    A special meeting of the Water Resources Committee of the Board of Directors of the Water Replenishment District of Southern California was held on Thursday, September 21, 2017 at 10:12 a.m., at the District Office, 4040 Paramount Boulevard, Lakewood, California 90712. Committee Chair Robert Katherman called the meeting to order and presided thereafter. Senior Administrative Specialist Sherri Brown recorded the minutes.

    5. WHITTIER NARROWS DAM CONSERVATION STUDY UPDATE

    General Manager Robb Whitaker provided an overview and next steps. WRD Senior Water Resources Planner Esther Rojas presented an update of the study. Discussion followed.

    The Committee agreed that Mr. Whitaker should reach out to the U. S. Army Corp of Engineers and the County to redirect their efforts with WRD, and that an information item regarding the discussion be reported on at the next scheduled Capital Improvement Projects (CIP) Committee meeting.

    Mr. Whitaker stated that follow-up information from the conversation with the USACE about the 201.6 water conservation level and the status of work done on the Whittier Narrows Dam will be brought back to the Water Resources Committee meeting.

    6. OPERATIONS UPDATE

    WRD Senior Hydrogeologist Everett Ferguson provided the report on the Montebello Forebay Operations/Turnout Structure and Terminal Island Water Reclamation Plant (TIWRP).

    Assistant General Manager Ken Ortega updated the Committee about the Carollo Engineers and Shimmick Construction projects status.

    WRD Senior Engineer Phuong Watson presented an update regarding the Goldsworthy Desalter.

    WRD Water Operations Superintendent Tom Knoell reported on the Leo J. Vander Lans facility.

    Discussion of the topics followed.

    Mr. Whitaker stated that more information will be brought back to the Water Resources Committee when they have more data points for pumping.

    7. GROUNDWATER BASIN UPDATE

    Mr. Ferguson provided the basin update. Discussion followed.

    SUBJECT: APPROVAL OF A MEMORANDUM OF UNDERSTANDING FOR IMPLEMENTATION OF THE SUSTAINABLE GROUNDWATER MANAGEMENT ACT IN AN UNADJUDICATED PORTION OF THE CENTRAL BASIN

    SUMMARY

    This staff report is being provided as a status update on the Groundwater Sustainability Management Act (the Act or SGMA) and request approval of the attached Memorandum of Understanding (MOU) for Implementation of the Sustainable Groundwater Management Act in an unadjudicated portion of the Central Basin. The Act was signed into law on September 16, 2014. It recognizes groundwater as an integral part of the state’s water supply and provides a framework for managing groundwater in a sustainable way throughout the State of California.

    Adjudicated basins are mostly exempt from the requirements of SGMA, and therefore the West Coast Basin and most of the Central Basin fall under these exemptions. However, there is one area of the Central Basin, known as Management Area B, that is located outside of the adjudicated boundary but still within the geologic boundary as defined by the state and must be addressed per SGMA. To comply, a working group was formed to conduct a groundwater sustainability analysis of Management Area B with various interested stakeholders including the City of Beverly Hills, City of Culver City, Los Angeles County Department of Public Works (LACDPW), City of Los Angeles Department Water and Power (LADWP), Golden State Water Company (GSWC), and Water Replenishment District of Southern California (WRD).

    On December 16, 2016, WRD on behalf of the stakeholder group submitted the required analysis in a document entitled “Alternative Analysis for the Central Basin – Los Angeles County, California” to the Department of Water Resources (DWR). The DWR has two years to review the document and according to their website will be providing an evaluation update late 2017 / early 2018. DWR did not receive any comments on our submittal during a public review period that ended on April 1, 2017.

    The majority of the stakeholder group collectively prepared the attached MOU describing how the parties would share various data associated with groundwater resource investigations in Management Area B, respond to agency comments, prepare and submit reports, and implement the requirements of the Alternative Analysis. The governing body of each stakeholder group is concurrently seeking approval of the draft MOU.

    SUBJECT: OPERATIONS UPDATE

    SUMMARY

    The intent of the Operations Update staff report/agenda item is to inform and update members of the Water Resources Committee on a regular and reoccurring basis about operational matters, technical issues, engineering plans, and various multi-agency strategies in regards to all of the District’s current and planned operational facilities.

    Montebello Forebay Operations/Turnout Structure Update Staff is working with Los Angeles County Department of Public Works (LACDPW) and Sanitation Districts of Los Angeles County (LACSD) staff to validate and incorporate the District’s new Turnout Structure flow meters into the monthly and annual data reporting. Terminal Island Water Reclamation Plant (TIWRP) The Los Angeles Sanitation Department (LASAN) TIWRP expansion revised schedule estimates the final completion at the end of October (previously September). Upcoming TIWRP expansion schedule:

    October 2017 – LASAN recently completed tracer testing and validation testing on the new AOP units for NDMA compliance testing and completed a 72-hour functional test (results are pending). In 3 weeks, LASAN will complete 1,4-Dioxane testing followed by final certification from DDW and LARWQCB.

    The outage of the eastern extension (33 wells north of Sepulveda Blvd.) has been repaired. Currently the TIWRP is delivering 4.0 mgd to the DGBP and the current barrier demand is 7.1 mgd (11 cfs).

    It is anticipated that recycled water delivery will go to 6 mgd by the end of the month pending confirmation of the signal connections with the LACDPW.

    Once the plant and startup testing are approved by the RWQCB, there are no further permit limits to the volume or percent recycled water blend going to the DGBP. LASAN is expected to have successfully completed all of their start-up testing and be allowed to deliver the DGBP’s historic maximum demand up to 12 mgd (plant capacity) before the end of the year. However, current barrier demand is between 7.0 and 7.5 mgd which is anticipated to be meet in November (100% recycled water).

    Robert W. Goldsworthy Desalter Update The Desalter was offline in September 2017 to facilitate various expansion-related construction activities. Permit Amendments from the State Water Resources Control Board, Division of Drinking Water (DDW) for the use of two production wells are anticipated to be issued in November 2017. Currently, the construction project is expected to be completed in mid-November 2017. Plant commissioning is currently underway. Leo J. Vander Lans Facility (LVL) Update LVL Operations. LVL continues to remain offline due to reduced source availability from the Long Beach Water Reclamation Plant (LBWRP). The anticipated resumption of full operations at the LBWRP is November 20th. All LVL membrane systems, including microfiltration (MF) and reverse osmosis (RO) were cleaned, preserved and the plant completely secured on September 18th. Since the last report, Long Beach Water Department operations staff continues to conduct work on items which cannot be addressed during regular plant operations. Inspection of the PWPS, DAF and BWT sumps have all been completed, with the process waste sump pending. Rebuilding of all antiscalant chemical pumps and ancillary piping have also been completed along with rebuilding of post-treatment chemical injectors. Work is now progressing on the upgrade of the SCADA system to standardize with the District’s other operational facilities, including the Goldsworthy Desalter, GRIP, etc. This includes identifying appropriate locations for hardware/servers, providing electrical/communications, etc. During the month of September, Barrier injection was 471.8 AF – all imported water from the LB07A connection.

    Staff monitors groundwater conditions in its service area throughout the year. A summary of the latest information is presented below.

    Precipitation The WRD precipitation index reports that for the 2016-17 Water Year, there had been 18.52 inches of rainfall. The annual normal rainfall is 15.74 inches, so the District was 118% of normal. The wet 2016-17 Water Year continues to help the State considerably, and now 0% of the State is under severe drought conditions as reported by the U.S. Drought Monitor (as of October 5, 2017).

    Central Basin Key Well Long Beach #6 and West Coast Basin Key Wells Lawndale #1 & Carson #1 are in a confined aquifer and do not respond readily to rainfall but instead to changes in pumping patterns and barrier recharge.

    Central Basin Key Well 1601T is between the two spreading grounds and rises rapidly with rainfall and replenishment but falls sharply during dry spells and lack of replenishment.

    Montebello Forebay Spreading Grounds (October 1, 2016 – August 31, 2017) The following Chart shows the preliminary spreading grounds replenishment water to date:

    The District purchased 32,693 acre-feet of imported water for replenishment in October, November, December, and February combined as part of the 38,000 acre-feet order for the 2016-17 Water Year. The remainder of the order was not able to be delivered due to the County’s concerns over potential Quagga Mussel infestations. Recently the County has agreed to allow imported water deliveries again as long as Quagga Mussel control plans are developed, which the District will work on. Based on this, imported water deliveries may resume after the County completes its annual maintenance activities and upon authorization by WRD. Preliminary numbers for the first 11 months of the 2016-17 Water Year show that 53,966 acre-feet of recycled water has been recharged, which is above the year to date target amount of 50,950 acre-feet. The 120-month running average of recycled water contribution in the Montebello Forebay is 36.6% and the regulatory maximum is 45%, with additional studies being required once 40% is reached.

    Local water (stormwater plus dry weather urban runoff) is captured by the Los Angeles County Department of Public Works (DPW) at the spreading grounds for recharge. Local water amounts are determined as the sum of the total waters conserved at the spreading grounds less the imported and recycled water deliveries. San Gabriel Mountain reservoir releases occurred in July and the first part of August, with some of this water reaching the Montebello Forebay for recharge helping to increase the local water conserved numbers. Through the end of August, the DPW reported 69,626 acre-feet of local water was captured and spread. Seawater Barrier Well Injection and Replenishment (October 1, 2016 – August 31, 2017) The following Chart shows the barrier water injection to date:

    Preliminary numbers for the first 11 months of the 2016-17 Water Year show that the West Coast Barrier used 3,954 acre-feet of imported water and 12,029 acre-feet of recycled water, or 75% recycled water. The Dominguez Gap Barrier has put in less water than planned, due to some barrier outages and scheduled shutdowns due to TIWRP expansion activities using 3,297 acre-feet of imported water and 785 acre-feet of recycled water, or 19% recycled water. The Alamitos Barrier on the WRD side used an estimated 2,963 acre-feet of imported water and 1,428 acre-feet of recycled water, or 33% recycled water.

    Pumping (Water Year and Fiscal Year to Date) Preliminary numbers for groundwater production in the District for the first 11 months of the 2016-17 Water Year (October 1, 2016 – August 31, 2017*) indicate that 193,861 acre-feet were pumped compared to 196,438 acre-feet the year previous, or a decrease of 2,577 acre-feet (-1.3%). In the Central Basin, pumping was 457 acre-feet lower than the previous water year (-0.3%) and the West Coast Basin pumping was down 2,120 acre-feet from the previous water year (-7.4%). The Chart below shows the 2016-17 Water Year to date pumping versus the 2015-16 Water Year to date. Preliminary numbers for groundwater production in the District for the 2017-18 Fiscal Year (July 1, 2017 – June 30, 2018) pumping in the Central Basin, was up 793 acre-feet from the previous water year (2.3%) and the West Coast Basin pumping was 967 acre-feet higher than the previous water year (19.5%). The total pumping is 40,985 acre-feet compared to 39,225 acre-feet during the same time the previous year for an increase of 1,760 acre-feet, or 4.5%. The current pumping data does not include six Central Basin pumpers and three West Coast Basin Pumpers totaling an estimated 148 additional acre-feet.
