I. MOTION

In the Matter of Appointing One Member to the Mental Health Advisory/Local Alcohol and Drug Planning Committee.

II. AGENDA ITEM SUMMARY

The Mental Health Advisory/Local Alcohol and Drug Planning Committee LM3.524 seeks to fill one continuing term position.

III. BACKGROUND/IMPLICATIONS OF ACTION

A. Board Action and Other History

The Mental Health Advisory/Local Alcohol and Drug Planning Committee (MHA/LADPC) is a body that is mandated by state rule to be appointed by the Board of County Commissioners (BCC). The role of the MHA/LADPC is to advise the BCC in identifying needs and establishing priorities for addiction treatment services; to determine the need for local mental health services and adopt a comprehensive local plan for the delivery of mental health services; as well as to advise the local mental health authority and community mental health and developmental disability program director on community needs and priorities for services.

There is one position on this committee that must be appointed. This position became available upon the resignation of one member. The vacant position represents a general membership position. The Continuing Term for this position vacated by resignation shall end effective October 31, 2019.

A vacancy notice was advertised from August 4, 2016 through September 7, 2016. At the close of the advertising period, three new applications were received. The MHA/LADPC

convened a subcommittee and conducted interviews of the three new applicants, and one previously-interviewed applicant who requested that their application be re-submitted.

The MHA/LADPC is a state-mandated committee with requirements specific to the individuals who may populate the membership. Therefore, the Lane Manual requirement regarding commissioner appointments does not apply (this was verified with Legal Counsel) and all positions are community at-large. Therefore, the MHA/LADPC recommends the individuals listed below for appointment.

The Board of County Commissioners last took action, on this advisory committee, via board order 16-11-08-05, appointing two new members for continuing terms.

B. Policy Issues

The nominee meets the minimum qualifications for service on this advisory committee.

C. Board Goals

This appointment meets the Board’s values of public engagement. D. Financial and/or Resource Considerations

Health & Human Services is very reliant on advisory committees and the pool of applicants, possessing the specialized needs required to adequately fill these committees. Recruitment for committees represents an ongoing expense for the department.

E. Health Implications

This Committee provides valuable community input. Community participation in local government enhances its ability to be responsive to the public’s health needs and provides for needed consensus-building, buy-in and empowerment for the communities served by County government. The Committee reviews and confers with Health & Human Services leadership staff on a wide variety of topics related to issues and needs in the Behavioral Health, Developmental Disabilities and Addictions Treatment services, with the goal of improving health & wellness for all Lane County residents.

F. Analysis

Advisory committee members assumed the responsibility of selecting the best individuals to meet the needs of the committee. The nominee’s application has been carefully reviewed and applicants for the Continuing Term have been interviewed by MHA/LADPC committee members to assess the applicants’ background, knowledge and interest in serving on this advisory committee.

G. Alternatives/Options

1. Appoint the nominee to the Mental Health Advisory/Local Alcohol and Drug Planning Committee

2. Re-advertise and reopen the vacancy for the advisory committee.

IV. RECOMMENDATION Staff recommend adoption of option one above. V. TIMING/IMPLEMENTATION With Board approval, the nominees will become members of the Mental Health Advisory/Local

Alcohol and Drug Planning Committee, effective immediately. VI. FOLLOW-UP

In anticipation of Board approval for these appointments, the department has created notification letters for the applicants and has attached them for signature by the Chair of the Board of County Commissioners. If Option 2 is selected, the Committee will re-post the vacancy, as appropriate.

Below are answers to the application questions.

1. I am a Licensed Clinical Social Worker and have certification from NCCAP as a

Master Addiction Counselor. I have worked with youth and adults with both mental health (MH) issues and substance use disorders (SUDS) in Lane County for the last seven years, and am invested in serving these populations. Please see my attached resume for additional details.

2. Currently I supervise an intensive community-based dual diagnosis MH and SUDS

outpatient program that utilizes evidence-based practices. I hope to bring a strong understanding of evidence-based treatments in the local community and how they

can be best utilized, as well as problem-solve the current gaps in available services.

Additionally, I have a great interest and investment in integrated services for clients.

3. l believe there are several community concerns that directly affect the population

with which I work. Specifically, 1) Integrated services for dual diagnosis clients. 2)

Homelessness and housing instability for this population. 3) Access to services for

this population. 4) The need for more community based services.

4. I participate in the Trillium Behavioral Health Clinical Advisory Sub Committee (CASC), as well as the Substance Use Disorders (SUDS) work group, that both report

County's Acute Care Counsel.
