Status of Energy efficiency in Albania
Problems:
High energy intensity due to inefficient
generation and transmission processes, old
buildings, not end- use energy efficiently
consumption;
Not implementation in place of the EE law;
Institutional and capacity building to be
performs;
Very limited number of energy auditors;
Energy prices are low and cross-subsidized,
while non-payment is a significant issue.

Status of Law of Energy Efficiency in Albania
Albania - Draft of the Law on Energy Efficiency and Law
Energy Efficiency Building Performance will replace the
existing Law on Energy Efficiency (Law No.9379,
Official Bulletin No 39, Date of publication: 6th June
2005) which has not been properly implemented. This
law transposition of Directive 2006/32/EC on energy end
use efficiency and energy services.
Albania Government has approved National Action Plan
of Energy Efficiency, September 2011
Energy Efficiency Strategy
Target 9% 2018, 20 % 2020
Ensuring the normal market operation in
the field of energy, including the price
formation according to competition criteria
and to environment protection costs and
benefits.
Promotion of financing solutions for the
initiatives related to energy efficiency and
savings.

the general public and energy users about
the necessity and benefits of reducing
inefficient and non-economic energy
consumption.
Promotion of the private initiative and the
development of cost-effective energy
efficiency and conservation services.
Co-operation with other countries in the
field of energy efficiency and compliance
with the country commitment and
obligations under any international treaty or
conventions of which Albania is a party.
Energy Efficiency policies and
measures

Legal and regulatory frameworks. Albania
will approve Energy Efficiency Laws
Incentives of all kinds. Preparation
secondary legislation
Modern building codes and EE standards
for appliances and equipment.
Programs for EE Rehabilitation of
Residential Buildings , Programs include
building envelope improvements that achieve
30-35 percent reductions in energy use, and
apartment-level demand-side improvements .
Energy efficiency funds. EE funds could
provide subsidies for implementing EE
investments, shortening the payback periods,
and help provide access to below-market rate
financing where necessary.
Renewable Energy Target for 2020
Renewable Energy targets of Albania is 38% for 2020
Investment for Renewable Energy policy will reduce
cumulative of CO2 emissions 15.3%.
Energy system in Albania will continue expansion of
hydropower, with additional capacity of 1270 MW by
2020 including wind and solar energy which will
contribute with 250 MW and biomass 40 MW.
Renewable Energy Potential
Hydro: Potencial is 16 billon Kwh only 35 % are used
Solar Energy:
In Albania, average solar radiation is 1500 kWh/m2 per
year and Maximal radiation is 2200 kWh/m2 per year
Wind Energy: The average speed of wind, is around 4‐6 m/s and the
average energy density is 150 W/m2
Biomass: Total proven reserves is about 10 million ton oil
equivalent
Current Legislation
The new Law “On Renewable Energy Recourses ” has
approved 2013, acceding to New EU Directive 2009/28.
This law promote the production of electricity and heat from
renewable energy sources in order to:
Enhance energy security supply;
Protection of the climate and protection of the environment;
Increase of the share of renewable sources in consumption of
primary energy sources;
Establishment on a preferential basis on the internal electricity
market the production of electricity from renewable energy
sources;
Status
Hydro Power Plants (HPP)
Albanian Government, has issued up to about 200 concession
with total cost of investment 2.8 billion Euro. Total Install
Capacity is 1780 MW
Wind
ERE and MEI has issued licenses for several companies to
develop this resource with capacities. Now wind energy is in
phase of investigation
Solar
Many companies has prepared the documentations for
investment in energy photovoltaic. Albanian Government with
the support of UNDP is implementing a water heating market
which aims to facilitate the installation of 75,000m2 of new
installed collector area, and the end of the project to reach
520,000m2 of total installed SWH capacity by 2020.
To reach Renewable Energy Target:
Energy system in Albania will continue expansion of hydropower, with cumulative
additional capacity of 1270 MW by 2020. Wind with an important contribution 150
MW and biomass 40 MW.

• In Albania, average solar radiation is 1500 kWh/m2 per year and Maximal radiation is 2200 kWh/m2 per year
In 2013, a total of 120 000 m2 were installed
(60% by services, 40% by households), bringing total installations to 120 000 m2 (equivalent to around 55 GWh/y or 1.1% of electricity consumed by households in 2013).
Actually Ministry of Economy, Trade and Energy and UNPD is working for the study ““Global Solar Water Heating (SWH) Market Transformation and Strengthening Initiative, Albania Country Programe” This study has in objective to install in Albania during 5 years, 75 000 m2 solar panel for sanitary hot water.

BIOMASS National Agency of Natural Resources has
prepared study “Biomass Potential in Albania”(In 2010 )
According this study:
Forests cover 36% of the land area of
Albania. Total proven reserves on wood
as fuel is about 6 Mtoe. Wood production
for energy in 2014, is 210 Ktoe
Agricultural biomass
Agriculture is a source of considerable
biomass quantities that can be used for
bioenergy production.
Biomass from waste
Total production of waste for 2013 according to official statistics was amount of
762,353 tons or 240 kg/capita.
• Albania, actually is in the feasibility phase of assessment of the geothermic energy use potential
• The geothermic situation of Albania presents two directions for use of geothermic energy:
− The thermal sources with low enthalpy
− The usage of the depths of the
abandoned wells
