Cover Letter

Dear Members of the Evaluation Committee:

Thank you for the opportunity to submit our proposal to provide the City of Boise Aviation Department’s (the Department) Request for Proposal process for Airport Security Services for the Boise Airport (BOI). Universal Protection Service, LLC doing business as Allied Universal Security Services (Allied Universal) has been providing aviation security services for more than 20 years to some of the nation’s busiest and most prestigious airports. As a result, we understand the unique needs of the aviation industry, and make it a priority to partner with airports, airport authorities and airlines of all sizes to provide the best possible solutions for their security programs. Passenger, vendor and staff safety, compliance with TSA security directives, airport security plans and customer service are of the utmost importance to aviation facilities. The visible presence of well-trained, uniformed Allied Universal security professionals provides that sense of security and safety.

What separates Allied Universal from our competitors?

1. Allied Universal secures sixteen (16) large and medium airports complying with Title CFR 49 1542 Airport Security Regulations, nine (9) airport general aviation facilities complying with Title 49 CFR 1550 General Aviation Regulations, and over 30 air cargo with airfield access that are in compliance with Title 49 CFR 1542 regulations, accounting for more than 4,500,000 hours of comprehensive security and screening services per year.

2. Aviation Security Experience – Allied Universal services numerous aviation clients including John F. Kennedy International Airport, LaGuardia Airport, and Rochester International Airport in New York; Newark Liberty International Airport in New Jersey; Jacksonville International Airport, Ft. Lauderdale-Hollywood International Airport, and Miami International Airport in Florida; Dallas Love Field and San Antonio International Airport in Texas; Memphis International Airport in Tennessee; Cincinnati International Airport in Ohio; and John Wayne International Airport in California as well as many others.

3. Aviation-Specific Training – Allied Universal’s School of Aviation Security’s curriculum is designed to match the requirements of BOI, and includes topics such as Fundamentals of Aviation Security and Regulatory Compliance as well as aviation security training videos produced by ANTN Digicast through AAAE.

4. Industry Involvement – Allied Universal actively participates in the American Association of Airport Executives (AAAE), active in the Transportation Security Committee and the General Aviation Security Committee; Airports Council International-North America, active in the Public Safety and Security Committee and the Air Cargo Security Committee; Airports Law Enforcement Agency Network, active as a gold sponsor associate member; and is a long-term member of ASIS International. Our involvement in these associations helps us stay current with changing and emerging regulatory standards of Title 49 CFR Parts 1542 and 1550 to ensure that our clients meet the ever changing aviation security compliance standards.

DESCRIPTION OF PROPOSED SERVICES

Allied Universal’s proposed program will fulfil the City of Boise’s

need for manpower assistance to conduct security duties

including: inspecting personal identification and belongings,

vehicles, equipment, supplies, etc. in accordance with the most

current federal security directives and local operating

procedures.

Our duties at the Boise Airport will consist of fulfilling the posts

required by the Department:

Gate Guard Duty

Terminal Inspection Duty

Exit Lane Security

Allied Universal’s management team for Boise Airport’s security program will be led by our Branch Manager for Idaho, Kevin Vinson. Kevin will act as our Project and Transition manager and will have the authority to commit all of Allied Universal’s resources to ensure our success on this contract. Kevin will focus on the daily operations of the airport program utilizing his security management experience and technical knowledge to ensure that all contractual requirements are met and/or exceeded during the life of the contract. Primary responsibilities of the Project Manager include but not limited to the following:

A. Primary interface with BOI and the Aviation

Department,

B. Reporting and Customer Relations/Customer

Satisfaction,

C. Coordination of all Contractual Requirements,

and

D. Overall Quality Management/ Shift Inspections

The branch manager is responsible for exercising leadership, maintaining high morale, directing and inspecting the performance of security personnel assigned to the airport and provide localized supervision for the security officer force ensuring accomplishment of contract requirements and compliance documents. Our managers ensure compliance with post orders, policies, and procedures, with emphasis on safe conduct of operations and courteous treatment of BOI employees, contractors and visitors. Allied Universal’s Branch Manager is based out of our local Boise and will be responsible for working with the security force to achieve training and account delivers while also being available to the airport 24 hours a day, 7 days a week. Allied Universal’s management approach for this contract has been designed to deliver the “Best Value,” cost effective services that are flexible and highly responsive to the Airport’s security contract. Inspections help us meet our contracted obligations. Allied Universal inspects security services at client sites on a routine and random basis.

Post Orders Post orders represent the playbook that guides the day-to-day activities of the entire account security team. Post Orders and Standard Operations Procedures Manuals are essential components of our security programs.

Incident Reporting

Accurate incident reporting is essential in emergency situations, especially those cases that might involve police investigations or insurance companies. A regular review of incident reports from security program can also identify any security trends that may indicate a need for adjustments to your program.

Scheduling

Accurate scheduling is a vital component of our effectiveness and client satisfaction. Our local managers utilize our automated scheduling system to provide clients with the most accurate, efficient scheduling available. The system not only plans who will work and when, it also integrates with our training compliance tracking to ensure scheduled security professionals have the necessary training and skills.

It is Allied Universal’s approach to staff this engagement with the following: 6-7 on-site security officers (mix of full/part-time employees) 1 Area Manager to ensure program supervision and contract compliance

Allied Universal’s local office is supported by our team providing recruiting, HR, Training and administrative support. Our local team supports our over 180 officers throughout the treasure valley and will also ensure that members of our flex-officer team and our local manager will have the appropriate airport credentials and training for backfill of positions and expanded coverage needs in addition to your core program.

The vast number of recruiting resources we utilize along with our reputation for being a great place to work directly contributes to the more than one million candidates in our hiring pipeline. A large number of applicants means that we can select the right candidates for your security program. And, we have the resources to identify the most well-suited individuals quickly and efficiently.

To ensure high quality employees that are the right fit and have the right skills for the Departments program, Allied Universal uses an automated, highly customized Applicant Tracking System, Allied Universal|GatewaySM. Our easy-to-use, digital platform features:

Advanced Filtering: Utilizing a smart search feature, managers and recruiters are able to search for candidates by shift preferences, ranking, location and other requirements such as a driver’s license. Allied Universal’s selection process begins with recruiting qualified candidates and requiring them to successfully complete a four-tiered assessment process before being considered for an employment opportunity. This comprehensive screening process assures the Airport that its facilities will be staffed with officers who demonstrate the highest standards of employee professionalism, competency, conduct, cleanliness, appearance, and integrity.

Once an applicant is identified through one of our recruiting sources for possible placement at the Authority, he or she undergoes a comprehensive multi-tiered evaluation process to assess qualifications, skills, attitudes and desires. This process ranges from an initial pre-qualification interview to the implementation of a battery of background checks which meet or exceed pre-determined qualifications outlined in the RFQ. This multi-level assessment process has been extremely successful in identifying highly qualified and service-oriented professionals.

All candidates for employment must meet the following pre-qualification criteria:

Security Officer License Officers must carry their security officer license while on post.

What are your firm’s requirements in hiring and terminating practices and policies?

Hiring Requirements:

Must be at least 21 years of age or as appropriate to state or contractual obligations.

High school diploma or GED, plus at least one verifiable employment; or at least 5 years of verifiable employment history.

No job related criminal convictions as specified under Allied Universal Guidelines.

Ability to read, write and speak English.

Ability to communicate effectively both orally and in writing for the purpose of public interaction and report writing.

Able to provide proof of ability to work in the United States.

Ability to perform essential functions of the position with or without reasonable accommodation.

Ability to interact with all levels of Allied Universal employees and the public in a direct, timely and professional manner.

Ability to deal with internal and external customers and to ensure compliance with fair employment practices.

Ability to get along with other employees follows directions, work under stress, add value and continuously improve.

Ability to conform with established procedures and to help identify and solve problems.

Terminating Practices and Policies:

Disciplinary action will be taken when Company policies, procedures and work rules are violated. It is the policy of the Company to handle all employee performance deficiencies and misconduct in a consistent, timely and equitable manner, free from emotional overtones or personality differences. Generally, this policy is to be enforced by use of progressive discipline. There are four levels of action in the progressive discipline process, as follows:

First Written Warning

Final Written Warning

Termination These steps will generally be used in a progressive manner consistent with the severity of the policy violation and/or performance problem. However, the Company reserves the right to skip any step, in whole or in part, and move immediately to any further step, including termination after suspension and investigation, as it deems necessary. Consequently, no employee may rely on these guidelines as “promises” or “agreements” by the Company to impose the discipline contained in the guidelines in any situation or prior to termination. Allied Universal reserves the right to terminate employees “at will”, with or without cause, at any time, for any reason.

What type of background information does your firm solicit on potential employees? What sources are used to obtain this information?

The following table describes in more detail the steps Allied Universal takes to ensure security officers assigned to BOI meet all minimum and pre-screening requirements.

Application Review & Assessment

Careful analysis focuses on employment history and stability, and on experience/qualifications specific to the job opening.

Interviews The initial in-person interview assesses punctuality and appearance and clarifies points of the candidate’s application. Multiple interviews may be conducted, and candidates progressing beyond this level will attend our orientation program.

Education and Employment

Verification (Reference Checks)

Allied Universal verifies high school diplomas, GED certificates or highest degrees obtained, and a minimum of one previous employer (when applicable); including military DD214.

Electronic I-9 and E-Verify

Employment verification must be completed for all Allied Universal employees to present proof of citizenship or authorized alien status. All potential employees are processed through E-Verify, the government’s employment eligibility system, as well

Management Testing

Management testing may involve the Thomas Personal Profile Analysis, The Kenexa Manager assessment or The Kenexa Leadership assessment, depending on the position. These help assess candidates’ management abilities, drive, maturity and people skills, and evaluate whether they are a good fit.

Social Security Checks

As an additional measure of precaution, we run Social Security checks on each candidate to verify identity and history of addresses. The latter is used to assure all associated addresses are considered when determining states and countries to be included in the criminal background check process.

Criminal Background Checks

Prior to being hired, each employee undergoes a comprehensive criminal records check. Where required, fingerprints are taken and submitted to the appropriate law enforcement agency for a detailed background investigation. Statewide criminal checks are also conducted when required. Allied Universal will only hire individuals who are suitable for employment in the positions for which they are being hired and who are eligible to hold a security guard license where required by state law.

Pre-employment Drug Testing

All Allied Universal candidates undergo a five-panel drug test prior to hire to screen, at minimum, for marijuana, cocaine, amphetamines, morphine and PCP. Preferred five-panel testing is on-site oral fluid (depending on state and contractual requirements). In states that do not allow on-site testing, we offer Intercept, an oral fluid device administered on-site with the results conducted by the lab. On-site ten-panel tests, off-site five-panel or ten-panel tests, hair follicle and alcohol testing are available at an additional charge.

Motor Vehicle Report Officers designated to drive a vehicle are subject to Motor Vehicle Report checks and on-site training before they can operate a vehicle

Security Officer Integrity/Honesty

Testing

Allied Universal offers the Reid Test for security officer integrity/honesty testing. This selection assessment tool evaluates attitudes and behaviors associated with high levels of integrity and productive work habits. Allied Universal offers a discounted rate through a commercial arrangement.

As a standard, Allied Universal officers are screened upon hire and/or during transfer to a new client location. Allied Universal utilizes our background screening provider , Sterling- a nationally recognized provider of pre-employment screening service

What type of training or certification do your employees receive?

Allied Universal’s training methodology involves unifying a core academy program and a comprehensive Practical Application Training and testing process with an ongoing development curriculum to ensure that each employee is given the skills and capabilities to succeed within our company. Allied Universal’s philosophy in developing and deploying the capabilities of our personnel in a service model is centered on learning not training. As a learning organization, Allied Universal is committed to error-free and value-added performance at every service interaction and at every level of our organization. The measure of our success in receiving consistently high customer satisfaction scores is rooted in our robust and multi-tiered employee development programming. Nationally and locally, Allied Universal offers a host of basic, intermediate and advanced security and customer service programs. These programs are available to all Allied Universal employees at no cost and are facilitated by qualified, full-time Allied Universal training managers. Allied Universal’s training curriculum for security officers is based heavily on classroom interaction and a practical application of legal, security methods and asset protection principles. Our customer-orientation toward learning provides a blend of technical skill training with a special emphasis on communications and conflict resolution skills. Allied Universal is well aware of the liability risks associated with deploying an officer who is ill-equipped and unprepared to fulfill his or her important security responsibilities. We place special emphasis in requiring each officer to attend a comprehensive training program prior to being deployed to any client account. The program is taught by an Allied Universal-certified training professional who is dedicated full-time to the design and delivery of dynamic and comprehensive training programs at the local level. Allied Universal’s training process not only ensures our officers have an opportunity to succeed in their assignment, but also significantly lowers the potential for liability and its related expense to Allied Universal and our clients. Allied Universal is the training leader in the security industry. The result of Allied Universal’s commitment to the professional development of our security staff is apparent in the recognition we have received. Submit a copy of training certification materials. Reference to training in minimizing confrontational situations is of particular concern to the City.

All security personnel assigned to the Airport will complete the following minimum training to include but not be limited to:

City mandated security officer training courses

Airport SIDA badge training

On-the-job training at specific Authority posts and at least a minimum of 16 hours prior of assignment

to the Airport Security posts

Training as required by federal rules including training as it is integrated into BOI’s access rules and

procedures

Successful completion of training will be documented by written examination, of which a copy will be provided to the Airport.

Methods of Training

Better-trained security officers and managers not only help minimize risk and maximize safety, but ultimately provide a higher return on your investment. Allied Universal offers a variety of training options to ensure your security team has access to the information they need, when and how they need it.

eLearning: Security officers and managers can complete training at a time and place that’s convenient for them. The Allied Universal|EDGE® [Educate, Develop, Grow and Engage] is our proprietary online learning and development system. On-demand modules and knowledge retention testing prepares employees for future responsibilities and career opportunities. There are more than 1,000 assets including courses, videos, webinars and modules available through our Learning Management System. More than 2,000,000 courses have been completed since 2009.

Instructor-Led: Employees benefit from hands-on instruction in traditional classroom and group settings where questions can be addressed and testing conducted.

On-the-job Training: Site-specific and customized training is conducted at your location. A customized checklist is entered into our online employee database to ensure compliance with security officer training requirements. Security officers at your site will be oriented and trained on what is most important to you.

Scenario-based Learning: Employees are trained on real life situations that happen in the learner’s environment. This teaches security officers how to react and make decisions when certain scenarios arise.

mLearning: Short bursts of online learning suitable for an iPad are used as needed for refresher courses on topics such as fire safety, ethics and client experience. Mobile learning includes an extensive library of videos and podcasts on relevant topics.

After each training program is delivered:

Knowledge is tested to ensure security officer comprehension. Skills learned are applied. You have peace of mind knowing that security officers are well-trained and prepared to exceed

your expectations.

Compliance Tracking With Allied Universal as your security provider, security officers will be properly trained and training will be documented and available for review. Allied Universal’s Master Security Officer I Training Program serves as the final stage of our selection process. This course is designed to provide our security officers with a well-rounded foundation of the technical and communicative skills required to succeed as service-oriented security professionals. Drills and Exercises

Allied Universal’s security forces assigned to aviation facilities conduct regular drills in conjunction with Airport Security, Airport Police and other first responders. Drills include but are not limited to vehicle searches, contraband, security breaches, elevated threat levels, suspicious persons, suspicious packages, and all other aspects of the ASP. Drills are documented, detailing the dates, times, locations, employees involved, a narrative of the events, a summary of the drill, and lessons learned. Post orders and training are adjusted based on the outcome of the drills.

Practical Application training and post orders define the role of your security officers, develop a team prepared just for you, and help guide your security program. Allied Universal is anticipating the retention of members of the incumbent security team mixed with new hires and flex officers assigned by Allied Universal. Allied Universal will staff the posts at BOI as follows (in accordance to the standards set in the RFP and issued addendum):

Gate Guard: Allied Universal shall staff 1 security professional at the security gate, but will supply more (as needed) at the request of the airport and at peak times.

Terminal Inspection: Generally, Allied Universal will staff more than one security professional to gate guard and vendor inspection needs, especially during peak times

Exit Lane Security: Allied Universal will provide 1 security professional to staff this post unless requirements of the airport change based on varying factors.

What method of supervision does your firm use to supervise employees and how often is this method implemented?

An effective, dedicated support system means the difference between success and failure. For over half a century, Allied Universal has assured its clients that they can always count on the appropriate number of management and supervisory staff to maintain a stable security environment at their site. Our approach combines the local responsiveness and attention of a strong regional presence, with an extensive national support system. This extensive management support system is one reason why Allied Universal enjoys so many long-term client relationships—some lasting more than 20 years—including clients such as the State of Idaho and the City of Boise. The Allied Universal management model will benefit the Boise Airport by ensuring a robust local support structure to execute deliverables in a timely fashion, by providing dedicated professional resources specializing in the core competencies of our Security Services organization. Allied Universal is committed to having our Area Manager, Kevin Vinson meet with Officers on a regular basis (at least weekly) to ensure that the Officers are being supervised at both a site and district level. Kevin will regularly be inspecting Officer Appearance, retention of training deliverables and will also be utilizing this time to mentor your Security Officers to ensure they are beginning a “security career”, rather than just holding a job. These visits will take place during both first and second shifts, as well as weekends to ensure that the quality of your security program remains at the same high level on weekends and evenings as it does on weekdays. Each level of management and supervision has minimum client contact requirements as part of our “client intimacy standards.” The Boise Airport can expect at a minimum the following interactions with Allied Universal’s management team:

Our Branch Manager, Kevin, will directly manage the Boise Airport Account, and will be available to the City 24 hours a day, 7 days week.

As of March, 2017, Allied Universal currently employs over 192 people out of our Boise office. Our employees are assigned to client sites locally and we also maintain a team of “Flex-Officers” to ensure that call-offs and scheduled time off are covered by individuals that have been previously qualified and trained at our client sites. Our proposed staffing plan for the Boise Airport will allow for rotation of your “Core Officers” to cover in absence of the regularly scheduled Officer. This will ensure that the coverage will be in accordance to the policies and regulations set in place by the FAA and the Boise Airport.

What is the cost of service per hour, per employee?

Allied Universal’s hourly billing rates DO NOT vary by the time of shift. Our hourly rate will cover all current shifts as well as growth of the security program regardless of the shift. CURRENT COVERAGE SCHEDULE: NEXT TIER DISCOUNT: BILLING RATES AT 336 HOURS PER WEEK OF COVERAGE

Notes to Pricing:

In the event that the City of Boise requires additional hours of the Security Services set forth

above (“Additional Hours”), the City shall provide at least seventy-two (72) hours notice to

Contractor. In the event that less than seventy-two (72) hours notice is given, such Additional

Hours will be billed at the Holiday/OT Rate set forth above. The Overtime Rate for such

Additional Hours will continue to apply until the Agreement is amended in writing to provide for

the increase in base hours. Allied Universal will ONLY charge an OT bill rate for situations in

which additional coverage needs of the airport place the officer posted in an overtime status

(above 40 hours in a weekly period).

Allied Universal’s pricing is based on the costs provided to us regarding support space,

employee parking and background check/badging costs. Due to the size of the program, any

increase of these costs would amount to a severe burden to Allied Universal and will require a

formal increase request.

National Aviation Council of Operational Excellence

AUS’s National Aviation Council of Operational Excellence was created to develop and standardize aviation industry “security best practices” to be shared across our aviation client base. This advisory council enables our clients and managers to exchange ideas, best practices and developments in the industry in a collaborative forum. Our security professionals and supervisors have access to our company SharePoint portal as a means to research and share across the company and country. BOI will have access to AUS’s council of aviation project managers nationwide. In addition, AUS has invested in the American Association of Airport Executives professional development and certification programs for our managers involved in the aviation industry due to the unique environment of aviation security. The Airport Certified Employee (ACE) programs provide public-use airport and military personnel, along with others involved in the airport industry, a thorough and up-to-date certification in five disciplines, including:

Security – The ACE Security program is designed to establish a general knowledge base for airport professionals working in the fluid security environment. The program is an extensive curriculum based on 49 Code of Federal Regulations (CFR) – 1500 Series: TSA Regulations and the ICAO Annex 17. The Course not only meets the TSA 1542.3 requirements for Airport Security Coordinators (ASC) and alternate ASC’s, but also builds upon the existing working security knowledge of aviation professionals.

AUS has 20 active security professionals involved in the management of our aviation programs who have achieved the Airport Certified Employee (ACE) in Security designation. AUS has developed additional training aides used by our employees for the ACE Security designation and has a 94% success rate for achieving the ACE Security designation.

Airport Trusted Agent – The ACE Airport Trusted Agent program is designed to establish a general knowledge base for airport professionals working in the airport Credentialing Office. The curriculum provides important history that helps a Trusted Agent better understand the security platform from which they now are required to work. The course focuses on understanding the complexities that have been continuously added to the requirements for vetting, issuing, tracking and auditing airport credentials and is based on Title 49 Code of Federal Regulations– 1542 series, and TSA Security Directives.

Allied Universal Security provides armed and unarmed security at 29 County facilities performing patrol services, managing access control, critical infrastructure monitoring such as: Miami International Airport, general government buildings, the water treatment plants, election headquarters and Office of Emergency Management. Our operations are under the direction of two dedicated ABSS Project Managers and are supported by 12 shift supervisors and our Dispatch Center. At Love Field, Allied Universal officers secure the vehicle and pedestrian access gates, employee parking areas, exit lanes and conduct patrols inside the terminals as well as routine patrols of airport perimeter fence and random employee and vendor inspections. Allied Universal also provides additional security officers to assist with special projects occurring at the Airport. These special projects include, but are not limited to: airfield construction, planned events and temporary posts to meet TSA guidelines or mandates. At Love Field our responsibilities include:

Monitor and inspect persons, items and vehicles at four vehicle only SIDA entrance gates. Monitor and inspect all pedestrian traffic at the main SIDA employee entrance. Verify escort authorization and document escorted persons into SIDA. Inspect all large hand carried packages and special approved vehicle deliveries as they are offloaded

at a SIDA dock. Inspect charter busses entering SIDA for offloading or pickup. Verify large baggage items have been inspected and approved by TSA prior to being placed on

aircraft. Conduct inspection and verify FAM’s, CASS, DPD and TSA employees at bypass entrance into sterile

area. Foot patrol concourse checking for unsecured doors, verify employee badges are properly displayed,

RFP Clarifications/Exceptions

PROPOSED EXCEPTIONS TO RFP AND PERSONAL SERVICES CONTRACT Universal Protection Service, LP d/b/a Allied Universal Security Services (“Allied Universal” or the “Contractor” or the “Vendor”) appreciates the opportunity to explore provision of services to the City of Boise Aviation Department (the “City”). We are proposing below a limited number of exceptions. We would welcome the opportunity to have further discussion around our proposed exceptions below so that the parties can finalize appropriate terms and conditions related to these services. Allied Universal regularly adds clients to our insurance as additional insureds, so long as our obligations are aligned with our indemnification obligations under the Contract and limited to the specified insurance limits we have agreed to provide. Our blanket additional insured endorsements to our commercial general and auto liability policies, which are written in manuscript form, cover all parties we are required by written contract to include as additional insureds, to the extent set forth in such contract, without the necessity of specifically naming such parties. Accordingly we respectfully request the following revisions to reflect that standard:

RFP Section 1.4 on page 5:

o On line 3, replace the phrase “name the City as a named insured” with the

following: “include the City as an additional insured to the extent of the

Contractor’s negligent performance of the services and up to the required

insurance coverage amount”.

Personal Services Contract Section 4 on pages 22-23:

o On lines 7 and 21, replace the word “named” with “included”.

o On lines 7 and 21, insert the following after each reference to “additional

insured”: “to the extent of the Vendor’s negligent performance of the

services and up to the required insurance coverage amount”.

o On lines 7-8, replace the phrase “as specified in the Idaho Tort Claims Act

set forth in Title 6, Chapter 9 of the Idaho Code” with the phrase “of

$2,000,000”. Allied Universal stands behind our security services and regularly accepts the obligation to indemnify and defend clients for the comparative portion of any losses or damages that are directly caused by the negligent acts or omissions of our personnel in the performance of security services under client agreements. Allied Universal’s standard risk parameters also include a disclaimer of consequential damages. We respectfully request the following revisions to reflect that standard:
