Sub: Revision in the schedule of charges for reimbursement of expenses onpurchase/replacement/repair/adjustment of Hearing Aid under CS(MA) Rules, 1944Clarification regarding.

ln continuation of this Ministry's G.M. Nos. S.14025/36/93-MS dated 26.3.94 and17.8.1999 on the subject mentioned above the undersigned is directed to say that the rates andprocedure in this behalf as prevailing in CGHS will be applicable to Central Governmentservants covered under CS(MA) Rules, 1944 also.

2. The special circumstances under which the digital hearing aid may be reimbursed uptoa limit of Rupees Sixty Thousand should include:-

(a) Moderate to Severe Sensory Neural Hearing Loss withAided Speech Discrimination Score which cannot be improved to 70% by use- ofAnalog Hearing Aid.

(b) Sharply sloping audiogram seen on P1d"~ 'T\)neAudiometry, inverted V audiogram or U 5l;aped audiogram involving 2000 Hz.

3. This should be done on the reeommendation of 3 ENT Surgeons of 3 diffi~rentGovernment Hospitals who have facilities to audiometric assessment and have all -perfOlmedtheir independent audiological assessment.

4. However, factors like the age of the: patient /educational or work requirement andbilateral congenital losses can also be taken into consideration by the prescribing Surgeons forprescribing hearing aids ba<;ed on digitil technology. The request for the procurement-of digitalhearing aid need not be put up to the Standing Committee.

5. .The technical expert competent to condemn a hearing aid after 5 years would b(~ theService Engineer of the authorised Hearing Aid Centre / Dealer. The above certificate would berequired to be countersigned by the ENT Surgeon of a Government Hospital.

6. These orders ~;" be applicable to both types of beneficiaries viz., CGHS beneficiariesand the beneficiaries covered under CS(MA) Rules, 1944.

In Continuation of this Ministry's OM of .;ven number dated 2g.1J}20C2 cn thesubject .m.entioned above;the undersigned is directed to say that the issue ",;vhether the cemnglimit of Rupees sixty thousand towards reimbursement of expenditure incurred O!l a digiulhearing aid is applicable tor a single ear or for both ears has been examined iT] cOESultatiof'with Dte.GHS and it is accordingly darilled that the said Hmit of Rs. si:\ty thousand wasapplicable for a single hearing aid only, However, k~eping in view the Tact that the rat(;s ofthe digital hearmg aids have come down drastically an ex~rclse was undertaken for revisingthe ceiling limit ex reimbursement by caHLt1g fresh rates from different m~1Utactllrers !dealers of hearing aids. In accordance with the recommendations of the exp-ertsln Dt~.GHSthe ceiling limit for reimbursement of expenditure incurred on purchase of a digital hearingaid is fIxed at Rs...-thirtrJhousand only. The other terms and conditions of the OM underreference shall remain unchanged.
