KLAMATH RIVER BASIN FISHERIES TASK FORCE

Proceedings of the Meeting held 1 March 1988 in Brookings, Oregon

Call to Order Chairman Steucke convened the meeting at 9:00 a.m.,with a quorum present (see attendance list. Attachment 1).

Correction and Approval of Minutes and Agenda Minutes of themeeting held 23 September 1987 were approved without changes.***************************:»* *********:!< ****************>!<*************

The following items were identified as additions to the draftagenda (see final agenda, Attachment 2): Presentations byeducators Jeff Self, Diane Higgins, and Susan Maurer on teachinggrade school and high school students about stream ecology andanadroraous fish. The scheduled report on Salt Caves Dam wasdeleted from the agenda to provide time for discussion ofeducation.

Report on Proposed Amendments to the Klamath River Basin FisheryResources Restoration Act (Bruce Taylor) Bruce referred toproposed amendments contained in H.R. 3496, previouslydistributed to the Task Force. He expects no changes in theseamendments. H.R. 34S6 is scheduled for a hearing beginning March15 before a subcommittee of the House Merchant Marine andFisheries Committee. Fish and Wildlife Service will testify.Bruce expects a routine hearing, followed by subcommittee markup.

Reports on Eco-education (Jeff Self, Diane Hiqgins... Sue Maurer)Existing and potential projects and programs were described,including: an outdoor camp on Trinity River; incorporatingmaterial on natural resource use and misuse into Californiahistory taught to fourth graders; a unit on aquaticecology to be included in science classes; video tapes onsalmonid life history; a classroom project to hatch and rearsteelhead trout in aquariums; a model stream and fish hatchery ata Eureka grade school; a grade school curriculum onrestoration of natural fish stocks being developed under contractwith the Advisory Committee on Salmon and Steelhead Trout; andeducational use of the Kelsey Creek spawning and rearingfacility.

The presenters emphasized the great potential for expandingenvironmental education in schools and in extension education foradults, particularly in rural areas. They offerred to provideproject proposals to the Task Force, when appropriate.

Extensive discussion included the following Task Force comments:Chairman Steucke noted the Task Force has not yet decided toinvest in education, so it is premature to invite proposals forspecific education projects. Nat Bingham said the Salmon StampCommittee has supported education projects financially becausethey see a critical need to change public perceptions of naturalresources. Mel Odemar asked whether education on anadromous fishshouldn't be extended bevond northwestern California to include

the populous areas of the state. The response to this was that ',,.there is coastwide interest in this area of education, and ^̂ »̂educators in the Klamath Basin are sharing ideas with othergeographic areas. Keith Wilkinson mentioned the development ofeducational material about anadromous fish through the STEPprogram in Oregon, where little educational material of this kindhad been available previously. He said the Task Force could havea similar central role in focussing education on anadromous fishrestoration.

Nat Bingham asked about apparent interagency conflicts overobjectives of the Kelsey Creek facility. Chairman Steucke askedMel Odemar to look into this matter and report back to the TaskForce.

Status of Fishery Restoration Work j.n Klamath Basin JMel Odemar)Mel referred to an inventory of existing projects and severalsummary tables and graphs that were provided to the Task Forceearlier. He noted that the inventory table (Attachment 3)contains errors and misleading entries. For example, some of thezeros entered in the funding column represent lack ofinformation, rather than a true funding value. Referring totables and graphs on sources of funding (Attachments 4, 5 and 6),Mel noted the change from predominantly Federal funding of streamprojects to predominantly State of California funding, beginningin about 1984. Referring to a comparison of work accomplishedwith what was called for in the "CH2M-Hill Report"(Attachment 7),Mel noted that:

o A good deal of the work called for in the CH2M-HillAction Plan has. been accomplished, much of it in thelast four years through several State funding programs.

o Even though no funds have been spent specifically forthe ocean harvest measures called for in CH2M-Hill,large sums are spent every year for ocean harvestmanagement.

o The expansion of Iron Gate Hatchery called for inCH2M-Hill (Action Item 1-5) is not endorsed byCalifornia. Purpose of the expansion was to have beenproduction of fish for outplanting. A number ofunresolved biological problems are associated withoutplanting of hatchery fish.

o Sediment control in Scott River Basin (ActionItem IV-5 and part of IV-4) remains an unresolvedproblem.

Mel pointed out that the database on Klamath Basin fisheryprojects is available to interested agencies. Database managementis accomplished through the DBase III+ commercial software.Editing and updating of the database should be done through the

Klamath Field Office of the Fish and Wildlife Service. Mel saidthat, deficiencies notwithstanding, the database on fisheryprojects is far better than anything available previously.

Jim Smith asked whether "success" and "failure" indicators couldbe added to the inventory. Mel responded that is a real need assome of the projects listed have been unsuccesful.

Task Force members who find errors in the project inventoryshould send that information to Klamath Field Office.

Wally Steucke asked whether the Action Items that have receivedlittle or no funding since 1984 are ones that the Task Forceshould target for funding. Mel responded this is true in mostcases-Iron Gate Hatchery would be an exception. An example of anunderfunded need identified by the project inventory is screeningof water diversions. Staffing constraints limit the ability ofCDFG to maintain more screens. Discussion followed of possibleways to build and maintain more screens.

Bob Rice raised the issue of damage from 1987 forest fires.TheForest Service expects to receive funds for restoration on publiclands, but the Task Force should consider funding restoration ofdamaged private lands.

Referring to the several State of California fund sources thathave put money into existing fishery projects, Mel said that theprocesses for project review and selection established for thosefunds will continue in the future, and can't be replaced by TaskForce review. Task Force review will be in addition toestablished reviews. The mechanism Mel foresees for involving theTask Force will be to send a standard CDFG request for proposalsto the Task Force. For work in State fiscal year 1988-89,requests are being sent out now. The Task Force could identify agroup of projects for State funding. Mel is confident that enoughState funds will be available to provide a 100% match.

Jim Smith said that the Task Force should emphasize developing along-range plan, rather than a list of projects. Mel concurredbut said that the State programs will continue regardless, so theTask Force needs to identify some needed projects even whileplanning is going on.

Wally Steucke said he found the project inventory to beacceptable as a major advance beyond the earlier state ofknowledge, while still in need of editing and updating. Herecommended that the technical work group that developed itshould be formalized and made permanent. Mel Odemar concurred thework group should be permanent, but pointed out the projectinventory was a special job, and that future technicalassignments may require different staffing. Rod Mclnnis suggestedidentifying likely future tasks for a work group before decidingon its makeup.

Wally directed the Klamath Field Office to make an annual request

for information to update the project inventory. Information onsuccess of each projec t w i l l be added as eva lua t ion andmonitoring proceed.

Options for Long-Range Planning of the Restoration Program (RonIverson) Ron said that, generally speaking, the Task Force hasthree planning options: ( 1 ) Use the "CK2M-Hill Report" as thestatement of needed actions, subtract out the work alreadyaccomplished as displayed in the project inventory, and financethe highest-priority (in terms of fish per dollar) workremaining; (2) Throw out CH2M because of its deficiencies andsubstitute something different; (3) Use the good parts of CH2Mand add to it as needed to adequately plan the RestorationProgram. He recommended the third option.

Ron made the following proposals to the Task Force, relative toplanning:

(A) Tie the Klamath Restoration Program to a broaderfish restoration mission, such as a statewide orcoastwide restoration goal. He cited SB 2261, a bill nowbefore the California legislature, as a potentialfoundation for statewide goals and strategies forrestoring anadromous fish.

(B) Adopt a simplified version of the "System Planning"process which now guides the fish restoration programunderway in the Columbia Basin under guidance of thePacific Northwest Power Planning Council. Information onSystem Planning was sent to the Task Force earlier. Ronclaimed that System Planning, and the information-gathering and analysis that it requires, will correctmost of the important deficiencies of the "CH2M-HillReport" Action Plan, while allowing for use of the validmaterial in CH2M. System Planning will provide a basisfor Task Force decisionmaking in comparing restorationoptions.

(C) Appoint a technical work group to do the planning,and consider hiring a consultant as a facilitator.

(D) Approve an interim action plan, consisting of workitems that are considered of high priority and that canbe implemented while long-range planning is proceeding.Based on review of the project inventory, and on TaskForce discussions to date, Ron recommended the actionplan be drawn from the following broad categories:

-Program administration-Information-gathering and analysis-Education-Screening of water diversions-Sediment control, particularly in the Scott RiverSubbasin- Ident i fy ing and providing instream f lows for

anadromous fish, particularly in the Scott andShasta River subbasins.

Extensive discussion ensued. Jim Smith entered a motion thatrecommendations (A), (B), and (D) be adopted, with emphasis onprioritizing work items. Criteria for prioritizing that werementioned included cost-effectiveness, species or stocks of fish,and time-sequencing of work.

Bob Rice said the Task Force itself should identify the missionand broad goals of the Restoration Program, then turn these overto a subordinate group for detailed planning. Discussion turnedto whether providing data to the Klamath Fishery ManagementCouncil (The Council) is a goal or responsibility of the TaskForce. Nat Bingham said the Council needs to know more about theproductive capacity of the Klamath Basin in order to setescapement objectives, but he questioned the present practice ofmanaging for large escapements in order to test the capacity ofthe Basin. There seemed to be general agreement that the TaskForce shares responsibility for providing knowledge needed formanaging harvests of anadromous stocks originating in KlamathBasin.

Wally Steucke asked for a decision on whether an interim actionplan is desired, and whether the Fiscal Year 1989 budget will betied to it. Mel Odemar moved to adopt the interim action planproposal and also Iverson's proposal for a long-range plan. Themotion was seconded by Jim Smith and passed by consensus.

Report of the Ad Hoc Subcommittee on Budget Justification (PhilSchaf er ) Phil distributed copies of: a draft Restoration Programbudget for Fiscal Year 1989 that was prepared by Ron Iverson,sent to the Washington, D.C. office of Fish and Wildlife Servicein January, and presumably used in negotiations resulting ininclusion of the Restoration Program in the President's budgetfor FY1989; and a draft Restoration Program budget prepared inFebruary by some members of the ad hoc budget subcommittee of theTask Force (Attachments 8 and 9). In addition to the itemsidentified in those documents, Mike Orcutt identified projectproposals totalling $50,000.

Phil said he felt plan development should be a high priority, tautbeyond that he did not have enough information to feel confidentin endorsing any of the work items identified in the budgetdocuments. Moreover, he speculated that many of the dollaramounts shown are based on no more than best guesses. Don DeVolagreed that the Task Force has little basis for accepting,rejecting, or prioritizing the proposed work, and suggested thata technical work group be assigned to develop more justificationand rationale for a budget proposal.

Responding to a question on when a detailed budget proposal forFY19S9 will be needed, Wally Steucke responded that the FWSRegional Director has already made presentations on the Klamath

budget for FY1989, based on something like the Iverson budgetdocument. For continued funding into future fiscal years,Congressional staffs will want to see considerably more detail.Budget justifications for FY1990 will have to be submitted byabout May 1988, meaning a detailed budget for FY1989 must beagreed upon by the Task Force by, say, April 15. .

Discussion then turned to the non-Federal share of funding. MelOdemar said the State of California has no separate fund forKlaraath fish restoration, so approval of specific projects forthis purpose must be through the established State processes,plus the new step of Task Force review. Bob Rice commented thisappears to set up two unrelated budget processes, which isinconsistent with the Klamath Act.

Wally commented that the Task Force will have to show theSecretary of the Interior that the non-Federal matchingrequirement has been met. Matching would not have to equal .theFederal contribution every year-it could be more or less,depending on needs. The best way to demonstrate matching would beto have a Federal budget for FY1989 and a corresponding Statebudget for fiscal 1988-89.

Proposals for State funding in 1988-89 are to be submitted by May2. This will result in lists of projects approved for fundingfrom various sources. The projects will not be grouped into anykind of a restoration plan. Mel said he is confident there willbe a sufficient State contribution to match Federal funding.

The Task Force then set out to review the existing budgetdocuments to see which line items could be endorsed, but somemembers felt they lacked information to make these judgements.Rod Mclnnis moved to form a technical work group to develop adetailed interim action plan and budget for FY1989, to 'identify a process for getting the work done, and to develop along-range restoration plan. The motion received a second and wasapproved by consensus .

The work group was instructed to provide a detailed budget forFY1939 to the Task Force by April 1. The Task Force will discussthe budget by telephone conference, and approve a budget by April15, The work group was also directed to provide to the TaskForce, at that group's June meeting, a procedure for implementingthe interim action plan, and an estimate of maintenance needsassociated with approved projects.

Other Old Business

Mel Odemar proposed to discuss the memorandum of agreement calledfor in paragraph 2(b}(4) of the Klamath Act. Wally Steucke notedthe Task Force has deferred this item until a memo of agreementfor conduct of the Trinity Restoration Program became availablefor use as a model. It was agreed the Trinity memo is in asufficiently advanced stage to be so used. Klamath Field Officewas directed to draft a memo of agreement for the KlamathRestoration Program, drawing on the Trinity, memo, and to providethe draft to the Task Force at their next meeting.

Wally mentioned liaison with the Klamath Fishery ManagementCouncil and the Trinity Task Force as agenda items deferred fromearlier meetings. He asked Nat Bingham to identify data needs ofthe Management Council and to identify them to Klamath FieldOffice so they can be worked into the planning/budgeting process.Mel Odemar said this should be an annual process .

Discussion turned to criteria for non-Federal matchingcontributions. It was generally agreed that such contributionswill, in the future, be required to be consistent with the long-range plan to be developed for the Restoration Program. Absentthat plan, proposed matching contributions will be judged againstthe "CH2M-Hill" Action Plan.*****************************************************************

Scope of Authority of the Task Force ( Ronnie Pierce ) Ronniementioned several issues that don't seem to be resolved by part4 ( b ) of the Klamath Act, dealing with Task Force functions:Should the Task Force coordinate and get involved in the manyfishery activities already underway in Klamath Basin? Should theTask Force have a say in State research projects in the Basin?Wally and Mel mentioned the limited, advisory role of the TaskForce. Wally cited clarifying language added by the Presidentupon signing the Klamath Act, emphasising the advisory nature ofthe Task Force.

Ronnie proposed that, the role of the Task Force be furtherclarified in a statement of mission and goals. Bob Rice said thatthe memorandum of agreement should also. clarify the relationshipsof the several entities having fishery programs in Klamath Basin.Klamath Field Office was directed to draft a mission/goalstatement and provide it to the Task Force at their next meeting.

Wally explainedthat Task Force membership is established by Congress, and askedwhether the Task Force wishes to endorse Sue's request. MelOdemar moved to endorse with a second by Keith Wilkenson, and themotion passed by consensus. Wally said he will prepare a letterconveying the Task Force recommendation to the InteriorDepartment .
