made outstanding contributions to "engineering research, practice, or education, including, where appropriate, significant contributions to the engineering literature," and to the "pioneering of new and developing fields of technology, making major advancements in traditional fields of engineering, or developing/implementing innovative approaches to engineering education." NERC Begins Search for Senior Security Executive The North American Electric Reliability Corporation continues its focus on security efforts by beginning a search for a vice president to oversee the Electricity Sector Information Sharing and Analysis Center (ES-ISAC). The position will be responsible for oversight of ES-ISAC operations for North America, including security threat and vulnerability identification, analysis and communications, security investigations and ongoing security risk assessment activities, including critical infrastructure protection projects and initiatives. The senior security executive will also be responsible for oversight of coordination with government agencies, industry and stakeholders regarding security matters. Announcement ■■■

Canada Update to Web Page Dedicated to Canadian Resources In December, NERC created a new web page focused on the mandatory reliability frameworks in Canadian jurisdictions. This month, NERC added a summary for the province of Manitoba. Please contact Laura Hussey, NERC’s director of Canadian affairs, with additional suggestions for improvement. ■■■

Compliance and Enforcement Webinar Registration Still Open for Industry Outreach Event on Risk-Based CMEP Webinar registration remains open for the March 5 industry outreach event on the risk-based approach to the compliance monitoring and enforcement program. In-person registration ended on February 23 and all slots have been filled. The event continues the ERO’s outreach and education on implementation of the risk-based CMEP. During the one-day event, a panel of participants from NERC, the Regions and stakeholders will discuss the components of the transformed risk-based CMEP, which includes the application of risk-based CMEP concepts to CIP Version 5. Agenda topics and discussions will incorporate feedback obtained from the November 2014 industry outreach events, as well as lessons learned during the ERO’s initial implementation and rollout. The slide presentations and streaming webinars from the November 2014 RAI workshops are available on the RAI workshops & webinars page.

Risk-Based CMEP Web Update Because the Reliability Assurance Initiative was completed in 2014, NERC will no longer reference RAI in its communications. However, NERC will maintain the RAI web page as a resource for stakeholders through the end of the year. The web page has been updated to reflect that the design phase of RAI has ended; the page now focuses on the implementation of the risk-based compliance monitoring and enforcement program. The background text on the page has been updated, and former “key resources” have been reorganized into two new sections: implementation resources and design resources. The implementation resources section includes three new documents: the risk-based CMEP Update and compliance exception and self-logging report from the fourth quarter of 2014, both excerpts from the February Board of Trustees

compliance committee meeting, and last week’s FERC order approving the risk-based CMEP developed under RAI, with certain conditions. NERC will continue to update the web page with relevant implementation resources, as well as announcements about upcoming events.

CIP Version 5 Workshops and Small Group Advisory Sessions The ERO planned three workshop/advisory events to provide information to registered entities that are implementing the CIP Version 5 reliability standards. The first events were February 24–26 in Atlanta, and NERC will host two additional sets of events in March and April to ensure that as many stakeholders as possible can participate. All three events include comparable information and consist of two parts:

CIP Version 5 Workshop: A one-day general interest session with topics such as bright line criteria, CIP V5 core requirements, lessons learned from the implementation study, CIP standards modification status and compliance.

Small Group Advisory Sessions: Closed one-on-one discussions between a registered entity’s subject matter experts and ERO staff about issues pertinent to that entity’s implementation of the CIP V5 standards. The discussions will last 60–90 minutes each.

Registration for the CIP Version 5 Workshop is limited to two attendees per registered entity. Entities that do not wish to schedule an associated small group advisory session appointment are welcome to register only for the workshop, since it will address topics that all participants will find useful. However, entities that schedule an appointment will be given priority for workshop attendance at the same event. For small group advisory session discussions, there will be no limit to the number of SMEs who can participate, and remote participation can be arranged for employees unable to attend in person.

Registrations will be accepted on a first-come, first-served basis, so if the number of requests exceeds the time available, ERO staff will make alternative arrangements. ERO staff will schedule the specific time for the small group advisory session after an entity registers; the only commitment on the day of the appointment is at the time of the scheduled discussion. The remaining two events will be March 24–26 and April 21–23, both at NERC’s headquarters in Atlanta. Registration is free, and registration links are available in the “Upcoming Events” section below.

CIP V5 Transition Program Resources NERC and the Regional Entities are providing a series of CIP workshops and curriculum in 2015 to further prepare entities for the implementation of CIP V5, so NERC has added a new section to the CIP V5 transition program web page focused on CIP Workshops and Curriculum. A new document, 2015 events (PDF version), and a dedicated CIP workshops and curriculum calendar provide information about all upcoming NERC and Regional events and will be updated regularly. The resources section will soon be populated with materials from the events. The CIP V5 transition program’s existing Implementation study, lessons learned, and FAQs page continues to house a number of resources related to CIP V5 guidance. Lessons Learned and FAQs posted for comment are posted on this page, as well as feedback received on Lessons Learned and FAQs previously posted for comment. The page also includes a list of planned lessons learned and FAQs, which outlines all planned guidance. This page will soon include lessons learned and FAQs that have been finalized. Physical Security Standard Implementation Update As announced in last month’s NERC News, NERC has developed a new web page to house guidance and resources related to the implementation of CIP-014-1 – Physical Security, which will become enforceable on October 1, 2015. On February 9, NERC posted a CIP-014-1 memo on risk assessment and third-party verifications, along with a link to a North American transmission forum guideline on Requirement R1.

Personnel Certification and Continuing Education Opening for Two Members - Personnel Certification Governance Committee The period for nominating candidates for the NERC Personnel Certification Governance Committee began February 20 and ends at 5 p.m. Eastern March 6. There is an opening for two members with the following qualifications: must hold a valid NERC system operator credential; must be either Canadian, American or Mexican national; and must have experience in interconnected system operations. Nominations are open to all interested parties and self-nominations are encouraged. ■■■

Standards Spring 2015 Standards and Compliance Workshop NERC will introduce a new, semi-combined layout for its ERO Auditor and Standards and Compliance Workshops in 2015. The ERO auditor workshop will be from March 30–April 1, followed by the standards and compliance workshop from April 1–3. A joint session with auditors and industry will be held on April 1. NERC will be eager for industry feedback on the joint session and hopes it enhances the workshop value for both auditors and industry. Some of the standards and compliance workshop topics are:

NERC/NAESB Coordination for Implementation of INT-004-3.1, Requirement R3 In February 2014, NERC filed a petition with FERC for approval of revisions to the NERC INT Reliability Standards. FERC approved the standards on June 30, 2014, including INT-004-3 – Dynamic Transfers and its associated implementation plan. INT-004-3.1 – with a new version number to reflect an errata change – became enforceable on November 26, 2014, with the exception of Requirement R3, which can be implemented after a required modification to NAESB processes. NAESB’s implementation of an enhancement request to its electric industry registry will allow users to register pseudo-ties in the EIR pursuant to INT-004-3.1, Requirement R3, which requires all existing and future pseudo-ties to be registered in the EIR.

The tentative implementation date for this NAESB functionality is the second quarter of 2015; INT-004-3.1, Requirement R3 will become effective on the first calendar day two calendar quarters after the NAESB EIR is able to accept pseudo‐tie registrations. Once the implementation date for the EIR functionality is finalized, NAESB, NERC and Open Access Technology International, Inc., the registry system administrator, will communicate to the industry the availability of the new EIR functionality and provide notice regarding the effective date of INT-004-3.1, Requirement R3.
