Opening Business

Welcome – Mr. Ogle called the meeting to order and roll was called. Mr. Riphahn logged in during roll call. Mr.

Duncan logged in after all votes were taken.

Presentation

Bikeways Master Plan Update

Mr. Fiander introduced Tammy Sufi of Toole Design, the consultants who have been working on the

Master Plan update. The document is in its final draft state and currently out for public comment.

Ms. Sufi provided a high-level overview of what the plan includes, commenting that it is an action plan

and is based on the original master plan that was approved in 2012.

In reference to the project priority list, Mr. Fiander remarked that trail projects/connections are included.

Ms. Sufi added that there was priority given to projects that connect to major destinations that would help

build the downtown network, projects with feasible opportunities for greater separation, as well as equity

and demand.

Mr. Messina asked about the process for getting projects funded and into development. Ms. Sufi

explained that the document will be used as a reference and a way to locate opportunities. Mr. Scroggins

added that funding for implementation of the bikeways plan is included in the TIP - $500k every other

year, and Bikeways Implementation Projects is listed in the TIP. Projects will often be “add-ons” to other

projects the City is working on, e.g. planned road construction projects. Staff will also apply for relevant

TA grants.

Ms. Sufi gave a brief overview of the “Top 5” priority project ideas and took questions as they arose.

Mr. Fiander thanked Ms. Sufi for her work on the project and mentioned the Story Map which was sent

out by City staff and includes a broad overview of the project as well as a link to a survey.

Mr. Messina noted that the document will be an asset and a useful tool when applying for additional

funds. With established routes, the additional components we want to add to the routes would improve

their safety.

Mr. Fiander explained that staff will bring the document back to the Policy Board for adoption at their next

meeting.

Quick Updates

2021-2024 TIP Bi-Annual Update – Mr. Scroggins explained that while only required every 4 years, staff opts

to update the TIP every other year to help in keeping the projects current. The agenda packet includes a list of

potential projects that Mr. Scroggins put together with assistance from the CIP, TMTA, KDOT, and the county.

This list is for review to make sure they are current and complete.

Project descriptions became available after the packet was sent out and staff will provide this via email following

the meeting. A completed document will be presented for approval prior to the end of 2020.

Polk Quincy Viaduct (KDOT selected Pipeline projects) – Mr. Scroggins noted that the Polk Quincy Viaduct

project was included in KDOT’s most recent Pipelines projects listing. District One, which Shawnee County is a

part of, has 8 projects including the Polk Quincy Viaduct. There is no set time regarding how long it will be until

construction begins.

Mr. Fiander explained that City staff has already begun working with KDOT in an effort to help accelerate the

Polk Quincy project. The Governing Body has accepted a CIP that includes $20m to be used for things such as

ROW acquisition, design, etc. Mr. Scroggins added that approximately $9m has already been spent on PE, and

the project got a lot of support in the local consults. It is an important part of the national interstate system.

Zagster Scooters/Bikes – Mr. Fiander noted that the City had been working with Zagster to administer both

bikeshare and scooters, but the company has gone out of business during the COVID-19 issues. A task force

has been meeting but at this point the future of the bikeshare program is uncertain. TMTA funding for bikeshare

is scheduled to end June 30, 2020.

Other

Ms. Wolfe reported that staff has applied for a KDOT cost sharing grant to assist with sidewalk installation on

Topeka Blvd. and part way down 29th east and west of the Blvd. She anticipates hearing back about the grant

application before the end of the month.

Regarding the BCBS grant, Ms. Wolfe anticipates hearing back early in July.

Mr. Scroggins stated that staff is considering holding a combined July/August meeting to allow time for public

comment on the Bikeways Master Plan Update. Staff will send out an email inquiring as to the most convenient

date for members to attend.

Bikeways Fast-track project public comments as of 7/16/2020: 1. How much Federal funding will be received? I did not see mention of Federal funding for the bike plan

-Will the public get to pick the proposed options? -Can the bicyclists vote on which project is most important?

2. Overall the plan looks quite promising. There are a few areas of concern regarding the VINE routes. One is

a lack of a significant North-South route east of Randolph until the far west part of the map. Second is the lack of a Vine that extends east of KS Avenue and across the river in the North Topeka area. The last area of concern is the need to redesign the Shunga Trail - Gage Street underpass area to enhance safety for the pedestrians and cyclists. It has always been an issue but the increased trail use and incidents, including a death, have elevated the need to have it addressed soon.

3. Looks like a really good set of next steps that will greatly improve the usefulness of the Bikeways System.

Thank you for sharing it and all the hard work that went into making the plan. I have a couple of comments.

-Kansas Avenue Bridge, 1st Street to NOTO District- I would like to see Option A given serious consideration. The whole system is diminished if there isn’t a good crossing of the river. Residents of North Topeka are isolated from most of the bikeways system. In addition, there’s a lot of bike traffic from low income residents in the NOTO area that need services south of downtown. I would also suggest that the plan includes a bike lane through the downtown core. The roadway is wide enough and a marked or buffered bike lane would help get riders off the sidewalks in the downtown core where there is quite a bit of pedestrian traffic. I’m copying Vince Frye of DTI on this email. -Landon Trail Connector via Monroe, 15th Street to 12th Street - This is a critical part of connecting downtown with the bikeways trail system. I understand that this is in the planning phases now. One of the most difficult parts of navigating this route is the transition from on street segments of 15th Street to the trail. Until recently, it required going over about 3 feet of loose gravel and mud/dirt to get from 15th to the concrete trail. Recently the city has installed a curb at this location, requiring riders to dismount. The only other alternative is a ramp in the curb about 1/2 block east, this requires riders to make an impossibly sharp turn to get back to the trail. Please consider making the transition easier. Also please consider providing flashing crossing lights at 17th. This intersection is at an odd angle and has limited visibility. The traffic on 17th moves quite fast because it’s a thruway to/from the Branner freeway interchange. 4. I love the fast-track plan, but it does serve an area that would impact me positively so I do have that bias.

I live around 29th and MacVicar with pretty easy access to the Shunga trail and I work downtown. Some of my reluctance in biking to work is the lack of a bike specific connection from the Shunga to Kansas Ave. I appreciate the efforts TopCity has made to the Shunga and multi-use paths over the decade or so that I've lived here.
