School Readiness Act

Federal legislation was passed in 1999 to provide developmentally appropriate educational services for preschool children at risk of academic failure. It stipulates that all school readiness funded children 0-5 years old be screened for possible developmental delays with documentation of the learning progress of these children.

AGENCY FOR WORKFORCE

INNOVATION as of 2010- 2011

• The Office of Early Learning is standardizing Florida’s approach to screening statewide by purchasing for use in each County the newly revised Ages & Stage Questionnaires (ASQ-3 and ASQ:SE), a comprehensive, valid and reliable tool; plus the ASQ online data storage and reporting services, and training to implement the screens.

A Developmental Screen is a…

• Short, quick, snapshot of a child’s skills

• An instrument used to provide a glimpse of a

child’s current stage of development

• Means of identifying infants and young children’s

strengths and challenges

• Way of determining if a child may need further

assessment for possible developmental or

behavioral concerns

A Developmental Screen is NOT…

• An intelligence test

• An accountability or program evaluation

• A diagnosis of a problem

• HOWEVER - with early intervention, a child can overcome a range of developmental, behavioral, and learning challenges

• Family Central, Incorporated, under

implementation of developmental and

social-emotional screening services to all

children upon eligibility for school

readiness financial assistance as well as

annually according to their birthday

County Services, cont’d• Parents/Guardians at Family Central who

consent to developmental screening will be

asked to complete the appropriate screening

tool for their child(ren) at the time of enrollment

• An age-appropriate screen will be given or

mailed to Parents/Guardians unable to complete

the screen at the time of enrollment

• For each of these children an age-appropriate

screen will be mailed annually to their early

childhood provider for completion and return to

FCI the month of their birthday

Process of Anniversary ASQ

Screens

• Family Central will assign a Child Development Specialist to work with each facility

• FCI will identify the children to be screened at each site monthly, creating a list for the provider

• The CD Specialist will label age-appropriate questionnaires with the child’s name, DOB, age in months, facility name, and the due date

• Labeled questionnaires will be mailed to the site Contact Person by the 5th of each month with a postage-paid return envelope

Contact Person’s RoleYour Contact Person will:

• Receive the mailed Questionnaire packets and tracking log with the name each child

• Distribute ASQ Questionnaires to each child’s teacher

• Ensure that enclosed Parent Letters are given to the family

• Collect completed, un-scored Questionnaires

• Check the child’s name on the tracking log

• Mail returned packets to FCI

• Communicate training or questionnaire needs to your CD Specialist

About ASQ - 3• System of 21 questionnaires to screen the

development of children from 1 month – 66 months

• Version 3 differs from previous questionnaires with the addition of a screen for 2 and 9 months, updated cut-off scores, and a new “monitoring” zone for children with borderline results

• Designed to be completed by parents or early care providers

• Questionnaires are made up of app 30 questions ranging from simple to more complex tasks

• Takes approximately 15-20 minutes to complete

• Available in English and Spanish

• Areas of development screened:

– Communication – pre-speech, early language,

listening, and understanding

– Gross Motor – coordinated movement of head, arms,

body, and legs

– Fine Motor – eye/hand and finger movements

– Problem Solving - approach to learning and

challenges

– Personal-Social - play alone, with toys and/or with

other children

About ASQ:SE

• System of 8 questionnaires to screen the emotional and social well-being of infants and young children

• Questionnaires for children from 6 – 60 months with from 22 – 36 items

• Designed to be completed by parents or early care providers

• Takes app. 15 minutes to complete

• Available in English and Spanish

• Questions cover 7 behavioral areas:

– Self-Regulation -- calming self or adjusting to

environment

– Compliance –following directions or rules

– Communication – verbal or non-verbal sharing of

feelings

– Adaptive Functioning – meeting of physical needs

– Autonomy – acting without guidance

– Affect – demonstrating feelings to others

– Interaction with People – social relationships

COMPLETING QUESTIONNAIRES:

ASQ Questionnaires have 3 parts:

1. Information Page – where information on the

child and center are recorded

2. Content Questions – divided into screening

areas which are followed by open-ended, short

answer questions

3. Summary Page – which providers will not

complete

Each part is labeled with the screening age

1. Information Page

ASQ-3 Age label gives the age-range for which it can be used. Example - - 2 month Questionnaire [1 month 0 days through 2 months 30 days]. Double-check to be certain correct form is being used

CD Specialist will put:

–child’s name, birth date,

–name of your facility,

–return due date on the questionnaire

• Provider completing the Questionnaire

will fill in:

– Date the questionnaire was completed

– Their name

– Relationship to the child

– Name(s) of anyone helping them complete

the questionnaires, such as the parent or

previous teacher

2. Content Questions• Staff member answering the questions must have

cared for the child at least 1 month

• Read each question and fill out the answer that BEST represents the child’s ability

• Be objective and professional when answering for the child’s sake

• When not sure of the answer, interact with the child and ask him/her to do the task

• Parents may be asked to help answer questions as well

• Answer each question. Do not leave any blanks

• Do Not Score Questionnaires

Answering ASQ -3 Questions

• Answer each question by placing a check (√) in

the appropriate box.

• Your choices for responses are:

YES - - Check if the child is doing the activity now and

can do it regularly.

SOMETIMES - - Check if the child is just beginning the

activity or has some difficulty in doing it consistently.

Please give credit for partially mastered skills.

NOT YET - - Check if the child is not doing the activity

at all.

A CHECK (√) - - in the Overall Section for YES or NO

Answering ASQ:SE Questions

• Check (√) the box that best describes the child’s behavior.

• Your choices for responses are: MOST OF THE TIME - - Check if the child exhibits the

behavior almost always.

SOMETIMES - - Check if the child will exhibit the behavior some of the time.

RARELY OR NEVER - - Check if the child never or rarely exhibits the behavior.

CHECK IF THIS IS A CONCERN - - Check (√) this circle only if that behavior is a particular concern to you. You still must have one of the above 3 boxes checked as well.

Submitting Questionnaires

• Give completed, un-scored questionnaires to

your facility’s Contact Person

• Every child on the tracking log must be

accounted for with their questionnaire attached

• If the child has been terminated or is no longer

enrolled, please note this on the child’s

questionnaire and return it with the others

• You may copy original questionnaires for your

facility’s files

• Original tracking log may remain at the facility
