Foul time may be authorized by the train dispatcher for employees performing work foul of the main trackoutside the tunnel between the absolute signal and the tunnel portal while the tunnel control center isoperational. Such work must be coordinated with the train dispatcher and the tunnel control centeroperator.

82.39 FOUL TIME

Working limits established on controlled track through the use of foul time procedures shall comply with thefollowing requirements:

(a) Foul time may be given verbally or in writing by the train dispatcher only after the train dispatcher haswithheld the authority of all trains to move into or within the working limits during the foul time period.

(b) Each roadway worker to whom foul time is transmitted orally shall repeat the track number, track limitsand time limits of the foul time to the issuing employee for verification before the foul time becomeseffective.

(c) The train dispatcher or control operator shall not permit the movement of trains or other on-trackequipment onto the working limits protected by foul time until the roadway worker who obtained thefoul time has reported clear of the track.

82.7 SWITCHES

Switches in designated sidings that lead to ladder tracks, for example, Coho Siding, Birchwood Siding,Healy Siding and Otto Siding Blocks, per Rule 8.11, must be left lined and locked for movement on thesiding. On these switches the target will be green when lined for movement on the siding and red when linedfor movement on the ladder.

The normal position of a ladder track switch is for movement on the ladder, and the target will be greenwhen lined in this position. The target will be yellow when lined in other than its normal position.

82.40.2 TRACK BULLETIN FORM B PROTECTION IN CTC LIMITS

Maintenance employees using track bulletin Form B protection to perform work in CTC limits must notifythe dispatcher when there is a possibility they will shunt the track (metal touches both rails causing a shortcircuit), and before opening a hand-operated switch within the Form B limits.

The Alaska Railroad is segmented into the following track bulletin zones:

• Seward to Moose Pass• Moose Pass to Portage• Whittier to Portage• Portage to CP 1051• CP 1051 to NSS Pittman• Pittman to Talkeetna• Talkeetna to Hurricane• Hurricane to Denali Park• Denali Park to Healy• Healy to Nenana (Note: Bulletins issued on Otto Siding Block use “SD2” as the track identifier)• Nenana to Fairbanks

Track bulletins are created, and addressed, specifically for each train based on the origin anddestination locations of the train. Conductors must ensure the track bulletin issued to their train includesall bulletin zones the train will traverse. The dispatcher must be notified if any bulletin zones are missing andwhen a train is diverted into a bulletin zone that was not issued to the train.

Trains and engines must not enter a main track until they have received a bulletin package addressed to theirtrain or engine and have compared the release form with the dispatcher.

Per Rule 10.3, Track and Time, “Limits designated by a switch extend only to the signal governingmovement over the switch unless otherwise designated.” When instructed by the dispatcher to include“switch yes” as part of a mandatory directive authority, the authority includes the limits between theopposing absolute signals at the designated control point.

Employees cannot act upon mandatory directives until the train dispatcher says “(Train/equipment/employee), that is correct” and the train dispatcher’s initials. The employee will enter the train dispatcher’sinitials next to their name on the address line of the mandatory directive form and repeat the dispatcher’sinitials to confirm completion of the mandatory directive.

ADD: The following to Special Instructions Item No. 82.33, Switch Awareness:

It is the responsibility of the employee releasing authority in non-signaled territory to offer theinformation concerning any hand operated switches to the train dispatcher before releasing theauthority or receiving a continuing authority.

The employee releasing or rolling up authority must offer switch information to the dispatcher whenfirst requesting or releasing DTC authority in non-signaled territory.

If the employee fails to offer the information, the dispatcher must prompt the employee to state therequired information. The dispatcher must not offer switch information, such as “no switcheshandled” or “north siding switch Willow returned to the normal position,” but may ask “what switchinformation do you have?” or “what about switches?”

Employees informing the dispatcher that they have returned a main track switch to the NORMALposition must give the dispatcher their ID number, so that it may be entered on the dispatcher’s SPAFform.

In an effort to ensure compliance and have consistency in the release of authority in non-signaledterritory, train dispatchers will accept the release in the following format:

Examples:

Maintenance Employees: “1198 with employee Smith in the Honolulu Block releasing the Gulch andOhio Blocks with no switches handled, requesting authority through the Broad Pass Siding Block.”

The following train must notenter these blocks until this switch information is received, understood and acknowledged.

Effective 12:00 Thursday, October 12, 2006, an AWS is in service at the following crossings:

104th, MP 106.45100th, MP 106.67Arctic, MP 109.444th, MP 110.7Spenard, MP 111.0

These AWS function in conjunction with the automatic crossing devices. When the crossing signals areactivated, AWS will automatically sound whistle signal GCOR 5.8.2 (7) at the crossing.

To confirm AWS is functioning, a signal in the shape of an orange X flashes near the top of the crossing mast,and is visible from approximately ¼ mile away. These signals are also installed at the following quiet zones:

Oceanview, MP 104.6120th, MP 105.336th, MP 111.3

After the locomotive engineer observes this signal, compliance with Rule 5.8.2 (7) is not required.Compliance with Rule 5.8.1 is required.

A white flashing light on the track side of the crossing bungalow will activate during electrical power outages.

In the absence of the orange X the locomotive engineer must sound whistle in compliance withGCOR 5.8.2 (7).

Immediately notify the train dispatcher of any malfunction of AWS, and when the white flashing light isobserved.

The following crossings have been grade-separated and the automatic warning devices removed:

Summit, MP 313.9Rex, MP 386.2

That part reading: “Exception: Trains or equipment must not stop in the approach to the following highwaycrossing signal circuits because they are not equipped with motion detectors and will not reset at: MP 305.50,Broad Pass; MP 313.96, Summit; and MP 392.96” is canceled.
