MINUTES OF THE VIRTUAL REGULAR MEETING, SCHOOL BOARD, INDEPENDENT SCHOOL DISTRICT NO. 623, 1251 West County Road B2, Roseville, MN 55113
September 8, 2020 Chair Mike Boguszewski called the school board meeting to order at 6:30 p.m. Board members present: Todd Anderson, Mike Boguszewski, Rose Chu, Kitty Gogins, Curtis Johnson, Frank Shaw. Board members absent: none. Also present: Aldo Sicoli, superintendent of schools, and approximately nine other visitors or staff who attended all or part of the meeting.
(7) Consent Agenda. Gogins moved, Johnson seconded acceptance of the consent agenda including the minutes of the regular school board meeting on August 18, 2020; payment of bills; resignations, appointments, reductions, adjustments; and gifts. Ayes: Anderson, Boguszewski, Chu, Gogins, Johnson, Shaw. Nays: none. Motion carried unanimously.
First Day of School Report. Assistant Superintendents Dr. Michael Favor and Dr. Jenny
Loeck provided information about beginning the school year in distance learning and shared first day experiences from elementary and secondary schools.
COVID-19 Response Update. Josh Collins, director of communications, provided an
update on the district’s COVID-19 response, including an overview of the factors the district considers when making recommendations to transition between learning models. He also shared information about the Distance Learning Academy and the district’s tentative plan for a transition to blended learning.
CARES Act Funding. Shari Thompson, director of business services, provided an
overview of the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act funds that were allocated to the district. These emergency funds may be used to pay for necessary expenditures resulting from the COVID-19 pandemic.
(8) Policy 706: Investments (reviewed) Second Reading. Gogins moved, Anderson seconded
approval of Policy 706: Investments as a second reading. Ayes: Anderson, Boguszewski, Chu, Gogins, Johnson, Shaw. Nays: none. Motion carried unanimously.
Board Reports. Curtis Johnson thanked staff for their work to ensure a successful first
day of school for students. He also acknowledged the Roseville Area High School girls soccer team for their statement of unity. Todd Anderson shared that he will attend an upcoming District Curriculum Advisory Committee meeting. Kitty Gogins and other board members attended the Minnesota School Boards Association’s Summer Seminar. She also participated in the district’s New Educator Induction program, the back to school staff workshop day, and town hall meetings at several schools. Rose Chu attended Parkview Center School’s town hall meeting. Frank Shaw provided updates from the most recent Northeast Metro 916 board meeting. Mike Boguszewski attended an Equity Alliance MN board meeting and provided information about the upcoming MSBA Advocacy Tour.

1.0 Purpose
The purpose of this policy is to maintain a safe and healthful environment for employees and students by prohibiting the use of alcohol, toxic substances and controlled substances without a physician’s prescription.
2.0 General Statement of Policy 2.1. Use of controlled substances, toxic substances, and alcohol before, during,
or after school hours, at school or in any other school location, is prohibited as general policy. Paraphernalia associated with controlled substances is prohibited.
2.2 It shall be a violation of this policy for any student, teacher, administrator,
other school district personnel, or member of the public to use alcohol, toxic substances, or controlled substances in any school location.
2.3 The School District will act to enforce this policy and to discipline or take
appropriate action against any student, teacher, administrator, school personnel, or member of the public who violates this policy.
3.0 Definitions 3.1 “Alcohol” includes any alcoholic beverage, malt beverage, fortified wine, or
other intoxicating liquor.
3.2 “Controlled substances” include narcotic drugs, hallucinogenic drugs, amphetamines, barbiturates, marijuana, anabolic steroids, or any other controlled substance as defined in Schedules I through V of the Controlled Substances Act,21 U.S.C. § 812, including analogues and look-alike drugs.
3.3 “Toxic substances” includes glue, cement, aerosol paint, or other
substances used or possessed with the intent of inducing intoxication or excitement of the central nervous system.
3.4 “Use” includes: sell, buy, manufacture, distribute, dispense, possess, use,
or be under the influence of alcohol and/or controlled substances, whether or not for the purpose of receiving remuneration or consideration.
3.5 “Possess” means to have on one’s person, in one’s effects, or in an area
subject to one’s control.
3.6 “School location” includes any school building or on any school premises; in any school-owned vehicle or in any other school-approved vehicle used to

transport students to and from school or school activities; off school property at any school- sponsored or school-approved activity, event, or function, such as a field trip or athletic event, where students are under the jurisdiction of the school district; or during any period of time such employee is supervising students on behalf of the school district or otherwise engaged in school district business.
4.0 Exceptions It shall not be a violation of this policy for a person to bring onto a school location, for
such person’s own use, a controlled substance which has a currently accepted medical use in treatment in the United States and the person has a physician’s prescription for the substance. The person shall comply with the relevant procedures of this policy.

Background: 2019-2020 The 2019-2020 fiscal year ended on June 30, 2020, and the majority of expenses and revenues have been posted. Final audit field work will occur the week of September 28, 2020, which will allow us to meet our deadline for the November audit presentation to the board. 2020-2021 We have just completed our first two months of the 2020-2021 fiscal year, so there is not much to report in terms of revenues and expenses at this point. The general fund expenses consist mostly of administrative, custodial, and salary expenses to date. Much of our attention is focused on COVID-19 related costs as reported last month. We continue to monitor enrollment as we approach the October 1st count. We will be meeting with the Finance Advisory Committee on September 23, 2020, for a regularly scheduled meeting.

Background: Josh Collins, director of communications, will provide an overview of the superintendent’s recommendation for a staged transition from distance learning to blended learning. The proposed first stage transitions students who opt-in to the blended learning scenario in kindergarten and first grade on October 12, 2020. The proposed second stage includes ECSE, pre-K, second and third grade transitioning on October 26, 2020, and grades 4-6 on November 9. The final stage would transition students in the secondary grades beginning the first day of the second trimester, December 7. Families who do not want their students to transition to blended learning will have the option to register for the Roseville Area Schools Distance Learning Academy, our 100% distance learning option. The proposed staged transition plan assumes and is contingent upon favorable health and safety conditions, such as a decrease or sustained low-levels of positive COVID-19 cases in Ramsey County, and an absence of other unforeseen negative circumstances. Should conditions improve significantly and a return to fully in-person learning becomes possible, these stages could be combined or accelerated. Mr. Collins will also provide an update on elementary registrations for blended learning and the Distance Learning Academy.

Agenda Topic: Certification of Preliminary Levy for 2020 Pay 2021 Meeting Date: September 22, 2020 Contact Person: Shari Thompson
Background: Minnesota law requires school districts to certify their proposed property tax levy payable in 2021 to the county auditor on or before September 30, 2020. This allows the county time to calculate taxes on individual properties and to prepare the Proposed Property Tax Statements that will be mailed to property owners in November. School district levies are not discretionary; they must either be authorized by MN Statute or authorized by local voter approval. There is a lot of data and many complicated formulas used in calculating the annual levy. We are continuing to work with the Minnesota Department of Education (MDE) and Ehlers, the district’s public financial adviser, to finalize the preliminary data. At the time of this writing, the proposed levy has yet to be finalized, specifically the Long-Term Facility Maintenance and debt service calculations. We anticipate that this will be finalized prior to the board meeting. A summary of the proposed levy calculation will be reviewed at the meeting. While most components of the levy will be materially accurate and complete, the administration will be recommending that the board levy the maximum allowed. Minnesota Statutes 275.065 allows the preliminary property tax certification for school districts to be certified as either a specific dollar amount or the maximum amount calculated by the Minnesota Department of Education. If a dollar amount is specified, the final levy approved in December can be no greater than the specific dollar amount certified in September.
Recommendation: It is recommended that the school board approve the preliminary levy payable in 2021 for fiscal year 2021-2022 at the maximum. XX Action Required Informational – No Board Action Requested
