The c~nbined livestock industry continues to represent about 71% ofthe total gross agricultural value of the county, of which nearly67% is derived from milk production alone°

I am pleased to submit the 1974 Annual Livestock and AgriculturalCrop Report for the County of Marin, as required by Section 2279of the California Agricultural Code.
The combined livestock industry continues to represent about 90%of the total gross agricultural value of the county, of which nearly73% is derived from milk production alone.
Certain categories are combined where production is either ofminor importance or necessary to protect the interest of producersof entire crops. The figures presented in this report representthe gross value of agricultural production and do pot reflect netincome to the growers.

RESPONSIBILITIES OF THE AGRICULTURAL COMMISSIONER
The objectives of the Marin County Department of Agriculture are toprotect the agricultural industry, the consumer of agricultural products, andthe environment. The Agricultural Commissioner, who is employed by theBoard of Supervisors and works under supervision of the Director of theCalifornia Department of Food & Agriculture, heads the County Department ofAgriculture, is responsible for local enforcement of the California Food andAgricultural Code and other laws and regulations pertaining to agriculture, andalso performs other duties as prescribed by the Board of Supervisors.
Specific programs of the department include:
Environmental protection:
Pest Detection: Inspections of home gardens, rangeland, commerical cropsand high hazard areas and the placing of insect traps at lacations throughoutthe county are performed for the purpose of finding new infestations of seriousagricultural pests such as insects, plant diseases, weeds and animals not knownto occur in the state before they become widely established.
Pest Eradication: Inspections are made to determine the extent of in-festations of serious agricultural pests that have become established in thecounty and require eradicative measures to eliminate the problem. Five eradi-cation pests are found in Matin County, one plant disease (Hawthorn-Juniper Rust)and four weed pests (Biddy-Biddy, Canada Thistle, Artichoke Thistle and Plume-less Thistle).

Pest Management: This includes: the preparation and distributionof F~ison bait for control of rats, mice, gophers and ground squirrels; alimited amount of spraying to control certain noxious weeds; identificationof common pests,
Pest Exclusion: All shipments of plants, live animals and convey-~ces likely to harbor pests entering the county through the post office and,,rher facilities are inspected for serious pests and compliance with stateand federal quarantines.
Pesticide Use Enforcement: This involves protection of the environ-;~er~t and the public health from the misuse of pesticides. Certain hazardouspesticides require a permit for their use issued by this Department. Agri-cuitural pest contrel operators and advisers are required to register withthe Department, and their activities are subject to supervision and regulations,including their responsibilities under Cal O.S.H.A. to implement worker safetyrequlations.
Consumer Protection:
Nursery and Seed Inspection: These programs protect the consumer byinspections to insure that plants and seed are kept commercially clean frompest~, and are properly labeled.
Fruit, Vegetable, Honey and Egg Quality Control: Inspections are madeat retail stores and Wholesale outlets to determine compliance with laws andregulations pertaining to quality standards and labeling. These programshelp consumers by insuring availability of produce and eggs of acceptablequal i ty.
!Ither Programs:
Non-Regulatory Weed Control: Applications of herbicides are made on~unty roads to llelp increase visibility, prevent fires and decrease road damagefrom weeds, lhese programs are performed for tile County Fire and Public Worksl)m~artments.
Other: Apiary Inspection involves inspection of apiaries for serioust,t,e di~,ease~ Crop statistics is the gathering of data and reporting annuallyt~ ~h, State Department of Food & Agriculture and the Board of Supervisors ontm v41ue of agricultural production in the County. Assistance is given toother agencies regarding problems related to agriculture such as air and water;,~ll,~tion, emergency services, etc.

The combined livestock industry represents about 92% of the total grossagricultural value of the county, of whTch nearly 69% is derived frommilk production alone.
Certain categories are combined where production is either of minorimportance or necessary to protect the interest of producers of entirecrops. The figures presented in this report represent the gross valueof agricultural production and do no.._~t reflect net income to the growers.

RESPONSIBILITIES OF THE AGRICULTURAL COMMISSIONER
The objectives of the Marin County Department of Agricultureare to protect the agrilcultura] industry, the consumer of agricultural productsand the environment. The Agricultural Co~nissioner, who is employed bythe Board of Supervisors and works under supervision of the Director of theCalifornia Department of Food & Agriculture, heads the County Department ofAgriculture, is responsible for local enforcement of the California Foodand Agricultural Code and other laws and regulations pertaining to agriculture,and also performs other duties" as prescribed by the Board of Supervisors.
Specific programs of the department include:
Environmental protection:
Pest Detection: Inspections of home gardens, rangeland, commercialcrops and high hazard areas and the placing of insect traps at locationsthroughout the county are performed for the purpose of finding new infestationsof serious agricultural pests such as insects, plant diseases, weeds andanimals not known to occur in tee state before they become widely established.
Pest Eradication: Inspections are made to determine theextent of infestations of serious agricultural pests that have becomeestablished in the county and require eradicative measures to eliminate theproblem. Four eradication weed pests and one plant disease are found inMarin County: Biddy-Biddy, Canada Thistle, Artichoke Thistle, PlumelessThistle and Dutch Elm D~sease.

Pest Management: This includes the preparation and distributionof poison ba~t for control of rats, m~ce, gophers and ground squirrels;a IFmited amount of spraying to control certain noxious weeds; identificationof common pests.
Pest Exclusion: All shipments of plants, live animals andconveyances l~kely to harbor pests entering the county through thepost office and other facilities are ~nspected for serious pests andcompliance wi’th state and federal quarantines.
Pesticide Use Enforcement: Th~s ~nvolves protection of theenvironment and the public health from the misuse of pesticides. Certainhazardous pesticides require a permit for their use issued by thEs Department.Agricultural pest control operators and advisers are required to registerwith the Department, and their activities are subject to supervision andregulations, rncludrng t~err responsES~l~t~es under Cal O.S.H.A. to~mplement worker safety regulations.
Consumer Protection:
Nursery and Seed Inspection: These programs protect theconsumer by inspections to insure that plants and seed are kept commerciallyclean from pests and are properly labeled.
Fruit, Vegetable, Honey and 5gg Quality Control: Inspectionsare made at retail stores and wholesale outlets to determine compliancewith laws and regulations pertaining to quality standards and labeling.These programs help consumers By ~nsuring availability of produce andeggs of acceptable quality.
Other Programs:
Non-Regulatory Weed Control: Applications of herbicides aremade on county roads to help increase visibility, prevent fires and decreaseroad damage from weeds. These programs are performed for the County Fireand Public Works Departments.
Other: Apiary inspection involves inspection of apiaries forserious bee diseases. Crop statistics ts the gathering of data andreporting annually to the State Department of Food & Agriculture andthe Board of Supervisors on the value of agricultural production in theCounty. Assistance Ss gi.ven to other agencies regarding problems relatedto agr~.cultur& such as air and water pollution, emergency services, etc.

enforcement of laws and regulations concerning the activities of agricultural
pest control operators, advisers and structural pest control operations.
Certification of private applicators to use certain permit pesticides are
issued by this department, including the permit. All employers who assign
pesticide work activities to their employees are responsible under CAL OSHA
to implement worker safety regulations enforced by this department.

I am pleased co submit the 1979 Annual Livestock and Agricultural CropReport for the County of Marin, as required by Section 2279 of the
California Agricultural Code.
The combined livestock industry represents about 94% of the total grossagricultural value of the county, of which nearly 60% is derived frommilk production alone.
Certain categories are combined where production is either of minorimportance or necessary to protect the interest of producers of entire
crops. The figures presented in this report represent the gross valueof agricultural production and do not reflect net income to the growers.
