AQS (Air Quality System)
CARB PQAO Training Module II December 19, 2014
Fletcher Clover EPA Region 9
-
AQS OVERVIEW & REQUIREMENTS
• EPA’s database for regulatory actions • Design value calculations • Raw data
• Includes the following types of data: • Ambient concentrations • Monitor/site metadata • QA data (precision & accuracy)
• Data submittal requirements • All data collected must be submitted to AQS no later than 90 days after the
quarter in which the data was collected • Extremely Important to submit data to AQS on time!! • Late submittal of data causes may issues with design value calculations,
which could hold up important regulatory actions.
-
MONITORING METADATA
• Monitor metadata can be equally important as the ambient concentration data
• Incorrect metadata may lead to data issues or errors in data interpretation
• Examples of important AQS metadata fields:
• Method code • Spatial scale & distance to roadways • Sampling frequency • Monitor start/close dates • Primary monitor
-
THERE ARE MANY KINDS OF REPORTS IN AQS… AMP 390 – Monitor Description Report
AMP 430 – Data Completeness Report AMP 300 – Violation
Day Count Report AMP 350NW – Raw Data NAAQS Averages Report
AMP 450 – QuickLook Report
AMP 600 – Data Certification Report
AMP 350 – Raw Data Report
AMP 480 – Design Value Report
-
…WHICH AQS REPORT IS RIGHT FOR YOU?
Q: What AQS report would you use to find out if a monitor’s method code has changed in the past five years?

NULL DATA CODES, QUALIFIER CODES, and FLAGS
• Null Data Codes • Data is determined to be invalid • Null data does count toward completeness
• Qualifier Codes • Data does not meet a particular criteria, but has been
determined to be valid • 1: deviation from CFR/critical criteria • SX: does not meet siting criteria
• Informational Flags (“I” series) • Related to external environmental conditions
• J: construction • IT: wildfire
• Request for Exclusion Flags (“r” series) • Formal request for data exclusion under the Exceptional
Events Rule (EER) • rj: high winds • rt: wildfire

NULL DATA CODES, QUALIFIER CODES, and FLAGS
• Code/Flag Recommendations • Always code missing data • Use descriptive qualifier codes or informational flags
as much as possible • Do not use the Miscellaneous Void (AM) null data
code • CONSISTENCY
• AQS coding should be part of the data validation SOP • Rationale for data code/flags should be supported by
the appropriate DOCUMENTATION • Station logbooks • QC check & audit documentation • Maintenance records • Validation records
-
TOP 10 ISSUES WITH AQS
1. No monitor open/close date 2. Incorrect method codes 3. Incorrect sampling frequency (PM2.5/PM10) 4. “Other” monitor type 5. No designated primary monitor (affects collocation) 6. Incorrect parameter code (i.e FEM monitors w/ non-regulatory codes) 7. Missing QA/QC data 8. Incorrect use of null data codes 9. Late or missing data 10. Outdated QAPPs
-
How to get to AQS
• Register for a User ID and password • Fill out and sign AQS User Registration and Security Guidelines
forms • Mail or FAX both sheets to EPA, NADG (919) 541-7674 or via email
• Once registered, you will be emailed an AQS Userid and password.
• Use your Java-enabled web browser to go to http://www.epa.gov/ttn/airs/airsaqs/aqsweb/
mailto:[email protected]
-
AQS UPDATES
• AQS user IDs will be discontinued • AQS will switch to using Exchange Network IDs
• Support for Discoverer has already been dropped • EPA is developing a web application for outside (non-EPA) users
• Currently working on a PM10 combined site report • Update to allow for batch upload to monitor metadata fields • Support for the 80 character SAROAD card-image transaction format
will be dropped • EPA has posted a program on the AQS TTN website to convert these
transactions to delimited format • AQS will be switching from Screening Groups to Agency Roles • Expansion of seasonal sampling for all pollutants • Support for multiple/simultaneous file upload
