8. Resolution modifying the start time for Commission Meetings– The Commission will consider adopting a resolution to modify the official start time of monthly Commission meetings from 5:00 to 5:30 p.m.
9. Consideration for Approval of Utility Box Art Program submittals- The
Commission will consider the approval of the Utility Box Program submittals that were received by 7/8/19 deadline.
10. Call for Artists- Staff recommend that the Culture and Recreation Commission
authorize the release of the next round of “Call for Artists” on 7/22 with applications due on 9/9 and made available for review at the 9/19 Commission Meeting.
11. Presentation on Montebello City Park proposed design and Grant
Application- The Commission will receive a presentation on the proposed design for Montebello City Park if awarded a grant through the Statewide Park Program. Staff recommends that the Commission provide comment and approve the proposed design and layout.

TO: Culture and Recreation Chairperson and Commissioners FROM: David Sosnowski, Director of Recreation and Community Services SUBJECT: Adopt a Resolution Amending the Start Time of Commission
Meetings DATE: July 18, 2019 RECOMMENDATION It Is Recommended that the Commission:
1. Adopt the attached Resolution amending the start time of future Culture and Recreation Commission Meetings from 5:00 p.m. to 5:30 p.m.
2. Take such additional, related action that may be desirable.
BACKGROUND The City of Montebello’s Culture and Recreation Commission (“Commission”) currently holds its regular meetings on the third Thursday of every calendar month at 5:00 p.m. The Commission may set and thereafter amend its regularly scheduled meeting time via Commission resolution pursuant to City of Montebello Municipal Code Section 2.30.080(A); At the June 20, 2019 Commission Meeting a motion was entertained and passed to bring back to the Commission a resolution to modify the official start time of the Commission meetings from 5:00 p.m. to 5:30 p.m. ANALYSIS The Commission desires to change its regular meeting time from the aforementioned time to the third Thursday of every calendar month at 5:30 p.m. via resolution.
FISCAL IMPACT There is no fiscal impact to adopting a resolution to modify the start time of Commission meetings from 5:00 p.m. to 5:30 p.m. SUMMARY

A RESOLUTION OF THE CULTURE AND RECREATION COMMISSION OF THE
CITY OF MONTEBELLO, CALIFORNIA, AMENDING ITS REGULAR MEETING
TIME PURSUANT TO MONTEBELLO MUNICIPAL CODE SECTION 2.30.080(A)
WHEREAS, the City of Montebello’s Culture and Recreation Commission (“Commission”)
currently holds its regular meetings on the third Thursday of every calendar month at 5:00 p.m.;
and
WHEREAS, the Commission may set and thereafter amend its regularly scheduled meeting
time via Commission resolution pursuant to City of Montebello Municipal Code Section
2.30.080(A); and
WHEREAS, the Commission desires to change its regular meeting time from the
aforementioned time to the third Thursday of every calendar month at 5:30 p.m. via this
resolution (“Resolution”); and
WHEREAS, all other legal prerequisites to the adoption of this Resolution have occurred.
NOW THEREFORE, THE CULTURE AND RECREATION COMMISSION OF
THE CITY OF MONTEBELLO HEREBY RESOLVES, DECLARES, AND
DETERMINES AS FOLLOWS:
SECTION 1. RECITALS. The above recitals are true and correct and incorporated herein.
SECTION 2. REGULAR MEETING TIME. Pursuant to Montebello Municipal Code
section 2.30.080(A), the Culture and Recreation Commission hereby amends its regular meeting
time to the third Thursday of every calendar month at 5:30 p.m.
SECTION 3. CEQA EXEMPTION. The Culture and Recreation Commission, on the basis
of the whole record and exercising independent judgment, finds that this Resolution is not
subject to environmental review pursuant to Sections 15060(c)(2) and 15060(c)(3) of the State
Guidelines for Implementation of the California Environmental Quality Act (CEQA). Sections
15060(c)(2) and 15060(c)(3) pertain to activities that will not result in a direct or reasonably
foreseeable indirect change to the environment and that are not defined as a project under
Section 15378.
SECTION 4. SEVERABILITY. If any section, subsection, line, sentence, clause, phrase,
word, part, provision, or portion of this Resolution, or its application to any individual, entity, or
circumstance, for any reason, is held to be invalid or unconstitutional by the decision of any
court of competent jurisdiction, such decision shall not affect the validity of the remaining
portions of this Resolution, and shall continue in full force and effect. To this end, any section,
subsection, line, sentence, clause, phrase, word, part, provision, or portion of this Resolution is
severable. The Culture and Recreation Commission of the City of Montebello declares that this
Resolution would have been adopted by the Commission regardless of the fact that any section,
subsection, line, sentence, clause, phrase, word, part, provision, or portion thereof, might be
declared to be invalid or unconstitutional.
SECTION 5. PASSAGE AND EFFECTIVE DATE. The City Clerk shall attest and certify
to the passage and adoption of this Resolution, and enter it into the book of original resolutions,
and it shall become effective immediately upon adoption.

2. Take such additional, related action that may be desirable.
BACKGROUND At the 4/18/2019 Culture and Recreation Commission Meeting, the Culture and Recreation Commission (“Commission”) approved the proposed guidelines for the Utility Box Art Program. On June 12, 2019, the Recreation & Community Services released a “Call for Artists” for proposals for the Utility Box Art Program. The Call for Artists included guidelines for the program, waivers and the requirement for sample art. The Call for Artists specified a Due Date of 7/8/2019 so that the Commission could review applications for approval at the 7/18/19 Commission Meeting. ANALYSIS On June 12, 2019, the Recreation & Community Services released a “Call for Artists” for proposals for the Utility Box Art Program. The Call for Artists included guidelines for the program, waivers and the requirement for sample art. The Call for Artists specified a Due Date of 7/8/2019. Recreation & Community Services staff received one completed application for review by the Commission. Staff reviewed the application for completeness and is recommending that the Commission approve or deny the application or take other additional or related action. FISCAL IMPACT
There is no fiscal impact for approval or denial of the attached completed Utility Box Art Program applications as the guidelines stipulate that the artists will cover their own costs for the project. SUMMARY The Culture and Recreation Commission will consider the approval of the attached completed Utility Box Art Program Applications. ATTACHMENTS Utility Box Art Program Completed Applications
