Clark County Combined Health District Board of Health Minutes

May 21, 2020 President Catherine Crompton called the May 21, 2020 Clark County Combined Health District Board of Health meeting to order at 6:02 p.m. Board members present: Catherine Crompton, Dala DeWitt, Marianne Potina, William Scarff, Valerie Moore and Dana King. Board members absent: Bernadette deGuzman Staff present: Charles Patterson, Health Commissioner; Larry Shaffer, Director of Environmental Health; Christina Conover, Director of Nursing; Lori Lambert, Early Childhood Director; Emily, Hawke, WIC Director; Shannon Hackathorne, Administrative Assistant to the Health Commissioner; Lindsey Hardacre, Fiscal Officer; Laura Thompson, Medical Director; Rick Holbrook, IT Technician and Kyle Trout, Communications Coordinator. Others Present: none Minutes: The minutes of the Board of Health meeting held on April 16, 2020 were approved as submitted. Activity Reports Nursing: Ms. Conover referred to the activity report in the Board packet. She said we have decreased the clinic and collaborative activities in attempt to align our activities with the highest needs. She said this is reflected in the decreased numbers over the month of April. She said as of May 18, 2020 we have engaged in creative ways to reengage in meetings and reestablish the clinics. She said much of the nursing division continues to work in the COVID-19 response. She said we have started to hire contact tracers with the help of Ms. Hackathorne and Ms. Sauter. She said we have on boarded approximately ten (10) so far and they will start training over the next two (2) weeks. She advised this will only be part of the number we will hire to continue to do contact tracing. She said since we have spent a lot of time in COVID-19 activities she wanted to highlight a couple of the different points that the nursing and health promotion division has been a part of for the response. She shared that as far as identification and care of vulnerable populations the staff has worked to procure and distribute frozen and shelf stable food to quarantined individuals as well as high risk individuals. She said there were 19 deliveries from April 6, 2020 when we created the process to track them. She said in addition we created a procedure for procuring medications ordered for persons under investigation and positive cases discharged from the emergency department to ensure that cases do not go into the pharmacy to pick up medication and that they are able to have their medication to help their recovery at home when that is applicable. She said we had eight (8) deliveries of medication during that same time starting April 6, 2020. She said we have been in discussion with members of the Latino Coalition, the City of Springfield and Clark County EMA regarding community outreach and have secured additional interpreters fluent in Spanish and Creole on contract to assist with case investigations. She said we reorganized the Spanish line to provide people with a more efficient way to get a hold of somebody here at the Health District if their primary language is Spanish. She said a number of our Health Planners and Mr. Trout have been supporting information management and public health information and warning with information sharing through weekly calls with elected officials and community leaders with Mr. Patterson as the spokesperson. She said we have provided consistency of information through the maintenance of internal and external talking points multiple times a week. She said the external talking points are shared with community partners that have been established through the Creating Healthy Communities partnerships and that has been a great resource and avenue to distribute information. She said we have also produce and distributed multiple health alert messages when new guidance has come down from the state and from CDC. She said there is a weekly Facebook live presentation, posts to Facebook multiple times a day for prevention, social distancing and wellness and many hours spent monitoring Facebook and responding to comments and questions, updating the website daily with case count status and response to media inquiries. She said there were at least seven (7) media inquiries in the second part of April and we placed 100 yard signs throughout the county that encourage the stay home and save lives message in various languages. She said there has been a lot of effort to secure temporary housing for quarantined and isolated individuals not able to safely quarantine in their homes. She said Ms. Lambert has been key to keeping this part moving and may have additional comments. She said we have a partnership for a large van to use for transportation of individuals with contracted drivers as well as internal staff driving for us. She said Ms. Sandy Miller has been responsible for

organizing and staffing transportation. She said we continue to partner with the Clark County EMA to receive the Strategic National Stockpile (SNS) of personal protective equipment. She said Ms. Fisher has been key in working with Clark County EMA to arrange and track those deliveries. She said we have worked on some points of dispensing with long-term care facilities. She said we continue to support contact tracing for confirmed cases and did complete some surveillance through mass testing with a long-term care facility that has an outbreak and continue to support the specimen collection getting to the lab to have their employees and residents tested when they become symptomatic to get the results back in a timely matter. She said we have also provided technical support to test sites such as Northparke, we stay in close communication with Rocking Horse and occasionally collect specimens here when there is an individual who cannot be tested through another venue. Dr. Crompton thanked the staff for the remarkable amount of work. Ms. Conover said she is proud to be a part of Clark County Combined Health District and the staff in every division for all of their hard work. Environmental Health: Mr. Shaffer said the environmental health staff continues to be heavily involved with the COVID-19 response. He said they have fit tested approximately 1,400 persons in Clark, Champaign, and Madison Counties and responded to over 950 complaints, comments, and requests for assistance with compliance. He said they are working hard to help our community move forward as normally as possible. He said we are also the safety resource for all Health District staff through evaluation of risk and promulgating procedures to mitigate it. Mr. Shaffer said they continue to be timely with their regular work as our clients and community are depending on us and he is very proud of the entire environmental team. Mr. Shaffer said some swimming pools and food services will not open this year due to COVID-19 and they are advising those that have already paid a license fee that they may request a refund. Mr. Shaffer said nine (9) of twenty (20) Motorcycle Ohio classes scheduled for this year were cancelled. He said classes will resume next week and class size is reduced from twelve (12) to eight (8) to allow for social distancing in the classroom. He said they are using the conference room in the High Street building as the small conference room here on Home Road is being used as the contact tracing call center. Mr. Shaffer said we have hired a college intern, Ms. Ashley Seibert, who started this week to monitor and abate mosquitos. He said due to the COVID-19 response, the Ohio Department of Health has a hiring freeze and will not be able to hire summer help to count, identify species, and test for West Nile Virus. He said Ms. Seibert will count the mosquitos and we will decide our control measures based solely on count. He said we will try to identify species as well. Early Childhood: Ms. Lambert said she is excited to have Ms. Marcia Johnson who started with us on May 4, 2020 in the Early Childhood Division as our new Community Health Worker. She said when we are able we will have Ms. Johnson and a couple of our other home visitors come to meet the Board. She said we are still doing our home visits virtually and that will continue through June when we will reassess as directed from the Ohio Department of Health. She said we completed 549 virtual visits in April. She said we dispensed 169 safety items through April and 17,000 diapers. She said we had a special contract with the Ohio Department of Health to be able to do that, which we were really excited about and our families were extremely grateful that we were able to provide that additional support. She shared that we received the notice of award for the Moms Quit program for FY21 that will start July 1, 2020. She said the grant is for $64,000, however, when you mix that with the five (5) other grants it adds up to a little over $1 million. She said the Governor gave a shout out today to Help Me Grow and his commitment to Help Me Grow. She said we also received $250 from Young Women's Mission which we are thankful for as it will be used to buy books for a month for our families. She said as Ms. Conover mentioned she has been working with some great Health Planners here to help support operations for food and support services to help with quarantined and isolated families. WIC: Ms. Hawke said we have our new computers and new certification system up and running. She said it has been a bit of a learning curve with positives and negatives compared to the old system, however, staff have been patient and adaptive to the change. She said as of this week 82% of the state’s WIC clinics have been successfully converted to the new system. She said we received notification from the USDA that waivers put in place due to COVID-19 will be extended through June 30, 2020. She said this means we will continue our current process of completing visits via phone with our drive thru service for food benefits. Vital Statistics: Ms. Hackathorne said there is nothing unusual to report.

Financial Report: Ms. Hardacre referred to Fund 8223 in the report, which is the COVID-19 fund. She said this fund is currently in the negative. She said this is a monthly grant and therefore the money is spent by the time it comes in from the Ohio Department of Health. She said in the coming months we will need to adjust personnel hours in that fund to balance the funds as we receive them. Legislative Update: Mr. Patterson said there have been several attempts by the legislature to truncate the long standing powers of the Director of Health. He said they first passed a piece of legislation that said after fourteen (14) days the Director’s Orders would be null and void unless passed by the legislature. He said the Governor said he would veto that bill if it made it to his desk. He said they did not have the number of votes to override that as several Republicans that voted against it and they were not able to get that veto override together. He said there have been a number of subsequent bills introduced, one co-sponsored by one of our representatives here in Clark County, Representative Bill Dean. He said Representative Dean represents a portion of eastern Clark County, a portion of Madison County and into Greene County and co-sponsored a bill that said the Governor’s Orders would have no effect until the legislators gave them authority. He said the bill as written was useless as the Governor doesn’t give those orders, the Director of Health gives those orders. He said we continue to watch pieces of legislation, however, with this being an election year, not much is likely to happen between now and November. He said we have recommended to our legislatures in the Senate and the House that we are not opposed to them taking this up, however, it might be better to wait until this situation is over since we only have a pandemic like this every 100 years. He said there have been a lot of people upset about the powers used to shut the state down and we understand that and understand that economics and health go hand in hand. He said that is not lost on the public health leaders in Ohio and that is why we are seeing a pretty liberal approach to reopening even though we have not met the fourteen (14) day standard decrease in cases. Vouchers: Ms. Hardacre presented the bills.

New Business: WIC Grant Submission: Ms. Hawke said we are asking for approval to submit the grant and do all things necessary for the FY2021 WIC grant. R 38-20 A resolution authorizing the Health Commissioner to do all things necessary including submitting

the grant and negotiating and executing all related contracts for the Women, Infants & Children (WIC) grant for federal fiscal year 2021.

Bike Patrol Contracts: Ms. Conover said this is something made possible by community funders to increase bike patrols by extra duty police officers during the summer. She said while we are not fully ready to put those contracts in place, wanted to go ahead and request permission so we are ready when it is reasonable and necessary to increase those bike patrols. Dr. Crompton asked what the role is for the bike patrol. Ms. Conover said they increase presence on the path to monitor for issues or concerns. Dr. Crompton asked how the Health District is involved in the funding. Ms. Conover said we receive the funds through different sources and pass them along. Mr. Patterson said that initially the Creating Healthy Communities grant had a deliverable to increase access to walking and biking trails to make them safer. He said we wrote that into the grant and in subsequent years we have had local funders who want to continue that and have provided funding since it is no longer a deliverable in the grant. Ms. Conover said we are the coordinator who receives the funds, develops the contract and contacts the individuals who complete the training. R 40-20 A resolution authorizing the Health Commissioner to negotiate and execute Bike control contracts

Vaccine Refrigerator Purchase: Ms. Conover said one of our roles during the COVID-19 response had been to receive test kits from the Ohio Department of Health and when there is an opportunity to push them out to facilities, such as long-term care so they have media and swabs to collect specimens and get them to a lab. She said many of these test kits require refrigeration before and of course all of them require refrigeration after collecting the specimen. She said over time we have come to a shortage in our refrigeration space and would like to purchase a Helmer refrigerator which will also be used for vaccine in the upcoming months and long term. She said we have two (2) Helmer refrigerators that are older and still doing a great job. R 41-20 A resolution authorizing the purchase of a vaccine refrigerator, not to exceed $10,000.00. Contact Tracer Job Description Approval: Ms. Conover said contact tracing is an essential part of the public health response for COVID-19. She said contact tracing is when you find an identified case, interview that case and counting back two (2) days according to when their symptoms started, collect information on various people they have been in close contact with and reach out to those contacts to find out if they have symptoms and make sure they understand that quarantine is necessary since they have been exposed. She said this takes a lot of interviews and manpower. She said we are grateful to have received funds from the Ohio Department of Health specifically for contact tracing. She said it will be a constant shuffle of hiring and training as some people will be only seasonable, but we are thankful for the opportunity to have others share in this work. She said people seem to be excited as well to share in the work. She referred to the job description in the Board packet and said it is modeled very closely to the Ohio Department of Health and surrounding counties. She said one difference is that we are still asking our employees to come into the building as we are not quite ready for remote work. Dr. Crompton asked how many we anticipate hiring. Ms. Conover said it is hard to determine as it will depend on availability. She said it will likely be around 8-10 full time employees. R 42-20 A resolution approving the Contact Tracer job description and authorizing the Health

Commissioner to do all things necessary to post and hire for the positions. Community Health Foundation COVID-19 Emergency Grant Submission: Ms. Conover said the Community Health Foundation has set aside monies for multiple agencies should they need it for the COVID-19 response. She said they notified us of a potential funding opportunity and we would like to submit that grant, which will be the funding for the refrigerator if approved. Mr. Patterson said we are asking for this grant because it is a local asset and the $10,000.00 can be used in our request for FEMA reimbursement. He said if approved we will get approximately 75% of what we submit. He said for the 25% they do not pay we can submit match money to cover that. He said our 25% would be covered with

this grant and will allow us to pull in the additional money. He said in theory we will get $20,000.00 out of this $10,000.00 grant. He said we will use this is a local match as part of our submission. He said we are trying to balance this as best we can without our General Fund being negatively affected at the end of our fiscal year. R 43-20 A resolution authorizing the Health Commissioner to do all things necessary including submitting the grant request and negotiating and executing all related contracts for a COVID-19 emergency grant from the Community Health Foundation. FCFC Shared Funding Agreement: Mr. Patterson said this is our annual contribution and we are asking to maintain level funding. R 44-20 A resolution authorizing the Health Commissioner to negotiate and execute the Family and

Children First Council (FCFC) Shared Funding contract for fiscal year 2021, funding at the 2020 level.

COVID-19 Quarantine/Isolation Housing: Mr. Patterson said as a follow up to discussion earlier in the month we have had the need for additional housing due to the housing units at the CJ Brown Reservoir no longer being available. He said we appreciate ODNR providing this to us, however, it was very expensive. He said with cleaning the ten (10) day stay will cost $3,200.00. He said the cleaning was approximately $2,100.00 to $2,200.00 from the contractor the state hired. He said this brought the idea of having the travel trailers at the Downs Armory for housing. He said upon the Board’s tacit approval we are asking for a renewal tonight. He said we have purchased two (2) trailers that are at the site with one occupied and other coming in on Memorial Day. He said in addition we believe we will need up to three (3) additional trailers. He said the resolution tonight is asking for authorization of up to $60,000.00 for five (5) trailers. He said we have been buying used trailers that are fairly new to eliminate the need for significant repairs. He said we plan on selling the trailers with hopes of recuperating at least 50-75% of our money. He said additionally we have had to enter into two (2) lease agreements with the cost being less than one (1) stay at CJ Brown Reservoir. He said we have committed to two (2) leases for three (3) months and we are asking for permission to enter into up to five (5) lease agreements as needed. He said even the hotels have cancelled contracts with PHDMC due to opening back up. Ms. DeWitt said our numbers are increasing so it seems the need will remain. Mr. Patterson said if we had something with a hotel that would be beneficial, however, many do not understand the disease and worry about having ill people in the hotels. Ms. Moore asked how we know the individual will be placed into quarantine on Memorial Day weekend. Mr. Patterson said this will be our third (3rd) individual released by the Ohio Department of Corrections so they have the release date and due to the exposure they know the individual will need to be quarantined. He said some have needed to be quarantined and some isolated because they were positive. He said we have had to house those

individuals as they had no other opportunity to move into temporary housing. He said the Hartley House is not able to put them into a group situation. Ms. Potina said this is what we are here for, the health of community and this is the best way to ensure that happens. Mr. Scarff asked how we feed those quarantined and is that our responsibility. Mr. Patterson said that is our responsibility and Mr. Lambert and her team of Health Planners take care of the food and housing needs. He said Second Harvest Food Bank is one of the entities helping supply food and supply appropriate food based on dietary restrictions and ethnicity. He said we are tailoring meals, have purchased a television with an antenna to help provide entertainment and are doing all we can to prevent the quarantined individuals from leaving. He said we are working with a discount grocery in New Carlisle, with Pizza Hut for gift cards for pizza delivery and sometimes we have to go out and purchase food. He said other organizations such as Interfaith Hospitality are helping us, however, they are spending an extraordinary amount of money housing people to keep them out of congregate situations. He said the Food Bank has increased spending as well due to the number of people unable to work and needing extra assistance. Dr. Crompton asked if the individuals are being reliable in following quarantine orders. Mr. Patterson some individuals have been excellent and obeyed every order and others we have had to have firm conversations with about having to spend the rest of their quarantine in the Clark County Jail if they leave again. He said the Sheriff & Prosecutor’s Office work closely with us and have been a great support. He said luckily we have not had to resort to that like some of our brethren in other counties. for quarantine/isolation not to exceed $60,000.00 and appropriating funds in the General Health Fund in that amount from carryover dollars. Sewage Variance Request – 4533 Upper Valley Pike: Mr. Shaffer said the homeowner at 4533 Upper Valley Pike desires to add a room on the back of the residence. He said the new addition would be located approximately 4 feet from the septic tank and the household sewage rules require a 10 foot isolation distance. He referred to the diagram of the proposed scenario in the Board packet as well as the public health ethics review. He said we do not believe the septic tank would have any detrimental effects on the home nor the home have any detrimental effects on the tank. He said accessibility to the tank for pumping would not be hindered. He said the home is in German Township and German Township trustees have been solicited to comment and have not responded. He said the cost to abate the existing tank and install a new one is approximately $5,000.00 to $6,000.00. R 50-20 A resolution approving a household sewage treatment system rules variance at 4533 Upper Valley Pike, Springfield, OH Ohio (Parcel # 0500200009000060) allowing a household sewage treatment system to be installed in a location that is less than 10 feet from a residential dwelling with the responsible party signing a Hold Harmless Agreement. Health Commissioner’s Comments: Mr. Patterson referred to the charts included in the Board packet. He said the first shows the number of confirmed cases per week. He said the week after the last Board meeting we went up four (4) cases, the following week we nearly doubled and another eighteen (18) the week after. He said there was another large increase May 7, 2020 and May 14, 2020. He said we focus on the blue numbers, which are the laboratory confirmed positive cases. He said the orange numbers are the probable cases, which are in most

instances a household member to a confirmed case who is symptomatic, but has not been tested. He said they are then considered a probable COVID-19 case. He said there a couple that are also annotated on our website that show they are antibody positive tests who were also symptomatic the last couple months, which are probable cases according to the CDC and State Health Department. He said the blue tells us those who now or in the last couple days tested positive for COVID-19. He said he estimates that we are seeing the first wave surge right now, getting ten (10) plus cases for the past several days. He said we work with the hospital frequently and they are seeing some additional cases. Ms. Potina said they are steady and continue to be high on the COVID-19 unit. Mr. Patterson said the next chart shows the zip codes with the dark red showing more positives in those zip codes. He said this will be available on our website for the public to view. Mr. Patterson said he would like to reiterate that staff are pulling double duty working six (6) to seven (7) days a week to get this done. He said hopefully in the coming weeks as we bring more contact tracers on they can help take some of the weekend shifts. He said we are learning something new every day and working with more partners in the community every day and together will be able to beat this, however, we still have a long road ahead. Additional Business: Mr. Patterson said he would like to take a few minutes to answer questions from the Board. He said we do get praises daily for the work we are doing as well as some yelling from those who feel we did not communicate fast enough. He said every time we do an exercise, communication comes back as something that needs improvement. He said the most recent survey monkey with staff to find out where we can do better, communication was something that came up again. He said we are spending countless hours with internal and external communications to keep as much communication out as possible. He said that as far as communication with the Board he will work to do a better job at keeping the Board updated.

Ms. DeWitt said she appreciates the updates sent out daily by Ms. Gracie Hemphill as they are very helpful when individuals come to her. She asked what the number one complaint is that we get and what the number one question is. Mr. Shaffer said the number one complaint is a split between no facial coverings and no social distancing. Ms. Moore asked if that is people not wanting to wear facial coverings. Mr. Shaffer advised that the complaint is that people are not wearing facial coverings. He said that he believes to a large extent the complaints are valid, but for the most part when we go talk to businesses we get compliance. He said the number one question is what needs to be done to comply and maintain social distancing. He said if you go out to dine, you will see a lot of creativity to maintain social distancing such as Plexiglas, tape on floors, people staggering and people waiting in cars until it is time to come in. He said the number one question for our communicable disease team is what to do if an employee tests positive. Ms. Conover said there is a little confusion on prolonged or close contact which is another question. She said in general that is at least fifteen (15) minutes within six (6) feet of someone who is positive. She said there is also some confusion about a negative test result meaning you do not have the disease for those that might be tested too early. She said a negative test may mean that the viral load is not high enough yet when tested too early or too late. She said that has also played into companies and long-term care facilities when discussing mass testing. She said that is just a point in time picture and there will need to be a lot of vigilance and retesting. She said testing in coordination with the other measures will be effective. Ms. Potina asked for clarification on the fifteen (15) minutes exposure timeframe. She asked if she passes a friend in the local grocery and keeps going and they test positive does she need to be as worried as if she sits with that positive person in an hour meeting. Ms. Conover said that is correct with some exceptions depending on how sick the positive person is or how symptomatic such as uncovered coughing. She said this is why universal masking is so key for the community. Mr. Scarff asked about the amount of testing. Ms. Conover said we do a few tests here and there, but it is really how many does the community do. She said the primary tests sites are Rocking Horse, Northparke and Dr. Davetha in New Carlisle, but a lot of the positive results are coming from facilities outside of Clark County. She said we do not get negatives reported to us so it is hard to know the number of tests being done. Ms. Moore asked if you still need an order to be tested. Ms. Conover said at Northparke there is an arrangement so the assessment is part of the encounter allowing people to be tested without an order. She said similarly but slightly different Rocking Horse Center is working to onboard new patients which allows them to provide the order if it is an unaffiliated patient. Ms. Moore said that seems to be a problem as many of the underserved population do not have primary care providers. Ms. Conover said the health departments in the state have been divided into regions with a regional lab asset in each section. She said for our region, Dayton Children’s lab has been selected. She said they are not online yet, however, that is scheduled for May 26, 2020. She said this is at no cost because it is a state asset. She said we are trying as a region to figure out the best way to take the most advantage of this asset. She said Dr. Thompson was kind enough to work with Ms. Free to put a standing order in place. She said this is a little out of the usual scope but after speaking with Dr. Dohn who is the Medical Director at PHMDC he too felt in a public health emergency it makes sense. She said this should allow us a little more flexibility when testing becomes available. Ms. Moore asked if an individual feels sick and does not have a primary care physician, can they contact the Health District to have access to that standing order to be tested. Ms. Conover said the one purpose we have experienced is for employees of a long-term care facility. She said the long-term care Medical Director is sometimes willing to write the testing order for residents but the employees unaffiliated without a physician would use this standing order. She said we are having a hard time understanding where the Health District fits into the testing picture outside of mass testing in long-term care facilities as there are other places in the community doing testing, but there still seems to be a need for testing. She said we want more testing, but are working to figure out where we belong and how that works. Ms. Moore said although our minority is not that large they are still very much at risk due to the number of healthcare providers servicing that area. She said there was something released in Columbus today discussing how racism effects the ability to access healthcare, which has a larger impact in a rural area such as Clark County. Mr. Scarff asked if you did an overlay of the flu season in 2019 to COVID-19 what would it look like. Mr. Patterson said if you look at the number of flu deaths we likely had more over the course of the year. He said flu season is over six (6) months starting in October and this just started in March. He said the question is what will this look like after six (6) months and we are not sure. He said we are seeing people get sick and people who have passed away for no other reason than COVID-19. We are hoping to keep our numbers low, but as we continue to get these infections in our at risk population there are more with comorbidities because of the health disparities, which is why we are fighting this so hard. He said that is a great question and apologized that we do not have more

information. Mr. Scarff said many are saying this is no worse than a flu epidemic. Mr. Patterson said we have heard that as well, but it certainly feels worse than a flu epidemic. He said you never want it to happen but you wonder what would have happened if we had not stayed home. He said we would love to open back up and everything be fine, but it doesn’t feel like that at this point. He said typically pandemics have a second wave. Mr. Scarff said he is proud of the work of the Health District. Mr. Patterson said with our resources and size we are doing extraordinary work and while not perfect we are doing more for our citizens than many other Health Departments you put us up against, especially with our isolation and quarantine and other services with non-English speaking populations and things to keep people in place. He said he is very proud of the staff and very proud of how they drive the decisions with the data and the need to work to keep people in place. He said United Way is bringing someone on to help with assistance. He said without these resources, individuals will go to work or someone in the household will go to work. He said the city and county came together and created a new position at a nonprofit to work with individuals on these resources. He said it is not just the Health District, but many of our community partners. He said we have some social workers from the Department of Job and Family Services working with us on our communicable disease team to help supplement, Developmental Disabilities is providing us a van to use for transportation and helping us pick up supplies and EMA has been a great partner in addition to all the other community partners already mentioned, which is what makes Clark County a great place. Ms. DeWitt asked when this is all over will the emergency evaluation on where we did well and where we need improvement be on a state level or an individual level. Mr. Patterson said it will be on an individual level with the state doing one as well. He said we have already started working on that and have a list of after action report (AAR) items to adequately write that report. He said we are already changing some of that with things we have learned and do not want to lose as we go into the next phase. He said another thing to keep in mind is that if we get a vaccine, it may be similar to H1N1 where we give those vaccinations, which would be another phase with all of our staff coming together to put on those mass vaccination clinics. He said we do have planning going on for that now as well with closed pods. Ms. Conover said we have a resource from the state that if we have an agreement in place with a business or a long-term care facility that has the capacity to deliver that medication or vaccine themselves then that would be an extension of our operations. She said the more education and MOU’s we are able to be put in place earlier will make it a smoother process. Ms. DeWitt thanked the staff for their hard work.
