Career Center Usage Report The Career Center Usage Report was contained on pages 9 through 10. Staff provided an overview. Fiscal and Procurement Review: Status of Findings ’08-’09; ’09-‘10 The report closed out previous monitoring findings #90167 and #10257 Fiscal and Procurement Review: Status of Findings ’09-‘10 The report closed out previous monitoring findings #10258 and #12049 Fiscal and Procurement Review: Status of Findings ’09-’10; ’11-‘12 The report closed out previous monitoring findings #12048, #10259 and #12051 Fiscal and Procurement Review ’13-‘14 Due to no findings for this report, the Fiscal and Procurement Review for Program Year 2013-14 was issued as both the draft and the final report. Fiscal Compliance Monitoring Report, Back 2 Work The report represented the fiscal review for a regional competitive grant received to train Kings County residents in demand occupations. There were no findings contained in this report. Compliance Monitoring Report, Back 2 Work The report contained the programmatic review of the Back 2 Work grant referenced in the previous agenda item. There were no findings contained in the report Enterprise Zone Activity Page 26 contained a summary of Enterprise Zone Hiring Vouchers issued by the Kings County Job Training Office and Economic Development Corporation for the years 2005 through 2014. Staff reviewed the activity report and provided a highlight of Enterprise Zone benefits available through December 31, 2014. Employers could receive as much as $37,000 per employee in tax credits for those hired prior to December 31, 2013. Kings County Drought Relief Taskforce The Kings County Job Training Office, in coordination with Proteus, Inc. and the Kings Community Action Organization met with representatives of public agencies serving Kings County on April 25th. The purpose of this taskforce is to share information regarding drought relief available to affected Kings County residents. Power Pathways Training for Veterans Kings County is included in a three-county effort coordinated through the Fresno Workforce Investment Board to train recently separated veterans for a career with the Utilities industry. Participants are preparing to start the program at West Hills College on May 5th. The 10-week program will culminate in graduation on July 11th. The program is designed to prepare participants for entry-level utilities positions. PG&E initiated the program to assist veterans to enter the civilian workforce

Gas Company Advance Meter Installation Rollout Kings County Economic Development Corporation has received a grant to assist the Gas Company to provide information to homeowners and business representatives regarding the rollout of the new “Advance Meter”. The Advance Meter will eliminate the need for meter readers and will detect anomalies which could indicate gas leaks.

FY 2014-2015 Workforce Investment Act Allocations The Job Training Office has received Workforce Investment Act projected allocations for Kings County for the Fiscal Year 2014-15. The allocations are as follows: Youth $587,956; Adult $679,577; and Dislocated Worker $561,317. These numbers represent a decrease of $6,982 in Youth funding, an increase of $14,804 in Adult funding and a decrease of $33,324 in Dislocated Worker funding. The net result would be an overall decrease of $25,502. Consider Extending Agreement with Kings County Office of Education from 7/1/14 to 7/31/15 Staff reported that in 2010, the Workforce Investment Board awarded a contract for services to the Kings County Office of Education to operate the WIA Youth Services Program. This award included an initial 3 year period and two possible 1 year extensions. The Kings County Youth Council has reviewed, and supports staff’s recommendation to extend this contract for a final 13 month term, running from July 1, 2014 through July 31, 2015. Staff provided an overview of the rating process and stated the Office of Education has met or exceeded all areas rated. This would be the final extension of the contract. To extend the contract with the Kings County Office of Education through July 31, 2015. Economic Development Report Staff provided an overview of current economic development activity within Kings County. Member Roundtable

Pauline Hershey reported All Valley Printing is doing well. Joanne Doerter reported there is a lease out for signature for the old Denney’s Parcel. Linda Solis reported AARP is recruiting participants from Kings County. Buzz Felleke stated he came to America on this date 44 years ago and is glad he can be an entrepreneur. Stuart Van Horn reported on the Policy Series stating they developed an aggressive action plan for the

drought and are now turning their attention to energy. In September they will focus on trade and logistics.

John Delmatier attended the CWA Conference where they talked about the California Workforce Services Network (CWSN).

Joe Cabrera stated the new CalJOBS will reopen on Monday, May 5th after being shut down for a week for upgrading. The public portion of CalJOBS has been up for about a year and now the WIA/EDD portion will be up and running. He also stated REA’s will start back up in June to provide information to unemployed persons. He reported that several people were hired at a job fair held at West Hills College last month.

Tim Bowers thanked the WIB for extending the contract with the Office of Education. He stated they have served 152 participants over the past year. The Summer Youth Program will run June 9 through July 11 with youth being paid minimum wage to work at various sites throughout Kings County.

John Lehn reported that the Leadercast will be held on May 9th at Koinonia Christian Fellowship and is being sponsored by Koinonia, EDC and Adventist Health. He stated this is an excellent team building event.

Career Center Usage Report The Career Center Usage Report is contained on pages 8 through 9. Staff will review will provide an overview of this report at your meeting. Results of Customer Surveys Two Customer Service Surveys are contained on pages 10 and 11, and address persons enrolled into Classroom Training or On-the-Job Training and those customers receiving service in the Career Center. These reports will be reviewed at your meeting. Enterprise Zone Closeout Status Staff will review the progress on issuing Hiring Vouchers for employees hired prior to December 31, 2013. Power Pathways Training for Veterans The Power Pathways training with PG & E and West Hills College will complete on July 11th. Staff will provide an update of this training for veterans at your meeting. Advanced Meter Outreach Program Staff will review the marketing material regarding the rollout of new residential and business meters for natural gas from The Gas Company. Closeout of WIA Subgrant K386299 The Master WIA Subgrant for the period April 1, 2012 through June 30, 2014 is in process of being formally closed out. Staff will review expenditures and customers served at your meeting.

Workforce Investment Act (WIA) Funds Utilization Analysis as of March 31, 2014 for PY 2012-13 and PY 2013-14 Pages 12 through 14 contain the Funds Utilization Analysis for the Youth Services program for two grant periods. The first grant has been fully expended and met the 30% out-of-school expenditure requirements. The current grant is on schedule for both full expenditure and to meet the out-of-school 30% expenditure requirement. Staff will review this report at your meeting.

Workforce Investment and Opportunity Act Update The United States Senate has passed the Workforce Investment and Opportunity Act, which is designed to replace the Workforce Investment Act. Staff will review the status of this bill, as it works its way through the United States House of Representatives, and will provide an overview of this legislation. Election of Officers The Bylaws for the Kings County Workforce Investment Board provide that a Chairperson and Vice-Chairperson shall be elected from among the Members on an annual basis. The Chairperson must come from among those Members representing private business. There is no restriction on who can serve as Vice-Chair. Nominations will be accepted from the floor to fill these two positions for a term ending June 30, 2015. Economic Development Report Staff will provide an update of economic development activity within Kings County. Member Roundtable Members are encouraged to share information and forecasts about their own businesses and the industry in which they operate. Unemployment Rate
