    INTRODUCTION AND FIRST READING OF ORDINANCES AND RESOLUTIONS

    ITEM 8. An Ordinance authorizing the Mayor of the City of Birmingham, Alabama (1) to submit an application and to accept the Edward Byrne Memorial Justice Assistance Grant in the amount of $308,730.00 from the United States Department of Justice awarded to the City of Birmingham, Alabama for use by the Birmingham Police Department and the Jefferson County Sheriff’s Office, and (2) to execute an Interlocal Agreement with Jefferson County for administration of the Edward Byrne Memorial Justice Assistance Grant which authorizes the City to retain the City’s share of the Grant, in the amount of $206,024.00, which funds will be used for its law enforcement and technology improvement programs and to disburse the remaining share of $102,706.00 to the Sheriff. A Resolution authorizing the Mayor to execute a Lease Agreement, under which the City will lease from Reg, Inc., a building located at No. 4 Avenue W, Birmingham (Pratt City), Alabama, for a term of three months at a net total rental rate of $6,000.00, inclusive of utilities, for the purpose of administering a summer food program.     CONSENT ITEM 10. A Resolution authorizing the Mayor of the City of Birmingham, as an adjacent property owner, to sign the Declaration of Vacation for the vacation of right-of-way located in the City of Mountain Brook, Alabama that abuts the Birmingham Zoo.     ITEM 11. A Resolution approving Change Order #1 to the contract with Civicon, LLC, Cullman, Alabama, in the amount of $11,398.04, with the adjusted contract price increasing to a maximum of $2,199,398.04, for the Fire Station #18 Project, replenishing the Contract Contingency Fund in order to provide for Owner directed changes, and to provide for the correction of unforeseen construction expenses, and authorizing the Mayor to increase the Contract amount with Civicon, LLC, in accordance with said Change Order.     ITEM 14. A Resolution approving an agreement with Bethel-Ensley Action Task, Inc. (BEAT), Birmingham, for fiscal year ending June 30, 2014, in an amount not to exceed $45,000.00/yr, renewable annually subject to funds availability for a term not to exceed five (5) years, to provide the following services within the City limits of Birmingham: Affordable Rental Home Development, Social Services, and BEAT Community Care and Outreach, and authorizing the Mayor to execute the agreement on behalf of the City. Bonner, the owner or agent of the property located at 3213 (A&B) 32nd Street North, Birmingham, which was condemned by the Council March 19, 2014, in order to remove the weeds and trash from the premises within ten (10) days of permit issuance and to commence and make substantial repairs within 30 days of permit issuance, three (3) permits having been voided due to the lack of substantial repairs.
