Note to Members of the Audience

Addressing the Board To address the Board of Education, please do the following:

1. Complete a "yellow" form, available on the hallway table outside the Board Room, and present it to the either the Assistant Superintendent or the secretary before the meeting begins.

2. When called by the Board President, approach the lectern, state your name and address if you wish, and direct your remarks to the Board.

You do not have to provide your name, address, school, or organization in order to address the Board. I f you choose not to provide this information, the Assistant Superintendent or secretary will assign you a number that will be called when it is your turn to speak. You will be allowed three minutes to address the Board. A maximum of twenty 20 minutes may be allowed for public presentations on any one subject. Distributing Materials If you have materials for Board members, please give those materials to the secretary who will present the materials to Board members. Resolving Complaints For efficient handling of complaints, please obtain a complaint form from the secretary, fill it out, and either return it to the secretary or mail it to the Superintendent’s Office, Pomona Unified School District, 800 South Garey Avenue, Pomona, CA 91766. Maintaining Orderly Meetings Government Code Section 54957.9 authorizes the Board to maintain order at its meetings. No boisterous, disorderly, or disruptive conduct will be permitted. The Board may order that individuals be removed or that the entire room be c leared if necessary to maintain order. Individuals not participating in the disturbance may be allowed to remain or return at the discretion of the Board. Members of the media not participating in the disturbance will be permitted to remain. Announcing School Board Meetings Board Agendas are available for review at least 72 hours before each meeting (Gov. Code § 54954.2(a)) at the following locations:

PROCLAMATION BY THE BOARD OF EDUCATION OF THE POMONA UNIFIED SCHOOL DISTRICT IN RECOGNITION OF FRED T. KOREMATSU

WHEREAS, the battle for civil liberties has been championed by ordinary Americans who

have had the courage to stand up and fight for their basic Constitutional rights; and WHEREAS, Fred, T. Korematsu was one of these individuals, who refused to comply with

Civilian Exclusion Order 34, based on the federal Executive Order 9066, which imposed strict curfew regulations and required 120,000 Japanese Americans to leave their homes to be incarcerated in American concentration camps during World War II; and

WHEREAS, Mr. Korematsu was arrested and convicted, but fought back because he

believed the conviction went against the basic freedoms guaranteed to him by the U.S. Constitution, and

WHEREAS, Mr. Korematsu’s conviction was ultimately overturned in 1984; a decision that

influenced the U.S. government’s passage of the Civil Liberties Act of 1988, which recognized that a grave injustice was done by forced relocation and incarceration of civilian Americans because of wartime prejudice; and

WHEREAS, current California law designates a n umber of days as having special

significance, when public schools are encouraged to observe and conduct suitable commemorative exercises as specified; and

WHEREAS, the California Assembly and S tate Senate passed AB 1775, the Fred T.

Korematsu Day of Civil Liberties and t he Constitution, without opposition and Governor Arnold Schwarzenegger signed this bill into law on September 23, 2010;

THEREFORE, BE IT RESOLVED, that the Board of Education of the Pomona Unified

School District encourages all schools and teachers to observe the Fred T. Korematsu Day of Civil Liberties and the Constitution on January 30 of every year, or the days surrounding it, and c onduct exercises commemorating the life of Fred T. Korematsu and recognizing the importance of preserving civil liberties, even in times of real or perceived crisis.

PROCLAMATION BY THE BOARD OF EDUCATION

OF THE POMONA UNIFIED SCHOOL DISTRICT IN RECOGNITION OF AFRICAN AMERICAN HISTORY

MONTH FEBRUARY 2020

WHEREAS, Americans of African descent helped develop our nation in countless ways, those recognized, unrecognized, and unrecorded; and

WHEREAS, African American history reflects a determined spirit of perseverance and

cultural pride in its struggle to share equally in the opportunities of a nation founded upon the principles of freedom and liberty for all people; and

WHEREAS, African American citizens have participated in every American effort to

secure, protect, and maintain the essence and substance of American democracy, as reflected by California Education Code Section 37221(d), which establishes March 5 as Black American Day to commemorate the anniversary of the death of Crispus Attucks, the first African American martyr of the Boston Massacre; and

WHEREAS, the California State Board of Education recognized in its Multicultural

Education Policy that each student needs an opportunity to understand the common humanity underlying all people; and

WHEREAS, the History-Social Science Framework for California Public Schools,

Kindergarten through Grade Twelve, states that the history curriculum of community, state, region, nation, and world must reflect the experiences of men and women of different racial, religious, and ethnic groups that is integrated at every level,

NOW, THEREFORE, BE IT RESOLVED, that the Board of Education of the Pomona

Unified School District supports the designation of February as African American History Month and joins the countless organizations and individuals, both local and national, in recognizing African American History Month.

Program Updates Pomona Unified School District (PUSD) continues to work with LACOE to revise the Quality Improvement Plan (QIP). On October 7-8, 2019, Los Angeles County Office of Education (LACOE) and PUSD Child Development (CD) met to address Family and Community Engagement to include what activities are defined as Family and Community activities, data entry and timelines. On October 11, 2019, our Facilities/Licensing Planner met with LACOE’s Facilities Planning Specialist to review the corrections and update status revised Child Development Department Policy and Procedures to be submitted for Human Resources and Family and Community Engagement by October 31, 2019. A comprehensive review took in the month of October to observe our ongoing monitoring, reporting, and data analysis systems. We will receive the results of the review before the end of November.

Ongoing Monitoring Results: Tier One (PUSD)

ERSEA - As part of our Tier 1 Monitoring, we are reviewing a minimum of 20 files per month to keep our agency in compliance, which covers all contracts in review (HS, EHS, & EHS-CCP). Also, as we continue to meet full enrollment for the school year 2019-2020, we are gathering our information by using Report #2025 and continue to meet with staff to place children under accepted, waitlisted and/or enrolled status. We also have run Report #2115 and out of 1028 slots for Head Start, we have a total of 1,017 enrolled children, 3 children under accepted status, 94 waitlisted children, and 64 dropped children as of 10/31/2019. For EHS, out of 288 total slots a total of 274 children enrolled, 7 under accepted status, 34 dropped children and 19 waitlisted children as of 10/31/2019. For EHS-CCP, out of 72 total slots we have a total of 64 children enrolled, 2 under accepted status, 16 dropped child, and 20 waitlisted children as of 10/31/2019. Continued monitoring of staff and enrollment has continued as we have begun the 2019-2020 school year. Also, FSS staff is continuing to pre-screen families for all contracts until full enrollment is met for the 2019-2020 school year. Weekly enrollment status is being reviewed by administration and submitted to LACOE ERSEA monitor. Tier one classroom monitoring has begun in the month of August 2019 and will be conducted throughout the school year. AVERAGE DAILY ATTENDANCE ANALYSIS (ADA) (Center-based attendance below 85%) – October 2019 ADA was 82% for the Early Head Start-Child Care Partnerships program (EHS-CCP), 86% for the Early Head Start Center-Based program (EHS CB), 89% for Head Start (HS). The analysis report for programs that fell below 85% has been submitted to LACOE by the first week of each month. Vacancies and enrollments are being tracked and monitored on a weekly basis. These are being followed up with the individual Family Services Specialist to be filled from the waitlisted children. Also, weekly enrollment status is being reviewed by administration and submitted to LACOE ERSEA monitor. Family Community Services – Family Services Specialist and supervisors are running FCE reports 9731 on a monthly and quarterly basis. As we have begun the new school year, Family Service Specialists are establishing new goals, partnerships, and assessments with their families. Their follow up is based on their timeframes on an individual basis. Supervisors are working with individual staff on a weekly basis to ensure family services, family needs assessments, goals, referrals and follow-ups are entered into Child Plus timely and accurately. Attendance MDT meetings are being held on a monthly basis by FSS’s and supervisors to discuss children with chronic absenteeism, challenges and possible solutions that will help in planning for the beginning of the 2019-2020 school year. Disabilities – Child Plus reports are run monthly for the Disabilities service area. Input is completed for updated IEPs and past due IEPs are requested from case managers. Referrals for Disabilities Services and Special Education evaluation are tracked and updated monthly. 6 Head Start classrooms were visited during October for Tier One monitoring. 18 children’s files (3 for each classroom) were reviewed as part of the monitoring as well. Most classes were meeting the mandates for including children with disabilities. All ASQs were completed within the 45-day timeline. This information was shared with the Education supervisors for follow up with teachers. Mental Health – Mental Health Tier 1 monitoring of all EHS/HS classrooms continued with 19 classrooms/sessions observed for monitoring in October and all sites visited by mental health staff as required by LACOE. Monitoring results are provided to teachers and Education Coordinators with any recommendations made to teachers documented on the monitoring form. Tier One mental health monitoring includes classroom observation of classroom management, staff/student interactions, social emotional lessons and activities, required mental health information and hotlines posted and general safety and program practices. Child Plus reports are run monthly throughout the year to track all mental health referrals, related activities, and results of developmental screenings.

Fiscal – Reviewed Cost Reports for HS, Dosage, Dosage Exp., Dosage Start-Up, T&TA, EHS, and EHS including General Ledger, Workbook and Trial Balance. Review this month also included RAA/BAR narrative for Organizational Chart revisions and other budget realignments needed. Through Tier I monitoring also reviewed Sub Cost charged for CCC vendor. Health – Site visits by the LVN for Tier 1 monitoring is ongoing throughout the year on a quarterly basis until all classrooms have been visited. No new findings by LACOE at review in October. Families continue to be invited to our clinic to meet requirements for Vision/Hearing, dental exams, TB risk assessments, and growth assessments. Teams of Health Techs are going out to HS sites to obtain missing vision/hearing and growth assessments not obtained during mass clinic/parent orientation over the summer and during the first round of assessments in the classroom. Monitoring is also done by the Health Coordinators (RNs) via the monthly reports to ensure that deadlines are being met in a timely manner. 90-Day reviews have been completed for EHS and HS and will continue with new enrollees. As part of Tier 1 monitoring, documentation needing corrections found during HS 90-day reviews by RNs were returned to Health Technicians/FSSs to be completed and returned for 2nd review. Nutrition – Tier 1 Monitoring at sites is ongoing with Nutrition Supervisor and Nutrition Technicians. Second round of monitoring will begin in December. LACOE’s review in October found sufficient proof of proper monitoring completed by nutrition in the classrooms. Registered Dietitian continues to address nutrition concerns in the classrooms and is following up on any referrals generated. Parent training last held in October and next parent training to be coming up on December 3, 2019, flyers sent out.

Ongoing Monitoring Results: Tier Two (LACOE) Disabilities – No updates at this time. ERSEA-Family Community Services – No updates at this time. Fiscal – Comprehensive Review was conducted in the month of Oct 2019 for PUSD, monitoring activities included a comprehensive review of the following fiscal Subsystems: Fiscal Management (Internal Controls) and Procurement. PUSD must submit drafted financial reporting to Board and PC template which includes incurred credit card transactions. As part of the next steps, PUSD must also submit drafted and revised policies and procedures for Accounting, Procurement, Cost Allocation, PARs, and Non-Federal Match to include required federal regulations and respective responsibilities and duties of PUSD staff.

School Readiness Update: No updates at this time.

Communication from HHS / OHS / LACOE: A Focus Area 1 Review will take place this program year in the areas of Governance and Fiscal. On October 18th we traveled to LACOE and participated in breakout sessions to discuss the protocol questions and draft responses in preparation for the review.

Program Updates Pomona Unified continues to work with LACOE to revise the Quality Improvement Plan (QIP). Meetings have been set for 12/16/19 and 12/19/19 to discuss the next steps and finalize the QIP.

Ongoing Monitoring Results: Tier One (PUSD) ERSEA – As part of our Tier 1 monitoring, we are reviewing a minimum of 20 files per month to keep our agency in compliance, which covers all contracts in review (HS, EHS, & EHS-CCP). Also, as we continue to meet full enrollment for the school year 2019-2020, we are gathering our information by using Report #2025 and continue to meet with staff to place children under accepted, waitlisted and/or enrolled status. We also have ran Report #2115 and out of

1028 slots for Head Start, we have a total of 1,019 enrolled children, 4 children under accepted status, 103 waitlisted children, and 80 dropped children as of 11/30/2019. For EHS, out of 288 total slots a total of 276 children enrolled, 6 under accepted status, 48 dropped children, and 17 waitlisted children as of 11/30/2019. For EHS-CCP, out of 72 total slots we have a total of 60 children enrolled, 4 under accepted status, 23 dropped child, and 19 waitlisted children as of 1/30/2019. Continued monitoring of staff and enrollment has continued as we have begun the 2019-2020 school year. Also, FSS staff is continuing to pre-screen families for all contracts until full enrollment is met for the 2019-2020 school year. Weekly enrollment status is being reviewed by administration and submitted to LACOE ERSEA monitor. Tier one classroom monitoring has begun in the month of August 2019 and will be conducted throughout the school year. AVERAGE DAILY ATTENDANCE ANALYSIS (ADA) (Center-based attendance below 85%) for November 2019 it was 81% for the Early Head Start-Child Care Partnerships program (EHS-CCP), 87% for the Early Head Start Center-Based program (EHS CB), 89% for Head Start (HS). The analysis report for programs that fell below 85% has been submitted to LACOE by the first week of each month. Vacancies and enrollments are being tracked and monitored on a weekly basis. These are being followed up with the individual Family Services Specialist to be filled from the waitlisted children. Also, weekly enrollment status is being reviewed by administration and submitted to LACOE ERSEA monitor. Family Community Services – Family Services Specialist and supervisors are running FCE reports 9731 on a monthly and quarterly basis. As we have begun the new school year, Family Service Specialists are establishing new goals, partnerships, and assessments with their families. Their follow up is based on their timeframes on an individual basis. Supervisors are working with individual staff on a weekly basis to ensure family services, family needs assessments, goals, referrals and follow-ups are entered into Child Plus timely and accurately. In reviewing report #9731, total Services Received for the month of November are 53 families out of 72 slots for EHS-CCP; 182 families out of 288 slots for EHS; and 943 families out of 1028 slots for Head Start. Attendance MDT meetings are being held on a monthly basis by FSS’s and supervisors to discuss children with chronic absenteeism, challenges and possible solutions that will help in planning for the beginning of the 2019-2020 school year. Disabilities – No updates at this time Mental Health – Sixteen additional classrooms were monitored for the first round of Tier 1 Mental Health monitoring for all Early Head Start and Head Start classrooms and all sites visited by mental health staff as required by LACOE directives. Results were provided to teachers and Education Coordinators with any recommendations made to teachers documented on the monitoring form. Child Plus reports continue to be run monthly to track all mental health referrals, related activities, and results of developmental screenings. Fiscal – Reviewed Cost Reports for HS, Dosage, Dosage Expansion, Dosage Start-Up, T&TA, EHS, and EHS including General Ledger, Workbook and Trial Balance. Review this month also included RAA/BAR narrative for budget realignments needed. Also, reviewed data needed for SF428S and provided accounting info needed for inventory. Health – Overall, most of our numbers went down this month as many events had expired and need to be updated. Health Techs will be working with families to obtain newly updated physicals and dental exams. Site visits by the LVN for Tier 1 monitoring is ongoing throughout the year on a quarterly basis until all classrooms have been visited. Continuing to work with LACOE to correct findings from October report. Families continue to be invited to our clinic to meet requirements for Vision/Hearing, dental exams, TB risk assessments, and growth assessments. Monitoring is also done by the Health Coordinators (RNs) via the monthly reports to ensure that deadlines are being met in a timely manner. Nutrition – Tier 1 Monitoring Round 1 at sites has been completed with Nutrition Supervisor and Nutrition Technicians. We have started our Round 2. LACOE Nutrition Monitor was out at our sites in November and was

pleased with how meal interaction and conversation takes place with teachers and children. A couple of findings were noted and already corrected providing new tooth brushing supplies and cleaning window in one of the classrooms. Registered Dietitian continues to address nutrition concerns in the classrooms and is following up on any referrals generated.

Ongoing Monitoring Results: Tier Two (LACOE) Disabilities - No updates at this time. ERSEA / Family Community Services – No updates at this time. Fiscal – On Site Monitoring visit on 11/18/19 conducted by Ms. Demetra Moore and Ms. Bridget Branford Fiscal Liaisons review of the following fiscal Subsystems: Fiscal Management, Facilities and Property, and Compensation. For Fiscal Management: review of pending BARs and status on Fiscal Policies and Procedures. Compensation: Quarter 1 PARs were reviewed for a sample of employees in each unit. For Facilities and Property: Inventory inspection and Training on Inventory Management. PUSD must submit financial reporting to Board and PC which includes incurred credit card transactions. As part of the next steps, PUSD must also submit drafted and revised policies and procedures for Personnel Activity Reports (PARs) and multi-funded PAR revised template with the option to indicate accrued leave. All multi-funded staff will need to be trained on new PARs template.

School Readiness Update: No updates at this time.

Communication from HHS / OHS / LACOE: On October 28-31, 2019 LACOE conducted a comprehensive review of our agency’s monitoring system and progress toward completion of the Quality Improvement Plan. The review focused on:

● Assurance of policies and procedures established in alignment with current requirements ● Tier I monitoring evidence to test for the effectiveness of policies and procedures ● Implementation of procedures through observation, record review, and staff and parent interviews.

The review also included a sample of 49 Head Start and 27 EHS/EHS-CCP children/families, 21 Child Development employee files, and center-based service delivery and facility health at 13 PUSD sites. Areas of improvement were identified and are being addressed on the Quality Improvement Plan (QIP) for health, nutrition, and family service systems, as well as communications, ERSEA, human resources, ongoing monitoring, planning, recordkeeping, reporting, and safe environments management systems.

When a c lassified employee has been requested by the principal or supervisor to temporarily replace or substitute for another employee in a higher class for a period to extend longer than five (5) consecutive working days, compensation will be determined as follows:

1. If the position in which the person is substituting is more than one range higher than his/her own, the employee will be placed on Step A of the class in which he/she is substituting or on that step which provides not less than 4% increase.

2. Should the employee work beyond the required five (5) days, compensation for

work at the higher class will be retroactive to the first day of service in the higher position.

3. To be eligible for temporary placement in a hi gher class and t o receive the

increase in pay, the employee must have passed any required district-administered tests for the higher class.

4. Employees who substitute or accept short-term assignments during the months they are not regularly scheduled to work are not entitled to additional fringe benefits.

5. Classified employees will receive additional compensation for additional work when it is necessary for the classified employee to be assigned additional duties by a member of the Superintendent’s cabinet, due to an extended absence of the employee’s immediate administrator/supervisor.

a. To be eligible for compensation for additional work, the immediate

BOARD MEMBER COMPENSATION

WHEREAS, Education Code Section 35120 provides that a member may be paid for any meeting when absent if the Board, by resolution duly adopted and included in its minutes, finds that at the time of the meeting he or she was absent due to illness, jury duty, or hardship deemed acceptable by the Board; and

WHEREAS, Adrienne Konigar-Macklin is a Board Member of the Pomona Unified

School District and was absent from a Board meeting on Wednesday, December 11, 2019 due to a hardship deemed acceptable by the Board.

NOW, THEREFORE, BE IT RESOLVED, that under Education Code 35120(c) and

Board Bylaw 9250, Mrs. Konigar-Macklin shall receive her regular compensation for absence from a Board meeting due to a hardship, which prevented her from otherwise performing her duties on December 11, 2019.
