AGENDA CITY OF WOLLONGONG TRAFFIC COMMITTEE TO BE HELD AT 9.15AM ON WEDNESDAY 14 FEBRUARY 2018 IN COUNCIL ADMINISTRATION BUILDING, LEVEL 10 ROOMS 2 + 3 The City of Wollongong Traffic Committee is not a Committee of Wollongong City Council however a Technical Committee of the Roads & Maritime Services (RMS). The Committee operates under the authority conferred to Council by the RMS under the Transport Administration Act 1988. Council has resolved to manage the Traffic Committee under a Charter which sets out the membership, timelines for the preparation of the Agenda and the distribution of Minutes, in accordance with the RMS document ‘A guide to the delegation to councils for the regulation of traffic’ (including the operation of Traffic Committees.) Council has been delegated certain powers, from the RMS, with regard to traffic matters upon its local roads. A condition of this delegation is that Council must take into account the Traffic Committee recommendations. There are four permanent members of the Traffic Committee, each of whom has a single vote only. The members are representatives of the NSW Police Force, the Roads & Maritime Services, the Local State Member of Parliament (for the location of the issue to be voted upon), and a representative of Wollongong City Council. If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution on any Traffic Committee recommendation, that member may lodge an appeal with the Regional Traffic Committee for determination. The appeal must be lodged in writing within 14 days of Council’s resolution. Any action relative to any issue under appeal must cease until the matter is determined. The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties. GENERAL BUSINESS

1 SCARBOROUGH WARD 1 Railway Terrace – Extension of No Stopping

Background Railway Terrace is a No Through road which commences at Lawrence Hargrave Drive on the northern side and is closed off on the southern side. A resident living on Railway Terrace has contacted Council regarding drivers who park their vehicles on Railway Terrace to visit Scarborough Pub. The parked vehicles then inhibit access to driveways due to the narrow carriageway.

Consultation Consultation with all residents along Railway Terrace prior to extending the No Stopping was required for this Agenda item.

Proposal To extend the existing No Stopping on the western side of up to 30 Railway Terrace

2 UNANDERRA WARD 3 Maynes Parade & Hargreaves Street – Install chevron markings & reflective pavement markers

Background The crossing supervisor from RMS has requested that additional signs and line markings be installed to encourage slower speeds when approaching drivers turn into Hargraves Street from Maynes Parade. Arrangements have been made to upgrade the children’s crossing to meet current standards and to replace the yellow warning signs with the higher visibility fluorescent yellow. The RMS Safety Round Schools Officer has suggested a painted chevron in the kerbside lane of Maynes Parade should be effective in slowing drivers as they make the left turn into Hargreaves Street.

Consultation No consultation was required for this Agenda item.

Proposal Install Chevron markings to define the kerb extension and reflective pavement markers to guide drivers around the corner from Maynes Parade into Hargreaves Street.

REGULATION OF TRAFFIC

3 CORRIMAL WARD 2 Anzac Dawn Service Parade

Background The Corrimal RSL Sub branch have submitted Traffic Management Plans for the ANZAC Day dawn Service on 25 April 2018 which involves the closures of the Princes Highway between Collins and Railway Streets, and Railway Street between the Princes Highway and Gilbert Street.

Consultation Consultation is a condition of approval for this Agenda item.

Proposal Road closures of Princes Highway between Collins & Railway Streets and Railway Street between Princes Highway and Gilbert Street be approved subject to the submitted Traffic Management Plans (Attachment 2) from 5am to 8am on the day and Councils Standard Conditions of Approval for Road Closures (Attachment 1)

4 WOLLONGONG WARD 2 Kembla Joggers – Temporary Road Closures for Fitness Five Run & Kerryn McCann 10 Fun Run 25 March 2018

Background Kembla Joggers seeks permission for temporary road closures on 25 March 2018 for Crown Street, Marine Drive, Endeavour Drive and Cliff Road to hold the concurrent events on Sunday 25 March 2018. The road closures will take effect from 6.00am to 12 Noon on the day.

Consultation Consultation is a condition of approval for this Agenda item.

Proposal Road closures for the Kerryn McCann Fun Run and the Fitness Five Run be approved subject to the submitted Traffic Management Plans (Attachment 3) and Council’s Standard Conditions of Approval for Road Closures (Attachment 1).

5 DAPTO/ KEMBLA GRANGE/KEMBLA HEIGHTS WARD 3 Kembla Joggers Winter Series – Harry Graham Drive, Sheaffes Road, Paynes Road, West Dapto Road and Darkes Road

Background Kembla Joggers seeks permission for temporary road closures on the dates listed below: 17 March – 8km – West Dapto 12 May – 5km – West Dapto 2 June – 16km – West Dapto 14 July – 9 miles – Kembla Heights The Winter series involve 3 events from Darkes Road to Paynes Road and one event at Kembla Heights. The road closures apply to Harry Graham Drive, Darkes, Sheaffes and Paynes Road for the respective events but traffic on West Dapto Road is to be held and released as the races proceed across West Dapto Road. The closures and regulation of traffic will take place between 12 Noon until 4pm on each of the days.

Consultation Community consultation is a condition of approval for this Agenda item.

Proposal The road closures and regulation of traffic for the Kembla Joggers Winter race series 2018 be approved subject to the submitted Transport Management Plans (Attachment 4) and Council’s Standard Conditions for Road Closures (Attachment 1).

DESIGN MATTERS

6 WOONONA WARD 1 Park Road – Signs and Linemarking

Background Council has prepared plans for the relocation of pedestrian blisters on Park Road which include new signs and linemarking in order to improve traffic safety in this area.

7 WOLLONGONG WARD 1 Edward and Keira Streets – Proposed Roundabout

Background Council has prepared plans for a roundabout with a mountable centre island at the intersection of Edward and Keira Street Wollongong in order to improve traffic safety in this area.

8 PORT KEMBLA WARD 3 Cowper Street and Illawarra Street – New Traffic Signals

Background The intersection of Cowper and Illawarra Streets, Port Kembla has a significant crash history due to the geometry of the intersection and the steep gradient on Illawarra Street. As a result right turns from Cowper Street are currently not permitted and separate right turn bays from Illawarra Street into Cowper Street have been provided by way of traffic islands. Council has prepared plans for new traffic signals to improve traffic safety at the intersection and to reinstate the turning movements from Cowper Street into Illawarra Street.

Consultation Consultation is part of the design process.

9 LAKE HEIGHTS WARD 3 Flagstaff Road & Lake Avenue Intersection

Background Council has prepared plans to upgrade the existing traffic signals at the intersection of Flagstaff Road and Lake Avenue, Lake Heights.

10 BERKLEY WARD 3 Semaphore Road – Speed cushion

Background Semaphore Road between Berkeley Road and Cribb Street is a windy road with adverse cross fall in some sections. Residents living on this street have reported.that vehicles have ended up in their front yard due to loss of control on numerous occasions. This problem has been treated in the past by upgrading the line marking and signs, however, residents report continued incidents to Council.

Consultation Consultation with all residents in between Berkeley Road and Cribb Street will be undertaken prior to any work taking place.

Proposal

Council’s design section are to prepare a plan of the speed cushion layout and location

Consultation with affected residents is to take place with a detailed plan provided

Improvements of the existing line marking and signs where required.
