Weighing the options – people, property and technology

With the potential to minimise redundancies and transform work processes, property consolidation would seem like an obvious, although somewhat daunting solution. But the question is: How can an opportunity to consolidate property and potentially reinvest the huge levels of capital be realised? And how can this be done in a way that minimises the cultural impact on the workforce? Technology alone cannot provide all the answers but it can play a part.

Our current economic reality

The global recession and 2008 economic crash created massive public debt and an unsustainable economic dilemma. In the public sector the implications for many government employees are gradually being fully understood. To reduce costs, be more efficient and improve service levels is nothing new. But what are the options when politicians, senior officers and management are faced with potential budget cuts of 40 per cent?

Instead of incremental efficiency improvements, enforced cuts of this magnitude will require large-scale transformation. And as recently as 2007, a comprehensive spending review in the UK recommended significant moves to reduce the amount of commercial property it occupies. Government property in the UK is estimated to have a value of £280bn with associated annual running costs of £20.5bn per year.1

Property consolidation

Consolidating property assets is a key part of reducing government spending. Agile Working provides opportunities to use buildings more effectively by sharing common services and allowing more workers to work from home. Getting started

Careful, collaborative planning

Agile Working is based on top down driven strategies to drive operational efficiencies and make better use of employee time – to improve productivity and enhance citizen services. That’s why it requires careful planning and the input of many departments within an organisation. This ensures that the process, technology, and social and cultural aspects all work together to deliver efficiencies and success, without jeopardising the day-to-day running of the organisation.

Our consultative approach

We take a consultative approach led by Dell Services that can be implemented through three phases for smooth and speedy delivery against strategic and tactical goals.

existing IT estate that will be impacted by the Agile Working programme. These findings are then reviewed against best practice to produce Impacts and Recommendations.

Phase 3: Recommendations

Detailed findings are documented and summarised across the three major work streams (property consolidation, cultural impact and change management and a distributed workforce). This roadmap of recommendations is then communicated through a report and executive presentation to project sponsors and senior stakeholders. Once approved, development can begin, with stakeholders confident that all requirements have been captured.

Phase 1: Discovery

We start with a zero cost, no obligation workshop where we work together with key partners and organisation individuals to define the current status and identify specific hurdles. The output is a documented proposal and statement of work that determines the work streams of the project that would then be coordinated through the Governance Board.
