Operations STTP and STMP
Transition Agents facilitate STTP and STMP documents that highlight a plan by identifying:
• All critical stakeholders (roles & responsibilities)
• Current Technology Readiness Level / Manufacturing Readiness Level (TRL/MRL) of SBIR Phase II technology
• TRL/MRL levels required for transition
• Financial strategy
• Intellectual Property (IP) protection
• Risk mitigation
Fundamentals of a Transition Effort include: Customer Defined Need SBIR technology that meets the need

Operations Lessons Learned and Best Practices
• Rapport and direct involvement with AF customer
base is essential
– Having “Boots on the Ground” is vital
• Ensuring necessary collaboration
– Implementing process is time consuming
– Requires continuous attention
• Early and effective participation by the system
integrator or major defense contractor
– Integration of SBIR into overall strategic planning process
• Rapid Innovation Fund complements SBIR transition
• DoD Component CRP collaboration is beneficial
