Background 1 In accordance with regulation 21.6 of MARPOL Annex VI, at the beginning of phase 1 (1 January 2015 to 31 December 2019) and at the midpoint of phase 2 (1 January 2020 to 31 December 2024), the Organization shall review the status of technological developments and, if proven necessary, amend the time periods, the EEDI reference line parameters for relevant ship types and the reduction rates set out in regulation 21. 2 In this regard, MEPC 66 agreed to the following minimum data needed to support the review and invited IACS to submit these data to the Secretariat on an ad hoc basis in a timely manner to support the review (MEPC 66/21, paragraph 4.53): .1 type of ship; .2 capacity of ship (GT/DWT as appropriate); .3 year of delivery;

.4 applicable Phase;

.5 required EEDI;

.6 attained EEDI; and

.7 use of innovative energy efficiency technologies (tick-box indication of whether the fourth and fifth terms of the numerator of the EEDI equation are employed).

3 Following MEPC 66, the Secretariat established an email address for data submissions as follows: [email protected] and developed an EEDI database.

4 At MEPC 67, the Committee:

.1 having considered document MEPC 67/4/3, confirmed that the ship identification number did not need to be included in the data set submitted to the Secretariat for inclusion in the EEDI database; agreed that minimum data can also be submitted to the Secretariat from sources other than IACS members and urged Member Governments and classification societies to submit data to the Secretariat to support the mandatory reviews (MEPC 67/20, paragraph 4.55);

.2 noted document MEPC 67/INF.4 which provided the first summary of data and information in the EEDI database and requested the Secretariat to continue to submit this information to the Committee, having noted the need for data to be presented in a format that maintains the anonymity of the ship (MEPC 67/20, paragraph 4.56); and

.3 agreed that the exact deadweight (DWT) or GT, as appropriate, should be provided to the Secretariat by those submitting minimum data for inclusion in the EEDI database and that the Secretariat should round the DWT or GT data up to the nearest 500 when these data are subsequently provided to the Committee (MEPC 67/20, paragraph 4.57).

5 By the date of this document, data had been received from five IACS members for 454 ships in total. These data, aggregated and anonymized by the Secretariat, are provided in annex 1. To illustrate distribution for each type of ship, graphical representations are also provided in annex 2.

6 The Committee should note that some IACS members have provided EEDI data not only for ships for which EEDI regulations are mandatory but also for ships to which the EEDI was applied on a voluntary basis. These data are also aggregated in annex 1.

7 The Committee should also note that the Secretariat has included in the database additional information on the "attained EEDI reduction rate relative to reference line value", to provide the attained reduction factor for each of the ships in the database.
