August 7, 2019 PRESIDING: Chair Tim Dale. COMMISSIONERS PRESENT: Brian Hodson, Greg Parker, Sarah Spoon (arrived at 6 pm), Shawn Varwig, and Traci Hensley STAFF PRESENT: Rick Robinson, Urban Renewal Director; Joseph Lindsay, City Attorney; Amanda Zeiber, Assistant City Administrator; Jamie Stickel, Economic Development Director OTHERS PRESENT: Brian Mares, Blythe Sacho, Trygve Berge, Shannon Berge CALL TO ORDER: Chair Dale called the Work Session to order at 5:35 pm in the Council Chambers. GRANT STREET ARCH PRESENTATION: Blythe Sacho and Brian Mares from Scott Edwards Architecture gave a presentation on the Grant Street Arch project. They began the process by reviewing the Highway 99 Gateway Master Plan. The program for the Arch included: an iconic threshold into downtown Canby, tie into existing Canby signage, armature for event signage, holiday display lighting, activate with integrated seating, and historical plaques with curated history of Canby. They discussed the initial design ideas and sketches, the top two design options which were the railroad inspired arch and monument arch, and the sign wording options. The Commission discussed the elements that they liked and disliked. There was consensus to combine the two designs, using the pillars from the first design and the arch from the second design and only stating “Canby” on the sign in the middle of the arch. There was further discussion regarding lighting the arch and the base of the pillars as well as what would be included on the historic plaques and interactivity options. Rick Robinson, Urban Renewal Director, said the Arch had been incorporated into the quiet zone application and integrated the Sequoia trees on First Avenue. There was discussion regarding how to include City Committees in this process as well as the design of the quiet zone. The consultants would go back and change the design as directed and work with the quiet zone consultants to coordinate the design and get a visual of what the quiet zone and the arch would look like together as well as a lighting scheme and historic plaques design. City Committees would be invited to the meeting where those would be presented. Chair Dale adjourned the Work Session at 6:33 pm.

CITIZEN INPUT: None CONSENT AGENDA: **Commissioner Hodson moved to adopt the minutes of the June 19, 2019 URA Special Meeting. Motion was seconded by Commissioner Spoon and passed 6-0. RESOLUTIONS & ORDINANCES: URR 19-007 – Mr. Robinson explained that this was a request to approve the contract with the architecture firm that just presented the Grant Street Arch project during the prior work session. The design fee was $45,000. This work would lead to the development of construction documents for the project that would go out to bid next spring. **Commissioner Varwig moved to adopt URR 19-007, Authorizing the Agency Chair to Execute a Contract with Scott | Edwards Architecture LLC for Design, Bid and Contract Administration of the Grant Street Arch. Motion was seconded by Commissioner Hodson and passed 6-0. Action Review: 1. Approved the Consent Agenda. 2. Adopted URR 19-007 Chair Dale adjourned the Special Meeting at 6:50 pm. The City of Canby received an application for a Façade Improvement Construction Grant for the

commercial property owned by Chad D. Johnson located at 381 SW 1st Avenue for up to $25,000.

Chad Johnson intends to update their façade to improve the property located on HWY 99E.

The proposed façade improvement project includes the following:

New Windows

New Signage installation, hardware, and mounting materials

Main Street Design Committee members also commented:

“Façade improvement is gladly approved.”

“New windows and signage would be a big improvement.”

Recommendation:

Staff recommends that the Agency approve allocation of matching grant funds for this project.

Recommended motion: “I move to approve the matching grant of up to $25,000 for Chad D.

Johnson under the guidelines of the Canby Façade Improvement Program.”
