Overview of WSAA

The Water Services Association of Australia (WSAA) is the peak industry body

representing the urban water industry. Our members provide water and sewerage services

to over 20 million customers in Australia and New Zealand and many of Australia's largest

1 EXECUTIVE SUMMARY

Issue 2 of this report has been revised to include manufacture of the AGRU Australia Agruline range of PE injection moulded fittings using High Stress Crack Resistant PE100 (PE100 HSCR1) material.

NOTE 1 PIPA has identified High Stress Crack Resistant PE100 group of materials as PE100 HSCR in POP004.

Europeans and ISO have adopted the terminology PE 100RC not HSCR. WSAA has adopted PIPA terminology. It

should be noted that parameters that characterise PE100 HSCR or PE 100RC grades are exactly the same.

The AGRU Agruline range of electrofusion fittings and long spigot plain end fittings have ISO Type 5 product certification for compliance with AS/NZS 4129:2008 – Fittings for polyethylene (PE) pipes for pressure applications.

The AGRU Agruline range of short spigot plain end fittings have ISO Type 5 product certification for compliance with EN 12201-3:2003 – Plastic piping systems for water supply – Polyethylene (PE) Part 3: Fittings.

This desk top appraisal of the AGRU Agruline range of PE 100 and PE100 HSCR SDR 11

electrofusion and plain end fittings has demonstrated compliance with

(a) WSA PS-208 - Polyethylene (PE) Moulded Pressure Fittings for Pressure Applications –

Water Supply and Sewerage and

(b) WSA PS-329 Tapping Saddles, Electrofusion, for Use with Polyethylene (PE) Mains for

Pressure Applications - Water Supply and Sewerage.

The AGRU Kunststofftechnik GmbH Agruline electrofusion and plain end fittings supplied by AGRU Australia has both SAI Global StandardsMark and WaterMark product certification and Confirmation of Conformity from the Austrian Standards Institute (ON) (short spigot). The certificates and schedules are available for downloading from the WSAA ‘Members Only’ portal website.

AGRU electrofusion and plain end fittings are manufactured from black PE 100 resin as SDR 11

for PN 16. Other SDR fittings are available.

AGRU Agruline Australia has announced that all its injection moulded PE fittings will now be

made of new PE compounds having greatly increased resistance to stress cracking compared to

normal PE 100. The new compounds, Borsafe HE3490-LS-H, Hostalen CRP100 Resist CR and

Eltex Super stress TUB121N6000 comply with all the requirements of PE100 as defined in

AS/NZS 4131 and additionally meets the stress crack resistance requirements defined in PIPA

POP016 for PE100HSCR. These additional requirements include a minimum duration of 5,000

hours in the 80°C Notched Pipe Test compared to the 500 hours for normal PE 100. Additional

tests verifying the enhanced stress crack resistance include the full-notch creep test, Two-Notch

Creep Test and the Point Load Test. Each of these tests is internationally recognised and their

use in differentiating between normal PE 100 and PE 100 HSRC is widely acknowledged.

In 2009 the German Standards organisation DIN published a Publicly Available Specification

(PAS 1075) defining the HSCR performance requirements. In DIN PAS 1075 it is stated

compliant PE piping possesses fundamentally higher resistance to slow crack growth in

comparison with (normal) PE 100 piping. The PE 100 HSCR specification provided in PIPA

POP016 borrows from DIN PAS 1075 but takes into account developments that have occurred

since 2009. Both the PAS and POP016 contain tests developed especially to assess HSCR

materials in a reasonable time frame.

The main advantage of PE 100 HSRC is that it is significantly more resistant to slow crack

growth. This saves costs during installation, improves safety, and extends the service life of the

entire piping system.

The AGRU Agruline range includes 90° and 45° elbows, stub flanges end caps, equal tees,

reducer tees, concentric reducers, eccentric reducers, couplers, long bends, male and female

transition couplers and male and female transition elbows in sizes from DN 20 to DN 630

(product dependent).

The Agruline standard electrofusion and plain end fittings are designed on the basis of 50

year extrapolated material test data. For correctly manufactured and installed systems, the

actual life cannot be predicted, but can reasonably be expected to be well in excess of 100

years before major rehabilitation is required. Pipe life expectancy can vary with the quality

of installation workmanship, system operating conditions, operating environment and other

site specific factors.

The appraisal concludes that:

• The AGRU Agruline electrofusion and plain end fittings are ‘fit for purpose’ and suitable for

use in water supply and sewer gravity, pressure and vacuum systems.

• The AGRU Agruline electrofusion and plain end fittings are suitable for use with PE pipe

conforming to AS/NZS 4130.

• ISO Type 5 product certification of the AGRU Agruline electrofusion range of fittings has

been adequately addressed to the satisfaction of WSAA Product Appraisal Technical

Advisory Group.

• The new compounds, Borsafe HE3490-LS-H, Hostalen CRP100 Resist CR and Eltex

Super stress TUB121N6000 comply with all the requirements of PE100 as defined in

AS/NZS 4131 and POP016 High Stress Crack Resistant PE10

1.2 Report Recommendation

It is recommended that WSAA members and associates accept/authorise the AGRU

Kunststofftechnik GmbH Agruline range of electrofusion and plain end fittings supplied by AGRU

Australia as listed in Section 4 – Scope of this report and in the Product Certification Schedules.

This recommendation is subject to the pipelines / fittings being designed, installed and

commissioned in accordance with AGRU Australia recommendations, appropriate WSAA Codes

and nominated Standards.

2 THE APPLICANT

As provided by Agru:

Agru Australia (Agru) was established 1990 in Singleton New South Wales. Since establishment Agru has rapidly grown its business and client base and now boasts four warehouses throughout Australia; Lawnton, QLD, Kwinana Beach, WA, Singleton, NSW and their newest warehouse, Truganina, VIC.

The success of Agru has resulted in it becoming a recognisable wholesale distributor of high quality products. Agru ensures that the products distributed meet its high standards by importing products from internationally renowned brands, which include Agru Austria, Wilo Pumps, Ital Tecondue Butt Fusion Welders and Acuster Electro Fusion Machines.

Agru prides itself on providing exceptional service to their customers; which is achieved by ensuring all Agru Sales staff have an in-depth knowledge of the plastic industry, with the majority of staff coming from plastics engineering, contracting, fabrication and pumping backgrounds. This knowledge coupled with the technical department of Agru Austria, enables Agru to provide its customers the most practical and technically accurate advice on applications, welding and fabrication of our products.

2.1 The Manufacturer

As provided by AGRU:

AGRU Kunststofftechnik GmbH (AGRU) originating in Austria, AGRU commenced its worldwide activities in manufacturing and distributing high-quality plastic products in 1947. AGRU specialise in piping systems, including PE, PP, PVDF, ETPFE products in fittings, pipes, sheets, welding rods and speciality products, along with apparatus engineering, environmental technology and constructional engineering.

AGRU has an export rate of approximately 90 %, making the innovative products of upper Austria well known around the world with their products successfully employed in various fields of industry and infrastructure and are often used for particularly critical applications.

AGRU has been producing the highest quality electrofusion fittings (EF) range for over 30 years, with the fittings used in gas and water piping systems.

AGRU Austria’s quality program is second to none in the world, with the Agru products certified throughout the world to a variety of standards.

3 THE PRODUCT

The AGRU Agruline product range applicable to this appraisal is summarised in Tables 1 to 4.

The AGRU product range comprises a wide range of electrofusion, spigot fittings, saddle fittings,

tapping tees and branch saddles. All AGRU fittings are manufactured from black PE 100 HSRC

resin and available in different pressures classes i.e. SDR17.6 for PN10 and SDR11 for PN16 at

20ºC (size dependent).

3.1 Complementary products not included in this appraisal

Agru Australia provides a range of complementary products including galvanised (not

recommended for buried installations) backing flanges and stainless steel flanges. Agru’s

backing rings conform to POP007 and to the outside diameter and drilling patterns of AS 2129,

AS 4087 and ASTM/ANSI B16.5.

4 SCOPE OF THE APPRAISAL

The scope of the appraisal is generally described in Section 3 above and the SAI Global

Schedule to StandardsMark Licence No. SMK21277 provides the complete product listing

including model identification, model name and product description including size (DN). A

complete schedule of Agru EF fittings is available in Appendix B, a copy can also be

downloaded from Agru, the SAI Global website or from the WSAA ‘Members Only’ Product

Appraisal Technical Advisory Group Portal Site.

5 APPRAISAL CRITERIA

5.1 Quality Assurance Requirements

The WSAA Product Appraisal Technical Advisory Group accepts polyethylene electrofusion and

spigot fittings for pressure applications manufactured in compliance with AS/NZS 4129:2008

Fittings for polyethylene (PE) pipes for pressure applications and duly certified by means of an

ISO Type 5 product certification scheme undertaken by a JAS-ANZ accredited Certification

Assessment Body (CAB) or by an international accreditation system recognised by JAS-ANZ.

The manufacturer is generally expected to have a production management and control system

that has been duly accredited in accordance with (AS/NZS) ISO 9001 as a prerequisite to

undergoing a product certification audit.

5.2 Performance Requirements

AGRU PE 100 HSRC electrofusion, spigot, saddle fittings, tapping tees and branch saddles

fittings have been appraised for compliance with AS/NZS 4129:2008 Fittings for polyethylene

(PE) pipes for pressure applications.

PE100 HSCR compounds have been appraised for compliance with both AS/NZS 4131 and

Appraisal criteria are also determined by the WSAA Product Appraisal Technical Advisory Group

and regularly reviewed to ensure that the criteria reflect the requirements of WSAA members.

The following Product Specifications are also relevant to this application:

6.1 Compliance with Quality Assurance Requirements

6.2 Compliance with Performance Requirements

ISO Type 5 Certificate of Conformity for product compliance with AS/NZS 4129 provides some

confidence that the AGRU electrofusion and plain end fittings are manufactured for compliance

with the nominated standards and requirements.

6.2.1 Quality compliance testing

To demonstrate type testing compliance, WSAA requests appraisal applicants submit typical

type test reports as per Clause 3.5 of AS/NZS 4129:2008. AGRU has submitted several

European reports dating from 2002 through 2006 for fittings manufactured from HDPE XS10B

and Eltex TUB121. The testing was carried out by Belgian Research Centre for Pipes and

Fittings (BECETEL) and TGM Versuchsanstalt (Austria). A brief of two of the reports is shown

below:

BECETEL Test Report No. 7786 (2006) tested a range of fittings and sizes (39).

Test Piece preparation: Spigot end fittings ≤ 63mm are fused onto PE100 pipes, SDR11 using

electrofusion couplers. The spigot end fittings > 63mm are fused onto PE100 pipes by butt

fusion or electrofusion, SDR11 pipes for SDR11 fittings and SDR 17.6 for SDR 17.6 fittings.

at constant temperature. Test conditions - EN 1555-3 - 20ºC – 12.4mPa – 100h and 80ºC

– 5mPa- 1000h (as per AS/NZS 4129 Table 3.2) (ISO 1167)

Determination of resistance to crush test – Referencing ISO 13955 – Crushing decohesion

test for polyethylene (PE) electrofusion assemblies. Test Temperature 23ºC. (See

AS/NZS 4129 Table 3.2 – Decohesive strength).

Determination of safety time of fusion cycle – Referencing NF T54-969. Test conditions –

The electrofusion fittings are fused onto a PE pipe, SDR11 with the nominal fusion

voltage and a fusion time longer that nominal. In all case the fusion time is calculated as

1.2tn.T. Test temperatures - 10ºC, 23ºC & 45ºC. The electrofusion fitting is observed after

completion of the fusion cycle for failure, deterioration or leakage. (No AS/NZS 4129

reference found).

Determination of oxidation induction time – referencing EN 728 – Plastics piping and

ducting systems – Polyolefin pipes and fittings – determination of oxidation induction

time. Tests - 200ºC >60 minutes (AS/NZS 4129 Table 3.5 - Method ISO/TR 10837).

AS/NZS 4020:2005 to cover a cold water application up to <40°C, at the recommended 0.1

(1/10) of 'in-the-product' exposure at (20 ± 2)°C. This testing exposure will cover the

product range with lower or equivalent wetted surface area.

Based on completion and evaluation of all tests on 06/08/12, the product, 25.173.0032.11 - E-

Coupler OD 32mm out of Eltex TUB 121 resin; fully complies with the test requirements of

AS/NZS 4020:2005 to cover a cold water application up to <40°C, at the recommended 0.1

The report results states full compliance with the test requirements of AS/NZS 4020:2005 to

cover a cold water application up to <40"C, at the recommended 0.1 (1/10) of 'in-the- product'

exposure at (20 ± 2)"C.

6.3.2.2 Eltex TUB121 N6000

An AMS Laboratories Pty Ltd Report ID 1425745 dated 05/03/2015 for OD 32mm AGRULINE

PE 100 RC Fitting (Print on fitting "agru DA32 SDR 11 ISO-S5 PE 100 14/9") with a material

definition ELTEX TU B 121 N 6000 has been submitted.

The report results states full compliance with the test requirements of AS/NZS 4020:2005 to

6.3.2.3 Hostalen CRP 100 CR

6.4 Compliance with Material Requirements

6.4.1 General

AGRU Austria state that they only use PE 100 resins approved to PIPA and Australian

standards sourced from consistent proven suppliers.

6.4.1.1 Polyethylene resins

Agru has submitted several Inspection Certificates 3.1 acc. to EN 10204:2004 listing PE

compounds Fina XS10B and ELTEX TUB 121 both of which are listed in PIPA Industry

Material specific to electrofusion and moulded fittings.

6.4.1.2 High Stress Crack Resistant PE100 grades

6.4.1.2.1 GENERAL

High Stress Crack Resistant PE100 (PE100 HSCR) is a PE100 material which offers greater

resistance to slow crack growth than regular PE100.

There are currently no established national or international standards that define high stress

crack resistant PE 100 materials. As an interim measure there is a need to provide guidance to

define the parameters that characterise PE100 HSCR grades.

PIPA document POP016 sets out the performance requirements that will be used to define

PE100 HSCR material during this interim period. PE100 HSCR compounds must comply with

both AS/NZS 4131 and the requirements listed in POP016. Compounds meeting all these

requirements are identified in POP004 as PE100HSCR.

The new compounds, Borsafe HE3490-LS-H, Hostalen CRP100 Resist CR and Eltex Super

stress TUB121N6000 comply with all the requirements of PE100 as defined in AS/NZS 4131

and additionally meets the stress crack resistance requirements defined in PIPA POP016 for

PE100HSCR. These additional requirements include a minimum duration of 5,000 hours in the

80°C Notched Pipe Test compared to the 500 hours for normal PE 100. Additional tests verifying

the enhanced stress crack resistance include the full-notch creep test, Two-Notch Creep Test

and the Point Load Test. Each of these tests is internationally recognised and their use in

differentiating between normal PE 100 and PE 100 HSRC is widely acknowledged.

6.4.2 Stainless steel inserts

Agru adaptor fittings with stainless steel inserts in Grade 316 are only available on advanced

order and supply will depend on the quantity ordered. Grade 304 Stainless Steel is normal for

these fittings and not recommended for water industry buried applications.

6.4.3 Zinc plated steel inserts

Agru adaptor fittings with zinc plated steel inserts are not recommended for water industry buried

applications.

6.4.4 Brass inserts

Agru adaptor fittings with brass inserts have a brass material that does not comply with AS 2345

– Dezincification resistance of copper alloys. These fittings are not recommended for water

industry buried applications. Agru advise that fittings with compliant brass inserts will be

available at a future date.

6.4.5 Screw Threads

Agru fittings with stainless steel or brass inserts have pipe threads in compliance with EN 10226-

1 which is compatible with the WSAA requirement of ISO 7.1. The ISO 7.1 specification for

sealing pipe threads requires male threads to be tapered and female threads to be parallel and

EN 10226-1 carries the same specification.

7 FITTING INSTRUCTIONS, TRAINING AND INSTALLATION

For product information, PE pipeline design and other welding installation instructions a copy of

the AGRU Technical Information Manual is available from Agru Australia.

WSAA has published the Polyethylene Pipeline Code - WSA 01 with significant input and peer

review of the Plastics Industry Pipe Association of Australia (PIPA). WSAA recommend for

overall design, installation, pipeline testing and installer training requirements for PE pipeline

systems agencies refer to the WSAA Polyethylene Pipeline Code - WSA 01 available from the

bookshop at the WSAA web site www.wsaa.asn.au.

Satisfactory completion of a recognised PE pipeline installation training program is a

recommended pre-requisite for all PE pipeline installers and supervisors.

8 PRODUCT MARKING

AGRU electrofusion and plain end fittings are product certified to AS/NZS 4129 and the

minimum marking is:

• Manufacturer’s name or trademark (AGRU)

• Date or batch code (e.g. 08/1)

• Nominal size (DN of pipe to which the fitting is suited)(maybe Imperial e.g. ND6” IPS)

• Material identification – (grade, type, etc, abbreviated in accordance with nominated

standards)(maybe Imperial e.g. PE 4710)

• Classification for which the fitting is to be used (PN) (SDR nominated)

• Standard Number – AS/NZS 4129.

• Additional information relative to the fusion-jointing conditions shall be provided.

Note:- Smaller items have marking on the packaging with labeling on the main sticker showing WaterMark, Kiwa , DVGW, OVGW, SVG (ON EN12201-3) etc. Each fitting does have full traceability back to materials and manufacture batch numbers etc, which can be linked back to the AGRU Catalogue number.

9 PACKAGING AND TRANSPORTATION

AGRU fittings are single bagged in a PE-foil for dust protection. In addition the fittings are multi-

packaged in a cardboard box. Packaging lists are available on request.

10 PRODUCT WARRANTY

The products are covered by the normal commercial and legal requirements of the Competition

and Consumer Act 2010 (Cth), which covers manufacture to the relevant standard, and details of

warranty is included in their terms and conditions of sale.

11 WATER AGENCY EXPERIENCE WITH THE PRODUCT OR FIELD TESTING

REPORT

A field testing report of the AGRU electrofusion and plain end fittings has not been submitted at

this time.

While electrofusion fittings are a mature and widely installed product, the Australian water

industry has had varied experience with the performance of these fittings. They are approved by

many Water Agencies simply based on product certification and the knowledge that they are

capable of performing well provided the installation is carried out correctly by competent well-

trained installers.

Many Water Agencies are cautious about the use of electrofusion fittings due to the lack of

confidence in the installers. Because of the history of erratic installation quality, it is imperative

that satisfactory completion of a recognised PE pipeline installation training program be a

minimum pre-requisite for all PE pipeline installers. In addition it is recommended that for PE

pipelines where electrofusion fittings are being used, an attentive site supervision regime be

adopted using qualified, experienced supervisors until the individual installer or contractor can

demonstrate competence in all aspects of installation.

12 DISCUSSION

Agru Australia has an extensive AGRU Technical Information Manual covering polyethylene and

other polyolefin materials. This manual includes a section on electrofusion welding at Page 179

For the welding of AGRU-E fittings a universal welding machine should be used. This welding

device is a machine with bar code identification; it supervises all functions fully automatically

during the welding process and stores the data.

After feeding of the code for the universal welding machines with magnetic code characteristic

the code is deleted which means that the card can only be used once.

Suitable welding machines

For the welding of electric weldable AGRU fittings the following universal welding devices with

bar code identification are suitable:

Polymatic plus +top**

Huemer junior+, print+**

**with fitting traceability acc. ISO 121764

Electrofusion jointing of PE pipelines offers a permanently sealed and jointed system provided

the electrofusion process is carried out correctly. The electrofusion jointed PE pipeline has the

potential to have life expectancy equal to and in some cases well beyond other pipeline

materials and jointing systems. The PE material is corrosion resistant and correctly made joints

are permanently fused to provide a high level of joint integrity against leakage and/or infiltration

over the long-term. Similar to other plastic pipe systems, PE is susceptible to fatigue from cyclic

pressure changes and additional design considerations must be made if used in a pumped

pipeline.

PE pipelines are susceptible to permeation of specific organic chemicals (as are other pipeline

systems) and care must be exercised if designing for installation in contaminated ground and/or

brownfield sites. Seek further advice from Agru Australia regarding such installations.

The appraisal concludes that:

The AGRU electrofusion and plain end fittings are ‘fit for purpose’ and suitable for use in

water supply and sewer gravity, pressure and vacuum systems.

The AGRU electrofusion and plain end fittings are suitable for use with PE pipe conforming

to AS/NZS 4130.

The ISO Type 5 StandardsMark Licence for the AGRU electrofusion range of fittings has

been addressed to the satisfaction of WSAA Appraisal Network

13 LIFE EXPECTANCY

Argu standard electrofusion and plain end fittings are designed on the basis of 50 year

extrapolated material test data. For correctly manufactured and installed systems, the actual life

cannot be predicted, but can reasonably be expected to be well in excess of 100 years before

major rehabilitation is required. This rating is only a general guide to life expectancy and may

vary with the quality of installation workmanship, system operating conditions, operating

environment and other site specific factors.

14 FUTURE WORKS

No ‘Future Works’ requirements have been identified.

15 REPORT RECOMMENDATION

It is recommended that WSAA members and associates accept/authorise the AGRU

Kunststofftechnik GmbH electrofusion and plain end fittings supplied by AGRU Australia as

listed in Section 4 – Scope of this report and in the Product Certification Schedules. This

recommendation is subject to the pipelines / fittings being designed, installed and commissioned

in accordance with AGRU Australia recommendations, appropriate WSAA Codes and nominated

Standards.
