State of the Nation Conclave Prabuddha Bharat's2016

On 24-25 September 2016, Prabuddha BharatBelagavi had organiseda "State of the NationConclave 2016" the Conclave was supported bythe Visvesvaraya Tech-nological University andRani Channamma University. The conclave wasaddressed by re-nowned speakers and Dr AnilKumar Garag was his reflections on the State of theeconomy. Below is the text of his reflections at theconclave.

"It is always a feeling of deja vu when you getinvited to your home town and are given a chance

to address a gathering of delegates in a prestigiousconference. I must make it a point to thank Shri L KHavanur, The president of Prabuddha Bharat, ProfSandeep Nair for thinking about me to be a person ofsome value to speak to the August audience.

I would like to place before you my thoughts on threethings about the state of the economy.

1. Economic themes post 2014: there is a paradigm shiftin the economic themes post 2014 and the newgovernment has been talking about two veryimportant themes;

a. Ease of doing business: we have been doing business, the wrong way for the past 70 years and have been able tobend rules backwards to accomodate our whims andfancies. The times have changed and also the newregulations on GST will change the way we conductbusiness in the country. Whenever you go to the marketto buy anything, the regular question asked is whetheryou want a bill for the transaction, if you want it then youwill have to pay VAT or sales Tax and the price of theproduct will go up by that extent. This choice isinvariably offered by businessmen of all hues and sizes. With the implementation of GST, the question wouldbecome redundant as the seller would have already paidhis part of the GST and would be eager to recover thatamount from the buyer. Hence learning the clean way ofdoing business becomes more important. This to mymind is the real contribution in ease of doing business.Business becomes easy when everybody follows thesame rules.

b. Make in India: there is a lot to be done in promoting'Make in India', a lot is being done though, labour lawsare being tweaked slowly and surreptiously to make iteasy for hiring and firing. But the challenges of Make inIndia are numerous. One of the biggest challenges is theProhibitive Land process and highly complex ownershipstructure of land holdings. This is one obstacle which isgoing to be difficult to remove and make "Make in India"easier.

2. Challenges faced by the government in monitoring theeconomy:

a. Collecting economic data is a nightmare for ourstaticians. Our IIP data is published three months late,Our inflation data is not relied upon by our own industrypeople. collecting, collating and computing GDP hasbecome a bone of contention between private dataaggregators and the government staticians. Collectingauthentic data in a timely manner is a big challenge for acountry whose unorganised economy is larger than theorganised econ-omy.

b. Building and maintaining an organised market forvarious commodities, products and fi-nancial services isanother major challenge. creating an ecosystem of

organised markets and then collecting anddisseminating data are two sides of the same coin.

3. What has changed into the last two and a halfyears?

a. A very personal example is that I have beenasked to be on stage and present my reflections onthe state of the economy. The organisers wantedme to talk about my thoughts without asking meabout my lineage. This is the biggest change here.Earlier dispensation wanted only those with theright lineage to address gatherings. Being capitalistis no more considered regressive. Still somepockets of the civil (should we call them that)society think that being communist is beingprogressive. So first victory over the class war hasbeen won by debunking the thought about leftleanings being progressive.

b. We have a government at the centre which hasengaged a number of common citizens in aconstant dialogue on governance with the help oflocal circles and the mygov initiative on the digitalplatform. I appeal to all of you to please participateon this platform positively and constructively.

c. Finally you have elected this government in thehope that the government cleans up the house. When you engage somebody to clean your house, remember that the cleaner is bound to reach underyour seat to get the job done. Therefore don'tcomplain that the janitor has reached under yourchair too. Get up and declare your dirty assets tothe government before the cleaner approachesyou. These are the last few days available fordeclaring your black money, make the most of itand declare before the due date.

I would like to end my submission with thefollowing lines

“Mera desh badal raha hain, aage badh rahahain”.

necessary in modern times. He said abundantknowledge of Indian ethos is available so it is theperfect time to start the Center and posed thequestion 'what was Indian Management'? and alsoanswered that it was 'nothing but an offshoot ofspiritual dimension'.

He further said modern science has grown to thegreat heights in the last 400 years but is stillincomplete in its search for the reality. Scientistslike Newton and Descartes found the world socomplex as far as the physical world wasconcerned but apart from physical world there isalso the world beyond our imagination andunderstanding of Gods, etc; we had understoodthe physical world thinking that everything in thisworld was matter and energy. Scientists couldcalculate how to put the rockets into right orbitwhich was deterministic; on the other hand, thereis a subtle world where electrons grew like globeleading to collapse of the deterministic worldwhich only showed we could understand thephysical world only partially.

The essence of Indian way of life lies in goingbeyond the physical world like understandingPrana (life); the problem of Western medical worldwas how non-communicable diseases likeDiabetes, Asthma and Cancer arise. However, these diseases require multidimensionalapproach; modern Science and Technology wasunable to solve such modern problems, that is whya system like 'AYUSH' (Ayurveda, Yoga, Unani,Siddha and Homeopathy) was introduced byGovernment of India recently to give a holistictreatment to these diseases which was backed byWHO also. Professor Nagendra went on to add, inthe Management Scenario, along with the Westernconcepts like TQM, ISO, Japanese Managementwe should also evolve Indian Managementprinciples. That we have achieved so much andwaiting for what next; however, in the process wehad burnt up ourselves. So, time has come tomaintain one's health properly and in this directionIndian Management principle of HolisticManagement could help.

The Western Management teaches only quality ofproducts whereas Indian Management teachesquality of life which is also very important. Unlesswe understand this integral dimension ofmanagement, it will not be effective, he stronglyfelt. Human beings need freedom from pains, diseases, greed and arrogance; ancient seers hadgiven solutions for all these problems. Yoga can bea panacea for all ills of modern problems; in thiscontext he opined India is not simply a Punya

Bhoomi but it is a Divya Bhoomi. Now there is a need tobring back those management concepts and usher inholistic development of the human personality.

By combining the 'Best of the West and the East' to give atotal new dimension; total index of the country shouldnot simply be measured by GDP but it should alsoinclude health index, personality index, and contributionindex. Corruption can be prevented by will power; andthere is great need to build values in management and insociety. We should listen to wisdom rather than senses;on the one hand, we are growing gigantically but wehave been reduced to pigmies because of many modernproblems. Hence, Indian education should teach us thefine qualities through inculcating right values; all thesedimensions should be brought into Indian Management. So it would be a wonderful knowledge base; in thiscontext ancient Indian texts should be studied and ideaslearnt from them to be applied to the body ofmanagement knowledge. He lauded the efforts of the B-School in developing the SCIM and wished the venture togrow phenomenally in future.

The Guest of Honour, Professor K B Akhilesh, in hisaddress shared an interesting anecdote; in a Conferenceon Indian Management about two decades ago theystrategized to evolve the concept of Indian Managementand it was defined in different ways. One way was todefine it in terms what successful Indian companies do;second way was to see it in terms of failures of Westernpractices in Indian context and the third approach was todefine it in terms of our culture and values so that thepositive aspects of work life could be highlighted.

These can be internalised from our texts and scriptures.Another dimension we learnt was with respect to largescale changes we have brought in India; against thisbackdrop, he quoted about the reforms brought out inTihar Jail by the top Indian First Woman Cop Dr KiranBedi and another example of Salem Silver Jewellerymakers with a lakh employees of having no financialtransaction. Lessons learnt from these experiences are atthe core of Indian Management. Now days, we aregetting many Indian unique case studies and we learnfrom other parts of the world also which are evidence-based.

Today people ask for evidence-based questions; againstthis back drop, Management Department of IISc wouldestablish a lab to give evidence-based studies aboutIndian Management; he mentioned the very interestingIndian concept of 'Reverse Decision Making' that wasfirst presented by Dr Daniel Albuquerque and discussedin a Workshop at IBA, wherein lies the importance ofIndian mythologies like Savithri, Bhakta Markandeya, incontrast to usual decision making process based onWestern Management theories. He concluded his speech

by saying Yoga Programs at S-VYASA are globallyaccepted and appealed to the youngsters tocontribute to the field of Indian Management infuture.

The other Guest of Honour Professor SubhashSharma highlighted about the historical evolutionof Indian Management starting in 1980 followedby the 'Human Values in Management'propounded by Swami Ranganathananda ofRamakrishna Mission. Further, Professor S KChakravarty of IIM Calcuta also added to thisconceptualization and the outcome was creationof “Management Center for Human Values” in IIMCalcutta led by Prof Chakravarty himself.

In 1996 he came out with his book “Managementin New Age: Western Windows Eastern Door”opening a new vista in Indian Management. IndianManagement is rooted in the idea of 'Vision of Life'taking us beyond the 'Vision of Profit' which is theroot of Western Management. He also mentionedabout institutional efforts in this direction atWISDOM (Women's Institute for Studies inDevelopment Oriented Management) atBanasthali University, Rajasthan and IndusBusiness Academy, IBA, Bangalore and GreaterNoida. He talked of three phases of developmentof Indian Management, viz. Indian ethos andManagement phase with focus on human andethical values 1980 onwards; Yoga Revolution andYMS (Yoga, Meditation and Spirituality) phasewith focus on Self Management 2000 onwards andnow entry into DNA (Development, Nationalismand Aspiration) phase wherein Management islinked with three key ideas viz. Development,Nationalism and Aspirations of people. Hede f ined i t a s ' INDIA Mode l o f Ind ianManagement'; wherein INDIA stands for Indian (I)Nationalism (N), Development (D), andInternational (I) Aspirations (A). He also linked itwith the development vision of our Prime MinisterS h r i N a r e n d r a M o d i , a r t i c u l a t e d a s'sabkasaathsabkavikas' (collective energy forcollective development). He further stated this canbe accomplished through a 'Step by Step'approach to success and gave his well-known'Step by Step' song of success to the students andthe aspirants attending this program.

Mr B K Gupta, CEO, Giant Step, a noted CorporateTrainer and motivation guru underlined the needand relevance of the inauguration of SCIM;expressed his experience that students of leadingB-Schools of the country showed blatantignorance about Indian values, culture and ethos. He congratula ted Sambhram School of

Management for laying the foundation of SCIM andbelieved it would go a long way in igniting the buddingmanagers to know about their glorious past and richcultural heritage; further he quoted the great Frenchsavant and Nobel Laureate Romain Rolland: “If there isone place on the face of earth, where all the dreams ofliving men have found a home from the earliest dayswhen man began the dream of existence, it is India”. Theaugust gathering was also reminded of the powerfulprediction of the British Historian, E P Thomson “India isthe most important country for the future of the world”.

Mr Gupta made a fervent appeal to the teachers inparticular to shift their focus from teaching values topracticing values as the students today are facing thecrisis of finding genuine teachers to become their rolemodels; with conviction he concluded on a positive notethat the time was opportune for India to become aSpiritual Guru and SCIM could prove to be the harbingerof the New Dawn! Dr Vithal D Potdar, Principal,Nagarjuna Degree College, extended his concludingremark about the initiative of having this SCIM and statedthe new perspective should be followed in a spirit ofresearch not in isolation and an interdisciplinaryperspective is the need; we could take a leaf out ofIndology and Indian classical works also. Joint studygroups should be set up in consultation with Linguists,Soc ia l Sc ien t i s t s and Management exper t s .Interpretations of ancient texts like Rajaneethi,Arthasastra, and Maanasollasa should also be taken upwhich is otherwise application of ancient principles inthe modern contexts; this is precisely missing in today'sresearches. In this context, he referred to the seminalwork conducted long ago by late M H Gopal in 1920 bysubmitting his PhD thesis on 'Mouryan Public Finance'to the University of London; how he was motivated toundertake his research studies in 1994 in KarnatakaUniversity. At the end he suggested to go for tie-ups withIndological Groups, ICHR, ICSSR, ICPR and MythicSociety to take up studies in this direction.

Sri V Nagaraj, Vice Chairman, Sambhram Group ofInstitutions and President of the Program remarked thathe was very happy to see the Center being inaugurated inthis B-School and assured all the required support for itsgrowth. He hoped in future more and more studentswould pursue their interest in this type of studies andresearches thus bring laurels to the SCIM and also tothemselves. Though he had his own queries about thisconcept at the outset but now after hearing thelegendaries about the efficacies of Indian Managementhe best assured himself first and then others this humblebeginning is the reality in a better way. The programended with the proposition of vote of thanks by Mr H ARaghavendra, Associate Professor, Sambhram School ofManagement.
