Court calendar for January 2014 as follows:

• Ticket Writing Program Update: 1. Three training workstation have been set up for Patrol Officers to

practice entering citation data. 2. Schedule webinar training for Police personnel. 3. Implement program by February.

• The court will be participating in the 2014 Great Texas Warrant

Round Up. Details will be forwarded as the court prepares its agenda. This year’s round up has an anticipated start date of Saturday, March 1, 2014.

• Effective January 01, 2014 the 83rd Legislature added a new $2.00 court cost to the cluster of state costs collected on Class C misdemeanors. This cost is authorized and required by Article 102-015 of the Code of Criminal Procedure. Fund collected will be forward to State Comptroller Office in a quarterly basis.

• Court Clerk Lucy Winterfeld has gracious volunteered to be the

newsletter and historian for the Texas Court Clerk Association. Lucy will be editing a newsletter every quarter for the association.

• Congrulation to Sylvia Medina for 20 years of service with the

Dickinson Municipal Court. On January 03, 1994 Sylvia was hired as a full-time temporary court clerk. In October of 1994 she was hired a full-time court clerk and his been with the city since.

Recognition: Interim EMS Supervisor Derek Hunt would like to thank the City Council, City Staff, Dickinson Volunteer Fire Department, and the staff of Dickinson EMS for their ongoing assistance and support with the transition from Dickinson Public Safety to Dickinson EMS and with the ongoing changes in personnel. Along with the transition of our department and changes in management and staff our remaining full-time staff and part-time staff have really stepped up with help in filling holes in the schedule and other tasks as assigned. MEMORANDUM To: Honorable Mayor and City Council Members From: Lee Darrow, Fire Marshal Cc: Julie Johnston, City Administrator Date: January 8, 2014 RE: Fire Marshal Staff Activity Report for December 2013 Staff Activity

- Staff conducted a Fire Safety and Fire Extinguisher class for the teachers and staff at True Cross School on December 3rd. Teachers and staff received information about fire safety and conducting effective fire drills. Those in attendance had the chance to conduct “hands-on” fire extinguisher training by extinguishing a live simulated trash can fire.

- All Fire Marshal vehicle graphics have been updated with the new FMO patch and striping. - Staff met with DVFD and DEMS staff to discuss ways for all departments to work together on

calls for service. Staff is also looking at how certain calls for service are billed to insure the maximum payments are received for both departments (ex. Life Light Landing Calls, Motor Vehicle Accidents, etc.).

- Staff attended the annual City Christmas Luncheon and Rotary Parade. - Staff met with the Texas A&M Forestry Service to work on finalizing the donation of PPE Gear

to DVFD. The SCBA had to be picked up for re-certification. The remainder of the gear will be transferred to DVFD in the weeks to come. Paperwork from the Forestry Service has been received documenting the transfer as well as releasing the City of any liability.

- Staff assisted Code Enforcement with a junked vehicle case. FM staff was able to help locate the registered owner of the vehicle and get it removed from a public right of way within 24 hours.

- Staff was on patrol in the City for the last few evenings leading up to and including New Year’s Eve for Fireworks enforcement. Exact numbers of calls for service were not available at the time of this report, however it was noted that the calls received were noticeably lower in volume than the years prior. Staff continues to educate the public on the laws pertaining to the use of fireworks within the City limits.

Investigations

- 12/16/2013 – Crews responded to a structure fire in the 1500 block of Oak Ridge Dr. Upon arrival DVFD crews found heavy fire coming from the rear of the house and garage area. Crews had to fight the fire in a defensive manor due to the structural instability of the house upon arrival. Fire Marshal Darrow and Assistant Fire Marshal Ruthstrom conducted the fire investigation. The fire was found to have started in the garage and was determined to have started accidentally from an electrical source.

- 12/21/2013 – Crews responded to a structure fire in the 3000 block of Longwood Dr. Upon arrival DVFD found smoke coming from the second story of the home. Crews were able to enter the home and knock the fire down quickly. The home suffered fire and smoke damage to part of the second floor, and water damage on the first floor. Fire Marshal Darrow investigated the fire and found that it started in a void space between the first and second floor. The fire was determined to have started accidentally from an electrical source within the void space.

- 12/28/2013 – Crews responded to a reported fire in the 4000 block of Briar Hollow Dr. DVFD arrived to an extinguished fire in a storage closet. Due to suspicion of the crews on scene, Fire Marshal Darrow was contacted to respond for a possible Arson fire. Darrow confirmed that the fire was Arson and conducted the investigation leading to detaining a suspect that evening. Darrow contacted the GC ADA, but charges were not accepted at that time. On 01/01/2014, while on duty, Darrow responded to another similar fire in the same complex. After investigating the fire the same suspect was detained for questioning. After questioning of the suspect, Darrow contacted the GC ADA, who accepted charges against the suspect. The suspect was arrested and charged with Arson, a 2nd degree felony. The suspect is in the GC Jail on a $20,000 bond. Darrow continues to work with the DA’s Office on this case.

Re: Staff Report for December 2013

• In December, 4263 citizens visited the Library, 1406 patrons used the library public access computers, and 4662 items were checked out for home use. 2403 people visited the library website and 94 new library cards were issued.

• The Library continued hosting Adult computer classes. The format encourages students to return to class each week to increase their skills and expand on what they can offer potential employers.

• “Meet Santa @ the Library” was held for its eleventh year. After reading a story over 130 children and their parents met and took pictures with Santa and received a wrapped book and refreshments. As a new service this year, the library posted the pictures on its Flickr site and made the pictures available for printing and purchase by parents for $1.00.

• The youth librarian met with approximately 100 teens at DHS to tell them about what DPS have to offer. She also attended a presentation on graphic novels during which the teens expressed which novel series are currently popular. In 2014, the teen programs will be held on Wednesdays so not to conflict with after school tutoring.

• The teens were also treated to a separate Christmas party with a Christmas craft, cupcakes, and books for presents.

• The library staff worked together to use 300 old books to create a beautiful and imaginative tree for City Hall.

Re: December News

Administrative Services

• Began the coordination and installation of the new Dispatch Radio Console project at the Police Station. Estimated completion of installation is mid-January 2014.

• Began the process of advertising for 3 open Police Officer vacancies in the Police Department. The written examination, physical assessment and applicant selection for backgrounds will take place in mid-January 2014.

• Interviewed and hired Mary Duvall as the newest Communications Operator in the Police Department. Ms. Duvall recently retired from the Galveston County Sheriff’s Office after 25 years of service. We welcome her to our law enforcement family.

Patrol Division

• Provided traffic control for the Festival of Lights – with fewer complaints than previous years. • Officer Fidencio Gonzalez completed his Field Training Program and is now assigned to a regular

shift. • Officer Karla Rodriguez was hired and is currently in Phase 1 of her Field Training. • Clinton Brown was hired to fill the open jailer position left by Karla Rodriguez.

Criminal Investigation Division

• A 30 year old B/F from Dickinson was arrested and charged with “Injury to a Child”. The female was charged after an investigation of the injuries sustained by a 9 year old family member. The B/F did cooperate with the investigation and her bail was set at $80,000.

• An arrest of a 23 year old W/M was made in the case of a Dickinson residence that was burglarized twice during December. Most of the property was recovered. The offender was charged with 2 counts of Felony Theft.

Crime Prevention & Community Policing

• On 12/12, members of the Police Department with assistance from the DCPAA COPS provided traffic control for the Annual Rotary Parade.

• Cindy Ginn, Esther Montalvo, the Dickinson Police Officers’ Association members and their spouses, and select members of DCPAAA worked tirelessly to provide toys/gifts for the children of Dickinson through DPD’s Blue Santa Program. A Christmas party featuring “Blue Santa” was held on December 18th for all Dickinson children and day care attendees. Blue Santa provided for 158 families with 393 children. Additionally, 5 families with 19 children who had registered with Blue Santa were

“adopted” out to City employees and DCPAAA members.

VOCA Grant Activities

• Assisted 22 Families (total of 22 victims served). • Contacted 22 victims by mail; 20 by phone; held 2 personal visits.

Information Technology

• Installed an additional analog telephone line at the Historic Railroad Center for Dickinson Economic Development Corporation use.

• Completed the installation of the audio/visual upgrade project in the Training/EOC Room at the Police Station. Training in the use of the new equipment will take place in January 2014.

PUBLIC WORKS MONTHLY PROJECT REPORT – DECEMBER 2013 Page 1

TO: Honorable Mayor and City Council Members FROM: Kellis George, Director of Public Works DATE: January 1, 2013 SUBJECT: Monthly Project Report – December 2013 Storm Water Inspections – As part of the City’s storm water permit, inspections were done at the site of 3 new homes being built in the Moores Addition, Forest Cove and Bayou Lakes Subdivisions. The Contractors were notified of any violations and all corrections were made. Tanglebriar Circle – Staff is working with WCID to do a smoke test, as well as flush water into the sewer service line, to identify any leaks causing erosion behind the curb. Continuing Monthly Activities – There are a number of activities that the Public Works Department performs on a monthly basis, including pothole repairs, reporting street light outages to the appropriate electric utility, responding to requests submitted to the City through Civic Services, street sweeping, mowing of rights-of-way, and addressing drainage issues. Culvert Cleaning – The Department cleaned 56’ of culverts on Avenue H. 3821 Manor Lane – Kellis George and Julie Johnston met with property owner Stan Duitscher on December 3rd to discuss the options for the right-of-way easement at 3821 Manor Lane. Oak Lane – On December 17th, Kellis George and Julie Johnston met with property owner John Johnston to discuss finishing up the cul de sac at the end of Oak Lane. Rotary Parade – City of Dickinson won the Grand Prize Commercial Award for the annual Christmas on the Bayou Parade float. This year’s float was sponsored by JSC Federal Credit Union.

December 10, 2013 The Dickinson City Council met in a duly called and announced SPECIAL WORKSHOP MEETING on December 10, 2013. The meeting was held in the City Council Chambers located at 4403 Highway 3, Dickinson, Galveston County, Texas, and was held for the purpose of considering the following items: ITEM 1.) CALL TO ORDER AND CERTIFICATION OF A QUORUM

Mayor Masters called the meeting to order at 6:30 p.m. City Secretary Carolyn Anderson called roll and certified a quorum. Council Members present were as follows: Mayor Julie Masters, Mayor Pro Tem Bruce Henderson and Council Members Charles Suderman, Walter Wilson, Wally Deats, Louis Decker, and William King. Also present were City Administrator Julie Johnston, Chief Building Official Kevin Byal, Fire Marshal Lee Darrow, Administrative Services Manager Jessica Rogers, Management Assistant Zach Meadows, Public Works Director Kellis George, and Chief Ron Morales.

ITEM 2.) BRIEFING AND PRESENTATIONS CONCERNING: 2013 Recipients of

Red, White & Bayou Crawfish and Texas Music Festival Grants: Administrative Services Manager Jessica Rogers gave an introduction and

introduced the four recipients of the 2013 Red, White & Bayou Crawfish and Texas Music Festival Grants.

A. M. I. Lewis Social Service Center

Ms. Betty Lessert, Director of the M.I. Lewis Social Service Center, presented a Power Point presentation and provided Council and Staff with a briefing about the recent Thanksgiving food distribution and meal provided and the number of volunteers and man hours that were involved which was the program that received funding from Red, White & Bayou Crawfish and Texas Music Festival.

B. Dickinson ISD Education Foundation Ms. Jeannie Thielmann with the Dickinson ISD Education Foundation presented Council with information about the Summer Reading Program that was provided at Jordan Cove Apartments this past summer as a

result of the funding they received from Red, White & Bayou Crawfish and Texas Music Festival.

C. Keep Dickinson Beautiful Theresa Martinez, representing Keep Dickinson Beautiful, highlighted the Anti-Litter Campaign that was made possible through the proceeds from the 2013 Red, White and Bayou Grant proceeds

D. Texas Equusearch Tim Miller with Texas Equusearch briefed Council on how Equusearch has grown and expanded over the years. He thanked Council for the funding from Red, White & Bayou Crawfish and Texas Music Festival and stated that Equusearch has been able to help exploited children and families that otherwise would not have received assistance without the funding.

A. Update on Tanglebriar Circle Kellis George updated Council on the report received from the soil testing company regarding Tanglebriar Circle. Keith Morgan of WCID#1 addressed the questions of Council regarding previous work on the property. Following a discussion among Council of possible options, it was the consensus of Council to direct Mr. George to contact the property owner and conduct the dye, smoke, and other appropriate tests required to determine the cause of the collapse.

B. 47th Street Reconstruction Project (2012 Street Maintenance Sales Tax Project)

Presentation of Proposed Central Dickinson Revitalization Plan City Administrator Julie Johnston presented the history and overview of the proposed plan and implementation to assist the Villages of Dickinson in its application to submit the Pine Forest Redevelopment project to the 9% Tax Credit program. Ms. Johnston noted that the City of Dickinson has already implemented or has plans to implement $11.8 million in infrastructure improvements in the proposed area.

ITEM 22.) DISCUSSION AND DIRECTION CONCERNING: Requests for Speed

Bumps. City Administrator Julie Johnston, along with Chief Ron Morales briefed

Council regarding the policy regarding past requests for speed bumps. Following a discussion, it was the consensus of Council for staff to develop a policy to guide the evaluation of requests for speed bumps for the Council to consider at a future meeting.

ITEM 23.) BRIEFING, DISCUSSION AND DIRECTION CONCERNING: Issues

Related to Mutual Aid EMS Services. City Administrator Julie Johnston briefed Council on the issue brought to the

Council’s attention about a possible problem with the City receiving mutual

aid EMS service, handed out additional information regarding mutual aid calls, and advised Council that, after reviewing all of the data, there does not appear to be a problem with the City receiving mutual aid service from other agencies. Chief Morales briefed Council on the history of concerns brought to his attention by the dispatchers regarding EMS mutual aid. Interim EMS Director Derek Hunt updated Council regarding his conversations with Chief Morales and Chief Fisher with League City EMS regarding mutual aid. A discussion followed regarding the City of League City’s policy for mutual aid response. Chief Morales stated that Captain Mason has written a policy for the dispatchers that will assist in their requests for mutual aid, and Interim EMS Director Hunt will also be providing information for the dispatchers to use in placing calls for mutual aid. City Administrator Julie Johnston also outlined the work that has been done to improve the mutual aid response and advised Council that the citizens had not been put at risk during this time. A discussion followed regarding the certification of first responders in regards to mutual aid response.
